It is conducted every 6 months and provides information on agencies’ activities at various levels (village/village tract/township and IDP camps). In total, 212 agencies participated in the February 2020 3W, providing information on their humanitarian and development activities across 22 sectors and 157 sub-sectors as defined by technical/sector working groups. 3W reporting is quite comprehensive for projects of INGOs, UN and Red Cross agencies, but there is under-reporting of activities for local NGOs and CBOs, since not all are participating. Agencies must report to a sufficiently detailed level (village or camp level) for their work to be reflected fully in the MIMU 3W products. This Overview covers projects under implementation reported to the MIMU 3W as of February 28, 2020 in Bago (East), Kayah, Kayin, Mon, Shan (East), Shan (South) and Tanintharyi. Further information on planned and recently completed projects is available from the 3W dataset, published on the MIMU website. Projects under implementation can also be viewed on our interactive dashboards - 3W Township Dashboard, 3W Village Tract Dashboard, and the 3W Technical Assistance Dashboard. 1. Myanmar’s Southeast Southeastern Myanmar as included in this Overview comprises 84 Townships, 2,454 (active) village tracts and 16,287 villages (as per the MIMU Place Codes). GPS coordinates have been obtained for 84% of these villages (11,322 villages) through agencies’ active support to the MIMU Place Code initiative. Continuing efforts to gather and confirm GPS coordinates for the remaining 4,965 villages are underway. Mongsat (100%) in Shan (east), Waw and Thanatpin Townships in Bago (East) have the best rates of village mapping (99% availability of GPS coordinates), while Mongyang Township (21% availability of GPS coordinates) and Mongla Township (20% availability of GPS coordinates) in Shan (East) have the lowest level of mapped villages. 2. Active Organizations Agencies reported ongoing activities in 83 townships throughout Myanmar’s southeast with activities in 88% of village tracts/towns (2,167 village tracts/towns) and in 56% of the villages/wards with Place Codes (9,179 villages/wards). A total of 140 organizations reported projects under implementation across southeastern Myanmar. The majority are NGOs (116 agencies, 24 of them are border-based). In terms of project spread, Kayin had the highest concentration of agencies (82), followed by Mon (68 agencies), Shan South (58 agencies), Bago East and Kayah (53 agencies in each) and Tanintharyi (48 agencies). The MIMU 3W gathers inputs from participating humanitarian and development agencies on Who is doing What, Where, across Myanmar. It is conducted every 6 months and provides information on agencies’ activities at various levels (village/village tract/township and IDP camps).

1. Myanmar’s Southeast Southeastern Myanmar as included in this Overview comprises 84 Townships, 2,454 (active) village tracts and 16,287 villages (as per the MIMU Place Codes). 3. Projects by Sector

A total of 372 projects were reported across Myanmar’s southeast in 18 sectors, making up 46% of the total projects reported to the 3W. The four sectors in which no projects were reported are CCCM, Logistics, Non-Food Items and Shelter.

➢ Health is the most widespread intervention among agencies in southeastern Myanmar with 46 agencies (40 of them NGOs) reportedly implementing some form of health activity in 83 out of 84 townships through 83 projects in 1,097 village tracts/towns. The majority are Malaria Programme and Maternal and Child Health (439 village tracts/towns in each), followed by Reproductive Health Care (346), TB Programme (288) and HIV/AIDS Programme (175). Health activities are reported in all the states/regions but most concentrated in Kayin and Mon states. The Health sector has a higher number of INGOs and NNGOs than other sectors of activity.

➢ Protection is the second most commonly reported sector with 61 projects under implementation by 35 agencies in 702 village tracts/towns across 56 townships, mostly focused on Civil Documentation (499 village tracts/towns), followed by Durable Solution - IDP/Returnee Housing, Land and Property (235). Protection agencies were found to be widespread in all states and regions but most concentrated in Kayin, Kayah and Mon states. Most of the activities are implemented by NGOs (30 agencies).

