EXECUTIVE SUMMARY:
The SWKRTC is focused on regional engagement to strengthen the SW Regional Trauma System. In today’s meeting we conducted a brainstorming activity to define the program and prioritize where to start. After
today’s initial discussion, the council decided to begin with general membership engagement by offering a
scholarship opportunity to attend the regional symposium, purchase of door prizes for the regional
symposium, and to diversify promotional materials for the symposium.

KANSAS REGIONAL TRAUMA COUNCIL BY-LAWS
Should these articles conflict with or limit any federal or state statute or regulation, the
statute or regulation controls. These articles are not intended to create any rights, contractual or otherwise, for any person.
Article 1 – NAME AND LOCATION
Section 1: The name of the regional trauma councils (RTC) shall be:
The Northeast Kansas Regional Trauma Council, hereafter referred to as NEKRTC, and is comprised of the following twenty-six Kansas counties: Anderson, Atchison, Brown,
Chase, Coffey, Doniphan, Douglas, Franklin, Geary, Jackson, Jefferson, Johnson, Leavenworth, Linn, Lyon, Marshall, Miami, Morris, Nemaha, Osage, Pottawatomie, Riley,
Shawnee, Wabaunsee, Washington, and Wyandotte.
The North Central Kansas Regional Trauma Council, hereafter referred to as NCKRTC,
and is comprised of the following twelve Kansas counties: Clay, Cloud, Dickinson, Ellsworth, Jewell, Lincoln, Mitchell, Osborne, Ottawa, Republic, Saline, and Smith.
The Northwest Kansas Regional Trauma Council, hereafter referred to as NWKRTC, and
is comprised of the following eighteen Kansas counties: Cheyenne, Decatur, Ellis, Gove,
Graham, Logan, Ness, Norton, Phillips, Rawlins, Rooks, Rush, Russell, Sheridan, Sherman, Thomas, Trego, and Wallace.
The Southeast Kansas Regional Trauma Council, hereafter referred to as SEKRTC, and
is comprised of the following twelve Kansas counties: Allen, Bourbon, Chautauqua, Cherokee, Crawford, Elk, Greenwood, Labette, Montgomery, Neosho, Wilson, and
Woodson.
The South Central Kansas Trauma Region, hereafter referred to as SCKTR, and is
comprised of the following nineteen Kansas counties: Barber, Barton, Butler, Comanche, Cowley, Edwards, Harper, Harvey, Kingman, Kiowa, Marion, McPherson, Pawnee, Pratt,
Reno, Rice, Sedgwick, Stafford, and Sumner.
The Southwest Kansas Regional Trauma Council, hereafter referred to as SWKRTC, and is comprised of the following eighteen Kansas counties: Clark, Finney, Ford, Grant, Gray,
Greeley, Hamilton, Haskell, Hodgeman, Kearny, Lane, Meade, Morton, Scott, Seward,
Stanton, Stevens, and Wichita.
Section 2: The six regional trauma councils receives administrative and fiscal support from the Kansas Department of Health and Environment, Bureau of Community Health
Systems, Kansas Trauma Program located in the Curtis State Office Building, 1000 SW Jackson, Suite 340, Topeka, KS 66612.

Article II – PURPOSE AND FUNCTIONS
Section 1. Purpose. The purpose of each regional trauma councils is to address
trauma system issues at the local level, foster interagency collaboration, ensure local input during the decision-making process and maintain strong working relationships to
facilitate local resolution of local issues.
Section 2. Functions. Each of the regional trauma councils performs the functions set
forth in K.S.A. 75-5665(a)(2).
Article III – GENERAL MEMBERSHIP
Section 1. Membership, Qualifications and Reimbursement. Membership in each
regional trauma council is open to any individual who lives or works within the
geographical boundaries of the trauma region and holds a passion for care of the injured. There is no reimbursement for general members.
Section 2. Privileges of Membership. Each general member has the privilege of voting
for executive committee members, holding office, and serving on committees as requested. A proxy may be designated in writing and presented before any regular or
special meeting is called to order.
Section 3. Terms of Membership: Membership shall remain in effect until an individual
resigns or is removed or is otherwise disqualified to serve, or until his/her successor is appointed/elected whichever occurs first.
Article IV – EXECUTIVE COMMITTEE MEMBERSHIP
Section 1. Members, Qualifications and Reimbursement. Each Regional Trauma Council
Executive Committee is comprised of a maximum of two of each of the following persons: physicians/advanced practitioners, nurses, EMS healthcare providers, local public health
representatives, hospital administrators, and rehabilitation specialists. Executive Committee members are elected for four-year terms by the general membership through
casting of a simple majority ballot. There is no reimbursement for Executive Committee members.
Section 2. Privileges of Membership. Each executive committee member has the privilege of voting on regional administrative, fiscal and organization issues. A proxy may
be designated in writing and presented before any regular or special meeting is called to order.

