Definition of Terms
An affected person (APs) mean all the people Affected by the project through land acquisition, relocation, or loss of incomes and includes any person, household (sometimes referred to as affected households [AHs]), firms, or public or private institutions. APs therefore include; i) persons affected directly by the safety corridor, right-of-way, tower or pole foundations or construction work area; (ii) persons whose agricultural land or other productive assets such as trees or crops are Affected; (iii) persons whose businesses are Affected and who might experience loss of income due to the project impact; (iv) persons who lose work/employment as a result of project impact; and (v) people who lose access to community resources/property as a result of the project.
Compensation means payment in cash or kind for an asset to be acquired or affected by a project at replacement cost at current market value.
Cut-off-date means the date after which people will NOT be considered eligible for compensation i.e. they are not included in the list of AHs as defined by the census. Normally, the cut-off date is the date of the detailed measurement survey.
Encroachers mean those people who extend their occupation beyond the lands they legally own; usually not entitled to compensation but at times provided with assistance if they are vulnerable.
Entitlements mean the range of measures comprising cash or kind compensation, relocation cost, income rehabilitation assistance, transfer assistance, income substitution, and relocation which are due to /business restoration which are due to AHs, depending on the type and degree nature of their losses, to restore their social and economic base.
Land acquisition means the process whereby a person is compelled by a public agency to alienate all or part of the land s/he owns or possesses, to the ownership and possession of that agency, for public purposes, in return for fair compensation.
Non-titled means those who have no recognizable rights or claims to the land that they are occupying and includes people using private or state land without permission, permit or grant i.e. those people without legal title to land and/or structures occupied or used by them. ADB’s policy explicitly states that such people cannot be denied compensation.
Poor means those falling below the official national poverty line (equivalent to 2,350 calories per day) of Rs 848.79 per person per month (2004).
Replacement cost means the method of valuing assets to replace the loss at current market value, or its nearest equivalent, and is the amount of cash or kind needed to replace an asset in its existing condition, without deduction of transaction costs or for any material salvaged.
Sharecropper means the same as tenant cultivator or tenant farmer, and is a person who cultivates land they do not own for an agreed proportion of the crop or harvest.
Significant impact means 200 people or more will experience major impacts, which are defined as; (i) being physically displaced from housing, or (ii) losing ten per cent or more of their productive assets (income generating).
Vulnerable means any people who might suffer disproportionately or face the risk of being marginalized from the effects of resettlement and includes; (i) female-headed households with dependents; (ii) disabled household heads; (iii) poor households (within the meaning given previously); (iv) landless; (v) elderly households with no means of support; (vi) households without security of tenure; (vii) ethnic minorities; and (viii) marginal farmers (with landholdings of five acres or less, i.e., two hectares or less).

1: INTRODUCTION
1.1 Islamabad Electric Supply Company (IESCO):
1. Islamabad Electric Supply Company Ltd. (IESCO) is a public utility company, having more
than 2.7 Million consumers and provides service to 04 Nos. Northern Districts of the
Punjab Province (Rawalpindi, Attock, Jhelum and Chakwal); Capital Territory (Islamabad);
and Southern parts of Azad Jammu & Kashmir (AJK).The figure 1.1 below shows the IESCO
jurisdiction.

1.1.2 Directorate of CE (Development) / Project Management Unit (PMU)
2. To carry out and handle investment projects IESCO has established Project Management
Unit (PMU) under the supervision of General Manager/Chief Engineer (Development). The
PMU comprises of four sections. The organizational structure of PMU – IESCO is given in
Annex-A.

1.1.3 Environmental & Social Safeguard Section – PMU
3. The Environmental & Social Safeguard (E&SS) section of PMU, IESCO provides an overall
supervision and advisory services on environment and social safeguards management
during the pre - construction phase, construction phase & post – construction phase of the
project. The unit also assists and advises GSC Directorate, Construction Directorate and
other IESCO departments on environmental and social matters overall. Organizational
structure of E&SS – PMU IESCO is attached as figure 1.2 below.

