Global Smart Grid Federation (GSGF) found more than 25 definitions. Here is one:
What is Interoperability?
Brussels 27. May 2014 5
IEC TC65 applies to devices “There is a great need for a clear setup of the market, roles and responsibilities, increasing interoperability and decreasing uncertainty for investors and market players, in order to lay down a good basis for cost-efficient development and added values for the consumer and the society” (GSGF)
Overall Interoperability
Brussels 27. May 2014 6

Interoperability needs are not limited to technical categories GridWise Architecture Council provides an extended model taking into account informational and organizational categories Standards typically address technical aspects Regulations are needed to address market issues
Overall Interoperability
Brussels 27. May 2014 7
Framework Market rules Technical rules
EU Directives e.g. EED 2012/27/EU
National Acts e.g. Energy Industry Act (EnWG)
National directives e.g. German Metering System Directive (MsysV),
Tariff Directive, Privacy Directive
Technical directives e.g. BSI TR-03109
More detailed provisions by the regulation authority
Paths to Smart Grid Interoperability
Brussels 27. May 2014 8
Recommendations by Smart Grid Policy Center
• Establish Forward-Looking Architectural Clarity
• Focus on Semantic Layer Standards for Application Interoperability
• Update and Communicate Priorities Across and Within Architectural Areas
• Leverage the Market Toolkit Approach and Apply a “No Regrets” Approach to Institutional Endorsement
• Refine Elements of the Process to Better Address Stakeholder Issues

Paths to Smart Grid Interoperability
Brussels 27. May 2014 9
Focus on Semantic Layer Standards for Application Interoperability Insights
• Applications, not the underlying communication protocols, can transform the electric power industry.
• The protocol layers beneath the application are only the means to achieve this end, not the end itself.
Recommendation
• Focus on semantic layer standards
• Decouple from underlying protocol layers wherever feasible
• Semantic layer “harmonization” is currently receiving priority

SGAM - Interoperability by standards
Brussels 27. May 2014 10
Source: SGCG, Smart Grid Reference Architecture
• SGAM takes all categories of GridWise into account (partly condensed)
• SGAM is a tool to identify standards and gaps
• Idea is to secure Interoperability by standards
• Upper layer Interoperability have to be secured by regulation
Interoperability driven by security
Brussels 27. May 2014 11
Source: BSI, TR-03109
• Underlying Protection Profiles consider security and privacy
• some security requirements lead to interoperability
• TR especially considers Interoperability
• The gateway functionality provides Interoperability between the networks
BSI TR-03109 is a technical directive for Smart Metering, developed by the German Federal Office for Information Security , based on Common Criteria Protection Profiles
Interoperability by gateways
Brussels 27. May 2014 12
Source: OGEMA, www.ogema.org
OGEMA provides • a manufacturer-
and hardware-independent platform
• operate loads and generators
• connect facilities to the Smart Grid
• Basically integrates arbitrary building and home automation systems by drivers
