What to Expect AT THE POLLS
Here are some tips on what to expect at the polls on Election Day:
FIRST, you are required to vote in the Precinct where you legally reside. Your Voter Card shows your Precinct Number and Polling Location. The polls are open from 7:00 a.m. until 7:00 p.m.
BE SURE to take a photo/signature ID – such as a Florida Driver’s License – to the polls with you. If you changed your name, address or political party affiliation since the last Election, you should have updated the information with the Supervisor of Elections Office. Otherwise, you may face some delays on Election Day as Poll Workers verify your identity and make sure you are voting in the correct Precinct. Please note that party changes cannot be made while the voter registration books are closed which is 29 days prior to each Election.
ONCE YOU ARRIVE at your Precinct, a Poll Worker will ask to see your photo/signature ID, find your name in the Precinct Register, verify your residence address and, if it matches, ask you to sign the Precinct Register.
AFTER SIGNING IN, a Poll Worker will hand you a Voter Card and direct you to a voting unit.
ONCE YOU HAVE INSERTED the Voter Card into the touch screen voting unit, the language selection screen will appear. Now you are ready to vote! (Please note that the card remains inside the unit until you have completed voting.)
IF AT ANY TIME during the voting process you need help, DO NOT HESITATE to ask a Poll Worker for assistance. They are trained to guide you through the process and answer any questions.
AFTER you have finished voting and have cast your Ballot, the Voter Card will eject from the touch screen unit. Simply return the card to a Poll Worker and you will receive an “I VOTED” sticker indicating that you have participated in democracy.
Voter RESPONSIBILITIES
Each registered voter in this State should:
1. Familiarize himself or herself with the candidates and issues.
2. Maintain with the office of the Supervisor of Elections a current address.
3. Know the location of his or her polling place and its hours of operation.
4. Bring proper identification to the polling station.
5. Familiarize himself or herself with the operation of the voting equipment in his or her precinct.
6. Treat precinct workers with courtesy.
7. Respect the privacy of other voters.
8. Report any problems or violations of election laws to the Supervisor of Elections.
9. Ask questions, if needed.
10. Make sure that his or her completed ballot is correct before leaving the polling station.
NOTE TO VOTER: Failure to perform any of these responsibilities does not prohibit a voter from voting.
(3) Nothing in this section shall give rise to a legal cause of action.
(4) In case any elector, after entering the voting booth, shall ask for further instructions concerning the manner of voting, two election officers who are not both members of the same political party, if present, or, if not, two election officers who are members of the same political party, shall give such instructions to such elector, but no officer or person assisting an elector shall in any manner request, suggest, or seek to persuade or induce any elector to vote for or against any particular ticket, candidate, amendment, question, or proposition. After giving the elector instructions and before the elector has voted, the officers or persons assisting the elector shall retire, and such elector shall vote in secret.

Proposing amendments to the State Constitution to limit the amount of nonrecurring general revenue which may be appropriated for recurring purposes in any fiscal year to 3 percent of the total general revenue funds estimated to be available, unless otherwise approved by a three-fifths vote of the Legislature; to establish a Joint Legislative Budget Commission, which shall issue long-range financial outlooks; to provide for limited adjustments in the state budget without the concurrence of the full Legislature, as provided by general law; to reduce the number of times trust funds are automatically terminated; to require the preparation and biennial revision of a long-range state planning document; and to establish a Government Efficiency Task Force and specify its duties.

