1. Executive summary:
The government of Yemen is committed to the complete elimination of landmines and explosive remnants of war. The National Mine Action Committee (NMAC) was established in June 1998 to formulate policy, allocate resources, and develop a national mine-action strategy. Furthermore, the Yemen Executive Mine Action Centre (YEMAC) was established in January 1999 as the implementing body of the NMAC with the primary responsibility of coordinating all mine-action activities in the country. The aim of the current Strategic Mine Action Plan is to put an end to the suffering and casualties caused by anti-personnel landmines.
Over the past Fifty years, Yemen was plagued with a number of conflicts (1962-1969; 1970-1983; and 1994) that have resulted in a significant and deadly legacy of landmines and Explosive Remnants of War (ERW).
A nationwide Landmine Impact Survey (LIS) completed in July 2000 identified 592 mine-affected villages in eighteen out of the country’s twenty-one governorates. Out of those, 14 Communities were high impact, and 578 communities were considered medium or low impact. A total of 1,078 mined areas were identified with a reported surface area of 922.7 square kilometers mainly in the central and southern regions of the country. The LIS recorded a total of 4,904 casualties over the past fifty years, of which 2,560 were killed and 2,344 injured. In 2002 and 2006 and by population and local authority reports, there were 3 new affected communities with population 36747 and 7 mined areas with total size size 604400. sq m
The landmine and ERW problem has had a serious impact on access to critical resources, blocking access to grazing land, agricultural land and water sources for drinking and irrigation. It has also impeded infrastructure development and the implementation of social development projects in affected communities. Since its establishment in 1999 NMAC, through its implementation body YEMAC, had progressed steadily towards its original objective to address the 923 square kilometers of ERW and mine contaminated land identified in July 2000, 2002 and 2006 Landmine Impact Survey (LIS). Yemen has progressed at a quick pace after being the first nation in the region to ratify the Mine Ban Treaty on 01 September 1998 as witnessed by the developed of its indigenous capacity, moving from a DIM (then DEX) programme to a nationally executed (NIM) programme as early as October 2003, its international reputation for technical competence within the wider mine action community and its significant national in-kind contributions through the provision of seconded staff from the Yemen military. By the time Yemen submitted its 2009 a combination of the requirements to clear land from the 1999 agreement and the addition of challenges from newly contaminated areas in Sa’ada, Hajjah, Amran, Abyan and Sana'a to a current requirement to conduct physical mine action processes on 253 sq.Km of the land found by LIS made in Sa'ada and Abyan in October 2012 and February 2013 (126.8 Sq.Km in two districts in Abyan and 126.42 Sq.Km. in five districts in Sa'ada). This equates to 0.048% of the total land area of Yemen. The LIS is not completed in Abyan and Sa'ada and not started in Hajjah, Amran and Sana'a.
The survey, clearance and land release of approximately 84.94 % (838,137,173 sq.km) of the original confirmed hazardous areas (CHA) and suspect hazardous areas within 13 years.
Technical survey and clearance results up to September 2012 : According to the Impact survey that has made in October 2012 and February 2013 for Abyan and Sa’ada Governorates, the high impact communities increased to 34 Communities. The Medium impact communities increased from 86 communities to 162 and the 495 Low impact communities increased to 578communities. The total affected communities 595 increased to 774 communities with total 1,176 square kilometers.
Since June 1999 to Sept. 2013, the number of AT, AP mines and booby traps have been located and destroyed in site as per SOPs is 123,662 and 199,075 ERW have been located and destroyed.
YEMAC have marked 1015 minefield with total size 50546876 Sq.m and the clearance have been started in 908 minefields (Clearance finished in 830 minefields and still ongoing in 65 minefields while 13 minefields are

