Application in respect of a Strategic Infrastructure Development from the National Paediatric Hospital Development Board for Permission to construct a New Children's Hospital on St. James's Hospital Campus and the former Unilever site at Davitt Road, Drimnagh, Dublin 12 (An Bord Pleanala reference number: PL29N/PA0043).

1. Traffic Impact Receipt No: ~ \ 3l z:z...<j

The construction phase and operation of the new children's hospital will result in a substantial

increase in traffic in the area. In relation to traffic issues arising when the proposed hospital is in

operation it must be noted that there is already a serious issue with traffic particularly at extended

peak times during the morning and evening along the South Circular Road in the Rialto area. The

numbers put forward in Chapter 6 of the Environmental Impact Statement (EIS) for projected traffic

generation appear to underestimate the future figures - these figures are based on the unrealistic

assumption that a very large portion of existing and new hospital staff along with patients and

visitors will use alternative transport. They also appear to underestimate the current traffic levels in

this area. In relation to traffic issues arising during construction it appears that it will be very difficult

to enforce the restrictions and mitigation measures proposed to control construction traffic. It was

worrying to read that the limitations on routes and timeframes for the movement of heavy

construction traffic have included such vague caveats that the restrictions may become

meaningless. We request that all restrictions conditions are respected and that heavy traffic

through Rialto village is avoided at all costs.

Please ensure the new road layout currently being installed at the South Circular Road at the back

gate to the Royal Hospital Kilmainham has been included in any traffic model. Please also ensure

that any potential increase in overall traffic in the Rialto/Kilmainham/Fatima area due to an

improving economy in the country is reflected in the traffic model.

In relation to traffic associated with the proposed maternity hospital, the statement that the

cumulative result of the proposed maternity hospital, also at the St James Campus, will have little

or no impact on traffic conditions in the area is ludicrous. Cars can regularly been seen queuing

to access the Coombe Maternity Hospital nearby on Cork St and this clearly demonstrates that

there is traffic associated with a functioning maternity hospital. Chapter 6 of the EIS, page 6-155

suggests that absolutely no extra car parking will be provided to support the new maternity hospital

on site. Again, this relies on the unsubstantiated assumption that staff will all start to use public

transport or walk which will require a massive cultural shift for the entire workforce.

2. Parking Impact

The construction phase and operation of the new children's hospital will result in a substantial

increase in the number of construction workers, staff, patients and visitors. There is already

insufficient parking provided for the existing adult hospital at St James' for staff and visitors. As a

result many staff members and hospital visitors park daily on the surrounding streets including New

Ireland Road, Upper Cross Road and Portmahon Drive. We have lots of photographic evidence

which demonstrates this. Many of our concerns with regards to parking are also influenced by the

plans that are included in traffic as set out above.

Projected traffic figures cannot be driven solely by the number of car parking spaces provided. This

is not how drivers behave. It can already been seen from the surrounding neighbourhoods and in

the hospital itself (double parking etc.) that substantially more hospital staff and visitors park than

the spaces provided. No valid reason or plan has been presented which demonstrates that this

behaviour is likely to change.

The proposed introduction of On-street Pay Parking in our neighbourhood is not a satisfactory

solution for residents of New Ireland Road, Upper Cross Road and Portmahon Drive. Permit

parking will cost residents each year, permits are only tied to one car so any visitors or change of

vehicle will require parking fees and further paperwork and bureaucracy. The roads in this area are

narrow. Cars are usually parked slightly up on the footpath to allow for parking on both sides of the

road while also leaving enough space on the road for a line of traffic to get past. If regulated On­

street Pay Parking comes into force parking can only be permitted on one side of the street. Many

houses have vehicular access which can not be blocked. If On-street Pay Parking is introduced the

resulting number of car parking spaces available for residents will be halved. This reduction in

parking spaces will compound the existing significant parking problem in the area. The introduction

of On-street Pay Parking will also require the setting up of a residents association. If On-street Pay

Parking is the only viable solution we request assistance in this process from the New Children's

Hospital project.

