    Problems:

    Teaching amounts to dictation of notes. Exams are tests of memory.

    Students indiscipline is rampant.

    Teachers commit academic fraud.

    Delay in exams due to shooting. ( Campusmurders )

    No scientific research in variousdepartments.

    philosophical issues.

    Contribution of university faculty to

    newspapers is negligible.

    Intellectual sterility.

    Presence of Rangers in university campus.

    Crisis of purpose, quality, academic ethics

    and administration.

    In-service teachers have no exposure to

    external standards

    International standards the Pakistani MA/MSc

    degree could soon come to be equivalent of

    the secondary school diploma elsewhere

    State universities are parasitical andirrelevant.

    Able to reason mathematically.

    To organize his thoughts in a logical way.

    Have some understanding of culture and

    history.

    Be capable of coherent expression in speech

    and writing.

    Internalization of principles is essential.

    Research is a prime function of a modern

    university.

    It requires application of known principles to

    new situations and problems, therebygenerating new knowledge.

    Adaptability is requirement of modern

    university.

    (In USA PhD in physics are doing managementjobs.)

    Desperate situations call for desperate

    remedies .

    However it is impossible to reverse years of

    misplanning, when government does noteven have plans for reformation.

    Reduce the number of general universities.

    Increase the number of technical universities

    imparting knowledge of economic utility.

    Disband dysfunctional departments whereappropriate.

    Upgrade and improve the surviving general

    universities through massive infusion of

    resources financial and intellectual.To pool good science faculty not diffuse

    them.

    To realize the goals of academic research.

    The present system of lifelong tenure forevery university teacher and administrativeemployee must be terminated.

    There must be only 3-5 years contractappointments, renewal after thoroughscrutiny of performance.

    The faculty not fulfilling minimum criteriashould be given golden handshake.

    A shear code of Ethics for university facultyshould be defined.

    Fair education competence can be achievedthrough an external team of academics.

    Sufficient number of scholarships

    Campus employment for exceptional

    students

    Privatization is not the solution but

    reformation of State universities is, It is high

    time to realize that:

    Reduce general universitiesConversion of general universities to

    vocational institutes with modern facilities

    Discontinuation of automatic tenure by

    strict-merit contract system
