According to the Centers for Dis- ease Control and Prevention, fatal drowning is the second-leading cause of death for children ages one to 14 years old. In ethnically diverse com- munities, the youth drowning rate is two to three times higher than the national average, according to a USA Swimming study. Additionally, nearly six out of 10 African American and Hispanic/Latino children are unable to swim, nearly twice as many as their Caucasian counterparts. “I love my job because I’m passion- ate about swimming and educating children about water safety. I also believe that everyone deserves the op- portunity to learn how to swim, espe- cially children who may not have this chance otherwise,” said Brie Young, the Ventura Family YMCA’s Aquatics Director. “The neat part about the Y is how we teach children of all ages and backgrounds to have fun in the water. We help them build self-confidence and give them the right skills to keep them safe.” The Y has been a leader in providing swim lessons and water safety for more than 128 years. The Ventura Family YMCA continues to help youth and adults experience the joy and benefits of swimming, so they can be healthy, confident and secure in the water. There are a variety of programs to choose, including: Summer Splash Camp, Parent/Child Swim, Group Swim Lessons, Private Lessons, YMCA Wet Ball (Water Polo), Synchronized Swimming, Swim Conditioning, and the Ventura Dolphin Swim Team. Programs that also benefit the community are Oper- ation Ventura, which provides under- privileged children the opportunity to participate in sports and swimming lessons at the YMCA for free. The World’s Largest Swimming Lesson on June 24th, which gives anyone six months (in parent participation is required for participants 6-35 months of age) or older the opportunity to learn how to swim and attempt a sev- enth Guinness World Record attempt. The Y’s Santa Paula Swim program gives current Ventura Family YMCA members free swimming time at the Santa Paula High School Pool, and offers drop in rates for specialty swim programs such as Dive Clinics and water fitness classes for adults. In addition to learning lifesaving water safety skills, children can increase their physical activity by swimming. Swimming also motivates children to strive for self-improve- ment, teaches goal orientation and cultivates a positive mental attitude and high self-esteem. As part of the Y’s commitment to reduce drowning rates and keep kids safe in and around the water, the Ventura Family YMCA will provide scholarships for swim instruction and water safety to children from under-served communities in and around Ventura.

“It’s time for this money to be put to good use by helping to reform prisoners so they can return to their communities as productive, law-abiding members of society.”

Giving inmates the opportunity to earn college degrees can be a hard sell, though, because the av-erage taxpayer is more concerned with educating their own children and grandchildren than with edu-cating prison inmates, Zoukis says.

They want to see prisoners pun-ished, not put on a track toward a degree, but that’s short-sighted, he says.

“Most of the public is unaware that educating prisoners can have an impact – a positive one – on our economy and on the safety of our communities,” Zoukis says.

Here’s how: Prisoners who take classes while incarcerated have a 13 percent lower likelihood of committing another offense and ending up back behind bars, ac-cording to a Rand Corp. study in 2014 that reviewed years of data. Those prisoners also are more likely to become employed once they are released.

The Rand report says that for every $1 spent on correctional ed-ucation, there was a $5 reduction in overall corrections spending.

Right now, though, a high school diploma or the GED equivalent is as far as prisoners can go in most prisons across the country, says

Zoukis, who is incarcerated at the Federal Correctional Institution Petersburg in Virginia, a medi-um-security facility.

“It’s better than nothing, and will reduce recidivism, but a GED isn’t going to qualify someone for anything other than an entry-level job,” Zoukis says. “The further we can go beyond that, the higher the level of education we can bring into prisons, the greater the chanc-es are that an ex-prisoner will have an economically stable life and won’t be a repeat offender.”

Zoukis has worked on his own college degree from Adams State University in Colorado via corre-spondence. He expects to earn a bachelor’s degree by the end of 2016 and hopes to have an MBA by the time he is released from prison in 2018.

But Zoukis has faced roadblocks on the way to working toward a degree, and he believes changes need to happen to make the path smoother for those who will fol-low him. Among the steps Zoukis says are necessary:

• Support from prison culture and staff. Zoukis says he has seen that in some cases, prison guards and other staff members discour-age education for inmates. “Prison education won’t work unless we have institutional commitment to ensure a culture of support for education in the state and federal prison systems,” he says. GED programs, vocational training and access to college courses all need to be promoted. Prison authorities need to prohibit guards and prison staff from refusing to grant release

from work details to prisoners en-rolled in any educational or college program, Zoukis says.

