I. Asia eHealth Information Network (AeHlN)
• Created by WHO in 2012 to assist countries with their national eHealth development.
• Members - Senior officers from Ministries of Health, Ministries of ICT, government
health insurance agencies, academe, and non-government sectors.
• Started out as seven individuals from six countries struggling to solve the country
health information systems and interoperability problem.

II. HIS/eHealth Capacity Building Roadmap
WHO and AeHIN provide technical support to make eHealth scalable and sustainable using certified governance, enterprise architecture, ICT program management, and optimization procedures.

WHA 58.28 resolution 2005: urged member countries to draw a long-term eHealth strategic plan develop eHealth infrastructure and build closer collaborate between public and private

WHA 66.24 resolution 2013: urged member states to draw up a road map for implementation of eHealth and

IV. The GAPS Framework
To develop national healthcare ICT systems, countries need to work on 4 important fundamental topics.
Governance: ICT applications in healthcare needs to be governed by the highest accountable officials. This means they define the expected benefits, the risks to watch out for, and allocate resources.
Architecture: ICTs in healthcare needs a clear blueprint so all stakeholders in a country will know how they can contribute to the structure as a whole rather than silos.
People and program management: ICTs in healthcare requires capacity-building of key sectors (clinical, IT, and administration) working together to make it work seamlessly.
Standards and interoperability: ICTs in healthcare works are best if standards are adopted and reused by all stakeholders.
