    Foreword

    t is a delight to write the Preface to the inaugural edition of the Directory of Full Professors in the Nigerian University System published by the National Universities Commission (NUC). I commend the Executive Secretary, Professor Abubakar Adamu Rasheed on this

    landmark achievement. Universities, worldwide, are recognised as engines of growth and development, as beacons of hope to societies, and are expected to set examples of best practices for the larger society. The quality of talents, as emblemised by the number and quality of professors, is one of the hallmarks of a great university and national education system. It is therefore important for us to have an inventory or a repository of our stock of this national and global resource. All those who value knowledge will find this Directory a great resource of first reference in engaging with the Nigerian academia. Educational establishments and institutions at home and abroad, government departments, international organisations and development partners, as well as the civil society will benefit from the body of information contained in the Directory. As we increasingly crave for greater relevance of our universities to the socio-economic challenges of our nation and humanity in general, partnerships and collaboration between various entities; government–industry and the academia, national institutions across international frontiers, academia and the civil society and with the people, are fundamental to accelerating human progress.     Preface

    he professoriate is a defining feature of a university. Down through the ages, it is the fulcrum for implementing the three traditional functions of teaching, research and community engagement for which universities are known. It is the highest rank to which

    scholars aspire, a rank that comes with tremendous leadership responsibilities. Since its establishment 70 years ago, the Nigerian university system has grown to be the most expansive in Africa. The professoriate has also grown demanding a tracker system to document the locations, academic profiles and research interests of the professors. This Directory provides this tracker system. The National Universities Commission deserves commendation for this initiative. The Directory will be a veritable source of information not just for those seeking to access experts in our universities for various reasons but also researchers, within and outside the country who may be seeking collaboration with persons of similar academic persuasions. Furthermore, it is a way of introducing our university leaders to the greater international community of scholars who no doubt will find this Directory an important compendium in their academic activities. Our universities are to serve as fortresses of learning where knowledge generation and dissemination is the currency of value. The graduates they produce are expected to be knowledgeable, skillful, innovative and sufficiently equipped to commit to a process of continuous self-improvement and the solving of pressing national problems. Critical thinking and a culture of enquiry that foster a craving for new knowledge for a better understanding of the world and application to the solution of the challenges facing mankind should constitute a passion for all who have the privilege of being in these institutions. The Professors in every university, by their scholarship, career pathway and as leaders in academia, should be foremost in getting the universities to fulfill these complex mandates. Since assuming office about three years ago, the Buhari Administration, through intervention by the Tertiary Education Trust Fund (TETFund) and other federal channels, has invested significantly in providing the enabling environment for high-quality scholarship to support the academic activities of Professors in the university system. Training and research grants as well as grants for conference attendance through TETFund have contributed to the upward mobility of junior lecturers to professorial positions through improvements in their scholarship. It is hoped that this Administration will continue to invest more to ensure that professors, indeed other staff in the Nigerian university system, are among the best in the world.

    Introduction

    he absence of reliable data on various aspects of education at all levels is one of the most prominent features blighting the Nigerian education sector. It is a notorious fact that in many instances when regional, continental and global reports on key

    performance indicators are published, the columns and rows for Nigeria are often occupied by either not available [NA] or a very polite dash signifying lack of relevant data. It is also a very well-known fact that in terms of the quantum of experts in the various fields of human endeavour, Nigeria has a rich pool of academics and experts in the country while the superlative exploits of various experts of Nigerian descent in the diaspora is popular folklore. However, a major impediment to fully harness this treasure trove of human capital is the dearth of specific information about how many experts there are in the country, where they are located, and their diverse areas of specialisation, among other things, in order to facilitate their mobilisation at short notice for national and international assignments. In the Nigerian University System, despite various efforts by the National Universities Commission to garner reliable and up-to-date data about staff disposition in the various specialties and sub-specialties in the academia, including a system-wide comprehensive staff audit exercise, the development of a robust up-to-date repository of data on the bio-data, numerical strength and spatial distribution and other relevant details of this valuable high-level human resource representing the core of the intellectual capital of Nigeria has largely remained obstinately elusive. It is therefore gratifying that the issue of lack of data which has been an albatross in the Nigerian education sector is finally being mitigated at least in the university sub-sector, by the creative approaches and modalities being adopted by the very formidable NUC Strategy Advisory Committee (STRADVCOM) under the able leadership of Distinguished Professor Peter Okebukola. This Directory of Full Professors in the Nigerian University system, is part of the concerted efforts of NUC STRADVCOM to re-position and re-vitalise the Nigerian University system, for enhanced relevance to national development and global competitiveness. A searchable listing of Full Professors in Nigerian Universities capturing information such as bio-data, educational background including the institutions where enrollees’ doctoral degrees were obtained, areas of specialisation, the university which promoted each individual to the rank of full Professor , inter alia, lends itself to use for various purposes. A unique aspect of this Directory is that it is not a mere listing and compilation of names and curriculum vitae from various respondents. Cognizant of the need to ensure integrity and to avoid the possibility of the Directory being used to legitimise “bogus professorships”, a verification/validation layer was included in the process requiring Vice-Chancellors of the Universities of enrollees to confirm that each person enlisted in the directory, is a bona fide full professor in their respective universities.