1.2 THE PROJECT –

4. IESCO through GOP has under gone a loan, project and financing agreement with the
Asian Development Bank under Power Distribution Enhancement Investment Program
Tranche-III in order to strengthen its existing distribution, transmission infrastructure
and institutional capacity. The Power Distribution Enhancement Investment

Program(PDEIP)Tranche-III was designed to provide grid-connected customers with
adequate and reliable supply of electricity. The rehabilitation, augmentation, and
expansion of power distribution infrastructure increased the reliability of supply to
residential, agricultural, commercial, and industrial customers across Pakistan. Main

1.2.2 Social Documentation & Disclosure
7. In Compliance to the ADB guidelines; all projects were evaluated for presence of
Indigenous Peoples and requirement of involuntary resettlement. Involuntary
Resettlement Categorization was assigned based on outcome of Initial Screening and
Evaluation of Significance of probable Social Resettlement Impacts.

1. Category (A): Significant Projects having significant social impacts that require
land acquisition on permanent basis, means 200 or more people will experience
major impacts, which are defined as being physically displaced from housing or
losing 10% or more of their productive assets. A full detail Resettlement plan is
required for Category- A projects. No tranche-III subproject of IESCO fell in this
category, hence no resettlement plan was required.
2. Category (B):Projects include involuntary resettlement impacts that are not
deemed significant and require a short resettlement planincluding assessment of
social impacts. Seven subprojects of IESCO (04 No. of New T/Lines & 03 No.
Remodeling of T/lines on existing routes) were of category B,requiring short
resettlement plan preparation, implementation, monitoring and uploading/
posting at ADB and IESCO official websites
3. Category (C) Non-Significant involuntary resettlement effects are foreseen in
Category C projects. They neither require a resettlement plan nor a resettlement
framework. Category C projects only require a short DDR (Due Diligence
Report).Sixteen (16) Nos tranche-III subproject of IESCO (03number new 132 KV
grid station sub-project and 13 Nos. augmentation & extension sub-projects)
were of category C. Two numbers Due Diligence Report were prepared for these
sub-projects and submitted to ADB in September, 2012.
Indigenous People (IP) Checklists:
8. There were no indigenous people identified during social impact survey of this project,
therefore one IP checklist prepared for whole project and submitted to ADB in July 24,
2012.
Involuntary Resettlement (IR) Checklists:
9. There was no Involuntary Resettlement involved in this project, only temporary impacts
during construction phase was involved for which Short Resettlement Reports were
prepared. One IR checklist prepared for whole project and submitted to ADB in July 24,
2012.
Due Diligence Reports (DDRs):
10. The 132KV Barakahu grid station and its feeding T/line are being constructed in
Government own land, no involuntary displacement and damages to any private
property involved in this subproject. Therefore the subproject falls in Category – C
project. IESCO prepared DDR for this subproject. Similarly 01 consolidated DDR was

prepared for Augmentation & Extension subprojects as there were no prominent social
impacts involved. The construction activities of these subprojects were carried out with
in boundary wall of IESCO owned grid stations by replacing / adding a new 132 KV
transformers. The DDRs were submitted to ADB in September, 2012.
Short LARPs preparation:
11. IESCO prepared seven number Short Resettlement Plans (SRPs) which were approved by
ADB on 12.11.2012 and the same have been disclosed on IESCO website for public
information.
i) Short LARP of 132 KV In-Out Chakri T/Line
ii) Short LARP of feeding T/Line of 132 KV Sangjani-2 Grid Station.
iii) Short LARP of 132 KV KTM – Chakri Road T/Line
iv) Short LARP of Sangjani – Zeropoint 132 KV T/ Line.
v) Short LARP of Burhan – New Wah 132 KV T/Line.
vi) Short LARP of New Rawat – Sowan 132 KV T/ Line.
vii) Short LARP of F/F T/line Chakri Road Grid Station
Revision of Short Resettlement Plans:
12. Considering the project activities, finalization of transmission line routes and change in
the number of affectees, short resettlement plans were revised accordingly by IESCO
during project implementation and submitted to ADB for record.