ARTÍCULO III, SECCIÓN 19PROCESO DE PLANIFICACIÓN Y PREPARACIÓN DEL PRESUPUESTO ESTATAL
Propuesta de reforma de la Constitución Estatal para: limitar los recursos generales extraordinarios que se pueden asignar a gastos fijos durante un año al tres por ciento del total de los recursos generales disponibles calculados, salvo votación en contra de las tres quintas partes de la Legislatura; crear una Comisión Legislativa Conjunta de Presupuesto para redactar las perspectivas financieras a largo plazo; conforme a la ley general, regular la limitación de ajustes del presupuesto estatal sin la concurrencia de la totalidad de los miembros de la Legislatura; reducir el número de extinciones automáticas de los fondos fiduciarios; exigir la preparación y revisión del documento de planificación estatal a largo plazo cada dos años, y crear un Grupo de Trabajo Oficial con delimitación de tareas.
ARTICLE XI, SECTION 5REQUIRING BROADER PUBLIC SUPPORT FOR CONSTITUTIONAL AMENDMENTS OR REVISIONS
Proposes an amendment to Section 5 of Article XI of the State Constitution to require that any proposed amendment to or revision of the State Constitution, whether proposed by the Legislature, by initiative, or by any other method, must be approved by at least 60 percent of the voters of the state voting on the measure, rather than by a simple majority. This proposed amendment would not change the current requirement that a proposed constitutional amendment imposing a new state tax or fee be approved by at least 2/3 percent of the voters of the state voting in the election in which such an amendment is considered.

ARTÍCULO XI, SECCIÓN 5NECESIDAD DE MAYOR APOYO PÚBLICO PARA LAS REFORMAS O CORRECCIONES CONSTITUCIONALES
Propuesta de reforma del artículo 5 de la Sección XI de la Constitución del Estado para exigir que cada propuesta de reforma o corrección de la Constitución, tanto si surge en la Legislatura, por iniciativa u otro método, deba ser aprobada por el sesenta por ciento (60%), como mínimo, de los votantes del estado que votan la medida en lugar de serlo por simple mayoría. Esta propuesta de reforma no cambiaría el requisito actual de aprobación de las propuestas de reforma de la Constitución para crear nuevos impuestos o cargos estatales por 2/3, como mínimo, de los votantes del estado que participan en la votación de la reforma.

ARTICLE X, SECTION 27PROTECT PEOPLE, ESPECIALLY YOUTH, FROM ADDICTION, DISEASE, AND OTHER HEALTH HAZARDS OF USING TOBACCO
To protect people, especially youth, from addiction, disease, and other health hazards of using tobacco, the Legislature shall use some Tobacco Settlement money annually for a comprehensive statewide tobacco education and prevention program using Centers for Disease Control best practices. Specifies some program components, emphasizing youth, requiring one-third of total annual funding for advertising. Annual funding is 15% of 2005 Tobacco Settlement payments to Florida, adjusted annually for inflation. Provides definitions. Effective immediately.
This amendment requires state government to appropriate approximately $57 million in 2007 for the Comprehensive Statewide Tobacco Education and Prevention Program. Thereafter, this amount will increase annually with inflation. This spending is expected to reduce tobacco consumption. As a result, some long-term savings to state and local government health and insurance programs are probable, but indeterminate. Also, minor revenue loss to state government is probable, but indeterminate.

ARTÍCULO X, SECCIÓN 27PROTECCIÓN DEL CIUDADANO, ESPECIALMENTE LA JUVENTUD, CONTRA ADICCIONES, ENFERMEDADES Y OTROS RIESGOS PARA LA SALUD CAUSADOS POR EL TABAQUISMO
Para proteger al ciudadano, especialmente la juventud, contra adicciones, enfermedades y otros riesgos del tabaquismo para la salud, anualmente la Legislatura asigna fondos percibidos en virtud del acuerdo Tobacco Settlement a un programa estatal amplio de educación y prevención del tabaquismo conforme a los Mejores Criterios Prácticos de los Centros de Epidemiología (CDC). Proposing an amendment to the State Constitution to provide a discount from the amount of ad valorem tax on the homestead of a partially or totally permanently disabled veteran who is age 65 or older who was a Florida resident at the time of entering military service, whose disability was combat-related, and who was honorably discharged; to specify the percentage of the discount as equal to the percentage of the veteran’s permanent service-connected disability; to specify qualification requirements for the discount; to authorize the Legislature to waive the annual application requirement in subsequent years by general law; and to specify that the provision takes effect December 7, 2006, is self-executing, and does not require implementing legislation.