➢ Agriculture is the third main sector with 40 projects under implementation by 29 organizations (27 of them NGOs) reporting activities in 1,707 village tracts/towns, most frequently focused on Agricultural Alternative Development (1,095 village tracts/towns) followed by Irrigation Water Resources (718), Crop Inputs (233), Agriculture Development (183) and Agricultural Livelihood Capacity Building (104). Agency activities were found to be more concentrated in Kayin, followed by Bago (East), Shan (South) and Mon states.

➢ Livelihoods is the fourth main sector with 36 projects under implementation by 29 agencies (26 of them NGOs) implementing 963 village tracts/towns in 78 townships mostly focused on Micro-Finance (558 village tracts/towns), Vocational Education and Training (249) and Income Generation Support (194). Livelihoods activities are most numerous in Kayin state, followed by Shan (south).

➢ Governance is the fifth main sector with 31 projects under implementation in 176 village tracts/towns by 20 organizations, most frequently on Housing, Property and Land Reform (90 village tracts/towns), followed by Strengthening Civil Society (36) and Institutional Strengthening and Public Administration Reform (32). Governance activities are most numerous in Mon state.

➢ Education is the sixth main sector with 17 agencies implementing 25 projects reaching 334 village tracts/towns in 50 townships. These are mainly Food/Cash for Education (162 village tracts/towns) and Quality Basic Education/ Formal Education (137) with significantly less interventions focused on Early Childhood Development (45). Education activities were found to be more concentrated in Mon, followed by Shan (South), Kayah and Kayin states.

➢ Other sectors in order of the spread of activities are: ➢ Environment activities are reported by 15 organizations, reaching 129 village tracts/towns in 55 townships, mostly

focused on Renewable Energy and Energy Efficiency (98 village tracts/towns). ➢ WASH activities are reported by 18 agencies, reaching 245 village tracts/towns in 39 townships, mainly Water

Supply - Community (142 village tracts/towns), Hygiene Promotion & Behaviour Change (69) and Environmental Sanitation (55).

➢ Peace Building/ Conflict Prevention activities are reported by 14 agencies reaching 57 village tracts/towns in 51 townships with activities in Conflict transformation and Peacebuilding (57 village tracts/towns).

➢ Nutrition activities are reported by 11 agencies reaching 130 village tracts/towns in 23 townships, mostly in IEC on Infant and Child feeding (110 village tracts/towns).

➢ Mine Action activities are reported by 11 agencies in 294 village tracts/towns across 51 townships, mainly in Mine-Risk Education (258 village tracts/towns).

➢ Disaster Risk Reduction / DRR activities are reported by 9 agencies in 40 village tracts/towns across 17 townships, mostly focused on Community-based Disaster Preparedness and Risk Reduction (22 village tracts/towns) and Mainstreaming Disaster Risk Reduction (18).

➢ Food activities are reported by 8 agencies through 8 projects reaching 33 village tracts/towns in 11 townships, mostly in General Food Distribution (32 village tracts/towns).

➢ Infrastructure activities are reported by 4 agencies reaching 24 village tracts/towns in 24 townships, mostly focused on Rehabilitation-Community Infrastructure & Facility (24 village tracts/towns).

➢ Social Protection activities were reported by 5 agencies in 16 townships, mostly in Building a Social Protection System (17 village tracts/towns).

➢ Responsible Tourism activities were reported by 4 agencies in 9 townships. ➢ Private Sector Development activities have been reported by 3 agencies in 4 townships with the main focus on

activities in Public-Private Partnerships (12 village tracts/towns). ➢ Coordination activities were reported by 1 agency in 1 township.

The 3W reporting indicates an increase in village tract reach of Agriculture, Education, Environment, Health, Infrastructure, Livelihoods, Mine Action, Peace Building/Conflict Prevention, Protection, Responsible Tourism activities, and a reduction in Coordination, DRR, Food, Governance, Non-Food Items, Nutrition, Shelter, Social Protection and WASH.
