COMMITTEE'S REPORTTo THE MEEBERsr

We beg to submit to you the 145th Quarterly Report snd Balance Sheet. The Total Receipts for Goods sold duringthe Quarter is 846,842 14s. 9@., being sn increase of 81,258 12s. Sd. over last Quarter. The net profit on the Quarter'sbusiness, including $118 lls. 2d. brought forward from last Quarter, is $5,217 lls. 8+., which sum will allow 81,861 lls. Sd.as Interest, 83,880 8s. 4d. ss Dividend, being 1s, 7d. in the B on Members' Purchases, snd $21 19s. 4d. being 8d. inthe 8 on Purchases of Non-Members; 8179 5s. 6d. being 2$ per cent. per annum for Depreciation of Branch and CottageProperty; B186 26. Od. being 10 per cent. Depreciation of Fixed Stock; Z58 18s. Od. being 5 per cent. Depreciation ofMilling Plant; A58 for Educational Purposes, and $21 lls. I+d. carried forward to next Quarter. 166 Persons havejoined the Society within the Quarter, 126 have withdrawn, and 18 forfeited ss per rule, making the present number8878, being an increase of 22 over last Quarter.

Pressing necessity for extensions of business premises exists st Horncastle snd Slesford, where no further progress csn be hopedfor unless more room is afforded. We sre glad to report that the trade st Sleaford Branch, under the new manager, shows nodecrease, and that he hss the support of the local committee snd members.

Attention is directed to the Society's output of Bread for last Quarter, amounting to 396 tons. This quantity, althoughconsiderable, might be greatly increased, to the Society's advantage, by every bfember in the city determining to buy bread from theSociety'6 bakery only, where fair wages are paid and shozter hours worked than in sny other bakery in the city. The bread isproduced under cleanly conditions, kneaded bp machinery, snd baked in ovens of the most appzoved design, in which no sulphur orgases from consumption of fuel csn possibly come into contact with the bread.

The Industrial and Provident Societies' Act, 1898, accords to members of Co-operative Societies the privilege of nominating on aprescribed form, for a fee of threepence, any person to whom their Share Capital up to 8100 shall be paid at their death. Nomins-tions may be made at any time during ofhce hours. Members who have not already made s nomination sre earnestly requested to doso to save trouble and expense to their friends should they die without making a will.

Trade at Ripon Street Branch hss increased by 228 over the corresponding quarter of Isst pear, which contained 14 weeks, andby X69 over the preceding quarter, a result directly traceable to increased shop room afforded during the latter part of the quarter bythe recent structural alterations.

The trade of the Sub-Central Stores, High-street, exclusive of the Butchery Branch, amounted to 82,982 last quarter. Com-pared with the corresponding 14 weelrs' quarter of last year the sales show an increase of 860, with one week less to do business in.Close upon twelve tons of artistic, useful, and cheap Wall-paper hss been bought;snd stocked st High-street in anticipation of the season' sdemand, based upon the actual sales last season. The new yoinery snd Cabinet-making Workshbps and Wood Stores st the rear ofthe Sub-Central are being fitted with s Gas Engine aud Wood-working Machinery, and workmen will shortly be shifted into them fromthe old shops in Freeschool-lane. Work is begun upon 18 dwelling-houses in Wfnn-street, Monks-road. Our worlunen aze at presentbusily engaged on fixtures and fittings for the New Stores st Market Rssen. Joinery and Cabinet-making work, Painting, Distemper-ing, Paperhanging and Decorating are undertaken for Members by the Society. Ordezs can be given in at the Sub-Central Stores, ortransmitted from the Central Stores by telephone. Members sre requested to confine all their trade to the Society in these branchesof work.

A change of Manager st Metheringhsm, arising from our determination to curtail the credit trading there, has occasioned sdecline in the receipts, which we were quite prepared to witness, our desire being for less trade on sounder lines than those pursuedduring the last three years. We bespeak for our efforts the cordial support of all Members who believe in Co-operative principles beingadhered to, to the fullest extent possible, in sll the Society'6 places of business.

All Members are invited to attend the Annual Festival in the Corn Exchange, on Batuzday, Feb. 5th. Mr. F. Maddfson, M.psnd Mr. . T. Killon, Co-operative Wholesale Society, have been invited ss speakers. The Leeds Prize Choir, who sang last yearresponsible f6r the musical programme. The universal verdict upon their last year'6 performance was that no such perfectly-balancedor well-trained choir hsd ever beeu heard befo're in Lfncoht. We advise Members to attend earlp in order to Secure comfoztsble seats.Last year it will be remembered the hall wss filltuh

SERIES No. S4.