2.2 PROJECT IMPACTS
2.2.1 Replacement of Sangjani – Zeropoint 132 KV Transmission Line
15. The replacement of Sangjani – Zero Point 132kV transmission line sub-project was
awarded to M/s ICC (Pvt) Ltd on 19-03-2014, it was awarded on turnkey basis, in
which the contractor was responsible for procurement of material, supply of material

and execution civil/electrical work. The subproject completed on 27-03-2017. The
length of this subproject is 22.5 KM with a total 72 towers. The subproject traversed
through i) government land, ii) three housing societies in Islamabad; iii) two villages
of Islamabad and iv) Jangi Sydian village of district Rawalpindi. The transmission line
route was already existed. The scope of work was to replace the existing conductor
with high voltage conductor and addition one more tower/pole in-between two
existing towers without acquiring any additional land. Most of T/line route is in
Government land and green belt of housing societies. Short Resettlement Plan (SRP)
was prepared in 2012 and got approval from ADB. The same SRP was revised in 2016.
The SRP of this subproject is available on IESCO website for information of
stakeholders. There is no land acquisition and involuntary resettlement involve in
this subproject. No land has acquired permanently. As per ADB SPS-2009 there is no
physical displacement involved however economical displacement was involved in
term of crop damages but none of the household lost not more than 10% of their
productive assets. The damages of crops occurred in one cropping session which
affected wheat crops on 07 acre land. The impact details of this T/line are tabulated
below in table 2.2.

2.2.2 Replacement of Burhan– New Wah 132 KV Transmission Line
16. The replacement of Burhan–New Wah 132kV transmission line subproject is located
in Attock District of Punjab. The sub-project work was executed by GSC Directorate
IESCO using its own laborers and the subproject was completed on 20-02-2017. The
length of transmission line is 10 Km. The T/line traversed through Private
broken/barren and cultivated land, government land, one Housing society and five
villages, of District Attock. The transmission line route was already existed. The scope
of work was to replace the existing/old conductor with high voltage conductor and
addition one more tower/pole in-between two existing towers without acquiring any

additional land. Short Resettlement Plan (SRP) was prepared in 2012 and got
approval from ADB. The same SRP was revised in 2016. The SRP of this subproject is
available on IESCO website for information of stakeholders. There is no land
acquisition and involuntary resettlement involve in this subproject. No land has
acquired permanently. As per ADB SPS-2009 there is no physical displacement

wheat and maize crops on 50.2 acre land by affecting 239 households. Most of crops
damaged during construction of temporary access roads to the T/line corridor. The

2.2.3 Replacement of existing New Rawat – Sowan 132 KV T / Line
17. The replacement of New Rawat – Sowan 132kV transmission line subproject is
located in Islamabad the federal capital city of Pakistan. The sub-project work was
executed by GSC Directorate IESCO using its own laborers and the subproject was
completed on 29-05-2016.The length of this transmission line is 9.5 Km. this
transmission line traversed Private cultivated and broken land, three Housing
societies in rural areas of Islamabad. The construction activities of transmission line
temporarily affected crops on 1.5 Acre land and 09 wood trees of 20households.The
scope of work was to replace the existing/old conductor with high voltage conductor
and addition one more tower/pole in-between two existing towers without acquiring
any additional land. Short Resettlement Plan (SRP) was prepared in 2012 and got
approval from ADB. The same SRP was revised in 2016. The SRP of this subproject is
available on IESCO website for information of stakeholders. There is no land
acquisition and involuntary resettlement involve in this subproject. No land has
acquired permanently. As per ADB SPS-2009 there is no physical displacement

2.2.4 132 KV Chakri Road Grid Station
18. This sub-project is located in Ranial village, on Chakri road about 20KM from
Rawalpindi Sadar in district Rawalpindi. The grid station is being constructed in
IESCO’s own 32kanal Land situated in Ranial village on Rawalpindi Sadar – Chakri
road. The civil work was awarded to Chinese Contractor M/s ICC (Pvt) Ltd on 12 – 10
– 2015. The civil work is 100 % completed but not energized. In this subproject land
acquisition was not involved as this land was acquired under WAPDA authority
before its disintegration into different Generation, Dispatch and Distribution
Companies. Proper fencing/boundary wall was existed since long. Therefore no
household/person was dislocated during its construction.
2.2.5 132 KV T/Line Feed For Chakri Road Grid Station
19. To feed the newly under construction 132 KV Grid Station Chakri road a new 13 km
transmission line (TL) is also being constructed. The sub-project work was awarded to
M/s ICC (Pvt) Ltd on 19-03-2014 on turnkey basis, in which the contractor was
responsible for procurement of material, supply of material and execution
civil/electrical work. There are total 65 towers of which 57 have been erected
remaining 08 towers could not erected due to RoW issue of a private housing society,
negotiation is under way to finalize the terms and conditions. No land acquisition
process is involved in this subproject. The transmission line is traversing through
government forest land &private land of five villages, temporarily affecting crops on
35 Acre land and 299 wood trees. The short LARP of this transmission line has been
revised in July-August 2017 and submitted to ADB on 21st August, 2017. The
construction activities have affected the crops of 330 Nos HHs. None of the

