Overview of the Feb 2018 3W for
SOUTHEASTERN Myanmar
Bago (East), Kayah, Kayin, Mon, Shan (East), Shan (South) and Tanintharyi
The MIMU 3W gathers inputs from participating humanitarian and development agencies on Who is doing What, Where, across Myanmar. It is conducted every 6 months and provides information on agencies’ activities at various levels (village/village tract/township and IDP camps).
219 agencies participated in the February 2018 3W, providing information on their activities in 22 sectors and 154 sub-sectors as defined by technical/sector working groups and covering humanitarian and development activities. 3W reporting is quite comprehensive for projects of INGO, UN and Red Cross agencies, but there is under-reporting of activities of local NGOs and CBOs since not all are participating. Agencies must report to a sufficiently detailed level (village or camp level) for their work to be reflected fully in the MIMU 3W products.
This Overview covers projects under implementation reported to the MIMU 3W as of February 28, 2018 in Bago (East), Kayah, Kayin, Mon, Shan (East), Shan (South) and Tanintharyi.

1. Myanmar’s southeast The southeast of Myanmar comprises 84 Townships, 2,453 Village tracts and 16,484 Villages (as per the MIMU Place Codes). GPS coordinates have been obtained for 63% of these villages in the SE (10,316 villages) through agencies’ active support to the MIMU Place Code initiative. Efforts continue to gather and confirm GPS coordinates for the remaining 6,168 villages. Mudon and Chaungzon Townships have the best rates of village mapping (over 90% availability of GPS coordinates), while Shwegyin and Shadaw Townships have the lowest level of mapped villages (less than 30% availability of GPS coordinates).
2. Active Organizations Agencies reported ongoing activities in all 84 townships throughout Myanmar’s southeast with activities in 70% of Village Tracts (1,739 village tracts) and in 36% of the villages with Place codes (5,901 villages). A total of 163 organizations reported projects under implementation across southeastern Myanmar (SE). The majority are NGOs (131 agencies, 34 of whom are border-based). In terms of project spread, Kayin had the highest concentration of agencies (93), followed by Mon (68 agencies), Kayah (65 agencies), Shan South (62 agencies), Bago East (53 agencies) and Tanintharyi (50 agencies). The lowest reported concentration is in Shan East (28 agencies).

3. Projects by Sector 400 projects were reported across Myanmar’s southeast in 20 sectors, making up 49% of the total projects reported to the 3W. The sectors in which no projects were reported are Logistics and Shelter.
• Health is the most widespread intervention among agencies in southeastern Myanmar with 51 agencies (38 of them NGOs and 4 Red Cross agencies) reportedly implementing some form of health activity in 79 of 84 townships through 105 projects in 2,688 villages across 1,022 village tracts. The majority are Malaria Programme activities (2,003 villages), followed by Maternal and Child Health Care (530 villages), TB Programme (298 villages), Basic Health Care (177 villages) and Reproductive Health Care (150 villages). Health activities are reported in all the states/regions but most concentrated in Kayin and Mon. The Health sector has a higher number of UN agencies and Red Cross than in other sectors of activity.

• Agriculture is the second main sector with 50 projects under implementation in 1,260 villages in 644 village tracts by 44 organizations (40 of them NGOs), most frequently Irrigation Water Resources (621
villages), followed by Agriculture Development (321 villages), Capacity Building (Agricultural Livelihood)
(218 villages) and Tools and Machinery (177 villages). Agency activities were found to be more concentrated in Kayin, followed by Kayah, Bago (East) and Shan (South).
• Protection is the third most commonly reported sector with 50 projects under implementation by 33 agencies in 873 villages in 365 village tracts across 58 townships, mostly focused on Child Protection (488 villages). Protection agencies were found to be widespread in all states and regions but most concentrated in Kayin and Mon. Most of the activities are implemented by NGOs (27 agencies).
• Governance is the fourth main sector with 45 projects under implementation by 32 agencies 422 villages in 50 townships, mostly focused on Institutional Strengthening and Public Administration Reform (171 villages) and Strengthening Civil Society (135 villages).
• Livelihoods is the fifth main sector with 31 agencies implementing 40 projects reaching 1,879 villages in 43 townships (452 village tracts). These are mainly Microfinance interventions (1,314 villages), followed by Income Generation Support activities (336 villages), Support to CSOs (237 villages) and Vocational Education and Training (203 villages). Livelihood activities are most numerous in Kayin, and Shan (South).
• Education is the sixth main sector 20 organizations reporting activities in 452 villages, most frequently focused on Quality Basic Education/Formal Education (231 villages), followed by Early Childhood Development (191 villages) with significant lower number in other activities namely Non-Formal Education (50 villages) and Food/Cash for Education (32 villages).
Other sectors in order of the spread of activities are:
- WASH activities were reported by 25 organizations reported activities in 224 villages in 166 village tracts in 36 townships, the main subsectors are Hygiene Promotion & Behaviour Change (109 villages) and Water Supply – Community (99 villages).
- Peacebuilding/Conflict Prevention activities were reported by 15 agencies reaching 175 villages and 99 village tracts with activities in Conflict transformation and Peacebuilding (175 villages).
- Nutrition activities are reported by 13 agencies, mostly in IEC on Infant and Child feeding (94 villages).
- Environment activities are reported by 12 agencies, reaching 76 village tracts in 21 townships, mostly focused on Renewable Energy and Energy Efficiency (85 villages) and Forestry (52 villages).
- Infrastructure activities are reported by 12 agencies reaching 63 villages in 33 village tracts in 13 townships, mostly focused on Rehabilitation-Community Infrastructure & Facility (58 villages)
- Mine Action activities are reported by 12 agencies in 566 villages across 204 village tracts (28 townships). These are mainly in Mine-Risk Education (566 villages).
- Disaster Risk Reduction / DRR activities are reported by 10 agencies in 86 villages in 40 village tracts across 13 townships, mostly focused on Community-based Disaster Preparedness and Risk Reduction (72 villages).
- Private Sector Development activities have been reported by 9 agencies, reaching 265 villages in 76 village tracts in 14 townships with the main focus on activities in Public-Private partnerships (265 villages).
- Food activities are reported by 7 agencies through 3 projects reaching 7 village tracts in 5 townships, mostly in General Food Distribution (5 villages).
- Social Protection activities were reported in 16 townships by 6 agencies, mostly in Building a Social Protection System (91 villages).
- Coordination activities were reported by 3 agencies in 28 villages in 16 Village Tracts in 9 townships.
- CCCM, Responsible Tourism and Non-Food Item activities were reported by 1 agency in each.

The 3W reporting indicates an increase in village tract reach of Agriculture, DRR, Environment, Food, Livelihoods, Mine Action and Private Sector Development interventions in particular over the past 6 months, and a reduction in Education, Health, Livelihoods, Protection and WASH.