HE end of another year is s fitting time to review our position, gto see if we have advanced, or fsUen behind, or stood stilLLast year wse one in which great variations occurred in theprices of some articles in constant demand. fit one periodthere wss, between coat and seUing prices, a margin so emsU

4hs4 the dividends of most co-operafive eooietiee, including theCo-operstiue Wholesale, were very considerably lessened. Early in4he year 4here wss great activity among company promoters, establishing in many of the larger towns, including London, concernsdealing in provhdone on lines similar to co-operative stores. Manyof these have no4 hated the year out, and shareholders in them havelost their money. In our own city competition of this ehsrseter haebeen keen, bnt tbe result hss not been s diminution of co-operativetrading. On-the contrary, the Stores sre more firmlyeetablishedthan ever, snd this, doubtless, is because they affor the working-classgreater advantages than those given by the ordinary trader oz themodern trading company. When working-class co-operative societieewere first established they oompeted only with small shops in backstreets and neither members nor committees dreamt of being pittedsgsins4 the grand shops in leading thoroughfares. Indeed, they oftenbought goods wholesale st such shops. Now, however, the working-clsss Store is expected, to be up to date in aU respects, to be able toseU at the same prices as the "supply

" or "company Storesor providers, " and to pay a good dividend snd interest on sharecapital besides. It is ueoessary to observe that only loyal trading onthe part of members snd constant watchfulness over working expensesby msnagiug committees csn secure tbie end. Enticements of everykind sze extended to lure the members of our societies kerntheir own stores. In s neighbouring large town, a private business, conducted in imitation of s genuine co-operstive store started a fewyeazs sgo to make some of ite principal employeee, profit sharers.fiftezwsrds, the practice of giving dividend to purchasers wss adopted, and aunui4iee even were guaranteed to sU who left their dividendsin 4he funds of the concern. Working on these lines, the companydeluded several leading ce-operators st a distance into believing in itegood fsithsnd oo-operative spirit, The members of the local co-operative society, however. were not eo easily deceived. From thefizst they put these so-caUed eo-operative fea4uree down ss merelydodges to secure trade. As tbe oompsny hae recently discontinuedpsyiug dividends on purchases, the local oo-operator's estimate of itis at lsng4h-j uskified.

For thc greater part of lss4 year our Society wss able 4o makegumta on mortgage to sid members to become their own landlords, and it has purchased, in the vicinity of Monks Road, land ou which tobuM twenty-two houses, which may be held by the Society ss land-lord or sold 'on '

the hire-purchase system, thus meeting the demandsof those members who desire to buy and of those who prefer simply torent houses fmm the Society.

The course tsten at a General Meeting early in the year, ofIoweriug the interest upon capital hss not caused the withdrawal ofany large amount from 4he Society. It hss done good in severalrespects, besides that of lessening the amount payable se interest, forinstance, tbe publication of the pzoporiion of capital 'held per head byeecMone of the members shows that the majority do not leave sutfieientmoney in thc Society to enable their proporhon of the business to beconducted, Were it not for s minority who do, we should have toborrow money from outride capitalists at s higher rs4e of interest thanis paid to our own investing members. Disclosures like tbie sze useful

pzeventiugor confuting 'plausible theozising on the pazt of somemembens Xt.is well to zemember that in concerns like ouzs, thosewho 'zbdz" Bttfe have ss much power to do good or harm se thosewhoee all, whose savings of a lifetime even, maybe at stake. It isthe duty of every member of sn equitable society to have capi4sl~~~~gh in i4- for his own trade. The French, Belgian, sud DutchCo-operative Consumer's SocieBes scours this, and no more, kome~ one ss u'condition of membership.

Needful extensions of business premises have been completed stBsrdney, st considerable expenditure of capital, making that impoz-

tsnt braueh complete snd self-contained. EquaUy pressing necessity

for moze accommodation exists st Horncsetle, snd in s lees degree stSlesford also; while st Market Rasen tbe neer expiration of the lease

of very unsuitable snd inadequate premieee hss necessitated thebuilding of s new store with bakery, stabling, and manager's house.

There is no doubt about this being a venturesome step, which increas-

ing tzade alone csn justify. The responeibility for taking it however

hss been thrust upon the Committee by circumstances beyond theircontrol, snd they sre therefore entitled to the steadfast support ofevery loyal member, because tbe proposal to help Market BaeenCo-operators in their extremity five yeare sgo, by opening s branchof our Soeie4y there, when theirs wae liquidated, wds carried unani-

mously at s quarterly mee4ing. For s couple of years after thebranch wae opened little good was done, but with the advent of Mr.PiekweB ae manager, an ers of prosperity began which it is hopedand believed will contiuue. fie trade is steadily increasing, snd thelocal committee are ae loyal and helpful ae it is possible foz sny bodyof men to be, the new stores will start under favourable conditions, butthe undertaking is s large one nevertheless, in s dietriot where wagessre low, population not great, and agriculture the only industry.