2.2.6 132 KV Sangjani-2 Grid Station
20. This 132 KV grid station is being constructed in Multi Professional Cooperative
Housing Society (MPCHS) near Sangjani in Islamabad. The rapid urbanization in the
surrounding of Sanjani created the electricity voltage issues. To cater this voltage
issues the MPCHS society requested IESCO to construct a grid station for which they
offered 32 Kanal land free of cost. From 32 kanal land 18 kanal is given free of cost
(under MOU) for grid station and remaining 14 kanal is for corridor of its feeding
T/line. The memorandum of understanding (MOU) between IESCO and the society
for the grid station is attached as Annex- B. None of the household has been
physically or economically displaced by this subproject.
2.2.7 132 KV T/line Feed For132 KV Grid Station Sangjani-2
21. To feed this grid station a 01 Km long 132 KV transmission line was constructed from
the existing 220 KV grid station Sangjani. No household has been affected by the
construction of this transmission line as there were only three towers involved which
were erected in MPCHS society, government and private barren land. None of the
household has been physically or economically displaced.
2.2.8 KTM (I-16) – Chakri Road 132 KV Transmission Line
22. The KTM (I-16) – Chakri Road 132kV transmission line sub-project is in construction
phase. The KTM (I-16) – Chakri Road 132kV transmission line subproject is located in
Islamabad and Rawalpindi District of Punjab. The subproject was awarded to M/s ICC
(Pvt) Ltd on 19-03-2014 on turnkey basis. The 11.5 Km transmission line is traversing
through private barren and cultivated land of four villages. The construction activities
of transmission line have temporarily affected crops on 41.2 Acre land and 59 trees

of 185households. The Short Resettlement Plan (SRP) was prepared in 2012 and
revised in 2015.None of the household has been physically displaced or lost more
than 10% of their productive assets. The detail information in tabulated form is

2.2.9 In & Out construction at Chakri Sub-Station 132 KV T / Line
23. The In & Out construction at Chakri Sub-Station 132kV transmission line subproject is
located in Rawalpindi District of Punjab. The sub-project was completed by the GSC
directorate of IESCO on 28-11-2015 by using its own workers. The 22Km transmission
line traversed through private barren and cultivated land of eleven villages. The
construction activities of transmission line had temporarily affected crops on 52.26
acre land by affecting422households; none of the household was physically displaced
or lost more than 10% of their productive assets. The detail information in tabulated
form is provided in table 2.7 below.

2.2.10 Construction of 132 KV Grid Station Bara Kahu and feeding 132 KV T/ Line
24. The site for Bara Kahu Grid Station has been finalized and handed over to the
contractor on 15-12-2017 for execution of construction works. This is the original site
(first site) at 220 KV Bara Kahu Grid Station. Initially the National Transmission
&Dispatch Company (NTDC) did not allow the construction of 132 KV grid station.
However; the issue was resolved after hectic efforts of higher management of IESCO
& NTDC. There was no private land acquisition involved and no private land or

property is being affected. The Due Diligence Report (DDR)was prepared for this site
in September 2012 and submitted to ADB on 09-09-2012 stands good and does not
require any modification. No household has been affected as T/line is constructed in
government own land.
2.3 COMPENSATION ASSESSMENTS & PAYMENTS
25. Islamabad Electric Supply Company (IESCO) being a public utility organization
followed the Land Acquisition Act 1894 for land acquisition, and the Telegraphic Act
1885 for crops & trees compensation and the Katchi Abadis Act 1987 for
rehabilitation of affected squatters. Land acquisition and resettlement tasks under
this IESCO subproject were implemented according to the compensation eligibility

Framework (LARF) was prepared as per ADB guidelines, which defined the
compensation eligibility as tabulated below in Table 2.8.

26. The subproject wise details of crops compensation is given below;
2.3.1 Replacement of Sangjani – Zeropoint 132 KV Transmission Line
27. As shown in following table2.9 o ly 24 household’s ops e e da aged i o e
season during stringing stage. The compensation was estimated 1.08 million rupees
during LARP preparation. As per actual damages 0.51 million crop compensation was
assessed by IESCO Revenue team. All the compensation payments have been made

to the affected households. The detail in tabulated form is reflected in table 2.9
below.

