• OUPV is the first exam in a series that leads to a deck officers license, typically referred as a master or mates license: 25 ton, 50 ton, 100 ton, 200 ton, 500 ton, 1600 ton, and Unlimited.
• OUPV is the first hurtle in becoming a professional mariner.
• If you come up this way from small vessels to larger vessels this is called coming up the “hawse-‐pipe.”

• Let’s put this into perspec.ve. Most 100 ton captains work on private yachts, fishing vessels, commercial dive boats, OSV – offshore supply vessels, dinner ships, and casino ships.
• They may serve as Captains, Mates, AB’s or OS’s in the deck crew depending upon job openings and sea-‐.me. Everyone working on a deck crew may hold a captain’s license, the one with the most relevant sea-‐.me usually is the vessels Master.

• A Captain is only a Captain when he or she has a ship to command, otherwise he or she holds a master’s cer.ficate of a specified tonnage.
• OUPV – “Operator of Uninspected Passenger Vessels” is the first step in moving up the ranks and onto larger vessels.
• OUPV introduces you to the art of seamanship.

• The other op.on is to a\end an Academy, such as New York, Mari.me, (the oldest opera.ng mari.me college in America), or Maine Mari.me, Massachuse\s Mari.me, Texas Tech, California Mari.me, Annapolis Naval Academy, or Kings Point Merchant Marine Academy.

• These Academies typically cost $120,000 and up. The longer it takes you, the more it costs.
• Many of the Academy’s will allow you to keep going un.l you complete the program. The cost is about $40,000 to $50,000 a year.
• The average cadet comes out in 5 years $100,000 dollars in debt with student loans, even aber discoun.ng for military service wavers, and grants.

• $120,000 to $150,000 and 4 or 5 years of difficult work and sea service on a training ship. Some colleges also offer the op.on of gecng a Masters Degree in 3 years.

• One way to move up in the merchant marine, without going into extensive debt, is to take your deck license up to 100 or 200 ton with all the STCW endorsements and then join the U.S. Coast Guard or U.S. Navy.
• If you have a USCG MMD, Master & Mate’s Cer.ficate (Captain’s license) or engineers license your .me on military ships can oben be applied toward the Captain’s tonnage, or the AB, or Q-‐Med engineering.
