AGENCY NEW DELHI, JUNE 4 The Government of India has 'banned' over 2550 blacklisted foreign nationals for 10 years from travelling to India for their involvement in Tablighi Jamaat activities, said the government sources on Thursday. It means that none of them would be allowed in any circum- stances to travel to India as a visa will not be issued to them. In April this year, the Min- istry of Home Affairs (MHA) had blacklisted 960 foreigners for violating visa rules after they were found involved in Tablighi activities. "Under the directions of Union Home Minister Amit Shah, the MHA has blacklisted 960 foreigners, present in India on tourist visas, for their in- volvement in Tablighi Jamaat activities," Home Ministry had said in April. These foreigners were in- volved in Tablighi activities and went to Delhi's Nizamuddin Markaz, which became the ma- jor source of spreading COVID-19. The Home Ministry had earlier said that about 2,100 for- eigners visited India for activi- ties of the organisation since January 1 this year. "While approximately 824 of them, as on March 21, were dispersed in different parts of the country, 216 of them were staying at Nizamuddin Markaz. Others might have left the coun- try before the lockdown," the MHA had said. A large number of Indian Tablighi Jamaat work- ers were also involved in the ac- tivities of the organisation in different parts of the country. The joint statement on Compre- hensive Strategic Partnership be- tween India and Australia was issued after the two Prime Ministers Naren- dra Modi and Scott Morrison, partic- ipated in an India-Australia Leaders’ Virtual Summit on Thursday. The 12-point joint statement dwells at length upon enhancing cooperation between the two countries in fighting terrorism, enhancing defence and maritime cooperation and strength- ening people-to-people contact and boosting economic cooperation. After the virtual summit, India and Australia also signed seven MoUs in the areas of cyber technol- ogy, science and technology, de- fence, mutual logistic support and water resource management, public administration and governance re- forms. As the world battles to contain the raging COVID-19 pandemic, the two sides also vowed to reflect on the recommendations of the independent and comprehensive evaluation of the international health response to COVID-19 to improve capacity for preparedness in tackling the pan- demic. SHIV KUMAR SHARMA CHANDIGARH JUNE 4: Haryana Chief Minister, Mr Manohar Lal has directed all the Deputy Commissioners of the State to intensify the work on various ongoing short term schemes of flood control in the State and said that they should personally visit the sites to ensure that these are completed well before the com- mencement of mon- soon season. Setting a target for the DCs, he directed that work on the ongoing schemes and other flood con- trol measures including de- silting of both urban and rural drains should be completed by June 20, 2020. Mr Manohar Lal gave these directions while presid- ing over a meeting with all the Deputy Commissioners to re- view flood preparedness in the State through video con- ferencing here today. At pres- ent, 143 short term schemes are being implemented in dif- ferent districts of the State at an estimated cost of Rs 132.25 crore. While directing the DCs to take up all flood control measures in their respective districts on priority basis, he said that DCs should person- ally visit the work site every week to see for themselves the progress of work and ensure that same are completed at the earli- est. He said that work for the disciliting of drains should be com- pleted before June 20, 2020 positively. He also directed the DCs to en- sure the strengthening of river banks especially in Yamunana- gar and Karnal districts to avert flooding. It was informed that out of the total 833 urban and rural drains in the State, 588 drains have been identi- fied for cleaning. It was also informed that the work of de- silting of drains is being car- ried out at a rapid pace under MGNREGA. Covid: Punjab to conduct free testing of samples sent by private clinics BUREAU CHANDIGARH, JUNE 4: Keeping in view to strength- en the screening of the pop- ulation for timely detection of COVID-19 patients to contain the spread of pan- demic, the Captain Amarinder Singh led Punjab Government has decided to conduct free of cost RT- PCR testing for COVID-19 samples sent by empanelled p r i v a t e hospitals/clinics and private Labs. It was disclosed by the Health Minister Mr. Balbir Singh Sidhu in a press communiqué. The Minister said that instructions have been is- sued to the Civil Surgeons to empanel those private hospitals/clinics and Labs who are willing to get em- panelled voluntarily for of- fering free of cost testing of samples. He said that it has been made mandatory that the private hospital/clinics and Labs should have a sep- arate isolated area for the suspected patients of COVID-l9 where sample will be taken and the person taking samples will ensure complete Personal Protec- tive Gear. The private hospi- tal shall arrange the required logistics and collect sam- ples, pack them and send to the nearest Government Health facility as per protocol. They ensure to fill in the details as per ICMR Protocol in RT-PCR App. He further said that the user name and passwords for the same shall be provid- ed by respective Civil Sur- geons for collection centers to empanelled private hospi- tals/clinics. The private hos- pitals/clinics shall send the line list generated by RT- PCR App with sample ID along with the samples. The samples sent by empanelled private hospitals/clinics shall be tested free of cost at Government Labs. On Wednesday, the state hadrecorded highest one-day rise of 302positive cases. Most of the cases in thestate are coming from NCR districts.

