1. Regulation 15 of Chapter II of MARPOL 73/78 requires that tankers more than 150GT to be fitted with an approved oil discharge monitoring and control system.

2. The system must be certified to meet the performance specifications adopted by the IMO, including a recording device indicating the oil content and rate of discharge.

3. ODM records must indicate the date and time of operation. Records must be maintained for inspection for three years.

4. The ODM must be used when there is any discharge of effluent to the sea and must be arranged to automatically stop the discharge when the instantaneous rate of oil discharge is more than that permitted by regulation.

5. Failure of the ODM shall also stop the discharge and shall be noted in the oil record book.

6. Beginning on 4 April 1993, a tanker with a defective ODM may undertake only one ballast voyage (using manual alternatives of determining oil content of its effluent), before making repairs to the ODM.

7. Onboard Eagle K series Aframax tanker, 1 unit of ODM system was provided onboard. Cleantrack 1000 ODM equipment from Brannstrom Elektronik AB was used onboard.

Regulation 9 of Chapter II of MARPOL 73/78 prohibits any discharge of oil or oily mixtures into the sea by tankers except when the following conditions are satisfied:

1. The tanker is not within a special area.2. The tanker is more than 50 nautical miles from the nearest land.3. The tanker is proceeding en route. 4. The instantaneous rate of discharge of oil content does not exceed 30 litres per nautical mile.

5. The total quantity of oil discharged into the sea does not exceed:a For existing tankers 1/15,000 of the total quantity of the particular cargo of which the residue formed a part and b For new tankers 1/30,000 of the total quantity of the particular cargo of which the residue formed a part (starting from 31/12/1979)

6. The tanker has in operation and oil discharge monitoring and control system and a slop tank arrangement as required by Regulation 15.

* Special area requirements take effect in the Mediterranean Sea, Black Sea, Baltic Sea, Red Sea, Gulfs area, Gulf of Aden and Antarctica.

**'Clean ballast' is the ballast in a tank which has been so cleaned that the liquid does not create a visible sheen or the oil content exceed 15 ppm.

Calculating unit: Cleantrack 1000 ODME unit inside COC. Ship speed input received from W/H.

Analyzing unit: To measure oil content

D/P Flow Meter: To measure oil discharge flow. 2 type of flow meter are provided onboard. 1) 750m3/hr~3000m3/hr 450A (for cargo main line), 2) 65m3/hr~250m3/hr 150A (for stripping line).

Pump for sampling point is provided to suck liquid from sampling point to analyzing unit. Motor for this pump is on E/R side whereas the pump itself is in P/R.

If ODME is not working, overboard discharge valve will be shut and oil water will be sent to slop tank

All equipment inside P/R is intrinsically safe type