Propuesta de reforma de la Constitución Estatal para: otorgar un descuento del impuesto al valor del bien de familia del veterano de guerra que sufre incapacidad total o parcial permanente, es mayor de 65 años, a la fecha del reclutamiento tenía su domicilio en el estado de Florida, su incapacidad se produjo en el campo de batalla, y fue dado de alta con honores; especificar que el porcentaje del descuento es equivalente al de la incapacidad permanente provocada por la guerra; establecer los requisitos para merecer el beneficio del descuento; autorizar a la Legislatura para que elimine el requisito de presentación anual de la solicitud los años siguientes por ley general; y especificar que la disposición entra en vigencia automáticamente el 7 de diciembre del 2006 sin necesidad de ley reglamentaria.

To implement the amendment, terms of non-term limited town commission members (including mayor and vice mayor) are extended by one year.

PRIMERO, usted debe votar en el precinto que le exige la ley. Su Tarjeta de Votación debe mostrar el número de su Precinto y la dirección de su centro de votación. Los centros abrirán de 7:00 a.m. a 7:00 p.m.
ASEGÚRESE de llevar una identificación con foto y firma; - como una licencia de conducir del estado de la Florida. Si usted cambió su nombre, su dirección o afiliación partidista desde las últimas elecciones, debió actualizar la información de su registro de votación en la Oficina del Supervisor de Elecciones. De lo contrario, experimentará algunas demoras en los centros ya que los funcionarios de votación deberán verificar su identidad y asegurar que usted esté votando en el precinto que le corresponde. Recuerde que no podrá hacer cambio de afiliación partidista, ya que los registros se cierran 29 días antes de las elecciones.
AL LLEGAR a su precinto, un funcionario electoral le pedirá su identificación con foto y firma, buscará su nombre en el registro de votante, verificará su dirección residencial, y si todo esta correcto, le pedirá firmar el registro del precinto.
LUEGO DE FIRMAR, un funcionario le entregará una tarjeta de votación y lo llevará hasta una máquina.
AL INSERTAR LA TARJETA DE VOTACIÓN en la máquina, se le pedirá seleccionar el idioma de su preferencia. Así, ¡estará listo para votar! (Recuerde que la tarjeta permanece en la máquina hasta que usted termine su emitir su voto.)
SI EN ALGUN MOMENTO necesita ayuda durante el proceso, NO DUDE en preguntar a un funcionario electoral por asistencia. Ellos estan entrenados para orientarlos durante el proceso y contestar cualquier pregunta.
AL TERMINAR de emitir su voto, la máquina le devolverá la tarjeta. Tómela y devuélvala al funcionario electoral para que le entregue su calcomanía de “YO VOTE”.
Carta de Derecho DE LOS VOTANTES

