County Sean Cale Dischiavi was charged with a felony of knowingly concealing stolen property. The charge followed an investigation into burglaries reported on May 20, 2013, and May 29, 2013, by the Aline Co-op. In the first burglary $466 in cash was missing. In the second, a set of keys was taken, the pop machine was opened and an estimated $66 in coins was missing. In the first burglary, blood was found on a cattle prod located directly below the broken window used to gain entry. In the second, two strands of hair were retrieved from window seats at the business.

On June 13, Alfalfa County Deputy Sheriff Blake Trekell was on patrol when he saw a chair lying on its side in the business. He walked around the building and found a broken window on the south side.

On May 21, 2014, Dischiavi, 35, of Aline, was charged with second degree burglary, a felony. That charge resulted after Trekell received the results for DNA samples sent to the Oklahoma State Bureau of Investigation on Nov. 20, 2013. The results indicate the blood and hair samples all matched Dischiavi. A warrant has been issued for his arrest.

Orcutt encourages people to be alert for scams on seemingly reputable sites.

Recently a home that was listed for sale in Alva showed up on Craigslist as a house for rent. Officer Orcutt said the house has been sold, but hackers used the information listed in the sales ad in an

attempt to get a sizeable sum of money wired to them in a foreign country.

The new ad lists the Alva house as for rent with a one month’s deposit to be wired to the foreign address.

“I hope no one from Alva will see the ad and send money,” the assistant chief said. “The house is already sold and not for rent.”

trons of the Kiowa Hospital District stood in line to get inside the Kiowa Community Building where the hospi-tal’s annual meeting was held.

Patrons signed in and those who are registered voters received two ballots to cast their vote for two open board seats. The meeting, scheduled to start at 6 p.m., was not called to order until 6:18 p.m. due to the much larger than usual crowd.

All board members were present: Zack Odell, president; Robert Stark; Dan Lukins; Jim Parker and Lori Schrock via Facetime on a big-screen TV from her home in Hawaii.

First, BKD auditor John Harris pre-sented the annual audit of the Kiowa Hospital District, which includes the

hospital and manor, for 2013. He gave “a clear opinion” of the audit.

Harris said the hospital district had “some good and bad” in 2013. He said outpatient revenue dropped, but so did bad debt.

The federally mandated cost of around $400,000 for electronic health records “really hurt,” Harris said.

Harris said the clinic’s numbers were down “a little bit” in 2013, but “outpatient numbers were really down.”

Harris said, “The manor lost over a half million last year (2013).”

Before non-operating revenue was added, the hospital had an operating loss of $900,787. However, with the addition of non-operating revenue (that includes tax money; memorial and rental income with interest; and misc.,

income and contributions) the facility had a gain. For 2013, additional money included a $3,371,000 million transfer from Barber County for the new hos-pital.

That resulted in a net gain of $3,753,701 for both facilities, Chief Financial Officer Janell Goodno told the Newsgram.

Harris said declined admissions and revenue for rural hospitals seems to be the trend across the state of Kansas. He said there is concern for small hospi-tals. “Alarm bells are starting to go off in Washington D.C,” he said referring to critical access hospitals.

“Hopefully they’ll make it not so hard for you to survive,” Harris said of Congress.

When asked about distance and ru-ral requirements that threaten critical access hospitals, Harris said much re-search has been done on this issue.

“We’re over 15 miles from any other hospital, so I think you are fine,” Harris said about Kiowa Hospital’s proximity in relationship to other area hospitals.

Harris told the crowd of patrons, “I encourage you to use your new hospi-tal. It’s really nice.” He again advised, “Really market your services and use your hospital.”

CEO Report Interim Hospital Administrator

Steve Davis was unable to attend the annual meeting due to a medical mat-ter, according to board chairman Zack Odell. So Odell gave a brief report.

He told with pride that the single biggest project of the district is com-plete with the new hospital in place. Odell said an orthopedic surgeon ex-pressed interest to fly here and perform surgery in the new surgery suite.

Later that evening at the regular May board meeting, Odell said they have an a interview planned for June 16 with a candidate for the position of chief executive officer for the hospital. Odell said this candidate is from south-eastern Oklahoma and also has licen-sure for the manor.

Board of Education last week at their May meeting. Board business ranged from approving energy-efficient windows for the gymnasium to rehiring non-certified personnel for another year.

Board President Terry Graham presided over the meeting with all members present: Beth Guffy, Roger Allen, Allison Armbruster and Aaron Smith Others attending included: Superintendent Glenn Elliott, Principal Shane Feely and Minutes Clerk Linda Gordon.

Donnie Glenn, representing Progressive Windows, made a presentation to the board about replacing the gymnasium windows as the board has previously discussed. Glenn showed an example of a new, more efficient model and offered a 30 percent savings if all the gym windows are replaced.