fi.t the Metheringhsm Branch the resignation of the late manageraroused considerable dissatisfaction among the lccal committee sndmembers. fin impression appeared, to pzevail that the resignationought not to have been accepted by the Committee of Managementwithout tbe matter being referred to the losel members. Some dimi-nution cf trade hss resulted kom tbe change of management, lastquarter's receipts being considerably lower than those of tbe preced-ing quarters of the year under the former manager. This, however,is a matter whish concerns some of the local members who demandcredit, which the Society is not prepared to give, more oloeely thananybody else. The Society- did not go to Methezingham withoutbeing invited. .On the contrary, s branch was established there inresponse to the repeated eolicitatione of the working-class. Whenthis wes done local tmders st once lowered prioes snd gave discountsnnkuown befoze. For this the wozking-class who had sufFered mostkom the previous high prices thanked the Society publicly, privately, snd repeatedly, snd were loyal to it. They have dzawn hundreds ofpounds out of i4, snd have thouasuds of poufids left ln it to-day, TheSociety hse bridged over many ditficultics foz' the Metheringhammembers. Last year they put into it ggfi7, snd toot out of it $1,069,snd eo i4 hss been in greater or less degree ever since the branch wssestablished. The assertion that co-operaMon relies for ite existencesolely upon ite own merits, to s greater degree in sn agriculturalvifisge than anywhere else, cannot very well be questioned. fisnobody has ever gone the length of asserting that tbe local memberswould sacrifice anything for the sate of sentiment, there is littlefear of the Store losing ite hold of the ready-money members. Ourfuture course s4 Metheringhsm is plain, we must aUow those mem-bers who constantly demand eredi4, to fall out of the ranks; theremay no4, then be so large a ba4talion bu4 the march will be smarter.

The establishment and suocessful woriung of a Clothing Club bythe Women's Guild has r'esulted in s Provident Club beiug formedembracing the whole of the ares. covered by tbe Society. fi begin-ning wse made last October„snd st tbe end of the year no fewer thans thonsand depositors hsd been enraged. The advantages given bythe Club are such se cannot be obtained elsewhere. Members srestiU joining in large numbers. Twenty years sgo the forms4ion of sclub of this hnd wse advocated at s General Meeting, but 4he pro-posal did not receivu suglcieut support to justify'ouc benig established. There is reason to believe that tbe Society hs's sacrificed considerabletrade for years by uct'1iaviug a Clothing or Provident Club; fis stpresent conetButed thc Club. pays out once a year. Experience wiBdoubtless show whether it is advisable to pay out once s year ortwice snd whether the paying-ou4 time is betier in win4er or spring

CONFERENCE.

On Saturday, January 1st, 1898, s Conference, attsndeij by thfrhwn re presen-tstives oi'Branch Committees and ten members of the Committee of Managementwss held in the Committee Room, Silver Street, Linooln, st 8 p.m. , for the con-sideration of the foilowiog agenda of basiness:—

1.—"Subscriptions to Plower Showa, de. ,"i remitted from WelbomnCommittee.

2. "Repairs to Country Branches to be done bv local workmen":remitted from Welbourn Committee.

8.—"That after all Quarterly Meetings st Lincoln, sll Srsnoh Committeesbe nofiffod of the. result of the voting on sll the questions ou theagenda of such meetings": proposition from Cfarket RasenCommittee.

4.—"That the Chairman snd Secretary of each Local Committee havepower to look over the business premises of their own Branch stsny time they choose": proposition from Bassingham Com-mittee.

5.—"Annual Pestivsls st the Branches ": proposed foz consideration bythe Committee of Management.

6.—"Any other business. "Mr. W. Hzwsoz (President of the Society), in opening tbe meeting, stated that

two conferences of a similar character to the present one had been held previouslv,

the last on liiarch 16th, 1895. The object of the meetings wss mutual cali bten-

ment upon sll matters connected with the mana ement of the Society. Themaus ing committee realized to the full their obli ations to the branch committees, snd spprecisted the work that was being done by them in promoting the Society'sbusiness and in populsrieing co-operation among the working-class in the country

villages. Esviog asked for a full snd free expression of the views of all present

upon the matters to be submitted for consideration, the President ooncluded, snddiscussion wss openeil by Mr. Bmmizo {Welbourn Branch), wbo moved

"fThat the Society discoutinue giving grants to Plower Shows, bc." He statedthat he wss quite sensible that the Committee of Management had a difficalt

task in consulting snd complying with the wishes of such s large body ofmembers, snd he believed that conferences such as this would fherefore

always be helpful. There were at present no complaints underlying his

motion; their branch merely wanted to give s note of wsrniug. Forinstance, there wss the grant made by the Society to the Jubilee, why wss it spent

in Lincoln 1 why did not some of it come to Welbcurn 1 Fmther, if money could

be granted to a Plower Show at Wsshingborough, why not to ours 1 The Local

Committee would soon be asked questions snob as these, and wbatwere they to

ssy i If money wss constantly being given to this, tbst, aud the other thing, itcould not be hsd ss dividend. With most members it was not a qnestion ss to the

principles of co-opezation, or as ro how the articles they bought were produced.