• Eligibility for Pell grants. Prisoners should again be made eligible for Pell grants and other need-based student fi nancial aid, Zoukis says. Inmates were banned from using Pell grants in 1994, but President Obama has announced a pilot program in which a limited number of prisoners would be able to use the grants beginning in the fall. That’s a start, but Zoukis wants to see that eligibility be-come more widespread.

• Partnerships with community colleges. Community colleges are valuable allies in the effort to edu-cate prisoners, but in many cases the programs offered are limited to basic education, literacy and non-credit vocational programs, and often they are taught by prison staff rather than qualifi ed instructors, Zoukis says. “What is needed are more of the credited vocational and advanced academic programs,” he says. The programs also need to be adequately funded, he says.

Ultimately, it’s time for the nation to decide what is more important: mass incarceration or public education, Zoukis says. Prisons need to be used for more than punishment. Instead, he says, they need to be seen as treatment and education centers where skills can be learned and problems ad-dressed.

“The end goal of corrections is enhanced public safety,” Zoukis says. “It’s not enhanced punish-ment for punishment’s sake.”

Consumer alert on Mortgage...servicer or a representative from the Home Affordable Modifica-tion Program (HAMP), to offer fake loan modifications and “trial payment plans” to lower mortgage payments. These scammers may send genuine-looking letters with the logo of the homeowner’s mort-gage company, the homeowner’s account number, and deceptive contact information that routes homeowners to the scammers instead of their mortgage servicer. They may also call from telephone numbers that show up on caller ID as the homeowner’s mortgage company.

As with legitimate HAMP of-fers, homeowners are told that their loans may be permanently modified if they make three trial period payments and follow cer-tain other requirements. Home-owners are usually instructed to send payments via wire transfer or money order to sham addresses that supposedly belong to their mortgage company, only to lat-er discover that they have been sending payments to scammers and have lost thousands of dollars while their real mortgage compa-ny has not received any payment during the duration of the scam. Currently, the federal HAMP and HARP programs are set to end on December 31, 2016.

Other common mortgage mod-ification scams include:

• Illegally charging homeown-ers upfront fees for mortgage modification services and then providing little or no assistance;

• Falsely guaranteeing or imply-ing that modification applications will be approved (often through falsely claiming affiliation with HAMP, other government pro-grams, or mortgage servicers); and

• Tricking homeowners into transferring part or all of their property interests to a scammer, usually in an effort to drain equity from a property.

Important TipsHomeowners should keep the

following tips in mind to protect themselves from mortgage modi-fication scams:

• Be wary of unsolicited tele-phone calls and mailings that offer a mortgage modification or claim to be a pre-approved modification, especially if the homeowner is asked to provide any payment or personal information.

• Homeowners who have ap-plied for a mortgage modification should confirm any modification offers or approvals directly with their mortgage servicer to ensure that the modification offer or ap-proval is legitimate before paying money or providing personal information.

• Because scammers may pro-vide fake contact informa-tion, homeowners should contact their mortgage servicer using the contact information on their reg-ular mortgage statements to make sure that an offer or approval is legitimate. If the offer or approval is for a HAMP modification, homeowners can also call the federal government’s Making Home Afford-able hotline at 1-888-995-HOPE (1-888-995-4673) to confirm that the offer is legitimate.

• Scammers often re-quest payment by money transfer companies, in-cluding Western Union and MoneyGram, or wire transfer, and may also use a fake address for pay-ments. Before sending a mortgage payment to any address other than what is on the regular mortgage statements, homeowners should verify that the ad-dress is legitimate with their mortgage servicer.

• In California it is il-legal for any person, in-cluding real estate agents, real estate brokers, and lawyers, to charge upfront fees for loan modification

assistance or services. Be wary of any individual or company that guarantees a successful result, since only the mortgage servicer can approve a mortgage modifi-cation offer. Homeowners should also be wary of any individuals who encourage homeowners to stop contacting their mortgage servicer or to stop making mort-gage payments.

Homeowners should not have to pay a fee in order to apply for a mortgage modification and can get FREE help from a U.S. De-partment of Housing and Urban Development (HUD)-certified housing counselor to apply for a modification or other relief.

Abrirán cruce entre San Diego y Tijuana

Los Gobiernos de México y Estados Unidos anunciaron la apertura del cruce peatonal entre Tijuana y San Diego por la garita El Chaparral-San Ysidro a partir del 15 de julio próximo.