After Glenn answered board members’ questions, they accepted the bid from Progressive Windows for $21,044. This replaces the large windows in the gymnasium with tinted, double-paned, Low-E 366, argon-filled white vinyl framed windows and the smaller windows with the frosted, double-paned, Low-E 366, argon-filled white vinyl framed windows.

Superintendent Elliott said they hope to have the new windows and new lighting installed before laying of the new gym floor begins about July 1.

End-of-Instruction Testing, Construction Updates

Superintendent Elliott reviewed the district profile report, which reflects information from school year 2012-2013. There were no dropouts during that year or this current one.

Some results are in regarding the state-required end-of-instruction (EOI) tests. Elliott said there were very few glitches with the computerized testing. He heard of many system errors in some larger schools. The superintendent complimented school counselor Ilene Littlefield for doing “a great job” in organizing the testing.

The good news is that it appears all the students who were third graders will advance to fourth grade. This regards the required third-grade reading test. Elliott said only the raw scores were available at board meeting time, but indicated all third graders would move forward.

The superintendent said all participating students passed algebra I and geometry. He said all but two students passed algebra II. They all passed the test portion of English II but the writing portion of the scoring is not back yet.

The biology EOI test results were not yet back yet at board meeting time. The word is that the standards on that test had been raised last year and students are finding it harder to pass. It is reflected on the student performances in 2013 at Burlington (57 percent proficient) and the state averages (58 percent proficient). The U.S. history EOI test had several “field test” questions that will not be figured in the test scores, so it is hard to get an idea of how the students did on the test before the final results are reported.

Principal Feely stated that he feels Burlington educators are improving on teaching to the standards set by the state.

In his report to the board, Superintendent Elliott said there are many legislative bills up in the air at this point. He’s fairly certain there will be no money available for teacher pay increases.

“Our construction is going well,” Elliott said. The band/safe room should be completed by the start of school, he anticipates. Superintendent Elliott still expects the agriculture addition to be completed first. He said the new school teacherage is partially constructed – it has a roof and shingles. He doesn’t anticipate that house to be finished until around October. He said the parts of the building project affecting students is first priority.

The superintendent reported the OSSBA annual meeting is Aug. 22-23rd in Oklahoma City, and some changes have been made to the school’s property and liability insurance. Elliott said they do not pay for cosmetic damages. The school’s agent has inspected the new construction and Elliott antipates the insurance quote in a few weeks.

Ron Flackman was hired to clean up the lots the school district acquired. This includes removing trees, grinding stumps, removing the north fence, cleaning and mowing one time.

ers had their regular weekly meeting – this time on Tuesday due to Memo-rial Day on Monday – to discuss their agenda at the county courthouse.

After the approval of the minutes, the commissioners had a short con-ference meeting via phone with John Templeton a representative of Guern-sey, an engineering, architecture and consulting firm based in Oklahoma City. Templeton informed them of progress on courthouse improvements

and brought up certain issues that would need the commissioners’ ap-proval.

First was the removal of asbes-tos that was located in the basement. Templeton and the commissioners agreed that the service to remove the asbestos should be added to the orig-inal contract rather than placed in a separate contract. Templeton also stated that they would begin phasing their work and have a contractor co-

STRINGTOWN, Okla. (AP) — A prison inmate who escaped from the Mack Alford Correctional Center in Stringtown has been captured.

The Oklahoma Department of Cor-rections says 28-year-old Robert Jack-son was apprehended in Oklahoma City on Tuesday.

Authorities say they first noticed Jackson was missing when he wasn't present Monday evening during the 8:30 p.m. head count. They don't know when he escaped.

Jackson is serving time a for a 2008 burglary conviction. The Mack Alford Correctional Center is a medium securi-ty prison that houses male offenders.

The commissioners then dis-cussed their next item on the agen-da about a potential interlocal coop-erative agreement with the Alfalfa County E911 Board of Directors. If approved, this agreement will allow the city to employ a profes-sional E911 dispatch supervisor that would be independent from the po-lice department. The E911 Board of Directors would suggest competent persons for this position and advise the city manager, who will have the ultimate decision of the appointment, of their opinion.

As for Alfalfa County’s role in this agreement, they would monthly re-imburse the city one-half of the cost, including salary, wages and benefits, necessary to employ the E911 dis-patch supervisor. This would not ex-

ceed the amount of $31,500 paid over a 12-month period. This agreement is currently in discussion and has not yet been approved by the commissioners.

The commissioners continued their agenda, approving two resolutions. The first resolution was for county blacktops that the weight would not exceed 25 tons, and the second was the disposing of equipment – a 1999 Chevy Blazer.

After approving the transfer from R-12 Contingency to EM-1A Emer-gency Management Personal Services $3,900 for salary for the remainder of the fiscal year, the Alfalfa Coun-ty commissioners’ meeting was ad-journed and will meet again next Monday.