According to an official healthbulletin, 215 fresh cases have been re-ported from Gurugram, 35 fromFaridabad, 13 from Rohtak, eightfrom Hisar, seven from Palwal, foureach from Bhiwani and Nuh, threefrom Karnal and one new case eachfrom Panipat and Sirsa districts.

Of the 23 fatalities till now, tendeaths have been reported from Farid-abad district, four from Gurugram,three from Panipat, two from Ambala,while one death each was reportedfrom Jind, Sonepat, Karnal and Ro-htak districts.

Gurugram has reported the high-est number of infections in the statewith 1,307 confirmed cases, followedby Faridabad 522, Sonepat 261, Ro-htak 110, Jhajjar 103, Palwal 86, Nuh82, Narnaul 70, Ambala, Hisar andKarnal 69 each, Panipat 65, Bhiwani49, Sirsa 48, Kurukshetra 37, Jind 32,Kaithal 30, Panchkula 27, Fatehabad25, Rewari 23, Charkhi Dadri 13, Ya-munanagar nine and 21 US-returneeHaryana citizens.

Of 1,30,231 samples, 3128 havetested positive and 1,22,506 negative,while results of 4,583 samples are

awaited. There are 2021 active casesin the state.

A total of 1084 patients, including288 from Gurugram, 168 from Farid-abad, 158 from Sonepat, 92 from Jha-jjar, 66 from Nuh, 46 from Panipat, 48from Palwal, 40 from Ambala, 26from Panchkula, 21 from Narnaul, 25from Karnal, 24 from Jind, 18 fromKurukshetra, 13 from Sirsa, elevenfrom Rohtak, nine from Yamunana-gar, seven from Fatehabad, six eachfrom Bhiwani and Kaithal, five fromHisar, four from Rewari, one fromCharkhi Dadri district and two US re-turnee Haryana citizens have beendischarged from hospitals till now.

As many as 73,911 patients havebeen put on surveillance till date, ofwhich 45,480 have completed theirsurveillance period and presently,only 28,431 patients are under sur-veillance.

Defence minister Rajnath Singh’s belated admis-sion Tuesday that troops of China’s People’sLiberation Army were present “in sizable num-

bers” at the Line of Actual Control in Ladakh, thoughhe did not go into specific numbers, or the extent of thereported intrusion into Indian territory early last month,is a welcome step by the government which has beenfairly opaque on the situation at the border. For the pastmonth, Indian and Chinese troops have been engagedin tense confrontations at several points in easternLadakh, including the northern bank of Pangong Tsolake and the Galwan river, as well as near Naku La innorthern Sikkim (where soldiers of the two sides evenengaged in scuffles), but the matter is yet to be re-solved. Several rounds of local-level talks were con-ducted by the two armies’ colonels, brigadiers and fi-nally two major-generals on Tuesday, but remained in-conclusive. India’s ambassador in Beijing also talkedto the Chinese foreign ministry, again to no avail.

Now, as the defence minister announced, seniorcommanders of the two armies, of lieutenant-generalrank, will make a fresh effort Saturday to resolve theimpasse, with the Indian side led by the head of Leh-based 14 Corps. We can only hope that they are able tofind a way to end the standoff.

The immediate provocation for the latest Chineseaggressiveness appears to be India’s intensified effortsto build a network of feeder roads and bridges on itsside of the LAC to ramp up infrastructure that could,among other things, speed up the movement of troops.