Section 3. Resignation. Each regional trauma councils may request voluntary resignation of any of its executive committee members for neglect of duty or other misconduct as
identified: a. failure to attend two consecutive meetings without justification;
b. failure to participate in committees to which appointment was accepted without justification;
c. abuse of position.
Any member wishing to resign shall submit resignation in writing to the regional trauma
councils chairperson under which they serve or the Regional Trauma Coordinator of the Kansas Trauma Program for presentation to the Executive Committee.
Section 4. Disqualification. In keeping with each regional trauma council’s’ purpose as
stated above in Article II, Section 1, each regional trauma council’s executive committee members are disqualified and will recuse themselves from chairing or voting in any
proceeding before the council or a council committee if:
a. The Council member has a substantial economic interest in a subject matter; b. the Council member or the Council member’s spouse, parent or child is an officer or
director of a professional association that is actively promoting or representing a particular subject matter or issue on behalf of the association.
Section 5. Vacancy. A vacancy caused by death, resignation, or removal, shall be filled
by a member of the same membership group, with officer vacancies appointed by the
chairperson for the remainder of the unexpired term.
Article V – EXECUTIVE COMMITTEE OFFICERS
Section 1. Officers. The following officers are elected by each regional trauma council
executive committee members: Chairperson

Section 2. Designation. Officers are nominated and elected by the Executive Committee
annually, with terms beginning at the close at the Executive Committee meeting immediately following the annual general membership meeting. Only those members
elected to serve on the Executive Committee are eligible to serve as officers.
Section 3. Duties. Officers shall perform the customary duties of each elected position or
as defined in these bylaws. A vacancy in an officer position caused by death, resignation, or removal, shall be filled by a vote of the remaining officers at the next Executive
Committee meeting.

Section 4. Expenditures. All expenditures shall be approved by the executive committee and the invoice will be presented to the fiscal agent for payment.
Section 5. Payments. Approved expenditures shall be paid within the terms of the invoice
or no later than 30 days from receipt of the invoice if no payment terms are indicated.
Section 6. Quorum. Each regional trauma councils defines a quorum for any meeting as
consisting of those members present.
Article VI – ACT REPRESENTATIVE
Section 1. RTC Representative to the Advisory Committee on Trauma (ACT). This
person is selected from the executive committee membership. A minimum of 90 days prior to expiration of the incumbent’s term, the regional trauma councils shall submit a list
of three persons of recognized ability and qualification to the Governor as set forth in
K.S.A. 75-5664 (b)(7).
Section 2. Reimbursement. RTC representatives are reimbursed by the Kansas Trauma Program for travel expenses associated with attendance at ACT activities.
Section 3. Privileges. RTC representatives are full voting members of the ACT.
Section 4. Duties. Shall attend each quarterly ACT meeting, all regional trauma council meetings, provide a regional update at each ACT meeting and an ACT update at each
regional trauma councils meeting.
Article VII - MEETINGS
Section 1. Annual Regional Trauma Council Trauma Symposium. Location is determined
by the Executive Committee, with notification to the general membership at least thirty
days prior to the meeting.
Section 2. Notice of Special Meeting. These meetings may be called by the Chairman of any executive committee or a vote of the Executive Committee and require a minimum
of ten day written or oral notice to the general membership. The date, time and place shall be specified in the meeting notice.
Section 3. Executive Committee Meeting. These meetings will be held at least quarterly. Business may be conducted by e-mail, provided that a copy of all correspondence is
included in Executive Committee minutes. A majority of the executive committee members must respond in the affirmative for approval.

Article VIII – PERFORMANCE IMPROVEMENT AND PATIENT SAFETY (PIPS)
Section 1. PIPS Committee. A multidisciplinary Committee deriving its authority and privilege from K.S.A. 65-4915. K.S.A. 75-5665 and 75-5666 provide peer review
protection to the RTCs and the ACT when reviewing injury care events.
Section 2. Any and all information that may identify an injured person or their family shall
be confidential and protected to the fullest extent.
Article IX - AMENDMENTS
These bylaws may be amended at any General Membership meeting by a 2/3 vote of
members present, provided the proposed amendments have been made available to all members at least ten (10) days before the meeting.
We, the undersigned, as the elected representation for the Regional Trauma Council Executive Committees consent to and adopt the foregoing bylaws as the bylaws of the
regional trauma councils.

Individual Award Each Northwestern county is eligible to receive 13 kits.

CAVEATS: Each county in the North Central region is eligible to receive $1,000.00 toward their educational needs as long as funding
is available.
FUNDING:
• ATLS providers or individual practitioners attending courses outside of their facility must submit a copy of their
credentialing card within 30 days of course completion.
• Course/event coordinators must submit class rosters (including city, zip, initial/renewal certification status) and a
final affidavit of expenditures within 45 days of course completion
• Submit documentation to the Regional Trauma Coordinator
• Reimbursements will be made to the facility listed on the application once documentation is received.
If documentation is not received within the appropriate timeframe, the funding application will be cancelled and the facility
will not receive reimbursement.

The Six Regional Trauma Councils provide funding for trauma education and training events in their region. Below are
reimbursement guidelines for the most common trauma training courses. To apply for funding for these courses or an
innovative trauma education course/event, complete an application to submit to the council. The Executive Committees
reserve the right to partially fund requests.
ATLS
Eligibility Participants must pass the course to be eligible for reimbursement
Participation Goal Individual Practitioner
Individual Award Dependent upon employer CME contribution
Award Max Not to exceed $850.00
TNCC
Eligibility A facility is eligible for funding for one TNCC class per state fiscal year (Jul 1 – Jun 30).
Participants must pass the course to be eligible for reimbursement
Participation Goal Class of 12 participants or individual practitioner
Individual Award $200.00 per participant
Award Max Not to exceed $2,500.00
PHTLS
Eligibility Participants must pass the course to be eligible for reimbursement
Participation Goal Class of 12-15 participants or individual practitioner
Individual Award $200.00 per participant
Award Max Not to exceed $2,400.00
RTTDC
Eligibility A facility is eligible for funding for one RTTDC class per state fiscal year (Jul 1 – Jun 30).
Participation Goal Class of 16-20 participants
Award Max Reimbursement based on approved application budget and affidavit of expenditures.
Not to exceed $1,500.00.
INJURY PREVENTION:
Eligibility Course/Event must occur within state fiscal year (July 1 – June 30).
Award Reimbursement based on approved application budget and affidavit of expenditures
Limitation Will not reimburse for staff wages