suspended for many an operation reasons). 107 of minefields are ready to be cleared.
Demining operation are decreased to 23 districts in Ibb, Sa’ada, Hadhramout, Abyan and Amran Governorates.
Yemen has faced many circumstances as following: _The events happened in Sa’ada, Hajjah, Amran, Abyan and Sana'a governorates have impeded Yemen to access to these areas during the period from 2009 to the beginning of 2012. _Yemen also, has a technical obstacles to find and clear some mines planted in mountain areas, desert and shifting sands where is very difficult to use mine detectors due to magnetic , iron soil, and depth of the mines besides a windy season in July and August especially in desert areas, and the raining seasons in the summer that restrict the clearance operations in these areas.
_As a result of these events mentioned above, Yemen had to implement all mine action activities as an emergency case focusing on two governorates (Abyan and Sa'ada) and restructure the companies and platoons to small groups (ERW teams) because most of areas are contaminated with ERW (cluster bombs and booby traps). This procedure required more logistical equipments for each team. YEMAC now has 6 clearance companies, 1 Clearance platoon, 8 Explosive Ordnance Disposal teams, 5 Mine awareness teams, 3 Victim assistance team, 27 Medical support teams, 3 Mine detection dog groups, 12 Technical survey teams and 2 quality assurance teams.
_Financially, YEMAC has a non availability of multi-year funding which hampers proper short-term and medium term planning. Also YEMAC inadequate funds which cause delays in the implementation of planned activities. Yemen plans to fulfill its obligations during the extension period from April 2015 to February 2020.
2. Origins of Yemen’s Article 5 implementation challenge
During the past 50 years, from the revolution to the period of civil confrontation in 1994, Yemen has witnessed a number of conflicts, each leaving behind a significant level of ERW problem and mines.
Over the past 50 years, Yemen was plagued with a number of conflicts , these conflicts were :-
1. 1962-1969 conflict between republicans and royalists in the north. 2. 1963-1967 the war of independent in the South 3. 1970-1983 the war in the central Governorates between South and North (before unification) 4. The war in 1994. 5. 2010 – 2012 Revolution and conflicts in Sa’ada, Hajjah, Amran, Abyan and use of AP Mines in Sanaa.
These conflicts resulted in a significant landmine and ERW problem.
3. Yemen’s Article 5 implementation efforts 2009 until today.
- For the previous Yemen extension (April 2009 to March 2015), Yemen has planned to complete the technical survey for the remaining mined areas with size 213,228,369 sq m. These areas are located in Shabwah, Al Jawf and Mareb governorates and in 12 different Districts in Taiz, Sa’ada, Ibb and Hadhramout.
3.1 SHAs identified 2000-2012:
From 2000 to 2006 Yemen put forth efforts to quantify its contamination through the carrying out of an LIS in 2000 and trough the collection of population reports and information provided from local authorities. This led to a baseline contamination of 1,088 Suspected Hazardous Areas measuring 923,332,280.8 square meters.

In addition to the areas identified by the LIS, conflict between the Yemeni army and Al Qaida groups in 2011 in the governorates of Abyan, Sa'ada, Hajjah, Sana’a and Amran has called for survey operations to identify the extent of contamination. Successive conflicts have presented new and unexpected challenges with a resultant new and increased demand for mine action activities in the country. Unfortunately, previously clear and cleared land has been either suspected or physically confirmed as being contaminated or re-contaminated. In addition a new and highly significant threat of victim operated improvised munitions (IM) and booby-traps, which were deployed throughout Abyan in 2011 has emerged.
Due to the high impact in Sa’ada and Abyan governorates, these governorates have been prioritized and in October 2012 YEMAC started implementing the LIS in these two governorates within 90 per cent of Yemen’s capacity deployed to these governorates. Technical survey, MRE, and VA activities were initiated in December 2012.
In Sa’da, after the insurgency war happened during the period 2006 to 2009, new kinds of mines made manually have been used by insurgents. This war extended to the Hajjah and Amran governorates and many mine accidents happened in these governorates caused an unknown number of civilians to be killed and injured. The impact survey Sa’da initiated in October 2012 in 5 districts (Al Dhaher, Razih, Shada’, Haidan and Saqeen). During these efforts a total of 248 SHAs were found to be affected by mines measuring 126,424,000 square meters located in 142 villages (17 high impact, 73 medium impact, 52 low impact).
In Abyan, the impact survey was carried out in two districts (Zunjbar and Khanfar). During these efforts a total of 37 communities were found to be affected by mines and ERW (3 high impact, 3 medium impact and 31 low impact) with a total of 62 SHAs measuring 126,805,016 square meters in the 4 remaining districts contamination by mines and ERW is expected.

As the priority for the moment is the high impact areas in Abyan and Sa’da the remaining governorates (Sana’a, Amra, and Hajjah) have not been visited yet. This is also due to the security problem in Amran and Hajjah governorates which do not offer the necessary security conditions to carry out survey and demining activities.