    The searchable attribute of this Directory also makes it easy to use as a digital reference document for various purposes by a variety of institutions and organisations in the public and private sectors in Nigeria and across the globe. It is indeed very difficult to over-estimate the value and impact of this electronic database. This first edition of the Directory of Full Professors in the Nigerian University system may not contain the names and data of all eligible professors in the system since enrolment in the Directory was optional, I have no doubt that before long, this repository of data on the cream of Nigeria’s intelligentsia will be the main authentic and authoritative source for all those desirous of information on this cadre of highly knowledgeable human resource. It will therefore not be surprising to see a frenzied scrambling for enrolment in the second edition of the Directory by those eligible Professors who missed the opportunity to have their names enlisted in this maiden edition. However, the consolation to those in that category, is that this is not a one-off endeavour, the Directory of Full professors in the Nigerian University system has come to stay and will be diligently updated and published every year. The Commission gratefully acknowledges and appreciates the contribution of all those who participated in this noble project. We are forever indebted to the dynamic and innovative Prof Peter Okebukola and members of the NUC Strategy Advisory Committee (STRADVCOM) for their resourcefulness and single-mindedness in the prosecution of their crucial national assignment.     Brief on the Nigerian University System

    he development of university education in Nigeria started with the inauguration of Elliot Commission of 1943, the report of which led to the establishment of University College, Ibadan (UCI) as an affiliate of the University of London in 1948. In April 1959, the

    colonial Government set up the Ashby Commission to advise it on the higher education needs of the country for the first two decades. Before the submission of the report, the Eastern Region Government established its own university, University of Nigeria, Nsukka in 1960.The implementation of the Ashby Report led to the establishment of the regional universities in the Western and the Northern Regions: University of Ife (now Obafemi Awolowo University), Ile-Ife and Ahmadu Bello University, Zaria in 1962 respectively as well as a Federal university, the University of Lagos also in1962. This also led to the establishment of the National Universities Commission (NUC) as an administrative Unit in the Cabinet Office of the Federal Government. The University College, Ibadan became a full-fledged University in 1963. In 1970, the Midwestern Region (carved out of the Western Region) established the University of Benin. The six universities are referred to as First Generation Universities. During the third National Development Plan (1975-1980) and owing to strident demands for more universities in the wake of the geopolitical restructuring of Nigeria into twelve States, the Federal Government took over all the Regional (“Ashby”) universities and established seven more universities located in Calabar, Ilorin, Jos, Sokoto, Maiduguri, Port-Harcourt and gKano - the Second Generation Universities. The Federal Government established specialized Universities of Technology between 1980 and early 1991 in Owerri, Makurdi, Yola, Akure and Bauchi while a University of Agriculture was in Abeokuta. During this period, some of the States also established universities. These were found Rivers, Anambra, Lagos, Osun, Imo, Cross-River and Ondo States. The Federal Government also took over some State universities as new States were carved out of existing ones and these included the Nnamdi Azikiwe University, Awka and University of Uyo while the defunct Open University in Abuja became the University of Abuja with a Centre for Distance Learning and another University of Agriculture established in Umudike. The universities established during this period are the third generation universities.