Los viajeros que se dirigen a EE.UU. podrán cruzar a través de la sección oeste del puerto El Chaparral y entrar al nuevo edifi-cio peatonal, así como a las insta-laciones del Centro de Transporte Multimodal en San Ysidro, seña-laron en un comunicado conjunto.

Ambos países trabajan "para concluir la expansión, moderni-zación y aumentar la capacidad de procesamiento del puerto de entrada El Chaparral-San Ysidro, el más grande de nuestra frontera

común y en el hemisferio occi-dental", indicaron la Cancillería mexicana y el Departamento de Estado de EE.UU.

"Más de 50,000 vehículos y

25,000 peatones cruzan la frontera diariamente en ambas direcciones, uniendo a las comunidades de Ti-juana y San Diego en una vibrante región binacional", recordaron.

México y EE.UU. abrirán nuevo cruce entre San Diego y Tijuana en el próximo mes de julio.

Despedida a la Cónsul Laura Quintanilla

Con una emotiva reunión que se llevó a cabo la tarde del viernes 13 de este mes de mayo, se rindió una bien merecida despedida a la Lic. Laura Quintanilla, quien se desem-peñó como cónsul de protección y asuntos legales en el consulado de México en Oxnard por los últimos 7 años.

Antes de que se diera inicio al programa oficial, pudimos platicar con la Lic. Quintanilla, quien vi-siblemente emocionada nos contó lo que significó para ella estos últimos 7 años de su larga carrera diplomática que duró casi 39 años.

“Todo fue muy bonito, haber conocido 7 países, entre los que se encuentran Alemania, Italia, Canadá, Suecia, y por supuesto Los Estados Unidos, de todos ellos tengo recuerdos muy bonitos, de Suecia, lo recuerdo, porque fue allí donde nacieron mis hijos, a Italia lo recuerdo con mucho cariño, es el país que más quiero, después de México, pero sin duda, han sido estos últimos 7 años los más felices de mi carrera, porque tuve la opor-tunidad de ayudar a muchas gentes por el puesto que desempeñé”.

Además agregó “Aún me en-cuentro ‘sacada de honda’, durante todo el año pasado, les he estado diciendo a todos los compañeros, ahora si, ya me voy, ahora es el último día, y ahora, que de verdad ha llegado ese último día, no me encuentro preparada para decir adiós, no me ha caído el veinte, como decimos”.

El cónsul de comunidades Jo-nathan Álvarez, maestro de cere-

monias, fue el primero en hablar y presentar a la Lic. Quintanilla, de quien recordó que fue ella quien fue a recibirlo al aeropuerto de Los Ángeles, cuando él llegó a prestar sus servicios en este país, y haber perdido su maleta en el vuelo, y a pesar de haber tardado más de una hora en salir, ahí estaba la Cónsul Quintanilla esperando por él, no sólo eso, sino que le ofreció

hospedarlo en su casa hasta que él encontró un lugar donde vivir.

Visiblemente emocionada, ya que varias veces estuvo a punto de soltar las lagrimas, Fabiola Ambriz, asistente en el consulado, se encargó de dar la despedida a la cónsul Laura Quintanilla, a quien describió como una trabajadora incansable, quien nunca dejó de luchar en defensa de los mexica-

nos en necesidad, aún y cuando pareciera imposible su caso. Tam-bién dijo Fabiola, que en muchas ocasiones la cónsul iba más allá de lo que sus atribuciones le daban, ayudando económicamente a las personas aún de su propio bolsillo, estando disponible los 7 días de la semana, las 24 horas, dijo estar muy agradecida, al igual que los otros empleados del consulado, por la ayuda de Quintanilla, por sus constantes consejos y hasta por sus regañadas.

A continuación, la cónsul titu-lar del consulado de México en Oxnard, la Lic. Berenice Díaz, hizo un recuento de la ayuda que recibió ella también a su llegada al consulado, ya que ella, si bien había servido en el servicio ex-terior mexicano, nunca lo había hecho al frente de un consulado, y fue precisamente la Lic. Laura Quintanilla quien la ayudó en los primeros meses de su gestión en esta ciudad. Recordó también el arduo trabajo llevado a cabo por la hoy despedida, ya que hay aproximadamente un millón de mexicanos en los tres condados

que abarcan el territorio de trabajo del consulado de Oxnard, que cu-bre los condados de Ventura, Santa Bárbara y San Luis Obispo, y al principio, Quintanilla y otras dos personas, en una labor titánica ha-cían maravillas para servir a tanta gente. Después de la lucha por más personal y recursos, a la despedida de la cónsul Quintanilla, el depar-tamento de protección y asuntos legales cuenta con 8 personas para el servicio a la comunidad.