'Ihey hsd nothing to say against eo-operative principles, the membem he wss

sSu ding xo, but the question of dividend wss all in sll to them. He did noC want

to be misunderstood; he did not want things wrested or strained to make high

dividends. If the dividend wss down, the men who asked foz these grants would

be among the fret to complain. In these days of Supply Stores, where gooils were

ticketed st low prioes, the Society must watch its prices, snd see also that as liSle ss

possible wss given sway in grants. In the interests of the Society he felt the great

importance of discouragiog grants to Plower Showa snd similar objects, becsaxe

hundreds of people were in the Society for nothing else but dividend. He urged

also that notices should be sent to the branches of s6 special meetihgs similar to

that lately held, st whioh money is proposed to be given sway.

Mr. Rxrzoxx s (xz{etheringham) seoonded the proposition.

bfr. McIzzzs (Secretary) asked if Mr. Banning meant that the bulk of the

members simply st Welbourc Branch were co-operators for what they could obtain

as dividend, or whether he meant the bulk of the members generally.

Mr. Bzzxme replied that he referied to the general body of members snd not

particularly to Weibourn Brsncb.Mr. Cour.mu {General Committee) was smprised to hear what he hsd listened

to, especially coming as it did from Cfr. Banning. Nodistriof hal had somuch

money for Flower Shows as the Welbomn Distric Por years a Plower Show,

promoted by the Educational Committee, wss held st Welbourn. He would like

to remind Cfr. Bunnine of some of the objects oi the Society, which weze to prc-

Mr. Hswsoz (President) saki the Commiltee hsd no control over these grants,

fhs comm invariabl tsten when sn applicaMon wss made wss to place it on the

agenda of business, and the members votel for or against it, ss the case might be.Applicants always based their claim for a grant on the ground that the Society wedoing s large Crade in the vfflage or diefrict, snd it was implied therefore that iiought to contzibute.

Ifr. Sxxzzza (Committee) pointed ont that thc money wss given by the Societyon condition that it should be spent in prizes upon sxbibRs grown fromCo-operative "One snd AS "Seeds, snd thus the Society increased ite sale of seeds. The Agrioultmal and Hortioultmal Co-operative Association also gave prizes directfor exhibits grown from their seeds,

Mr. Mclzzzs (Secretary) referring to what Ifr. Banning had said about noticesof special general meetings being sent to country bmnches, pointed out bowdiffioult it would be to have special meetings in the vi6sges if sooh were convened

by requisition cf s number of members se the last was, st which s grant wae givento tbe looked-out engineers, ss the promoters wished it to be held ss soon se possible. The rule of the Society specigel that six clear days' notice wss su{6cient. Thistime woeld not permit of roams being secured aud bills printed snd posted at sffcountry branches. Of course in the case of special meetings not hurriedly convenedthere could be no diiffculty.

Cfr. Germ (Welbourn Branch) said they would be satisffed simply it noticeswere sent to each country branch snd no meeting held, they wanted to be made

mare fully acquainted with sff that was going on.Cfr. Cour. soz (Treasurer) though tbe charitable snd other grants of the Sooiety

scarcely did it credit. We ought to do more to promote these shows aud to supportthe useful institutions of all kinds to which we are celled upon to subscribe. Everyapplication for s grant received searching inquiry before it wss submitteil io ageneral meeting, snd there wae not, in bis view, any fear of the practise beiag abused

or growing too rapidly. On being put to the meeting three voted for Mr. Bnnoiug's resolutiou, anil

seventeen against it.Item No. 2.) Mr. Eox.ims (Welbourn Branch) thought it wss quite right that

the ociety's own workmen should execute any jobs done in the oity. In thecountry, however, member in business suffered by their connection with the Society.Trade was not given to chem by shopkeepers if they oould possibly help ib tvork

done st the country branches should therefore be done by country workmen, not only

for that reason buf because it could be done more ohesply an tbe spot, than by

bringing men from Lincoln, where wages are higher, and in addition rail farehad io be paid bacliwsril and forward, end lodgings, if the job was s long one.He made this motion with s view of decreasing expenditure and helping village

workmen.Mr. Buxznie (Welbourn Branch) seconded, and bfr. Comrxo (Committee) sup-

ported, simply because the Society hsd invariably carried out Che prscCice ss far ssthe zepsirs were concerned, at nil the country branches.

bir. Howeso {Committee) iostsoced the buildiog of s new branch stores stIfsrket Rssen, as chewing that thc Society was always disposed to give even new

work ss well as repairs to looal contractors anil workmen, wherever snd whenever

oonditions were favourable to such work being undeztsken locally.Mr. Hzwsos (President) was not so certain that we were always so well served

as we ought to be by local workmen; he knew one instance where we were not, but

sll the Committee were in favour of the principle wherever it conld be carrie out

equitably, and in proportion to the capital held in snd trade done by theSociety in the different localities where work wae needed to be done horn time to

time.Qaestions were sited by Ifr. Germ and others snd replied to, snd the motion

wss agreed to unanimously.

(Item No. 8 ) Mr. Russsz (Market Bases) moved this, which wss seconiled by

16r. Izoizzv (Market Bases), and carried without dissuasion.