This has possibly made China see red, particularlywhen it seems on the backfoot globally, with severalWestern and other governments targeting it for failingto check the coronavirus’ spread from its soil.

Beijing spent decades ramping up infrastructure onits side of the LAC, such as metalled roads in Tibet go-ing right up to the Indian border, so when New Delhibegan efforts to catch up in both Ladakh and theNortheast (where a tunnel is planned under theBrahmaputra), China felt it should respond.

But even if the present confrontation is defused af-ter Saturday’s meeting of the generals, the root causeof the friction between the two sides still remain. Thekey point is that while the LAC is the de facto India-China border, and has been largely peaceful for the last50 years (unlike the Line of Control between India andPakistan, which often flares up on a daily basis), theIndian and Chinese armies have different “perceptions”of what the Line of Actual Control actually is.

due to the COVID-19 pandemic havenegatively impacted diet, sleep and phys-

ical activity among children with obesity, ac-cording University at Buffalo research.

The study, published in April in Obesity,examined 41 overweight children under con-finement throughout March and April inVerona, Italy. Compared to behaviors recordeda year prior, the children ate an additional mealper day; slept an extra half hour per day; addednearly five hours per day in front of phone,computer and television screens; and dramati-cally increased their consumption of red meat,sugary drinks and junk foods.

Physical activity, on the other hand, de-creased by more than two hours per week, andthe amount of vegetables consumed remainedunchanged. "The tragic COVID-19 pandemichas collateral effects extending beyond directviral infection," said Myles Faith, PhD, UBobesity">childhood obesity expert and co-au-thor on the study.

"Children and teens struggling with obesityare placed in an unfortunate position of isola-tion that appears to create an unfavorable envi-ronment for maintaining healthy lifestyle be-haviors," added Faith.

"Recognizing these adverse collateral ef-fects of the COVID-19 pandemic lockdown iscritical in avoiding the depreciation of hard-fought weight control efforts among youths af-flicted with excess weight," said Faith, chairand professor of counseling, school and educa-tional psychology in the UB Graduate Schoolof Education. The study was led by StevenHeymsfield, MD, professor at the LouisianaState University Pennington Biomedical Re-search Center; and Angelo Pietrobelli, MD,professor at the University of Verona in Italy.Children and adolescents typically gain more

weight during summer vacation than during theschool year, says Faith, which led the re-searchers to wonder if being homebound wouldhave a similar effect on the kids' lifestyle be-haviors.

"School environments provide structureand routine around mealtimes, physical activityand sleep - three predominant lifestyle factorsimplicated in obesity risk," said Faith.

The researchers surveyed 41 children andteens with obesity in Verona, Italy, who wereinvolved in an ongoing long-term study.Lifestyle information regarding diet, activityand sleep was collected three weeks into Italy'smandatory national lockdown and compared todata on the children gathered in 2019.

Questions focused on physical activity,screen time, sleep, eating habits, and the con-sumption of red meat, pasta, snacks, fruits andvegetables.

The results confirmed the negative changein behavior, indicating that children with obesi-ty fare worse on weight control lifestyle pro-grams while at home compared to when theyare engaged in their school curriculum.

"Depending on the duration of the lock-down, the excess weight gained may not beeasily reversible and might contribute to obesi-ty during adulthood if healthier behaviors arenot re-established. This is because childhoodand adolescent obesity tend to track over timeand predict weight status as adults," said Faith.

Government officials and policymakersshould consider the potential harmful effects oflockdowns on youths with obesity when mak-ing decisions regarding when and how toloosen restrictions, says Faith.

There is also a need to establish and evalu-ate telemedicine programs that encourage fami-lies to maintain healthy lifestyle choices duringperiods of lockdown, he adds.

Acautious approach to easinglockdown restrictions that re-duces the risk of later lock-downs may be better for theglobal supply chain in thelong run, according to a newstudy.

The study led by re-searchers at the UCL and Ts-inghua University was pub-lished in the journal NatureHuman Behaviour.