Varias personas entregaron re-conocimientos a la cónsul que termina su carrera de casi 39 años, entre ellas, el asambleísta estatal Das Williams, entregado por su representante Angélica Cisneros, el propio consulado también entregó un reconocimiento, pero el que más le sorprendió a la Cónsul Quinta-nilla fue el que recibió de parte de la Oficina de ICE (departamento de inmigración), que se encuentra en el área de Santa María, porque dijo, que en su trabajo de defensa de los derechos de los mexicanos, muchas veces tuvo que literalmen-te pelearse con la oficina de ICE, y que recibir un reconocimiento de

ellos, significaba que a pesar de ser “enemigos” habían reconocido su trabajo.

Para finalizar, la propia cónsul hizo uso del micrófono para agra-decer a todos los presentes, a quie-nes agradeció su apoyo. Dijo que se lleva muchos amigos y muchos recuerdos, que irá a descansar a su pueblo natal en el estado de Nuevo León, México, a donde los invita a visitarla, ofreciendo atenderlos con una rica machaca con huevo, tortillas de harina paleadas a mano y un delicioso jugo de naranja de las que se dan en su huerto fami-liar. Recordó también sus años de servicio en otros países, donde, por ejemplo en Suecia, su hija le reclamó alguna vez ya no tener espacio suficiente para vivir por todas las personas a las que ella les brindaba alojamiento, pero volvió a decir que los años trabajados en Oxnard, fueron los más gratifican-tes por la oportunidad de ayudar a tantas personas.

Al final de la reunión, se pasó una película con momentos de la vida y del trabajo de la Cónsul Laura Quintanilla.

Violencia e inseguridad, causas del desplazamiento de miles

La Comisión Nacional de De-rechos Humanos (CNDH) estimó en miles las víctimas de despla-zamiento forzado en México, la mayoría por la violencia e inse-guridad que prevalecen en algunas de la regiones y llamó al Gobierno a atender este fenómeno.

La violencia, la inseguridad, la impunidad y en general, la debilidad del Estado de derecho han propiciado "que un número considerable" de mexicanos dejen sus lugares de residencia para bus-car muchas veces algo tan básico como su integridad física, dijo el titular de la CNDH, Luis Raúl González.

En conferencia de prensa en la capital mexicana, González pre-sentó un informe especial sobre desplazamiento forzado interno, según el cual las víctimas de este fenómeno suman decenas de miles.

La institución, que realizó 1,000 cuestionarios en 63 municipios del

país, detectó 35,433 desplazados a partir de la información entregada por autoridades estatales y muni-cipales, así como por las propias víctimas y otras personas que las conocieron.

En tanto, organismos defenso-res de derechos humanos dieron cuenta de 6,685 víctimas más y la Comisión Nacional para el Desarrollo de los Pueblos Indí-genas reportó haber atendido en el periodo 2006-2013 a 5,364 familias desplazadas de Chiapas, Guerrero, Hidalgo, Jalisco, Na-yarit y Oaxaca, lo que equivale a 16,092 personas.

En los testimonios recabados por la Comisión, 1,784 perso-nas dijeron haberse desplazado, afirmó el quinto visitador de la institución, Édgar Corzo Sosa, quien atribuyó buena parte de los desplazamientos a las disputas entre grupos criminales.

"Ante la amenaza de agresiones o frente al reclutamiento forzado

de adolescentes, jóvenes y adultos optan por abandonar sus lugares de origen o residencia y trasla-darse a espacios donde puedan sobrevivir en paz", apuntó.

Sobre las cifras, procedentes de diferentes fuentes, Corzo es-timó "probable que en algunos supuestos parte de las personas desplazadas y contabilizadas apa-rezcan en ambos apartados, lo que no es fácil determinar debido a la falta de especificación del lugar y de los datos de identidad de las personas".

Por ello, aseguró, esos números solo "deben considerarse como una muestra de la magnitud de la problemática" y plantean la urgencia de realizar un censo de víctimas de desplazamiento for-zado en el país.