Protection from the lightning for the new equipment on the roof and for workers was another recommendation brought up by Templeton during the conference. The costs of getting light-ning rods and steel cables to ground the building was an estimated $11-12,000 of expenses. When discussed by the commissioners, Chad Roach and Toby Walker agreed that this would be an unnecessary expense, and opted not to use the lightning rods unless the board felt otherwise.

Templeton mentioned that once their plans were complete they would submit their plans to the state fire marshall for review and approval. Because of the workload for the fire department, Templeton estimated that getting plan approval would take up to three months. However, paying additional fees could expedite the re-view period to within two weeks. The commissioners agreed to wait and dis-cuss the issue further before deciding on whether to pay the extra expense.

With no further issues discussed, the commissioners continued with their regular agenda with the approval of the payroll warrants, M & O war-rants and blanket purchase orders. There were 11 road crossing permits available for inspection in the coun-ty commissioners’ office totaling $11,750.

Voters in Alfalfa County who want to have absentee ballots mailed to them for the June 24 primary election should apply now, County Election Board Secretary Kelly Stein said today. Although the county election board can accept applications for absentee ballots until 5 p.m. on Wednesday, June 18, Stein urged voters who want to vote by absentee ballot to apply early.

Absentee ballot application forms are available at the county election board office located at 300 S. Grand Ave. The absentee ballot application forms also can be downloaded and printed at www.elections.ok.gov.

“At least two mail transactions must be made,” Stein said. “The county election board must mail the ballots to the voter and the voter must return the

voted ballots by mail.” Ballots must be in the hands of the county election board by 7 p.m. on election day in order to be counted.

Stein said that any registered voter may vote by absentee ballot in any election in which he/she is eligible to vote. However, a voter must be registered and reside at an address within the geographical boundaries of a school district or a municipality to be eligible to vote in school district or municipal elections. It is not necessary to give a reason – or excuse – for voting absentee.

“While anyone can vote absentee without giving a reason, the law still provides several excuses, and it is to the advantage of some voters to use one of them,” Stein said. By stating one of the following reasons on their applications,

these voters can activate some special conditions that make it easier for them to use absentee ballots. The reasons are:

• Voters who are physically incapacitated and voters who care for physically incapacitated persons who cannot be left unattended may vote absentee. They may apply only by mail, by fax, or by email.

• Voters who are confined to nursing homes in the county may vote absentee. An absentee voting board actually goes to the nursing home a few days before the election, sets up a small polling place and allows these persons to vote under circumstances similar to those at a regular precinct polling place. They may apply only by mail, by fax, or by email.

• Military personnel and residents of the county living overseas and the spouses and dependents of each group are eligible receive absentee ballots. These voters may apply only by mail, fax, or by email. Military personnel should contact the voting service officers in their units for application forms and additional information or visit the Federal Voting Assistance Program website (www.fvap.gov/oklahoma) for more information and instructions. Residents of Oklahoma living overseas can obtain the same materials from any United States military installation and from United States embassies and consulates as well as on the FVAP website.

OKLAHOMA CITY (AP) — The U.S. Supreme Court has declined to hear a case brought by Oklahoma's largest utility challenging the Environmental Protection Agency's plan to reduce emis-sions by two coal-fired electrical plants.

The high court decided on Tuesday

OG&E had alleged the EPA's re-gional haze rule is more stringent than the state's proposed implementation plan

and that implementing it would usurp state authority.

Oklahoma Attorney General Scott Pruitt had asked the U.S. Supreme Court to review the ruling, claiming the EPA exceeded its authority.

OG&E officials have said the feder-al plan will lead to an increase in utility rates for its customers.

those who first started talking about the possibility of building a new Kiowa District Hospital in the mid-2000s. Then came financing discussions that weren’t always pleasant, endless planning by hospital personnel and board members, architectural designs, formation of the Friends of the Kiowa Hospital and Manor Foundation that led to extreme generosity of the community, a construction company, visible dedication by many ... and then last Wednesday, May 14, the culmination of the efforts of those many entities.

project in Kiowa came together at the front door of the new Kiowa District Hospital for a brief celebration – to revel in the new 25,000 square foot eight-room critical access hospital and clinic in Kiowa, Kan.

Several representatives from the Medicine Lodge Hospital Board came to congratulate the folks of Kiowa on their new facility. The Medicine Lodge Memorial Hospital and Clinic received a beautiful new section and remodel of their existing hospital about the same time Kiowa’s hospital was under construction.

Representing Kiowa’s Chamber of

Commerce and as a Hospital Foundation member, Janet Robison said, “It amazes me how people come together to make something happen.” She listed many improvements in Kiowa the last year or so, such as the new Kiowa Motel next door to the hospital, new business buildings on Main Street – Chieftain Oil and Kiowa Consultants, noticeable improvements at the grade school like the windows and central air, the new Parish Center, and plush new seating at the Chief Theater.

