Pre-filing of bills began July 16 and continues to Jan. 9 at 10 a.m. We are expecting many high-profile county issues to dominate the session. James Campbell, Executive Director of the Virginia Association of Counties, was recently honored by the National Council of County Association Executives (NCCAE) and the National Association of Counties (NACo) for graduating from the Certified County Association Executive Program. The Certified County Association Executive Program (CCAEP) is a structured continuing education curriculum for the professional development of executive directors of county state associations. The program is structured to comprehensively train county association leaders to be fully knowledgeable of leadership and association challenges and better prepare them to find ways to address emerging issues. The CCAEP is sponsored and

credentialed by the NCCAE and Cornell University with the support of the National Association of Counties. “The County Certification Program’s curriculum is designed to equip association directors with the tools they need to address the increasing demands and challenges of civic leadership today,” said NCCAE President Larry Dix, Executive Director of the Nebraska Association of County Officials. Matt Chase, Executive Director of the National Association of Counties, added: “The NCCAE program enhances the leadership abilities of these executive directors and gives them the knowledge to serve their members more effectively.” The CCAEP has a core curriculum including budgeting, human resource

management, effective board relations, succession planning, advocacy, media relations and leadership skills and strategies. These are supplemented with electives, training sessions and continuing education courses designed to assist association leaders in serving their constituents their members to the best of their ability.

According to the New York Times, economists say the consequences of the “fiscal cliff” of spending cuts and tax increases scheduled to take place at year’s end won’t hit the U.S. economy immediately. The fallout will be powerful but gradual.• State and municipalities are projected to lose at least $6 billion because of manipulation of the London Interbank Offered Rate (LIBOR). Those entities bought about $500 billion in interest-rate swaps before the financial meltdown.

Hosted by Terrain360.com, the online application gives viewers the feeling of walking down a trail, along with the ability to get a full-circle view of their surroundings at any point on the way. The site also features trail maps, amenities listings, GPS coordinates, live weather updates, trail access points and directions to these featured County facilities. The Department of Housing and Community Development (DHCD) recently announced that it is accepting public com-ment on the boundaries of Virginia’s plan-ning districts. As prescribed by § 36-139.7, following every decennial census, the depart-ment is to review the boundaries of those regional entities and, if appropriate, make adjustments. In reviewing the boundaries, DHCD is required to consider, at a minimum, the fol-lowing:• recognition of communities of interest among the governmental subdivisions;• recognition of common economic and market interests;• ease of communications and commis-sioner travel time;• federal metropolitan statistical area boundaries;

[email protected]• a population base adequate to ensure financial viability;• geographic factors and natural boundar-ies; and• the wishes of the governmental subdivi-sions within or surrounding the planningdistrict, as expressed by resolution of the governing body. DHCD will conduct its review in two phases beginning with the receipt of public written comment through Dec. 19, 2012. Any such comments should concisely address the need for retaining or modifying the current boundaries of a given planning district using the criteria outlined above or other factors that affect the viability or effec-tiveness of the planning district commission in carrying out its duties. Comments should either be emailed to [email protected] or addressed via U.S. Mail to Susan B. Williams, DHCD, 600 East Main Street, Suite 300, Richmond, Virginia 23219.

If the department receives sufficient and compelling requests for boundary adjustments, DHCD will then conduct public hearings within the affected planning district(s). Following any such hearings, DHCD staff will consider all comments received and, subject to the provisions of the Administrative Process Act, make changes to the boundaries of planning districts as it deems advisable.

The Dante Coal Miner’s Memorial was erected in December 2000 by the Dante PRIDE organization to commemorate the men of Dante who worked in the mines, extracting the coal which made our country strong in times of war and peace and their families who supported them in their work.

During the early part of the 20th century, Dante was the economic center of Russell County. Virginia Delegate Bud Phillips, a sixth generation resident of the area, speaking at the groundbreaking on Dec. 8, said, “Today is a celebration of our heritage as we erect a tribute to coal miners and their families. I don’t think that many people appreciate the sacrifices that coal mining families of Southwest Virginia have endured.”

Aetna has signed separate agreements with Inova Health System and Carilion Clinic to bring a new model of health care delivery, an accountable care organization (ACO), to commercial businesses and individuals in Virginia. The ACO’s will help lower costs through more effective patient outreach and engagement and a new payment model that rewards doctors for the collective outcomes of patients. Aetna is one of the nation’s leading diversified health care benefits companies, serving approximately 35.3 million people with information and resources to help them make better informed decisions about their health care. Their customers include employer groups, individuals, college students, part-time and hourly workers, health plans, governmental units, government-sponsored plans, labor groups and expatriates. The Aetna-Carilion ACO relationship is ultimately expected to encompass the following key areas: co-branded commercial health care plans for businesses and individuals; joint opportunities to better meet the personalized care needs of patients, including Medicaid beneficiaries in southwest Virginia; and new payment models that encourage providers to share accountability to improve patients’ health, including rewards for meeting quality targets and shared costs savings. Carilion Clinic plans to continue to offer Medicare Advantage products and intends to purchase administrative services through Aetna to lower administrative costs of the products. Aetna also would become the administrator of Carilion’s health benefits plan for its employees.

