1. (Part-I)-Introduction
1.1-About GEPCO
• 1. Gujranwala Electric Power Company Ltd. GEPCO is a Public Limited Utility Company, established in
4 1998 under Companies Ordinance 1984 and is responsible for distribution of Electric Power within its
territorial jurisdiction and presently serving approximately 2.5 Million Customers (Domestic. Commercial,
Agricultural, Industrial and others) in the six districts of Province Punjab (Gujranwala, Narowal, Gujrat,
Hafizabad, Sialkot and Mandi-Bahawal-din).
1.2-About Project Management Unit (PMU)
2. To effectively plan, execute and monitor the Power Distribution Enhancement Investment Program
(Tranche-2), a Project Management Unit (PMU) has been established under Chief Engineer (Development)
comprising of four sections i.e. Planning, Scheduling & Coordination, Procurement, Finance, Environmental
and Social Safeguard along with Project Director (GSC).
Organogram of PMU/ Development Directorate is placed at 4.1 Annexure.
1.3- Brief Detail of Project
3. Existing conditions of the GEPCO power distribution and transmission system are inadequate to meet
rapidly growing demand for electrical power. To cope with this situation, the existing power infrastructure
has to be improved and upgraded. The overall contribution of power infrastructure requires institutional
arrangements, capacity building that support strategic management of the sector, planning and
management of investments.

1.4-Objectives of the Project
4. GEPCO through GOP has undergone a Project Financing agreement with Asian Development Bank
for:-
Strengthening the capacity of Power Distribution and Transmission networks
To meet the increasing electricity demand in the selected areas more efficiently
To upgrade the existing power infrastructure.
1.5-Scope of Work
5. There are 16 No. of GEPCO proposed projects under ADB Tranche-2. Its detail is here as under.
I. Construction of 05 No. New 132kV Transmission Lines
II. Construction of 04 No. New 132kV Grid Substations
III. Conversion of 02 No. Grid Substations from 66kV to 132kV along with associated
132kV Transmission Lines
IV. 05 No. Extensions/ Augmentations
Overall the proposed MFF has been designed to address both investment and institutional aspects
in electric power sector. Development objectives/ project purpose will be fully achieved after
completion of the proposed sub-projects.

8. Mr. Junaid Akhtar is working as Manager (P.S&C) PMU, while Mr. Akhtar Ali now up-graded
to the post of Additional Manager has charge of Manager (Procurement) PMU. Mr. Ghulam Muhammad
(Manager Procurement) has been transferred/ posted from PMU and posted as Manager (M&T) GEPCO.
Ms. Zunaria Latif has taken over the charge as Assistant Manager (Social) in PMU while Mr. Faheem
Aslam working as an Assist. Manager Environment PMU.

9. GEPCO PMU team has excellent relationship with the Contractors, Owner, lender etc.
2-(Part 11)-Environmental Monitoring
PMU GEPCO conducted environment and safeguard inspections at sub-project sites in
Gujranwala, Sialkot and Hafizabad. (Site inspections detail followed up by corrective actions
taken attached at Annexure 4.4& 4.5)
2.1-Environmental Measurement/ Testing of Noise and Vibration, Water Quality, Air Quality and Flora/ Fauna Monitoring
11. Earlier, GEPCO sent draft to all concern project managers' construction (ABB-Pak, ICC-Pak and Siemens-Pak) to hire EPA Approved laboratory to conduct testing/ analysis of Noise, Water and Air Quality.
12. ABB-Pak has hired PCSIR laboratory for environmental testing/ analysis at New Gr. station sites and shared test results with GEPCO that comply with NEQS. ICC-Pak has hired Lahore College for women university laboratory (LCWU) and shared its sampling plan with GEPCO. Similarly Siemens-Pak has already hired PCSIR laboratory for environmental testing/ analysis at New Gr. station sites and test reports are awaited. (Testing/ analysis reports/ sampling plan attached herewith at Annexure-4.3)
2.2-Recommendations required showing how any exceedences will be prevented
in the future
13.The environmental monitoring and management Plan (EMMP) enlisted in EIA Reports have been made part of the bidding documents of civil works (Turnkey Project) and the contractors are made bound to quote specified amount (0.1 million US$) has been reserved) in the BOQs
for implementation of EMMP.
3-(Part-III)-Environmental Management
14. The Environmental Monitoring& Management Plan along with respective EIA Report of sub-projects have been made part of the bidding documents of civil works. The Environment Management Plan (EMP) has been translated, typed/ edited into Urdu; approval received from the C.E.O (GEPCO) for its implementation at all sub-project sites as well as uploaded/ posted on GEPCO official website (www.GEPCO.ComPk/PMU). Assist. Manager (PMU) GEPCO conducted training program on EMP at all GEPCO sub-project sites (Detail attached at 4.6 Annexure) .
15. The contractors have been made bound to quote specified amount (0.1 M US$ that has been allocated) in the BOQs for the implementation of EM&MP. Earlier, PMU GEPCO asked all 03
No. of Contractors to share with GEPCO all HSE Budget expenditures/spent till to date. In