From 2000 – to Sept. 2013 Yemen has carried out Technical Survey of its SHAs and through this process has cancelled a number of SHAs and confirmed a number of minefields. The results are as follows:

4. Efforts undertaken to improve response (LIS, restructuring of battalions, QA/QC etc.)
The structure of the Yemeni National demining contains the following components: The National Mine Action Committee (NMAC): Mine action is addressed by the National Mine Action Committee (NMAC), as the governmental body with partnership with UNDP- Yemen. NMAC is responsible for policy making, resource allocation, approving of National mine action strategy, controlling the government fund. It implements its work through the Yemen Executive Mine Action Centre (YEMAC).
YEMAC is responsible about implementation of demining work in Yemen with cooperation of UNDP. Yemen Mine Action Programme has been in operation for 14 years and there are currently almost 703 deminers working in the field.
Yemen has two NGOs involved in mine action, especially in Mine Risk education and Victim assistance programs. These organizations are Yemen Mine Awareness Association and Yemen Association for Landmines Survivors (YALS). YALS operates to support and reintegrate landmine survivors in Yemen.
Methods used to identify areas containing AP mines and reasons for suspecting the presence of AP mines in other areas:
Release land through technical survey: by applying manual clearing and Mine detection dogs and work according to international standards and Yemeni standards.

Via Mine action technical survey which is one of the most important components of the Yemen mine action program. The technical survey is the first essential step to identify and verify the location of mine fields and drawing the maps and conducting clearance in a small Mine fields, in addition to the survey teams making large area reduction and area cancellation are carried out through conducting the procedures of technical survey.
In addition, Yemen is implementing the marking system to ensure the safety of civilians from mined areas, through permanent marking and temporary marking using the International standards. The program distribute the list of all mine affected areas to local authorities in that communities.
Methods & standards of controlling and assuring quality Procedure: The assuring quality Procedures are ongoing on two methods:
A ) Quality Assurance During Technical survey and Clearance: The Quality Assurance teams visit the Technical survey teams and clearance companies during clearance and before they finish clearance to make sure that they are working according to the international and National standards.
B ) Quality Assurance After Technical survey and Clearance: The survey team and clearance unit that is going to complete and clear a mine suspected area or a minefield should inform Quality Assurance section adequately in advance of the appropriate completion date of the area.
The survey teams or clearance unit should attend a handing over in a gathering including invited local leaders and the representative from the local administration, and to conduct demonstration in the cleared mine fields in front of the people.
On the day of the handing over, the Quality Assurance Officer should brief the local authority about the cleared area using map and report of the minefield/mine suspected area and, hand officially over the cleared area to them by physical demonstration such as walking over the cleared land etc.
At the end of the handing over demonstration, a completion certificate shall be duly signed and stamped by the Leader of the community and the representative from the local administration for the receipt of the area.
The quality assurance officer present documents to the sheiks or local authorities to sign and stamp that they received and witnessed that land has been cleared, and this document will be signed by the director of YEMAC and NMAC chairman and will be handed again in a big ceremony to the government.
5. Efforts undertaken to ensure exclusion of civilians from mined areas:
Mine risk education is a major component of the program as it helped to reduce causalities numbers. Mine Risk Education refers to mine action component with final aim to reduce number of victims and to indicate on long term danger by conducting education, media presentation and by raising population awareness. MRE targets everyone, including children and females. The most common methods of information transmission are posters, signs, brochures and school presentations.
During the period from 2012 to June 2013, MRE is ongoing in Abyan, Sa’adah, Hajjah, Aden and Hadhramout by supporting and corporation of UNICEF. The MRE teams have conducted Field visits to 786 villages and Targeted 82,905 Females and 58084 Males and distributed all Mine awareness items to the people in these villages as well as, printing new materials.

7. Socio-economic/ humanitarian impact of demining activities 2000-2013:
Combatants laid these landmines arbitrarily and haphazardly in sand dunes, fields and alongside roads without marking their locations. The mines blocked access to grazing land and to water sources for drinking and irrigation. For this reason, herders and children not attending school were the most vulnerable to landmine injuries.
The landmine and ERW problem has an impact on infrastructure development (roads, schools, housing etc.), which disallowed people access to economic opportunities. This problem also blocked access to critical resources including water and grazing land. It has the effect of further reducing the already limited, arable land (only 2.6 percent of the country) and frequently it results in the death or disabling of farmers, herders (often children) and livestock essential for agricultural production and the resumption of basic economic activities. The government was unable to implement social-development projects within these affected communities due to the presence of landmines and ERW.
Due to the nature of the climate and terrain in Yemen, the amount of agricultural land is already extremely limited (2.6% of total land area) Landmine contamination results in denial of access to water and a reduction in the amount of arable and grazing land available for use. Population pressures are forcing farmers and herders