This is the first peer-re-viewed study to comprehen-sively assess potential globalsupply chain effects of Covid-19 lockdowns, modelling theimpact of lockdowns on 140countries, including countriesnot directly affected byCovid-19.

The study found thatstricter lockdowns imposedearlier - such as the two-month lockdown imposed inChina - are economicallypreferable to more moderatelockdowns imposed for fouror six months, as the durationof lockdown matters more toeconomies than their severity.This is because businesses canabsorb the shock of a brief

lockdown better by relying onreserves and because shorterlockdowns cause less disrup-tion to regional and globalsupply chains.

Researchers also foundthat countries not directly af-fected by Covid-19 maynonetheless experience largelosses of more than 20% oftheir GDP due to falls in con-sumer demand and bottle-necks in supply chains.

Particularly at risk areopen or highly specialisedeconomies, such as Caribbeancountries that rely on tourism

and Central Asian countriessuch as Kazakhstan that relyon energy exports. Also vul-nerable are globalised indus-tries that rely on difficult-to-replace suppliers, such as au-tomobile manufacturing,where production is estimatedto fall by up to half.

Lead author ProfessorDabo Guan (UCL BartlettSchool of Construction &Project Management and Ts-inghua University) said: "Ourstudy shows the ripple effectscaused by lockdowns alongglobal supply chains, with

countries not directly affectedby Covid-19 still experiencingheavy economic losses.

"While predicting the truecost of lockdowns is not pos-sible at this stage, our researchsuggests that shorter, stricterlockdowns minimise the im-pact on supply chains, whilegradually easing restrictionsover the course of a year mayalso be less disruptive than aswift lifting of restrictions fol-lowed by another lockdown."

The researchers estimatedthat gradually easing lock-down measures over 12

months would minimise sup-ply chain impacts comparedto lifting restrictions morequickly, over two months, andthen introducing a secondround of lockdowns in Janu-ary next year, which they esti-mated would increase the costby one-third.

Co-author ProfessorSteven Davis (University ofCalifornia, Irvine) said: "Ouranalysis quantifies the globaleconomic benefits of robustpublic health responses andsuggests that economic justifi-cations to re-open businessescould backfire if they result inanother round of lockdowns."

Looking ahead to a poten-tial second wave, the re-searchers found that a strict,globally co-ordinated lock-down implemented for twomonths would be less eco-nomically costly than lock-downs happening in differentparts of the world at differenttimes - risking a potential eco-nomic loss to global supplychains by 50% rather than60%.

This is because the eco-nomic cost of a lockdowngoes beyond national bordersand a shorter, one-off shock iseasier to absorb.

Professor Guan said:"Companies will survive thesupply chain failures thatlockdowns cause by relyingon reserves of stock or findingnew suppliers. If a secondshock hits, reserves may below and supply chains onlyrecently repaired - making anew break much more costly."

If recurrent global lock-

downs occur, New Zealand'sfood services sector and Ja-maica's tourism industrywould face estimated produc-tivity losses of about 90%,while China's electronicsbusiness and Iran's oil indus-try would face productivitylosses of about two thirds.

The cost to the UK econo-my, meanwhile, would risefrom a potential supply chainloss of 38% (one lockdowngradually eased over 12months) to 57% (recurrentglobal lockdowns happeningat different times in differentcountries).

In the United States, thecost to the financial sectorwould nearly double if a sec-ond global lockdown occurs,with potential supply chainloss rising from 33% (onelockdown gradually easedover 12 months) to 57% (re-current global lockdowns hap-pening at different times indifferent countries).

The most important factoraffecting the global economiccost of lockdowns, the studyfound, was the number ofcountries implementing them,highlighting the importance tothe global economy of onecountry containing an epi-demic.

The most talked-about case among railbabus is that of A.K.Kathpal, the principalchief mechanical engi-neer of Integral CoachFactory (ICF).

Recently, the appoint-ments committee of theCabinet headed by PrimeMinister Narendra Modi,approved the promotionof four mechanical offi-

cers to the grade of anadditional member,equivalent to generalmanager. Mr Kathpal,who was eligible, was de-nied promotion on theground that there was avigilance case againsthim.

