Overview

• Jobactive is Non for profit and for profit organisations that are contracted by the Australian Government through the Department of Jobs and Small Business

• To deliver employment services to

• Unemployed jobseekers on Government income support payments

• Unemployed jobseekers not receiving income support (conditions apply)

• Employers who are looking for staff

• Contracts are won via a tender process

• 5yr Contract from July 2015 to June 2020

Performance Ratings

• Jobactive Providers are rated by the Department of Jobs and Small Business every 3mths on performance levels for each site

• Based on placing jobseekers into work and keeping them employed for 13 and 26wks and Work for the Dole participation for each of the 3 stream levels

• A Star Rating system is used, ranging from 1 star to 5 star, with 5 star being the highest level of performance

• All Star ratings are released to the public and can be accessed on the Departments website www.jobs.gov.au/jobactive-star-ratings-and-performance

• Next public release due out July 2018

Jobseekers Eligible for Jobactive

• Those who receive

• Newstart Allowance

• Youth Allowance

• Parenting Payment

• Have mutual obligations requirements, these vary according to age and other personal circumstances

• Mutual obligations are certain activities job seekers need to do to continue to receive income support payments but also to increase their chances of finding work

Jobseekers Eligible for Jobactive Cont

Theses activates could include:

• Applying for a certain number of jobs per month

• Undertaking workshops or training courses

• Participate in Work for the Dole activities or Youth Jobs PaTH program

• Or other approved activities

Jobseekers Referred to Providers

• New job seekers on income support will be assessed by DHS to assess their needs for Jobactive services. They will refer the job seeker to a service “stream” depending on their readiness and barriers to employment

• This will determine the level of support a job seeker will receive from a provider.

• There are 3 levels called “Stream”Stream A – Jobseekers are the most job ready, Limited services providedStream B – Jobseekers need assistance from their provider to become job ready, will be referred to case management supportStream C – Jobseekers have a combinations of work capacity and personal issues that need to be addressed, will be referred to case management

Services Available for jobseekers

• Providers will have face to face meetings with the job seekers to assess their needs and develop a job plan

• Help to look for work, write a resume and prepare for interviews

• Referrals to jobs

• Assist with overcoming or managing non-vocational issues where relevant

• Access funding to pay for work related items, professional services, relevant training and support after they commence work (Eligibility requirements apply)

• Access to wage subsidies or work trials to assist employers employing jobseekers (Eligibility requirements apply)

Services Available for jobseekers Cont

• Assistance with accessing training in various forms, that will increase the jobseekers chances of gaining employment, from short employability training to Certificate IV courses. Depending on Eligibility this may include but not limited to, • Workshops - resume writing, interview techniques, how to look for work etc • Short Course - including RSA, RSG, White Cards, Food handling, First Aid • Licences / Tickets – Forklift, Confined spaces, working at heights etc• Certificates courses - Cert III in Individual Support, Certificate II in

Hospitality etc• Employment Requirements – National Police checks, Drug testing or Blue

cards

• Provide ongoing support once the jobseeker has commenced into employment

• Assist with relocation assistance to take up a job (Eligibility requirements apply)

• Access to facilities where jobseekers can work on job applications and apply for jobs

Eg computers, phones, photocopiers, lists of job vacancies etc

Employers – Helping you find staff• Jobactive providers will deliver professional end to end recruitment

service.

• Work closely with the employers to understand their recruitment needs.

• Shortlist, screen and recommend suitable jobseekers based on the employers needs.

• Provide support to both employer and jobseeker during the first six months of employment.

• Access to Wage Subsidies and Youth Jobs PaTH program (Work Trials)

• FREE no cost service

Financial Incentives – Wage Subsidy

• Wage subsidy is a financial incentive of up to $10,000 (GST inc) to help business hire new employees

• Payments to employers are made by the providers over a six month period, usually around the 4wk, 13wk and 26wk marks

• 6 Different types of Subsidies available

• Contact the jobseekers provider within 12wks (84 calendar days) of the jobseeker commencing to check eligibility and arrange for a wage subsidy agreement

Wage Subsidy - Business Eligibility

• Must have an ABN (Australian Business Number)• Not previously received a wage subsidy for the same

employee• Not an Australian, state or territory government agency• Must average 20hrs per week over six months • Must be ongoing• Must comply with employment standards for the position,

eg pays as a minimum the national award wage

• Can be either full time, part time or casual• The person you hire meets the eligibility requirements for a

wage subsidy

Wage Subsidy - Business Eligibility

• Jobs Not eligible for wage subsidy include• Position can NOT be commission based,

subcontracting or self employed• Can not displace an existing employee• Can not be for an immediate family member

• Apprenticeships and Traineeships are also eligible for a wage subsidy

Youth Jobs PaTH - Prepare, Trial, Hire

• Designed to support young people between 15 – 24yrs old and have received employment services for 6mths or more

• Helps employers find and recruit the right young person aged 15 - 24yrs old for their business

• Benefits to jobseekers

• Gain employability skills

• Show an employer what they can do

• Gain valuable work experience

Youth Jobs PaTH - Prepare, Trial, Hire• Prepare - Jobseekers complete a 6wk Employability Skills Training program

through a Registered Training Organisation

• Focusing on work skills to help them meet the expectations of employers in the workplace. including teamwork, time management, problem solving

• Career development and job preparation. Including job hunting skills, interview skills and labour market education

Youth Jobs PaTH - Prepare, Trial, Hire

• Trial - Employers can trial a young person in an internship for between 4 - 12 weeks

• Benefits of these Internship• Does the jobseeker fit into your team• Do they have the skills required for this particular role • Does the jobseeker have the right attitude • Are they suitable for ongoing employment• Also give the jobseeker an opportunity to find out if that

particular job and or industry is what they thought it would be and do they fit in with this employer

Youth Jobs PaTH - Prepare, Trial, Hire• NO COST to the employer

• Employers receive a payments of $1000 to assist with the cost of hosting an intern

• Insurance covered by the Australian Government during their participation in the trial

• Business must have a reasonable prospect of employment for the young person following the trial period

• Internship must be structured and supervised

• Job can be either full time, part time or casual

• Must be 15 to 25 hours of work experience per week

• Hire – Employers who commence a young person can access a youth bonus wage subsidy of up to $10,000 (GST inc) over six months

Work for the Dole• It is a work experience program designed to help job seekers gain new

skills, experience and confidence while giving back to the community

• Work for the Dole activities can only be hosted by not-for-profit organisations and local, state, territory and Australian government agencies

• Funding is available to help offset some of the costs of hosting a Work for the Dole activity

• As a Work for the Dole host organisation, you can get access to extra sets of hands to undertake activities and projects that may not normally get done

Work for the Dole Continued

• Work for the Dole activities cannot include roles in child care, preschools or caring for the elderly or other vulnerable people

• Work for the Dole places cannot replace paid work positions, or involve tasks that would normally be done by a paid employee. This includes causal and part-time employees or reducing hours or customary overtime usually worked by a paid worker