(item No. 4.) Mr. Woonxzxn (Bassinghsm) ia moving this stated that he was

noi aware whether the local committees hail the power, but he thought they ought

to have it. Iu expressing this view he cast no reSection of any kind upon tbeemployees, snd he apprehended that no great objection to the proposition could be

advanced. He thought that sny action of the kind he advocated should not be

carried out isa manner objectionable to the respective managers or employees.

His proposition limited the number to two because they thought ii better snd less

objectionable than throwing it open to all msmhns of the committee.

Mr. Ruoxm (Sieaford) said the Sleaford Committee hsd always ezermsed what

wss sought to be obtained by this proposal.Mr. Rusnzv (Clsrket Rssen) thought the Committee onght not to go except

COMMITTEE'S REPORTTo Tais Msaiuuus.

We beg to submit to you the 146th Quarterly Report snd Balance Sheet. The total amount receive&1 for Goods sokl duringthe Quarter is E46,598 4s. 2d. , being an increase of E1,836 96, 4d. over the corresponding Quarter of last year. The nef

pro6t on the Quarter's business, including E34 16s. 5@. brought forward from last Quarter. is Z4, 682 19s. 6@., which avsupn

will allow Ei,894 17s. ld. as Interest, $2,820 as Dividend„being 1s. 4d. in the E on Members' Purchases, snd $22 46. Od.

being Sd. in the E on Purchases of Non-Members; Elgl 86. Od. being 2$ per cent. per annum foz Depreciation of Branchand Cottage Property; EI41 146 Od. being 10 per cent. Depreciation of Fixed Stock; E57 17s. Od. being 5 per cent.Depreciation of Milling Plant; E51 7s. Od. for Educational Purposes, snd $12 66. 9J&d. carrie forward to next Quarter.224 Persons have joined the Society within the Quarter, 102 have withdrawn, snd 14 forfeited as per rule, makin

the present number 8986, being an increase of 108 over last Qusrtei'.

We have pleasure in announcing thai Bicycles manufactured by the Co-opezative Bicycle Works, Long Eaton, in which

undertaking this Society holds shares, sre now on sale in the Purnishing Department, and we have congdence in recommending them

as good in quality and gnish and moderate in price.

The Painters', Builders', Joiners', and Cabinetmakers' Workshops, Tanners' Lane, High Street, lately entered upon, are well

supplied with orders Members requiring work doing can give their orders at sny of the Stores, or send them direct io the worksh&ips

addressed to Mr. Burnett, Poreman.

The Society is now licensed to sell all kinds of Plate and Jewellery. Clocks and Watches sre taken in at the Furnishing

.Department to be repaired.

Mr. Millson having resigned the Msnsgezship of the Burton Road Branch, his place hss been filled by the sppointmenf of

Mr. Auckland, from the Central Grocery, for whom we bespeak the support of the Members trading st the Branch.

The new Stores at Market Rssen were opened by numerously-attended Teas and Meetings in the two Public Halls,

on March 26th. As the premises am capacious, convemently situate. sHd well shÃ] ed snd adapt d for the increasing trade in

this district, we trust the local Members will trade with the Society for all their requirements, as we are satislied the l&fanager

izill now be able to meet their demands. Since this Branch wss opened in 1892, the local Members have put into the

Society 1529, they have withdrawn from it $2,001, and they still have in it E973. An agency which hss saved snd distributed

this amount of money in so short a time among the indusfzious working class in a district where wages are low, needs np

other words to commend it tp the ati;ention of all who wish to pay their wsy snd better their posihipn.

We have pleasure in reporting that the output from the Central Bakery steadily increases. The total weight pf

Bread baked by the Society last Quarter was 409 tons. The increasing Bread sales are a gratifying feature of our trade,

because they prove that Bread of good quality, made under cleanly conditions, of Flour of our own manufacture, is

preferred by the Members to low-priced Bread, made fmm inferior I'lour, out of which much of the life-sustaining

properties has been abstracted, snd sold as high-grade Flour for Pastry and Biscuits. It cannot be too widely known

among the Members that the Flour st the Society's Mill is made mainly from Wheat grown in this county, snd that no

wheat in the world yields better Plpur for making wholesome snd nutritious r

The Sales at Ripon Street Branch exceed those of last Quarter by EI08, snd those of the corresponding Quaztez

of last year by 2204, a result traceable to the increased accommodation afforded by the recenr, alterations undertaken tp

zender the Shop adequate for dealing with the Trade that may be expected from the increase of population in fhe imme-

diate vicinity.

f rim I tha terest in the higher aims of Co-operation, we sre arranging for s series of MeetingsWith the view of srimnlating in res in

being held monthly during next Autumn and Whiter.

The condition of a portion of the Store premises at Hozncsstle is becoming so serious, that we have decided to take

steps ss soon as possible' to F.n 'down and rebuild the Waiehouses which sze in imminent danger of fafhng, and tp add

the light of the discussion that arose at our last QuarterlyMeeting out of the proposal to employ Chartered Accountantsto audit the Society's accounts the following, eommunieated tothe Cu-oper«tive Vv&vs of April 9th, by sn "Aceountanps Clerk, "

will be interesting as well as instructive to s large number of members.