El titular de la CNDH estimó "necesario que el Estado mexica-no reconozca oficialmente la exis-tencia de este problema, adopte una postura unívoca respecto del

Robot cirujano opera con más precisión

Equipado con herramientas e imágenes de alta precisión, un nuevo prototipo de robot realiza operaciones de cirugía con mayor precisión que los médicos reales, según un estudio que publica la revista Science Translational Medicine.

La investigación ha sido lide-rado por el Sistema Nacional de Salud de Niños DE Washington y ha contado con la colaboración de la Universidad Johns Hop-kins en Baltimore (Maryland).

Así, solo con sacar el factor humano de la ecuación, los ro-bots autónomos pueden reducir complicaciones y mejorar la se-guridad y la efi cacia de la cirugía en los llamados tejidos blandos, según el estudio.

El nuevo prototipo de robot cirujano llamado STAR opera con más precisión que médicos reales.

Se entiende por tejidos blandos aquellos maleables y móviles, en contraste con los tejidos duros, que se refi eren a los huesos.

La cirugía con robots autóno-mos se había puesto en práctica y con éxito en los tejidos duros, donde tareas como cortar huesos resultan de más sencilla progra-mación para las máquinas.

En este estudio pionero con tejidos blandos, los investiga-dores compararon directamente la efi ciencia de las operaciones ejecutadas por robots y por ciru-janos expertos de forma manual.

En esta comparación, resultó más efi ciente el robot, llamado STAR (que signifi ca "estrella" en inglés).

Siempre bajo supervisión,

STAR probó ser "superior en todos los sentidos", tanto en suturación como en reconexión de segmentos, según el informe.

El ensayo se ha puesto en práctica con cerdos, en concreto para operaciones estomacales y todos los animales sobrevivieron a la operación sin complicacio-nes.

En su aplicación a los hu-manos, este tipo de cirugía se puede usar en operaciones de estómago, para extirpar tumores así como para otras operaciones de tejidos blandos.

Ayuda medica para menores indocumentados

Las autoridades de California iniciaron una gira para promover la inscripción de niños y adoles-centes indocumentados en seguros de salud subsidiados.

Las autoridades mexicanas acudieron al rescate de 27 ballenas piloto que quedaron varadas en el estado de Baja California, en el noroeste de México y lograron salvar a tres ejemplares con vida, informó la Procuraduría Federal de Pro-tección al Ambiente (Profepa).

El operativo se llevó a cabo por la Secretaría de Marina (SEMAR), miembros del ejér-cito mexicano, de la Comisión Nacional de Pesca y Acuacul-tura (Conapesca), pescadores locales y la misma Profepa en Playa Punta Bufeo, cercana al municipio de Ensenada, en Baja California, detalló un boletín.

Durante la acción "se logró rescatar únicamente a tres ejem-plares con vida, los cuales fueron llevados hacia aguas profundas".

Las autoridades agregaron que la marea bajó y las ballenas "con-tinuaban retornando a la orilla", por lo que solamente se rescató a dos ballenas piloto adultas y a una cría.

La Profepa activó la Red para la Atención de Mamíferos Mari-nos establecida en la entidad con el fi n de recabar evidencias que ayuden a determinar las posibles causas del varamiento", destacó el boletín.

El organismo estimó que las ballenas se encontraban desorien-tadas debido a que ninguno de los

ejemplares presentaba daños o lesiones visibles, ni tampoco que estuvieran afectadas por redes de pesca u otras activi-dades humanas.

La totalidad de los ejempla-res correspondían a ballenas piloto o calderón de la especie Globicephala macrorhynchus, que según la normativa mexi-cana están "sujetas a protección especial".

"Las ballenas piloto tienen una cohesión social fuerte, es decir, que no abandonan a otras ballenas que están en peligro, aunque eso signifi que la muer-te, si una ballena queda varada las demás le siguen", agregó el comunicado.

Al establecer su cuenta, pueden generar e imprimir un estado de cuenta de Seguro Social (Social Security State-ment). Este servicio de su estado de cuenta le proporciona acceso asegu-

rado a las personas para que puedan verifi car sus salarios, de acuerdo a nuestros registros, e información referente a sus benefi cios, además de poder generar cálculos aproximados de sus benefi cios futuros para ayudar-les a planifi car su jubilación.