“We have something to be proud of in Kiowa,” Robison said.

Liberty Grace Lyonwas born July 29, 2005, in Enid, OK, to parents Travis and Charity Lyon and big brother Lake

Lyon, all of Cherokee. She appeared healthy and strong and went home later that evening to begin

her life with her family.

At 3 ½ weeks old, Liberty underwent open heart surgery to repair both the TGA and VSD. The surgery was successful, and Liberty has a fully functioning, healthy heart. There is just a very

small chance that she'll ever need any follow up surgery.

However, the day after surgery, Liberty suffered a pulmonary hypertensive crisis and her heart quit pumping blood. Her chest cavity was still

open after the surgery, and thankfully doctors and nurses were able to do heart massage and revive Liberty. Sadly during the time she was without a

heartbeat, Liberty sustained widespread brain injury. As a result, Liberty experiences global developmental delay, vision problems, and for

five years had as many as 200 uncontrolled seizures a day.

Praise the Lord, one day the seizures stopped. Without seizures and being so heavily medicated, Liberty is making developmental progress and is a happy and healthy 8 year old girl. She is still in

a wheelchair and unable to talk, but she is learning more every day.

Election of New Board MembersBefore the two open board seats

were filled, board member Schrock gave a brief statement. She said the difference between serving on the hos-pital board and others in town is that the board members make decisions that ultimately affect life and death is-sues. Schrock said they take their deci-sions seriously. She said this board has worked well together and made unani-mous decisions except for one vote two years ago. She said those board mem-bers have no vendettas.

The time for the secret ballot elec-tion to fill two board seats was next. Those two seats with a three-year term were held by Robert Stark and Dan Lukins.

Stark’s seat was the first to be voted upon. Besides a nomination for Stark by Craig Ragan, Kiowa business own-er Chantae Simpson was also nominat-ed by Lois Allenbach. People marked their ballot and handed it in, then au-ditor Harris oversaw the ballot count-ing read aloud by board member Dan Lukins.

At first some members of the crowd protested that the board would have anything to do with counting the bal-lots. Chairman Odell assured them the

hospital election has proceeded like that many years. He also said the bal-lots are kept on file at the hospital.

Some in the crowd also complained that the board did not use a micro-phone. Odell said the handheld mic at the community building was recently broken by an unknown source as re-ported at the last Kiowa City Council meeting. Therefore the board had no mic to use, which had some in the emo-tionally charged crowd upset because hearing was difficult toward the back of the room.

Both Stark and Simpson passed their option to give a mini-campaign speech. When the verbal tally of votes was taken, Simpson won with 109 votes to 62 for Stark.

Next it was time to fill the seat held by Lukins. He surprised many in the crowd by saying that although he wanted to continue serving he could not. That’s because he has moved just slightly out of the hospital district.

Lukins said, “Seven years ago we started looking at the new hospital.” He expressed appreciation to the employ-ees and all who worked so diligently to make it happen. Lukins specifical-ly mentioned his sister Judy Schrock, who is foundation director, for her tre-

mendous efforts in raising money for the project.

To Dr. Paul Wilhelm, Lukins said, “We love ya,” and thanked Physician Assistant Melissa Stroh also. Lukins described the role as hospital board member as “very time consuming and stressful.” With a chuckle he said, “I’m not in the medical field – I’m a farmer.”

Patron Craig Ragan nominated Bob Stark for the position. Patron Peggy Mason nominated Brenna May who worked as public relations director at the hospital until the first of this year and also serves on the Friends of the Hospital and Manor Foundation.

May told the crowd she was “hon-ored” a group of people asked her to run for the board. “If elected, I would do my best to make sure the voices of the community and employees are heard.”

Stark told the group, “Obviously you want a change. There’s not much you don’t know about me after eight years (of serving on the board). You saw my qualifications (in an ad he ran in the newspaper.)”

May had 122 votes to 50 for Stark. Odell thanked both Lukins and

Stark for their board service.The meeting adjourned.

Feely said there are requests for more computers added to the library in order to facilitate the taking of Star Tests and some dedicated time for the fourth through sixth graders. He said the computers in the ag and computer labs need to go to Windows 7 in place of Windows XP. Computers are needed in the lunch room to facilitate meal counts, etc. Many other computer upgrades are needed for all levels of the school, Feely said.

Some of the items will be acted on this summer and some are longer range goals. Principal Feely said it would be ideal for secondary students to each be assigned a computer. The student would keep that computer throughout their high school years and take it with them upon graduating from Burlington High School. Feely said while the school is not there yet, it is a goal.

The principal said the test preparation booklets seemed to help with remediation this year so they plan to expand their