Pension Liability, maintaining civility in public meetings, unfunded mandates, county transit services, workforce development, tax reform, Foster Care, case studies in region cooperation and the future of stormwater management. During steering committee meetings and breakout sessions, VACo will also be joined by several members of the General Assembly, including House members Terry Kilgore, Keith Hodges and David Bulova. Senators Barbara Favola, Emmit Hanger and John Watkins will also be participants. One of the most important items on the agenda for VACo’s Annual Conference will be the development of VACo’s legislative action plan for 2013. VACo’s steering committees are scheduled to hold their final round of

meetings on Sunday, Nov. 11. VACo’s full membership will then vote on the legislative program during the business meeting on the final day of the conference.

Why The Homestead? It is standard practice for VACo to periodically re-evaluate The Homestead as the site for its annual conference. This evaluation is normally conducted when VACo is nearing the end of a contract term. VACo’s current contract with The Homestead will expire in 2015, which means that VACo is scheduled to undertake another comparative evaluation of alternative sites for conferences scheduled for 2016 and beyond. The most recent evaluation took place in 2008 after questions were raised by VACo’s Board as to whether other facilities besides The Homestead should be considered. After reviewing an analysis developed

by VACo’s staff comparing The Homestead with other venues, the Board concluded that The Homestead served as the most suitable alternative. The staff analysis focused on such daily expenses as lodging, meals and parking. Other factors included room capacity, seating capacity, security and transportation. The 2008 staff analysis demonstrated that in terms of the average daily expenses attendees would typically pay to attend VACo’s Annual Conference, The Homestead turned out to be very competitive with venues in such other areas of the state as northern Virginia, Williamsburg, Norfolk, Virginia Beach and Richmond. (Roanoke’s Convention and Visitor’s Bureau did not respond to VACo’s Request for Proposals sent out last year.) The table from the analysis comparing expenses for lodging, meals and parking at The Homestead with other conference venues is available on VACo’s website.

GENERAL ASSEMBLYContinued from page 1

Local-State Transportation Cooperation VACo will lobby the legislature and state government to ensure full cooperation and timely responsiveness from all agencies in the Transportation Secretariat in addressing local government concerns. Throughout the many initiatives that will be proffered on transportation funding, we will seek to involve local officials in any studies or audits examining the operations, organizational structure and processes for delivering services with respect to agencies such as the Virginia Department of Transportation, the Department of Rail and Public Transportation and the Department of Aviation.

Devolution of Secondary Roads VACo will monitor and oppose legislative or administrative initiatives that would transfer to counties the responsibility for the construction, maintenance or operation of new and existing roads.

Transportation Funding VACo anticipates that transportation funding initiatives will be offered during the 2013 session. We will monitor these proposals and seek to support initiatives that enact a funding package with new revenues. These new revenues must be separate from the general fund; and are stable, recurring and sufficient to meet Virginia’s well-documented transportation needs for highways, transit and all other modes.

Land Use/Growth Management Tools VACo will oppose any legislation to weaken local government land use authority. We will seek legislation that grants localities the additional tools necessary to adequately meet citizens’ increasing transportation, education, public safety and other vital public infrastructure needs that are driven by new development. Such additional tools may include broad impact fee authority for all counties, adequate public facilities provisions in subdivision ordinances, state funds for the purchase of development rights and real estate transfer charges. Current residents should not be expected to bear the cost of new growth through increased real estate taxes.

Local Ordinance Violations VACo will seek legislation that repeals budget language enacted by the 2012 General Assembly that authorized the deposit of all collections from General District Courts, Juvenile and Domestic Relations Courts, Combined District Courts and the Magistrate System to the State Treasury for local ordinance violation penalties.

Health and Human Resources VACo will seek legislation that supports policies and funding to ensure the Commonwealth’s at-risk families have access to high quality and appropriate services.

Unfunded Mandates VACo will work with the Governor’s

Unfunded Mandates Commission to identify and oppose unfunded mandates by the Commonwealth.

Stormwater VACo will join other partners to support budget initiatives that provide adequate funding to enable local governments to start-up new stormwater management programs that must be established by July 1, 2014. We will also seek a comprehensive study of the long-term fiscal impacts on localities and reallocation of funding from the stormwater “integration” legislation that passed the 2012 General Assembly.

Water Quality Improvement Funding During the 2013 session, VACo will urge state and federal agencies to carefully consider impacts on local governments of any initiatives intended to reduce loadings of pollutants into state waters from both point and non-point sources. In order for comprehensive, watershed-wide water quality improvement strategies to be effective, major and reliable forms of financial and technical assistance from federal and state governments will be necessary. VACo supports the goal of improved water quality but will vigorously oppose provisions of any strategy that threatens to penalize local governments by withdrawing current forms of financial assistance or imposing monitoring, management or similar requirements on localities without providing sufficient resources to accomplish those processes.