It refers to a Conference st Slaithwsite, where the employment ofCliartered Accountants to audit for Co-operative Societies waz

proposed by two delegates during the discussion of a paper on"Frauds ":—"In the discussion which followed Mr. Wood's excellent paper

on "Frauds, " two delegates advocated the employment of chartered

accountants as auditors. Many resent frauds aud extortions have

occurred iu concerns employing chsrtere1 auditors. Clearly the two

delegates referred to are not very observant of accoimtsncy mattezs.

In one recent company failure it was announced, that the preceding

audited account of the chartered accountants showed profit $0,000

when there was really a serions loss. Again, two of my friends have

lost considerable sums through buying shares in s company on the

faith of certi6ed pro6ts when the chartered accountant had not

provided. for renewals. Two sezious cases of fraud have recently been

roported to me by the sutferezs —private traders —who had their

accounts audited by chartered accountants; but they and many

similar cases are little known because no prosecution follows. If these

cases had occurred. in connection with Co-operative Societies, every

newspaper in the country would have hsd a paragraph on the subject.

"Chartered Accountant" merely means s msn wbo haz joined a

voluntary company which was incorporated by s charter (many

insurance and trading companies are so incorporated. ) There are

five such companies in the British Isles. The London Institute wss

formed nearly eighteen years ago by s number of men who hxed the

qualification for membership, whish wss a large fee, and anyone who

had been in business sz sn accountant two years could join on paying.

They now hold examinations for new entrants, but the committee

reserve the right to admit anybody they choose who has been a

certain time in business as an accountant. Only a person who has

been articled to one of their members csn be examined. So that if

you are wealthy or politically important yon fin entmnce easy, either

by examiustion or without it. Only the sons of the well-to-do csn

afi'ord to pay tne fees demanded for articles to members having a fair

connection; but if your friends csn introduce any good business, you

may find a small man to take yon in on easy terms. These rules

have the effect of injuring the clsis from which eo-operators are

drawn. Co-operators are principally of the poorer middle class; they

cannot pay heavy fees to apprentice their sons; snd they should try

to understand the struogle for snd against injustice and hollow sno sndzofeszionsl

dishonest pretensions which is now going on amongst professions

accountants before they advocate the claims of one of the parties.

it is not the msn whose name appears on his brass plate or note-

P~Per that practises aceountsney, he is in many cases merely a

caPitslistic exploiter of clerical labour, often knowing nothing of his

chant's affairs sn'd losing no opportunity of reducing his responsibility

to s minimum. Chartered aceouutants sre putting the responsibility

of the honest management of companies upon directors. A.uditors

foz Co-operative Societies should do the same. Auditors, w

chartered, incorporated, or otherwise, are not managers' ars snd the

should let it be linown that, they expect that those who sre responsible

«r the management have taken every precaution to secure ~

v «king of every cheek devised for the eificiency of the finsncial

department. Effieient management by-committees is moreore effectual

in preventing fraud than any auditing csn be. An auditor oauditor does not

guszsntee the honesty of the committee nor the society's servants. "The foregoing is practically a recapitulation of muc o

w» said from the platform st our last Quarterly Meeting, snd it

makes it clear why the Woolwich Congress directed the Psrlisinentary

Committee of the Co-operative Union to resist, in every wsy open to

them, the attempts being made in parliament by ththe chartered

aecountautk to make it compulsory upon Co-operst ive Societies and

other similarly constituted bodies to have their accounts audited by

chartered accountants, thus cresfing another pH

addition to the number already existing. - It c &naos be too wiley

known that the committee or directors of s.Society sre -Phhe. arties

legally responsible for its honest managemenk. By thethe ws, how

many members are there in all our large Societies who neglect to

bring or send in their Share or Loan Pass B&ioke at tlie proper. &ivies

aud thus prevent a complete audit being niade '. JTbere ure huudn &le.

The next Lincoln District Association Conference is to be iield

at Gainsborough, on May 7th. A paper on " High and Low

Dividends" will be read by Mr. Psget, Secretary of Gaiusborough

Society. As the Society, like many others, ha& had experience of

both, a good paper may be expected dealing in a praccieal fashion

with the causes of liigh and luw divideuds. Iii Liucolu high dividemls

have not at any time been paid. The measure of a Society's useful-

ness to its members however, must not, and cannot be compute&1 by

the amount of the dividend alone; yet that is what appeals hrst aud

most strikingly to the untauglit mind. Many uf the largest uulur-

takings in Linoola are considered to have &lune well when they p.iy

four or five per cent. on capital alone. Our Society does tiu&t anil

pays a dividend on purchases besides. A counuun error amiugs& the

members, given utterance to very pointedly st our les&, quarterly

Meeting by one member in the discussion of the halsnue sheet, is co

suppose that wliatever money is laid ouc in buildings ought t&i be,

and might be used for dividend. It is hoped that tlic hfu&. tinge

arranged to be held monthly next autumn aml wiuter may do some-

thing to dispel ibis and othor fallsciei, snd to teach our members the

power for good there is in the collective nse aud control by the people

o( masses of capitah A glance at the accounts of neiglibounng

Societies given on auotlier page will show that dividends g&iuerslly in

the Lincolnshire District are lower than they wero a year ago. Itwould be much batter for all' our Societies if the members would

