Introductory Statement
Vytenis Andriukaitis, EU Commissioner for Health and Food Safety My first year as EU Commissioner for Health and Food Safety has been marked by the major Ebola outbreak in West Africa. I was deeply touched by this crisis and witnessed the suffering first hand when I visited the affected countries with my colleague Commissioner Stylianides a few weeks into our mandate. New cases are thankfully decreasing, and we hope that the outbreak is finally under control. However, we need the continued commitment of the EU and the rest of the world to stamp it out completely. The Ebola crisis has shown us the importance of multi-sectoral cooperation, as it has involved public health services, research and innovation for the development of new vaccines and therapies, humanitarian aid, transport and international cooperation. Efficient cooperation between sectors is a key element of EU legislation on serious cross-border health threats, which was extended two years ago to strengthen preparedness for chemical and environmental threats to health in addition to communicable diseases. I am committed to ensuring EU legislation and procedures remain fit for purpose. It is vital that both at EU and Member State-level all protocols and procedures are in place to efficiently address any crisis that comes our way. Learning lessons from our response to the Ebola outbreak is important to be better prepared to respond to future health threats. This is why the Luxembourg Presidency and the European Commission are convening this conference: to identify learning points so as to strengthen health security within the European Union and enhance the preparedness and response capacities of the EU Member States. I am looking forward to an inspiring discussion in Luxembourg on how we can reach these goals, and to presenting the results to Health Ministers at the next Health Council.
The Ebola epidemic is the most striking illustration of what we all know but what is never stressed enough: health is our most important capital. If we want the human right to health to be reality, we need effective, strong and resilient health systems. It is therefore vital that the health dimension is fully taken into account when decisions are taken to react to cross-border crises.
Ebola seems to be under control but we need to be vigilant. We don’t know when the next epidemic will hit us, but we know for sure that cross-sectoral cooperation is crucial if we want to strengthen health security within the European Union and to improve the response and preparedness capacities of Member States in case of future outbreaks. Health, medical and clinical concerns must remain at the core of this response.
The Ebola epidemic has triggered new ways of working and of crisis management within the European Union, allowing for best possible coordination of public health, research, development and military departments. Speeder reaction and pragmatic approaches were greatly facilitated by daily and weekly teleconferences operated by the Emergency Coordination Response Centre and the Health Security Committee and unprecedented funds were levied.
I am very honored to count Dr. Margaret Chan among the speakers – there is a lot that can be learnt from the assessment performed by the World Health Organization on how to intensify the strategic development and the maintenance of health system preparedness.
It is now time for the European Union to look back and to ask ourselves: What could be done differently? How can we better sustain critical health system capacities? The European Union, just as the international community, need to learn lessons from the Ebola crisis.
The Luxembourg Presidency is committed to push this important issue forward and to put it high on the political agenda, together with the Commission and the Member States.

Conference Introduction
Conference addressing: "Lessons learned for public health from the Ebola outbreak in West Africa - how to improve preparedness and response in the EU for future outbreaks" The European Commission and the Luxembourg Ministry of Health welcome you to this conference organised under the Luxembourg Presidency to: “Identify lessons learned about the EU response to the Ebola epidemic in West Africa and to improve EU public health preparedness and response capacities for future similar events.” The Conference starts at 09:15 on 12 October and finishes at 15:00 on the 14 October. The programme comprises the opening of the Conference on the 12 October, followed by four workshops running in parallel. On the 14 October, all participants will reconvene as a Conference to share each workshop’s findings. The Conference participants are drawn from EU Member States, EU bodies, International and Non-Governmental Organisations and companies working in risk and crisis management and communication. The final output of the Conference will be presented to the Council of Ministers under the auspices of the Luxembourg Presidency in December 2015. At the end of the Conference each participant will be given a USB containing the workshop presentations. The four workshops are: Workshop 1: The Ebola outbreak as a complex crisis: the EU response and inter-sectoral cooperation Workshop 2: Good practices and innovation for pre-clinical and clinical management of Ebola virus disease Workshop 3: Communication activities and strategies addressed to the public and health professionals Workshop 4: The EU preparedness and response planning as part of global health security The workshops are being run on behalf of the European Commission by Public Health England’s Conference Team who will be happy to help you should you need any assistance.

The Ebola outbreak as a complex crisis: the EU response and inter-sectoral cooperation

WORKSHOP 1 This workshop will allow participants to discuss the main issues that contributed to make the Ebola outbreak in West Africa a 'complex emergency situation' or a 'complex crisis', and to agree main messages indicating areas deserving special attention to improve the EU public health response should a similar outbreak occur in the future. The discussions will also address particular aspects that have challenged the European Commission and the EU health authorities in responding rapidly and efficiently, including the need to work in close collaboration with other sectors and with the international partners, namely the World Health Organization. This workshop will explore these challenges by addressing 3 thematic areas:

Good practices and innovation for pre-clinical and clinical management of Ebola virus disease

WORKSHOP 2 The workshop will allow participants to exchange good practices and discuss lessons learned related to pre-clinical management, clinical management and Ebola research response. It will further provide the opportunity to identify concrete actions and the way forward to meet challenges and needs related to medical evacuation, ground transport of Ebola virus disease (EVD) patients in European countries, hospital preparedness and treatment for EVD in European hospitals, and accelerated research and development to ensure innovation in medical countermeasures. Communication activities and strategies addressed to the public and health professionals
Location: Suite des Poètes
The dynamic of the Ebola crisis and the multi-sectoral response generated challenges and opportunities for communicating with internal and external target audiences - such as the public; at risk groups; governments and responding organisations – in affected countries, globally and at a European level.
Emergency Risk Communications was a key element in crisis management and involved an exchange of views between the Commission, Member States representatives, inter-governmental organizations, selected partner organisations, as well as feedback from European media outlets. Workshop 3 will invite participants to consider the development of the external and internal communications element of a response to the Ebola outbreak. For the morning of 13 October 2015 the communications workshop will be joined by 30 journalists. There will be a panel discussion to allow feedback from journalists about their experience of the EU and national communication about the outbreak with them Broad areas for discussion will include:
• How the media and communications staff can work more effectively together
• External communication with the public and specific groups such as health professionnals
• How best to support WHO in communication activities in affected countries, deployment of communicators to the affected countries along medical experts
• Developing the role of communications as an essential part of crisis management. • Improving coordination of communications activity and messaging amongst responding
organisations
• Evaluation of the public perception of risk and the effectiveness of risk messaging.