28. The subproject construction activities were carried out in three stages (Foundation,
Erection & Stringing stages) in three seasons (Rabi, Kharif& Rabi) by damaging the
three seasonal crops (Wheat & Maize) in 50.2 acre land of 239 households. 4.4
million rupees were paid to the affected household against crops damages. No land
has been acquired permanently for this subproject.

29. As shown in following table 2.11o ly 20 household’s ops e e da aged i o e
season during stringing stage. The crop compensation was assessed by IESCO
Revenue team was 1.10 million. No land was acquired permanently for this
subproject and none of the household has been physically displaced or lost more
than 10% of their productive assets. The affected households have been
compensated.

2.3.4 132 KV T/Line Feed For Chakri Road Grid Station
30. The subproject construction activities were carried out in three stages (Foundation,
Erection & Stringing stages) in three seasons (Rabi, Kharif& Rabi) by damaging three
seasonal crops (Wheat & Maize) in 35 acre land of 330 households. 6.23 million
rupees were paid to the affected household against crops damages. No land has
acquired permanently for this subproject. All the compensation of completed portion
has been paid. The detail of crop compensation assessment and payment has been
shown in table 2.12 below;

2.3.5 KTM (I-16) – Chakri Road 132 KV Transmission Line
31. The subproject construction activities Foundation, Erection have been carried out by
damaging the two seasonal crops (Wheat & Maize) in 41.5 acre land of 185
households. 5.4 million rupees were paid to the affected household against crops
damages. No land has been acquired permanently for this subproject. All the
compensation of completed portion has been paid.

2.3.6 In & Out construction at Chakri Sub-Station 132 KV T / Line
32. Compensation amount of PKR 4,184,100/- has been paid to all the 422 Nos
households affected by the construction of T/line. The crops in 52.26 acre land were
damaged during construction activities by temporarily affecting 422 households. The
crops were damaged in one season during stringing stage. The crop compensation
was assessed by IESCO Revenue team was 4,184,100 rupees (4.1million). All the

compensation payments have been made to the affected households as reflected in
table 2.14 below;

33. The project is partially completed, however some cases of payments of stringing
stage compensations were pending for the completed parts of the sub-projects. The
E&S section of PMU took the matter with executing agency i.e. GSC Directorate of
IESCO to disburse the remaining compensation payments to the APs/AHs. This
ensured that the compensations are paid in full (completed in June, 2018) and there
is no pending case for the completed portions of the sub-projects. The concerned
Executive Engineers of IESCO have provided certificates of 100% payments of
compensation to the affected persons for the completed portions of sub-projects.
The consolidated details of approval of compensation assessments and payments
and construction stage wise affected crop are along with number of households are
tabulated in Annex – C, D& E.
2.4 Site Restoration.
34. All the contractors were made aware of the proper back filling of earth work and site
restoration after completion of works. IESCO environment and social officials
monitored the site restoration of completed works during field visits. IESCO tried its
best to ensure the site restoration to its original shape and wherever un-restored
sites came in notice, the contractor was immediately advised to make arrangement
for proper restoration of the same. All the completed sites of Tranche –II sub-project
sites have been properly restored. No complaint regarding site restoration has been
received.

3. PUBLIC CONSULTATION & GRIEVANCE REDRESS MECHANISM
3.1 PUBLIC CONSULTATION
35. As pe ADB’s Poli y o I olu ta y Resettle e t a d u de the LARF p epa ed fo
the project, consultation with stakeholders was required at different stages of the
project. IESCO as a responsible public entity ensured public consultation to fulfill its
obligations.
36. Initial public consultation was carried out during preparation of the short LARPs
which included affected households and local communities of the area as part of
preparation of entitlement matrix of affected lands, crops, trees and other assets.
The compensation eligibility and cutoff dates were communicated to the
stakeholders and were also told that no subsequent changes in the land use would be
entertained by IESCO after the cut of date. Similar approach was also adopted during
revision of short LARPs.
37. In addition to that, further public consultations were also carried out during project
construction and completion phases to take the stakeholders particularly affected
persons in confidence regarding project activities/progress. The people were
sensitized regarding the project benefits like improvement in power supply,
enhancement of business activities etc. in whole area. During the consultations, the
stakeholders always welcomed the project team and showed their full cooperation.
The major concerns raised during these consultations were on the adequacy and
timeliness of compensation payments. Other issues that were raised by the APs
included:
Change of route from their land to other areas.
Demand for Land compensation instead of crop and trees compensation.
Fair and appropriate compensation payment for Kharaba (damages).
Demand for onsite cash payments instead of cross cheques as an immediate
relief and to assist their daily living expenses.
Rehabilitation of damaged lands, roads and other public facilities.
Early completion of construction work.
38. The stakeholders were informed about the grievance redressal mechanism of IESCO
and were also guided on registration of their complaints and its follow up. During