csrefufiy and patiently take into account and try to understand the

causes that produce these changes instead of losing tlieir heads sul

tempers, and hurling blame upon their olficials, for what no body of

men csn entirely obviate. Dividends msy be equ&chsed or nearly

equalised, but only by the patient pursuance for long periods of a

system of sound 6naneiug, saving up iu good times to make the

inevitable bad times, as often caused by unscrupulous immoral

competition as by anything, less felt when they do come.

The recent venture of the Grimsby Society into excellent and

mote oapacious premises in Freeman Street and the Market Place

bss been fully justi6ed by the increased trade. The members

appreciate the enterprise, and sre loyally doing their ucinosc to pro-

mote its success. For the first quarter of this year 198 new members

were enzolleil, a number qnite unprecedented iu the history of the

Society. The cost of tlie uew central premises reached to close upon

BL000. The sales for the 6rst quarter showed an increase of 94,160

over the corresponding period o( 189L aud Share aud Loon Capital

has been flowing into the Society ever since the uew Iepsrture wss

taken. It is hoped that by July 1st the extenzimis to the Cleethorpes

Branch will be finished. A new sale shop forty feet bv twenty feet is

being addeil on the giouud fioor, a warehouse is being built st tho

back of the existing premises, and the whole range of the upper storey

is being fitted up ss a drapery aud boot shop. All eo-operators stay-

ing at Cleethorpes daring the season are invited co coufine their

tr&cde to the Society. A movement is ou foot to open a Branch of the

Society st iqew Hollsud if sufficienc local support can be oblaiued,

aud this is likely to be forthcoming.

Our Educational Committee have engaged the Drill Hsfi for a

Flower, Fruit snd Vegetable Show ou Saturday, Au uec 9;th1999, Full par&iculsrs are given iu &he Bshed. ales which can be

obtained at the Library, Free School Lane, by Cicv members, and from

tbe Branch Managers by country members. The Agricultural and

other specialities of theirs. A capital band will be in attendance, and

LINCOLN DISTRICT CO-OPERATIVE ASSOCIATION

REPORT TO CONGREiSS.

No. 9.—Lmcosm

Executive Committee:

Mr. W. Coulson (Chairman), Lincoln. Mr. E. Hart, Grimeby.„D.MeInnee (Secretary) Lincoln. „E.Wilkiuson, Gaineborougb.„J.hfillhouse, Loath. J. Turnbull, Newark.

A. Strang, Grsntbem. J. 17. Brawn, Spsldiog.„W.T. Ward, Peterborough. J. Brown, King'e Lynn.

T. Harrison, Boston. ,1. Stuffine bcunlborpe.

Among thc eooieties belonging to the district association the year 1897 wae oneof uninterrupted progress. The Newark Society, which received such a cheek lastyesz by ihe defslcstione of its late secretary, hae been gradually regaining lostgmnnd, and is now in a fair way towards recovering its old position..P. society hss bees started at Edwinstowe with promise of eticceee, snd steps areheing taken which will, it is hoped, result in the establishment of Stores at ShireBrook snd New Holland.

Among the societies that have made exceptional progress dming the yearSeunthorpe and Grimeby stand foremost. The Soouthorpe central stores havebeen extended by the opening of a spacious wiog for drapery, furnishing and booie, aad, eo rapidly is the membership snd. trade increasing, that land has been pur-chased snd plane are being prepared for a commodious bakery and butchery.

Since the Grimeby Society's removal into extensive central premises acquiredlast year, ite pmgrees bs» been nnprecedented at any etege of its hi»tory. Fiewlines of business have been tel»en up, and new members sze being enrolled in verylarge numbers. The existing branch stores st Cleeihorpes is being enlarged by theaddition of a commodious shop for provisions, which will be opened before theseason at Cleethorpes begins.