3 . Environmental Impact I Local Amenity

During the construction and operation phase, it must be ensured that at least an equal number of

mature trees, shrubs and plants along with equal grassed area remain at the linear park along the

Luas tracks near the Rialto and Fatima Luas stops. There is a severe lack of green spaces and

trees in the Rialto area and the loss of these mature trees would be unacceptable and damaging

for the local environment.

New planting must be semi-mature native trees. These must be planted as early as possible in the

construction phase. Opportunities to incorporate any measures to support and encourage local

wildlife, insects, birds and biodiversity will be welcomed. From a planning point of view, the

residents of Rialto and Fatima are suffering due to a lack of parkland, playgrounds and outdoor

shared green community spaces. As the local community will bare the brunt of the negative

aspects of this development, there is a big opportunity to counteract these disadvantages e.g. new

playground, daily street cleaning, safer pedestrian access around the Rialto Luas bridge, funding

for community festivals, scholarships for students, investment in local community creche, improved

commercial and community infrastructure. On completion of this project we wish to see the linear

park along the Luas fully reinstated and an overall net increase in the number of mature trees,

shrubs and flower beds.

4. Construction Phase Impact

Throughout the construction phase, it is essential that any dust, traffic through Rialto village, out of

hours construction traffic, demolition, rock breaking, earth moving etc is kept to an absolute

minimum. As phases of the work are completed aU repairs must be carried out immediately making

good all footpaths, roadways and grassed areas.

We would like to be included in any consultation and monitoring that may occur during

the construction phase of this project. We reference the Demolition and Construction group which

was established during the Fatima regeneration as a positive example to be followed. There are

many people in the Fatima area with good knowledge of processes such as this following their

experience of the regeneration project in the area. This pool of people is a resource that must be

reached out to. Technical aid from the new children's hospital project needs to be provided to

residents of our neighbourhood to ensure that the community is fully informed and ll"'""'"'-•~

5. Long-term Impact on Local Infrastructure

It is vital that there is no negative long term impact on local infrastructure such as drainage, surface

water and flooding; water supply, distribution and pressure; and electricity supply.

This project should ensure that there is a long term positive impact on the provision, frequency and

quality of public transport in the area and an increase in safe cycling infrastructure that

meets international best practice. We request an increase in the frequency of the Luas at all times

of the day including weekends. We request an increase in the number of Dublin Bikes stands in the

area and an increase in the number of bike stands at the existing stations.

6. Communications

Please ensure that the residents of New Ireland Road, Upper Cross Road and Portmahon Drive

are regularly updated with progress of this development. So far it has been difficult to

get information on the project. We would appreciate if the website was updated regularly to

include information on any consultation events. We wish to be included in any community

consultation groups that may already have been set up or will be established in the future.

If the terms of the planning permission are to be broken at any stage, or if the restrictions in place

are not to be met even temporarily we wish to know about this e.g. construction traffic through the

village, delay in organising parking for staff and construction workers during the construction phase

7. Social Clause ~ Ll K-u~l i:.U ___ FROM __ --'~

We believe the New Children's Hospital project must create new oppo umties for

training/employment and job creation for the area. Rialto and Fatima is an area with high

unemployment and vulnerable people.

We support the community work of the Fatima Groups United whose members often target early

schoolleavers and young people at risk of becoming involved with the criminal justice system. In

the past they have been quite successful in securing direct employment on a wide range of jobs on

the construction site and apprenticeships/ general operative posts with Dublin City Council e.g.

during the Fatima development. This approach must be incorporated into this new development

giving many local young people the opportunity to break the cycle of long-term unemployment,

poverty and disadvantage.

We welcome the establishment of a community benefit steering group and its work to ensure that

all potential opportunities for the local community are maximised. The Social Clause must remain

in place throughout this project. For example in the construction contracts for the build phase of the

project this will mean that local people will be employed in the development of the hospital. We

welcome the employment of a community benefit coordinator whose role will be to drive the

community benefit agenda.

The new children's hospital development should benefit the community in all strands of the work

including employment, environment, training and up-skilling, social impact, transport and education

with the long term plan of producing nurses, doctors and other healthcare professional staff directly

from the local area.