compliance (ABB) Contract Dr has shared detail report on HSE implementation at work sites
while remaining 02 Contrac' ors have confirmed to submit the same by the end of July 2013.

19. During the insy ection following non-compliances/observations were noted at sub-project sites:-
19.1 Khiali- 3ypass 132KV Grid Station
i. Materials stacking of steal members, braces, steel structures/gentries found improper as material was scattered all around the ground.
ii. Oil leakage/ spillage on ground observed from Concrete mixer machine. iii. Ac ;ess to assembly area found restricted due to placement of steel bars.

i. P ovis on of shady labor camp/tent required to avoid workers from direct ,,,un light exposure/heat stress Provi sion of 04 No. of toilets as 01 toilet found in-sufficient.
19.3 05 No, 132kV Transmission Lines (127 KMs)
i. Bar kfilling not properly carried out for most of the towers foundation sit, s found without proper pads formation. Site restoration to original s ate is required.
ii. 1Nti HSE and Civil work Supervisor having relevant background claalification found/deputed at work sites for proper supervision of civil works. No HSE record (health, safety, environment & safeguard) found at work sites.
iv. Ensure proper record keeping of accidents and HSE trainings. M/s SMEC desired to see such records so record in soft form has been furnished.
v. Environmental laboratory testing/analysis is not carried out at both Sub-project sites, reports required to be furnished to GEPCO for onward submission to ADB/PEPCO
vi. No trained first aid personnel found at work site. vii. No safety signs wear helmet, shoes, safety belt, no smoking observed at sites.
viii. Area barricading is not carried out at work sites; it required being cordon crff with warning/ red & white tape.
ix. No mixing machine (hydraulic) being utilized for proper mixing of concrete instead manual mixing is carried out.
x. Marking on towers/stub foundations required (either with paint/marker) at all work sites.
xi. Chimney height found 2'-3' feet with respect to NSL at most of the work sites; this is required to be kept less than 1' feet with respect to NSL
19.4 New Daska and Godhpur Grid Stations (Sialkot)
i. No dedicated HSE Supervisor having relevant background qualification found/deputed for proper supervision of civil works at both work sites.
ii. No HSE record (health, safety, environment & social safeguard) found at both work Sites. Ensure proper record keeping of accident & HSE trainings at sub-project sites.

iii. Environmental laboratory testing/analysis not carried out at both sub-project sites, Reports required to be furnished to this office for onward submission to ADB/ PEPCO

DISCREPANCIES POINTED OUT BY CIVIL COMMITTEE
Dear Sir,
The discrepancies communicated by you vide your letter No. 10548-49/PMU dated 12-06-2013 are clarified as under.
1) Memo No. 10428: We have established our lab at site for cylinder testing. The cylinder testing machine, as per your instructions, was calibrated by CMTL and calibration certificate was issued by them. The cylinders are being tested on this machine in presence of your representative. Testing of all cylinders from CMTL is beyond the scope of our Contract Agreement for the subject project. However if few randomly selected cylinders by you are required to be tested from CMTL for comparison purpose, please intimate their tower numbers so that they can be sent to CMTL for testing.
We have completed foundation at approximately 85% locations and have taken snaps on random locations which will be provided to you at given e-mail address.
2) Memo No. 10429: Slight changes in tower locations are being done on instructions from Executive Engineer TLC GEPCO, who is the only available representative of GEPCO at site. No changes in line route or in tower types are executed without your prior approval.
3) Memo No. 10430: Backfilling is a continuous process which continues till the end of Defect Liability Period. The backfilling and edges of concrete are usually damaged by the farmers and are repaired before handing over the lines to the client. However damages to the backfilling at locations pointed out by the committee will be rectified soon and their snaps will be sent to you.