these consultations the stakeholders were informed about the complaint registers
placed at project sites, grid stations, GSC Directorate and at PMU.
3.2 GRIEVANCE REDRESS MECHANISM (GRM)
39. Proper GRM existed in IESCO to address and resolve the complaints and issues of the
project Affected Persons (APs). IESCO constituted a Grievance Redressal Committee
(GRC) in line with ADB Social Safeguard Policy. The committee members are as
follow:

40. To facilitate the APs and Stakeholders for registering their complaints, complaint
registers were placed at Contractor work sites, Camp offices and PMU office at IESCO
Head Quarters, Islamabad.
41. During the project implementation the following main types of complaints received,
which have been denoted below as per there occurrence:
i) Delay in disbursement of compensations (Maximum number in each T/lines).
ii) The affectees demanded Land compensation/land acquiring by IESCO instead of
payment of crop compensation (8 to 10 cases in each T/line).
iii) The affectees did not allow construction of Transmission line (towers & span) in
their lands asking for re-routing to avoid their lands citing the permanent
occupation and de-valuation as a reason (4 to 6 cases in each T/line).
42. IESCO took due care in resolution of the complaints. Delays have been observed in
compensations assessment and payments due to (i)non-availability and shortage of
proper revenue staff and (ii) due to non-provision of record by the APs. However, to
the larger extent IESCO made compensation payments in three stages of the
transmission line construction phase (foundation, erection and straining) to the
satisfaction of APs. Furthermore, IESCO also provided special compensation,
wherever needed, for Land under towers/poles to clear the ROW issues in
compliance to the Loan covenants and ADBs Safeguard Policy Statement and to
settle the issue avoiding court cases for speedy and on time completion of the
projects.

4. MONITORING AND EVALUATION
4.1 MONITORING &EVALUATION.
43. Land acquisition and resettlement plan implementation was carried out at three tiers
as described below:
4.1.1 Contractor level Monitoring:
44. IESCO ensured that a proper environment and social safeguard officer is available
with the contractor. Contractor is the first step and most reachable to the APs, being
on the field during execution of the project. Contractor was responsible to place the
o plai t egiste at the p oje t sites. The safegua d pe so s of o t a to s’
werenot only responsible for implementation of resettlement plans on ground and
field monitoring of safeguards but also to receive and address the complaints at site
with the help of GSC Directorate staff i.e. Site Supervisor & Revenue staff (Patwari).
90% complaints were resolved at this level. The contractors submitted monthly
monitoring reports to IESCO from the start of the civil work till the completion of sub-
projects.
4.1.2 Internal Monitoring:
45. The short LARPs implementation was monitored internally by environment and social
cell of IESCO. Field visits were carried out frequently to monitor the implementation
of social safeguards and to take action / suggest resolution to the complaints which
e e ot esol ed at o t a to le el. Field epo ts of the o t a to s’ e e oss
checked during these field visits along with public consultations to get information /
discuss issues of the project execution. IESCO prepared and submitted quarterly and
bi-annual monitoring reports to the ADB and were also disclosed on IESCO website
throughout the execution period of the project.
4.1.3 External Monitoring:
46. In addition to the contractor level monitoring and internal monitoring by IESCO,
Asian Development Bank hired the services of Facility Management Consultant (FMC)
in 2012 under PEPCO to support DISCOs/IESCO in implementation and monitoring of
MFF / four tranches of power distribution enhancement investment program. The
FMC carried out external monitoring of the project with regard to safeguards
implementation and submitted Bi-annual monitoring reports to ADB accordingly. As

per these reports, the implementation of short LARPs by IESCO remained
satisfactory.
