Cabinet for Health and Family Services

Mission Statement

To deliver quality services that enhance the health, safety, and well-being of all people in the Commonwealth of Kentucky.

Major Initiatives included in the Governor’s Recommended Budget

Fully funds the anticipated needs of the Medicaid Program

Additional 350 social workers to address caseloads and staff retention

Additional 100 new Supports for Community Living waiver slots

Additional 500 new Michelle P waiver slots

The Cabinet for Health and Family Services is the primary state agency responsible for protecting and promoting the well-being of Kentuckians through the delivery of health and human services.

Did you know?The Cabinet for Health and Family Services (CHFS) serves ALL Kentuckians. CHFS provides services to all, from cradle (birth certificates, newborn screenings) to grave (death certificates).

All children born in Kentucky hospitals receive a newborn metabolic screening processed through the Department for Public Health Lab. If you dine out, the restaurant has been inspected by a local health department. If you have a child in a day care center or an elderly parent in a long term care facility, both have been inspected by the CHFS

Office of the Inspector General. Other examples of the Cabinet’s impact:

• One in five Kentuckians participate in the Supplemental Nutrition Assistance Program; Individuals and local grocers benefit from this program

• The Cabinet has nearly 6,800 employees, and over 200 locations in 120 counties

• The Cabinet processes over 800 contracts with private and public businesses annually

• One-third of Kentuckians receive Medicaid. All benefit payments go to providers

• Protective services are provided to over 30,000 adults and children every year

• KCHIP Enrollment: The Cabinet will make every effort to identify and enroll all eligible children in the children’s health program

• Free Care: Collaboration with Medicaid and Education to expand access to medical services to Medicaid eligible children in schools

• Home and Community Based Waivers:

– Waiting Lists for Michelle P and Supports for Community Living Waivers

– Allocated 50 additional slots for SCL for FY 21 and FY 22

– Allocated 250 additional slots for Michelle P for FY 21 and FY 22

• Workforce (Underpins everything DCBS does)

– Add staffing

– Improve staff retention through resilience and supports

• Address secondary trauma

• Family First Prevention Services Act

– Expand prevention services (to keep children safely within their homes of origin when possible)

– Ensure community-based settings for foster children whenever possible

– Sustain gains and continue efforts to ensure timely and appropriate permanency for foster children (from Child Welfare Transformation)

• Stabilize and strengthen the public health system through Public Health Transformation by focusing on foundational and core services throughout the state and provide flexibility to local communities to identify, target, and prioritize health issues within their communities

• Continue to address infectious diseases through prevention, surveillance, and response including building harm reduction programs to address infectious diseases related to substance use through partnerships with local health departments, universities, and other stakeholders

• Build health equity principles in all programs and services