Of those societies thai remain outside the association little that is good osn besaid end little can be ezpeoted. For reasons which may be summed up a» a totallack of corporate life or feeling, they remain inert snd isolated. Some arc simplymarking time, some have retrograded, and since the establishment of the districtassociation in 1882, the majority have liquidated, sad the members have lost alltheir share capitsL

Conferences have been held si Boston, Petezborougb, and Newark. That atBoston, attended by 120 delegates, was the largest ever held in the district. Thesubjeot for discussion wss introduced in a paper by the district secretary, entitled:

"How Co-operative Societiee can Provide their Members with DwellingbousesiwThe liveliest interest in the subject wae evinced during the discussion, snd thepaper was afterwards printed by the Bo»ton Society snd distributed to sll iismembers.

dt Peterborough the main bu ineee of the Conference, at which fifty-fivedelegates were present, was the discussion of the district delegates' report of PerihCongress, and the election of the Peterborough Congress reception committee,

At Newark a p»per on "The Benefite of Co-operative Societiee to Loyal hfem-bem" wse rmd by the district eecretsry. The conference was namerously att nded, and was fallowed by a public meeting, at which the general seezetary of tbe Co-operative Union presented to the Newark Society the amount of money subscribedby the societies in the Co opomtive Union to help the society out of its difficultiee.Very full reports of the Boston and Newark Conferences were given by tbe localnewspapers.

Propaganda work continues to be nnderiaken by the Lincoln, Peterborough, andGaineborough societies in the agricultural villages. The Lincoln Society hssrecently opened s launch stare, costing 28,000, st bfsrket Bseen.

Prodactive exhibitions have been held st Gainsboroagh and Grimsby, with tbeobject of bringing more closely under the notice of local co-operators this branch ofoo-operation.

Great headway continam to be made by the two societies in Lincoln in housebuilding; aad work of this character, thoagb in less degree, is undertaken byseveral of the socieilee in the district.

The Lincoln Society'e firms have yielded goal profii on the year's wozking, sndthe ares ender glass has been greatlyincreseed. Had itnot been for sseriousoutbreak of swioe fever at one of the farms, causing the entire closing of thepiggeries for nearly three months, the financisl results of the yesz would have beengreater.

The executive committee are satiafied that the co-operative movement in thisdistrict yearly exhibits growing vitality, aad that the future is fall of promise. The amount subecribal voluntarily by the eocietiee continues to be sufficient for

Private enterprise hse placed us in the forefront of the world in many zeepecte,

apart from manufactures, notably in tbc development of fresh epeciee, or rather

the improvement of species, aad whether it is horses, pigs, cows, or sheep, among

living animals, or wheat, grasses, fruits, or the products of animals, these small

pisces of land covered with s teeming population stand alone and ahead. Owing

to the climatic conditions of other lande, snd, in some cases, the inability of their

inhabitants to cope single-handed with the forces of nature arrayed against them,

agricultural co-operation hss been a necessity for the development of their

industry. Ite necessity has not been so strongfyenfozced here, and the nation

which flrst provided the tools, in turn hss become the largest caetomer; for we

have not only shown the way, but provided the market.Shall this continne? The ordinary agriculturiet eey, "Yee, it mnstiw But the

man of the fields is a slow thinker, and while admirably adapted for assisting the

processes of Nature in that he possesses tbe necessary patience, he is a poor

agricultural country, has developed a dairying industry second to none in the

world, mainly by the application of the principles of co-operation to that industry,

snd while as highly rented ae this country, aud having no old psetnre ae we

know it, is capable of exporting some five or six millions pounds worth of butter

annually.France —the hams of the thrifiy —hss found sn outlet for her products, if not in

s co-operative wsy, st least by the application of co-operative methods by capitalists, and her butter and eggs collected, sorted, sud exported by merchants, form s notinoonsiderable portion of the imports under these heads.

The advent of the creamery system in batter making, by which the milk of adistrict ie treated in one central butter-making factory, is fraaght with great dangerto the individual farmer if he allows the possession of the factory to slip out of hiehsnils. Farmers get mast satisfactory results when they eze partners sharing inihe profits of the creamery that works up thc milk they supply. On the systemwhere they simply get the price of the milk the advantages are smaller. InIreland, which superficisl observers would have described ss the last place onewould imagine where the ides would spread, it has proved successful, snd thegrowth of thc movemeot from one dairy worked on this principle in 1889 toseventy in 1896 is sn increase of which the advocates of this system may be jneriyproud. It» extension to other branches of the industry is uow only s questionof time.

Austria has supplied ue with an example ef agricultural banking that it wouldbe as well were adopted sll over the country, the chief factor sgsiaet ite rapiddevelopment beze being tbst the class of email proprietors is s limited one com-parai with the continent, farms here of two to four hundred scree being a commonholding, snd in many parte much more while there the number of farmers whohold more than forty is small, snd the demand for email loans greater.

They have come to us for stock: we must go to them for ideas, and when onceBritishers get ideas thoroughly instilled into them, they sre apt to improve on theoriginal st s rapid rstv.

We hold, then, that co-operation ss applied to the farming industry is simply aquestion of time. The speoialisation of sll isdustries, owing to the teachings ofecieace snd its application to manufactures, is rapidly coming to this, the last ofall industries to be so affected, by calling for modes of procedure in the treatmentof rsw material that it is impossible for the individual to undertake, but which, when the cost is divided among a large nnmber, cheapen the method, snd renderaoiformity s certainty thai wse unattainable before.

Co-operaiisation is s long word, but it is the tendency of the age, snd snattempt to with»tsad tendencies is like bloeliing a mill-stream with s mud wslh
