O Source of Funding O Per pupil allocation based on the number of ELL reported on PIMS O Two pots of money O 1) LEP per pupil O 2) Immigrant 35 Title III Use of Funds 36 O Instructional Services O Intensify Instruction O Professional Development O Support Personnel (Aides) O Technology/Educational Software O Tutorials, mentoring, academic or career counseling O Family literacy, parental involvement/outreach O Community Programs/services O Coordinated activities with community based organizations O Curricular materials/supplies Title VI (Part B) Rural Schools Initiatives Maria Garcia Program Manager 37 Title VI, Part B Rural Schools Initiative O Two programs O Small, Rural, School Grant Program (administered by USDE) 26 LEAs received the SRSA Grant for 14/15 O Rural And Low Income School Program (administered by DFP) 55 LEAs received the RLIS Grant for 14/15 O Purpose: Both programs were designed to help rural districts that lack personnel and resources to compete effectively for federal grants 38 Title VI, Part B Use of Funds 39 O Small, Rural School Grant Program O Funds can be used to carry out activities authorized under one or more of the following federal programs: O Title I, part A O Title II, parts A and D O Title III O Title IV, parts A and B O Rural and Low Income School Program O Funds can be used to carry out the following activities: O Teacher recruitment and retention O Teacher professional development O Educational Technology as described in Title II, Part D O Parental involvement activities O Title I, Part A O Title IV, Part A O Title III Eligibility for RLIS An LEA is eligible to apply to its SEA for a subgrant if: o The LEA is not eligible for a grant under the Small Rural School Achievement Program (# A) o 20 percent or more of the children ages 5 through 17 years served by the LEA are from families with incomes below the poverty line o All of the schools served by the LEA are designated with a school locale code of 6, 7, or 8 40 Federal Programs Monitoring Process J Erin Derr Program Manager 41 Federal Programs Monitoring O Purpose O Demonstrate compliance with Federal Law and avoid possible audit exceptions The listing of Districts to be monitored for the are posted on the Federal Programs web site O Monitoring occurs: O One time during a four-year cycle (unless the LEA is designated priority/focus) O Between January and May on a mutually agreed upon date 42 Federal Programs Monitoring O Division of Federal Programs Responsibilities O Notification letter O Monitor assignments O Monitor training O Preparing for a visit - the key to success! O District responsibilities O Make contact with the assigned monitor O Self-evaluation - Complete the instrument O Current application and Schoolwide Plans O Organize Program Data - Documentation! O All Federal Program Managers should be available O Have Title I parents available 43 Federal Programs Monitoring O Monitors O Are retired educators O Almost all are retired federal program administrators O Final Approval Letter O End result of a successful visit O Signed by Division Chief, Federal Programs, Susan McCrone O Tangible proof of program compliance with statutes, regulation and guidance 44 Nonpublic School Participation Tucker McKissick 45 NCLB Programs Requiring Nonpublic Consultation & Participation O Title I O Title II, Part A (Improving Teacher Quality) O Title III O Title II, Part B (Math/Science Partnerships) 46 Nonpublic Title I Eligibility O In order for a Nonpublic school to receive Title I services there must be at least one student in attendance who is low income as determined by FRL or school survey O Nonpublic school provides paperwork to the district indicating the student address in the attendance area of the Title I-served public school building O The Nonpublic student will then draw an equivalent amount of Title I funding as the public school student 47 Identifying Title I Eligible Nonpublic Children O In order for a student to be eligible for Title I services in a nonpublic school O Child must reside in a participating Title I public school attendance area AND O Be educationally deprived. O Students must be selected based on multiple, educationally related, developmentally appropriate criteria (poverty is NOT a criteria). O Always eligible: O Homeless O Two (2) preceding years in Head Start, Even Start, Early Reading First, Title I Preschool or Title I Part C (Migrant Education). 48 Nonpublic Participation O Timely and meaningful consultation during the design and development of the programs. O Sign off in eGrants for Title I O Catholic Schools One sign off O Private/Christian One sign off per school O Nonpublic schools may not receive funds (no checks) only services. O LEA maintains fiscal control of all nonpublic funds. O LEA arranges all nonpublic services. O Equipment purchased with federal funds for nonpublic uses remains the property of the LEA 49 Nonpublic Involvement in Other Programs under NCLB O Nonpublic Schools located within an LEA attendance area are eligible for services under: O Title II, Part A (Improving Teacher Quality) O If the LEAs portion of Professional Development is greater than the amount allocated through the IU then the LEA needs to send a check to the IU. Check the CARRYOVER section under Title II Part A O Funds for these programs are administered through the IUs 50 Projects Due Dates July 1) Consolidated Application Title I A, Title II A, Title III, and Neglected and Delinquent, if servicing April 2) School Intervention Grant - Priority and Focus Schools (used to be called School Improvement Grant) 51 Reports Due Dates O November 15 Comparability O Collected via spreadsheet O December 15 Neglected and Delinquent counts.
