department (CHRD) is to promote a County culture where our em-

Human Resources’ mission is to cultivate a sustainable learning
culture. This is accomplished through various methods, including an
array of high-quality training and leadership development, tools,
seminars, special services, and workshops. In these pages, you will

Leadership Coaching &
EMPLOYEES’ UNIVERSITY
County Human Resources, in partnership with Cal State Northridge,
received accreditation from the Western Association of Schools and
Colleges WASC for the County’s Employees’ Universi- ty (EU). With
this accreditation employees can complete a Master of Public
Administration (MPA) in Public Sector Management and Leadership on
site at the Employee’s University or pursue a Master’s in Public
Health or finish their Bachelor’s degree in Public Sector

Organizational culture is the sum total of both formal and informal
values and beliefs that influence how people be- have and work each
day. Given the transformational nature of Renew ‘22, the Renew ‘22
Executive Team determined that, in addition to the core values
established in 2017, a critical set of skills, abilities or
behaviors were needed to help the organization navigate the culture
change needed and produce the results envisioned.
COSB’s transformative behaviors are designed to ensure that
individuals build the skills necessary to enhance the or-
ganization’s capacity to proactively address issues and the
transformation envisioned with Renew ’22 is sustainable.
COSB TRANSFORMATIVE BEHAVIORS
As you engage with this learning tool, you will find the cur-
riculum reinforces the County’s transformative behaviors, which are
embedded in our coursework. The transformative behaviors apply to
all COSB employees and are aligned with the mission, vision, and
values of the County.

Whether you want to orient yourself to the County’s culture,
understand policies, learn new skills or enhance your knowledge,
our learning topics are designed to help you attain your goals. Our
knowledgeable instructors and engaging presenters provide learners
with tools to optimize work- force performance, engagement and
productivity.
• Our faculty consist of 60% County employees from internal
departments who serve as instruc- tors through our new Subject
Matter Expert program. • 40% external consultants are contracted
through new and established partnerships with UCSB, SBCC,
nonprofits, public agencies, retirees, veterans and private
sector.
ABOUT THIS LEARNING CATALOG
The OTD division offers customized and hybrid training modalities,
talent development tools, and spe- cial services using the
following five course delivery modes:
HYBRID LEARNING DELIVERY MODE
Combined in-class instruction and flexible online activities.
Interactive and on-demand learning takes place online through the
use of a learning management system (LMS) such as Skill- soft and
TargetSolutions.
Fully online learning is delivered in the virtual classroom setting
with a live instructor.
Guided online learning via partner institution which engages
learners with independent, active learning.
