To locate Tank Lorry Filling Facility in close proximity to major cities, with Storage Facilities being located away from city premises, for cities like Bangalore, Chennai, Jaipur, Mangalore, ..etc
Savings more than Rs.4,490 crores per location in 15 years, with Pay Back less than 2 years.

Present System
• POL Receipt, Storage & Delivery facilities are located in a single premises.
• This means P/L Receipt or TW receipt or Tanker Receipt along with Storage tanks & TT or TW loading facilities are located in a single premises.
Proposed System ( eg. Bangalore )• In order to detail the suggestion we wish explain in
the form of case study : Bangalore Terminal. • Locate TT Loading facilities in the land presently
idling at Mahadevpura which is 20 km before the terminal premises at Devanagonthi village.
• The above concept, when seen in the backdrop of the revenue generated /saved by IOC & Govt, is extraordinary.
• The hazards which are inherent in the backdrop of Jaipur Fire, can be addressed with systematic Risk Analysis & Hazop Study :
Proposed System …..• No storage tanks will be available at
Mahadevpura to go on flames & or explode.• ESD Emergency Shut Down Procedure as in the
case of P/L transfer will stop the loading operations with quick disconnect couplings, shutting & releasing TT’s under loading operations.
• With Vapor Recovery System being in place cause for fire hazard or vapour cloud formation from TT loading is also eliminated.
Disadvantages • Consequent to the Bhopal accident,
locations were located far from the city premises. This need was inevitable since land was not available for major terminals in major towns. Thus the distance which TT’s commute is considerably more.
• Jaipur Fire & resultant outlook, among statutory agencies has further aggravated the fear psychosis.
Disadvantages ……• Higher capacity pumps & P/L maintenance • Note : LPG pipelines can be laid all across the
roads in cities like DELHI for Piped supply of cooking gas, Oil Companies ( MOPNG) should be able to overlook the setback wrt Jaipur & make differences
• Laying of pipeline across city roads
Benefits / Gains To The Corporation
• Transportation cost • Turn round of TT & TT efficiency • Carbon Credit in terms of reduced burning of
fuel • Hazard eliminated in storage terminals since TT
Crew entry is not warranted. • Hazard minimized in TT Loading locations ie
“Outstanding TLF” since storage of POL products is not present.
• Traffic Hazard reduced considerably
Benefits / Gains To The Corporation
• Even Auto LPG can be loaded• 24 x 7 basis will result in reduced TLF bays and
increased efficiency• Other features like 4 inch TT loading ,
Flexibility in loading any product in nay bay…etc • ROB bridge cost need not be constructed• RTD of AUTO LPG TT’s to RO is currently with
increased KM via Hosokoate due to HT Traction at Devanagonthi will also get eliminated
Estimated Savings Per Year Thousands of Crores
• In case the projection for increase in Transportation Rate & No. of TT’s loaded per day increases at 15% every year, the return for the next 15 year period will be Rs.4,490 crores for Bangalore alone. Kindly refer the READY RECKONER ( excel file ) for assessment of gains in 15 years.
• This Concept paper can be provided to IndianOil Tanking Ltd –IOTL for any 3 locations to review on BOLT basis on industry basis as co-owners.
• Future Grass Root POL & LPG locations can be reviewed in this aspect with OMC land merged and handed over IOTL for joint development.
• Day Tanks ( 2 FRVT tanks each of 1000 kl for each product equal to 2 days stock ) can be considered in case sufficient land is available
• Carbon Credit for Vapour Recovery system & Fuel saved will enable generate
