The district unit of NationalInformatics Centre and theadministration has joined handstogether to roll out efficient IT basedservice delivery to the citizens in areasof public grievances, court cases, landrecords and issuance of variouscertificates.
CITIZEN CENTRIC SERVICESe-Janadhar (http://ejanadhar.uk.gov.in):
It provides a single-window system tothe citizens of the district with a facilityto apply for various certificates such ascaste, domicile, character, income,status (or hasiyat) etc. at the collectorateor tehsil offices. The major aim of theproject was to give hassle free,transparent and timely services to thepeople within stipulated time frame andprovide them with a tool to track theprogress of their application overInternet.
Samadhan (http://samadhan.uk.gov.in):It is a web based system for people toregister their complaints through theInternet. State Directorate and DistrictAdministration monitor all thecomplaints/ pubic grievancessubmitted by the citizens and disposethem within the specified time frame.SMS services have been integrated

HARIDWAR:Demystifying Haridwar with use of ICT
CHaridwar, the paradise fornature lovers, presents akaleidoscope of Indian cultureand civilization. The word‘Haridwar’ or ‘Hari-ka-dwar’literally means ‘Gateway toGod’. River Ganga, one of themajor rivers of northern India,worshipped as a Goddess,runs through the districtmaking Haridwar a favoritedestination for tourists andpilgrims. The district is spreadin an area of about 2360 sq.kms with a population of littleabove 19 lakhs (as per 2011census). It is subdivided intothree tehsils and sixdevelopment blocks foradministrative purposes.

with the system to assist people intracking the status of their applicationusing mobile phones.
Computerization of Land Records(Dev-Bhoomi) (http://devbhoomi.uk.gov.in):The land records computerization inHaridwar has two distinct components.The citizen centric land records website(Dev-Bhoomi) that allows the citizens toview the details of their land holdings(Khataunies) on anywhere, anytimebasis using Internet. One can evensearch by owner’s name or khatanumbers after selecting the concernedvillage, tehsil and district. In order tomake it more convenient and userfriendly the website has beendeveloped in local languagae ‘Hindi’.With the new system the farmers do nothave to contact lekhpals or patwaries toobtain the details of their land holdings.
The second component iscomputerization of land records attehsil level. Bhulekh Centres have beenestablished in all the three tehsils of thedistrict and the citizens or farmers canvisit these centres to obtain a signed
computerized copy of the Khatauni orRecord-of-Right (RoR). Since itsimplementation more than 6 lakhRoRs have been distributed to thecitizens.
District Court Computerization(e-Court): The court computerizationwas initiated with the implementationof Case Information System (CIS) inthe District Court, Haridwar thatfacilitates filing of cases through JSC,case registration, updation of dailyproceedings by court officials, statisticalreports, query and generation of causelist which is in turn uploaded on the
judiciary website http://dchar.uk.gov.inalong with the judgments. Thenecessary infrastructure has beencreated with establishment of serverroom, network connectivity and JSC atCivil Court Complex, Roorkee.Extensive training has been provided tothe court officials and registration ofnew cases has been started.
Core Treasury System (CTS): CTShas been implemented in the DistrictTreasury Office Haridwar, TreasuryOffice, Roorkee and Sub TreasuryHaridwar and Laksar. All treasuries areconnected through dedicated leasedline using state wide area network(SWAN) to state data centre.Employees and Pensioners can getinstant information through

Information Technology plays a vitalrole in providing good governance.District administration Haridwar withthe help of NIC has implementedmany e-Governance projects like e-Janadhar, MG-NREGA, Samadhan,e-Court, Computerization of LandRecord etc for providing betterservices to the citizens. I hope andbelieve that NIC will keep up its goodwork and continue to provide us withtechnical expertise forimplementation of e-Governanceprojects.

Election Computerization: NIC,Haridwar has always played animportant role during the Lok Sabha,Vidhan Sabha and Local BodyElections. Deployment of pollingpersonnel & counting personnel afterrandomization is carried out as perElection Commission of India (ECI)guidelines during the election period.Software has been developed for EVMrandomization and the district centrealso facilitates and ensures onlinetransmission of 'counting and resultsdata' to the Election Commission ofIndia (ECI), and State ElectionCommission at the time of elections.
Transport Computerization: TheVAHAN & SARATHI applicationsoftware has been implemented inARTO office, Haridwar, for vehicleregistration and issuance of drivinglicense respectively.
National Animal DiseasesReporting System (NADRS): Underthe project necessary ICT infrastructurehas been installed at office of ChiefVeterinary Officer and block offices foronline data entry through thecentralized web application. Trainingprograms were conducted on computerbasic and application software for theparticipants.

Act project has been successfully
implemented in all six blocks of the
district. All the six blocks have
completed the offline data entry and
are now carrying out the entries in an
online mode on regular basis.
ICT SERVICESNetwork Services: The NIC
District Centre, Haridwar is connectedwith 34 Mbps OFC (Optical FiberCable) for Internet, Email, and VideoConferencing. A 100 node Local AreaNetwork (LAN) has been established inthe collectorate connecting all thesections and offices. Post OfficeHaridwar, Rishikesh and PollutionControl Board Roorkee are also usingNICNET services through leased lineconnectivity.
All the tehsils and blocks of Haridwarhave been connected over UttarakhandSWAN, which is currently working asthe backbone network for all e-Governance projects of the state.Large number of horizontalconnections have been providedthrough SWAN network to localgovernment departments including -district treasury and sub-treasuries,commercial tax offices, e-Janadharcenters, land record centers, sub-registrars offices etc.