(who are frequently children or women) into areas that are unsafe resulting in casualties to humans and to animals.
The landmine and ERW problem in Yemen denies civilians access to economic activity through negative impact on infrastructure development (roads, schools, hospitals, etc). These remnants of war also block access to critical resources including water and grazing land, thus further reducing the already limited, arable land (only 2.6% of the country). All too frequently, landmines and ERW kill or disable farmers, herders (often children) and livestock essential for agricultural production and the resumption of basic economic activities. The government is unable to implement social-development projects within these affected communities due to the presence of landmines and ERW and potential investors are unwilling to absorb the risks and additional costs of addressing the issue.
Victim Assistance: With the three phases of the victim assistance programs we surveyed and registered 3539 victims in all affected governorates except Shabwah, Mareb and Al Jawf . From this number we reached the second phase (Medical Exam) 2029 victims and the third phase we supported 2098. Each survivor will have a file explaining his/her physical situation and a large number of survivors had different surgical operations. Distributed 292 surgery + Eye operations,307 artificial limbs, 492 glasses and 199 wheel chairs. 165 Hearing aid, 293 Physiotherapy, 161 special shoes, 87 belts, 206 crutches and 519 investigation.

8. Remaining Article 5 challenge Survey remaining:
As indicated in the tables above, the remaining Article 5 challenge is not completely known as survey is remaining to be carried out in a number of areas to completely understand the remaining contamination. Yemen remains committed to the States Parties in terms of updating the results of survey and clearance operations.

In addition to the above, we suspect to identify new contamination by AP mines in the following Governates:
In Sa'ada and Abyan: For the rest of the districts that have not been surveyed by the LIS in Sa'ada and Abyan, Yemen expects 4 districts in Sa'ada (Qataber, Ketaf, Sehar and Al Safraa) could be contaminated by mines and ERW with the SHA possibly measuring 172,593,568 square meters and also expects 4 districts in Abyan (Lawder, Al Wadhee’, Modya and Al Mahfad) could be contaminated by mines and ERW with the SHA possibly measuring 167,689,600 square meters.

In Hajja Governorate, the war in Sa’ada spilled over to Hajja governorate. Non-technical survey, technical survey, clearance and other activities have not started in Hajj as of yet. According to the information received from the local authority in Hajjah, YEMAC is expecting that 3 of the 27 districts could be contaminated by mined and ERW in this Governorate. These suspected districts are Kushar, Mustabaa’ and Bakeel Al Meer.
In Sana’a province and during the revolution events happening in 2011, and according to the media reports, YEMAC expects many areas could be contaminated by ERW and small areas could be contaminated by mines in two districts (Nehem and Arhab).
In Amaran province, the war of 2006-2009 in Sa’ada spilled over to Amran governorate to cover Harf Sofyan district. This district is the largest area located in the north of Amran and on the boarder of Sa’ada Governorate.

Although the provinces of Sana’a, Amaran, and Hajjah have not been surveyed it is expected that contamination by landmines and ERW is presented in these areas. In estimating possible contamination by calculating the percentage of SHA found in Sa’ada and Abyan the affected area in these provinces may equal a total of 243,364,800 square metres (Sana’a 71,400,000 square meters, Amaran 153,098,400 square meters, Hajjah 18,866,400 square meters). This is only speculation and needs to be confirmed.
These expected areas could be more or less according to the LIS results which is planned to be done in 2014.
Clearance remaining: At the moment clearance of the confirmed mined areas in the table below remains to be addressed, in addition to the confirmed minefields that will be identified during the areas pending survey mentioned above. In addition to this table, Yemen expects to also have confirmed mined areas to be cleared in the areas remaining to be surveyed. However Yemen is confident that it will also be in condition to clear minefields identified over the course of surveys.
10. Institutional, human resources and material capacity available
Yemen has 6 clearance companies, 1 clearance platoon, 8 explosive ordnance disposal teams, 5 mine awareness teams, 3 victim assistance teams, 27 medical support teams, 3 mine detection dog groups, 12 technical survey teams and 2 quality assurance teams.
Additional activities:
x By the end of 2013, fifty new deminers will be seconded to YEMAC from the ministry of defence. x YEMAC is planning to upgrade the old demining equipment (Mine detectors, protection equipment,
vehicles etc..) and to buy new demining equipment for the new staff. x YEMAC is planning to update the demining standards (NMAS) to fit the international standards. x YEMAC is contacting the GICHD to upgrade IMSMA to the new version 6.7.
11. Amount of time requested.
Therefore, Yemen will appreciate the acceptance of this request and accordingly to approve tan extension of 5 years from March 2015 to March 2020. It is clear that much of this is based on speculation of what will be identified during the Non-technical and technical survey operations and Yemen commits itself to offer yearly updates on progress made on survey and the results of this survey.