    The inclusion of education on the Concurrent List in the Constitution of the Federal Republic of Nigeria means participation of the States governments while participation by the private sector and individuals in the delivery of education to the public was made possible by Decree No. 9 of 1993. The public was invited to participate in offering university education in 1983 but the in-orderly manner in which all the 31 universities were established led to their closure. However, the Federal Government suspended the closure order when Decree No. 9 of 1993 was promulgated. This has led to the orderly establishment of private universities in Nigeria, the first three having been licensed in 1999.

    It should be noted that these universities were established to be citadels of learning and development. Section 8(59) of the National Policy on Education (2014) outlined the aims of higher education thus:

    • Contribution to national development through high level manpower training.

    • Development of the intellectual capabilities of the individual to understand and appreciate their local and external environment.

    • Acquisition of both physical and intellectual skills which enables the individual to be self-reliant and useful member of the society

    • Promotion and encouragement of scholarship and community services.

    • For national unity and the promotion of national cohesion, understanding and integration.

    Section 8(60) of the document also states that higher education in Nigeria should vigorously pursue these goals through: teaching and learning; research and development as well as knowledge generation and dissemination and international cooperation; and dedicated service to the communities through extra-mural and consultancy service. In spite of the laudable goals of higher education, the Nigerian tertiary (higher) Education Sub-sector suffers from certain challenges that have undermined the quality. These include inadequate funding, paucity of academic staff, inadequate and deteriorating infrastructural and instructional facilities as well as inadequate admission slots in the universities on the one hand and low patronage of the polytechnics and colleges of education on the other hand. Proprietor Governments and private organisations require to address these problems with the seriousness they deserve. By July 2017, there were over two thousand three hundred programmes across the entire universities with academic staff strength of about 51,000. By far, however, the greatest change has been in the explosion in student population and the number of aspirants seeking university admission. The total student enrolment in all Nigerian universities grew from just over 2000 in 1962 to about 1.9 million in July 2017. Over two million candidates have registered to take the Unified Tertiary Matriculation Examination (UTME) in March 2018.

    Minimum Standards for Attaining the Full Professorial Rank in the Nigerian University

    System

    ttaining the rank of full Professor in the Nigerian university system is metaphorically like a camel passing through the eye of the needle. The process is one of the most stringent in Africa and when global comparisons are made, the minimum standards are, by and large, comparable

    to what obtains in older university systems in Europe and North America. The first level qualification is to have a doctorate degree in the area of specialisation. For medical scientists, a recognised professional Fellowship is generally accepted although in a few years’ time, insistence on a doctorate degree in the special area of medicine is likely to be the acceptable minimum. The second filter is to have put in at least three years of teaching (in a university or other tertiary-level institution), research and community service at each level of lectureship. There are four such levels- Lecturer Grade 2, Lecturer Grade 1, Senior Lecturer and Associate Professor. Hence, before being considered for promotion or appointment to the rank of full Professor, the academic/scholar would have put in a minimum of twelve years of university teaching and research. Worth noting is that only a few make it at the minimum period. The third and about the most important filter is the assessment of scholarship. This involves evaluation of the published works of the full Professorial candidate by seasoned (senior) full Professors in the field of the candidate, first within the candidate’s institution to ascertain that the University is convinced that the candidate is prima facie qualified, then secondly, outside the candidate's institution. Typically, a minimum of 60 internationally-published works (about 80% being articles in high-impact international journals) will qualify a candidate to receive a positive assessment. At least one of the assessors is expected to be from a well-ranked university outside Nigeria, preferably from Europe or North America. At least two positive assessments will qualify the candidate for the final step which is screening via a rigorous oral interview at which an external assessor, usually a professor of good ranking, is expected to participate. The interview is a composite assessment of the candidate on teaching (length and quality) research (scores returned by the eternal assessors) and community service (internal and external). With an overall score exceeding a set minimum by the university, the candidate is then processed to the University Council for appointment. Variations may exist from one university to another as the older universities generally appear to pitch higher standards.

    ADESOLA, Funso is a Professor of International Relations, in the Faculty of Administration, Obafemi Awolowo University, Ile-Ife. He holds a Ph.D from the Obafemi Awolowo University (2010).