Those who back MrKathpal’s claim to pro-motion argue that the vig-ilance cases against ICFofficers involved in theTrain 18 project arenowhere near a conclu-sion, and therefore it iswrong to use this as aploy to deny promotionto a senior officer. Appar-ently, the rules state that

unless a vigilance casereaches finality and un-less the Central VigilanceCommission recom-mends departmental pro-ceedings against an offi-cer, he cannot be deniedpromotion. Also, thecomplaint against MrKathpal is now older thansix months, in which caseit cannot be taken cogni-sance of.

Many believe that MrKathpal was denied pro-motion to create a prece-dent to deny promotionto another mechanical of-ficer to the post of addi-tional member or secre-tary, Railway Board.

Uttarakhand reports 59 nCoV infections,caseload 1,145DEHRADUN: Uttarakhand on Thursday registered 59 coronavirus cases and onedeath, taking the count in the state to 1,145 and fatalities to ten. A 26-year-old youth, resident of Muzaffarnagar, whowas under treatment at AIIMS, Rishikesh, succumbed to the sinister virus. AIIMSNodal Officer Madhur Uniyal said the youth was hospitalised on June 2 with highfever and breathing problem. He was shifted to ICU after he tested positive for thecontagion, where he died. In the last 24 hours, 133 people have been screened in the medicalfacility, two coronavirus patients have been admitted while four have recovered.

Jal Shakti Minister MahenderSingh and Education MinisterSuresh Bhardwaj said on Thursdaysaid that no irregularities werefound in the Patwari recruitmentexamination, which was cleared ina judgement passed by theHimachal Pradesh High Courttoday. The leaders of the oppositionwere raising an unnecessary hueand cry in this regard, which wascompletely baseless, he said,adding that more than three lakhcandidates had applied forappearing in this examination andabout three lakh candidatesactually appeared in it forapproximately 1,200 vacancies and1,150 candidates emergedsuccessfully but the further processhad to keep in abeyance in view ofthe pendency of the petition.

On November 17, 2019, thewritten examination was conductedthrough various DeputyCommissioners in differentdistricts.

Few candidates challenged therecruitment of the Patwaris in theHigh Court, alleging irregularitiesin the recruitment. StateGovernment filed a detailed replyon this appeal and stated that noirregularity was done in this regard.They said that one of thecandidates, who had challenged theappeal had not even appeared in theexamination.

Desraj Modgil, in thememorandum, while describing the condition offlower growers, said that there are thousands offlower growers in the state. As per the scheme ofthe state government, which has installed polyhouses on grants to improve their economy. Lakhsof rupees have been loaned from banks for plantingpoly houses but in Corona crisis, not a single flowerhas been sold due to lack of market to sell flowers.Due to which the flowers have been destroyed andthe profits have not been made. We have to re-sowfor the next crop, but are feeling unable due tofinancial constraints. Again, loans cannot be takenfrom banks as there are already borrowed frombanks. The farmer is forced to commit suicide. Insuch difficult times, a demand was to Jairamgovernment that these flower growers be providedspecial relief money, so that the farmers will be ableto plant a new crop of flowers.

Restoration work begins inRaigad post Cyclone Nisarga

The National DisasterResponse Force (NDRF) andlocal authorities inMaharashtra's Raigad districthave started restoration workin the region that bore thebrunt of cyclonic storm'Nisarga', an official said onThursday. The cyclone madelandfall near Shrivardhan inthe district on Wednesdayafternoon and lashed thecoastal areas of Alibaug,Revdanda, Revas, Murud,Mhasala and Roha withstrong winds and haeavyrains. Several kutcha houses,temporary shades weredestroyed, trees andelectrical poles wereuprooted and roofs of somestructures were blown awayby the storm, the officialsaid. Once the storm abated

on Wednesday evening,personnel from the NDRFand district administrationassessed the damages andbegan restoration activities,he said. NDRF teams helpedpeople repair their homes inAlibaug, Revdanda and othertehsils, which were severelyhit, he said. Among 20 teamsof NDRF deployed in state,seven were already stationedin Raigad district to tackleemergencies and morepersonnel reached the districton Thursday morning, theofficial added. 30 MaharashtraPolice personnel died

of COVID-19 so far

MUMBAI, JUNE 4

At least 30 police personnel, including an officer,have so far died due to COVID-19 in Maharashtra,while over 2,500 have tested positive for thedisease, an official said on Thursday.

