The Consolidated Plan, required by the Federal Department of Hous- ing and Urban Development (HUD), describes the State’s demographic characteristics; housing inventory, housing needs primarily for persons of low and moderate income, the homeless, and special needs persons; and the State’s housing and non- housing priority needs. The plan also includes five year goals for housing and non-housing needs, a description of available resources, and a descrip- tion of how certain resources will be delivered. The emphasis of the plan is to benefit low and moderate income persons. In addition, the plan contains the Action Plan for FY 2021 that serves as the State’s grant application for the Community Development Block Grant (CDBG), HOME, and Emer- gency Shelter Grants (ESG) pro- grams. The Action Plan contains the program descriptions that describe how these programs will be delivered for FY 2021. The public is encouraged to attend the public hearing to learn about the Region’s Program Distribution State- ment and to provide input on needs throughout the region. velopment Council will conduct a public hearing on February 26, 2021 at 11:00 am in the 1st Floor Confer-ence Room, Room 119, in the City of Williston Center for Development building located at 113 4th Street East, Williston, North Dakota to receive public input on housing and non-housing community develop-ment needs, for the development of the State’s 2021 – 2025 Consolidated Plan, and the 2021 Action Plan. The CDBG Distribution Statement for the region will also be discussed.

The Consolidated Plan, required by the Federal Department of Hous-ing and Urban Development (HUD), describes the State’s demographic characteristics; housing inventory, housing needs primarily for persons of low and moderate income, the homeless, and special needs persons; and the State’s housing and non-housing priority needs. The plan also includes five year goals for housing and non-housing needs, a description of available resources, and a descrip-tion of how certain resources will be delivered. The emphasis of the plan is to benefit low and moderate

income persons.In addition, the plan contains the

Action Plan for FY 2021 that serves as the State’s grant application for the Community Development Block Grant (CDBG), HOME, and Emer-gency Shelter Grants (ESG) pro-grams. The Action Plan contains the program descriptions that describe how these programs will be delivered for FY 2021.

The public is encouraged to attend the public hearing to learn about the Region’s Program Distribution State-ment and to provide input on needs throughout the region. At a later date, the public will be invited to obtain a copy of the Draft Plan and to provide written comments.