Nearly 18 of the total 30 victims were workingin the Mumbai Police force and contracted thedeadly infection while implementing the lockdownorders, he said.

"Till now, over 2,500 state police personnelhave tested positive for the coronavirus and 30 ofthem, including an officer, have died," the officialsaid. As of now, the number of active cases in thepolice force stands at 1,510, including 191officers, he said.

Since the lockdown, the Maharashtra Policeregistered 1,22,484 offences under Indian PenalCode Section 188 (disobedience to order dulypromulgated by public servant) and arrested28,820 people in this connection, he said.

More than one lakh calls were handled byvarious police control rooms across the state inconnection with queries and complaints related toCOVID-19 during the lockdown, he said.

Two Gurgaon returnees test positive in MuktsarMUKTSAR: Two persons--a 19-year-old girl from Tarmala village and a 33-year-old Malout res-ident tested positive for Covid-19 in the district on Thursday. Civil Surgeon Hari Narayan Singhsaid that the two had returned from Gurgaon on May 29 and May 30 respectively. Their sampleswere obtained on June 1 and were found positive. They both belong to Muktsar and were stayingat Gurgaon. “We have sent both of them to the Covid Hospital where their condition is stable,” MrSingh said. He said that the people with whom they came into contact during their stay in Muktsaris being traced. “We will also obtain the sample of all those people who came in the contact withthese two persons,” the Civil Surgeon said.

So far, 69 patients have tested positive for Covid-19 in Muktsar district, including the fresh cas-es, of which 67 were discharged when they got well after undergoing treatment.

The Punjab Govt. today an-nounced the appointment ofmedia veteran, Dr. SandeepGoyal as the first CEO of therecently constituted PunjabCSR Authority, which hasbeen tasked with the respon-sibility of attracting CSRfunds from industry bothwithin Punjab, and from out-side the state, and streamlin-ing the CSR activities to coa-lesce into a set of commongoals. The CEO will report tothe Secretary, Industries &Commerce, Punjab.

The state of Punjab ranksquite low on India Inc’s prior-ity list for CSR. The state hasreceived just Rs. 234.27 crore– a meager 0.55% of the total

Rs. 42,467.23 crore of CSRspending by industry acrossall the different states andunion territories of India –between the financial years2015-16 and 2017-18, ac-cording to the Union Ministryof Corporate Affairs data,based on the filings made bythe companies up to June 30,2019.

Though the annual CSRexpenditure by companies inPunjab has gone up slightly,from Rs. 69.93 crore in 2015-16 to Rs. 88.51 crore in 2017-18, it is still far below thefund support that all othermajor states, including neigh-bouring Haryana and Ra-jasthan, continue to receivefrom industry. During thesame three-year period under

reference, companies havespent Rs. 1,554.70 crore andRs. 1,027.24 crore on CSRactivities in education, healthand other sectors in Delhi andHaryana, respectively. Simi-larly, northern states of Ra-jasthan and Uttar Pradeshhave also cornered a far big-ger share of CSR funds fromindustry, compared to thestate of Punjab.

According to the Compa-nies Act, 2013, companieswith a net worth of at least Rs.500 crore, turnover of morethan Rs. 1,000 crore, or a netprofit of Rs. 5 crore or moreare required to spend 2% oftheir average profits duringthe three immediately preced-ing financial years on CSRactivities.

PUNE: A 35-year-old man, who was severely injured in an incident of wall collapse during cyclonic storm 'Nisarga' in Maharashtra's Pune district, died at a hospital here on Thursday, police said. This is the third cyclone-related death reported in the district. The cyclone impacted Pune as it moved towards the northern part of the state on Wednesday, battering parts of Khed, Maval Mulshi, Junnar and Ambegaon tehsils. Pune district had already recorded two cyclone-related deaths on Wednesday. Narayan Ananta Navale, whose mother Manjabai was killed after a wall of their home in Khed tehsil collpased on Wednesday, died at a private hospital in Pune on Thursday, an official said.