Cada votante registrado tiene derecho a lo siguiente:1. Votar en las elecciones y que voto cuente.2. Emitir su voto si está en la fila de personas que esperan al centro de
votación al cierre oficial del mismo.3. Preguntar y recibir ayuda el día de la votación.4. Recibir hasta dos papeletas provisionales sie el o ella cometén
un error para marcar su selección antes de emitir su voto.5. Recibir una explicación si se le cuestiona su registración
o su identidad.6. Emitir un voto en una papeleta provisional, si se cuestiona su
identidad oregistración como votante.7. Instrucciones escritas u orales (en caso de ser solicitadas) de los
funcionarios electorales.8. Votar libre de presiones o intimidación por parte de un funcionario
electoral u otra persona.9. Votar en una máquina que esté en perfecta condiciones técnicas.
Responsabilidades DE LOS VOTANTES
Cada votante registrado en el estado deberá:
1. Familiarizarse con los candidatos y los asuntos a tratar en las elecciones.2. Actualizar su dirección y datos con la Oficina del Supervisor de Elecciones.3. Saber la dirección del centro de votación y las horas de operación.4. Traer una identificación apropiada al centro de votación.5. Familiarizarse con la máquina de votación en su precinto.6. Tratar a los funcionarios electorales con cortesía.7. Respetar la privacidad de otros votantes.8. Reportar cualquier problema o violaciones a la ley al Supervisor
de Elecciones.9. Si necesita información, pregunte.10. Asegurarse que las selecciones estén completas antes de dejar la casilla
de votación.
NOTA A LOS VOTANTES: Ninguna violación a estas reglas prohíbe al votante emitir su voto.
(3) Nada en esta seccion, puede ser causa para una acción legal.
(4) En cualquier caso, si el votante necesita mayores instrucciones sobre el proceso de votación, dos funcionarios no afiliados al partido político del votante (de estar presentes) o dos funcionarios afiliados del mismo partido político, darán las instrucciones. La dirección de su CENTRO se halla en su tarjeta de votante. La ley requiere que si usted cambió de dirección residencial, debe votar en el precinto donde se encuentra su nueva residencia. CÓMO VOTARINSERTE Inserte la Tarjeta de Votación Especial entregada por el funcionario electoral.
MARQUE Marque el círculo al lado de su selección. Asegúrese que salga una marca en el círculo que haya seleccionado. Si usted desea votar por un candidato ESCRIBIENDO SU NOMBRE (WRITE-IN), marque WRITE-IN al final de la lista. Automáticamente la pantalla le dará la opción de un teclado con el que podrá escribir el nombre del candidato.
CAMBIOS Marque el signo que aparece en el círculo que había seleccionado e inmediatamente podrá hacer una nueva selección.
PRÓXIMO Marque PRÓXIMO para seguir hacia la siguiente información en pantalla.
REVISIÓN Una REVISIÓN automática de sus selecciones saldrá en su pantalla al final del programa. Esto le permitirá REVISAR todas sus selecciones. PARA HACER CAMBIOS, marque el nombre del candidato o asunto y automáticamente volverá a la lista de esa selección. Si ya terminó, marque PRÓXIMO para pasar a otra información en la pantalla.
PARA EMITIR SU VOTO Cuando llegue a la última parte del programa en la pantalla, verá una cajita amarilla con la siguiente inscripción: EMITA SU VOTO. Marque la cajita amarilla en el centro de la pantalla y listo. Recuerde que no podrá cambiar de parecido una vez haya emitido su voto.
DEVOLUCIÓN DE LA TARJETA ELECTORAL Al emitir su voto, la tarjeta electoral saldrá automáticamente de la máquina. Por favor, devuélvala al funcionario del centro de votación y reciba su calcomanía con la inscripción: “YO VOTE”.
CUANDO SE PRESENTE AL CENTRO DE VOTACIÓN …Es necesario llevar una identificación con foto y su firma. A cada votante se le pedirá presentar su licencia de conducir de la Florida, una tarjeta de identificación del estado (emitida bajo medida s.322.051,FS) cualquier otra identificación aceptable que tenga foto y su firma. De no contar con una identificación similar a lo anterior, se le pedirá emitir su voto en una balota provisional.

Verifique su tarjeta con mucho cuidado,ya que su precinto y centro de votación podrían haber cambiado de dirección
ACTUALICE SUS DATOSActualice los datos en su RECORD DE VOTANTE para recibir información importante sobre votaciones y para evitar demoras a la hora de votar en su centro de votaciones. Recuerde que no podrán hacer cambios de afiliación partidista cuando el registro de votación esté cerrado los 29 días antes de cada elección.
TRAIGA UNA IDENTIFICACIÓN APROPIADALa ley electoral de la Florida señala que los votantes deben mostrar una identificación con foto y firma al presentarse en los centros de votación. De no contar con una identificación apropiada, se le pedirá votar en una papeleta provisional A continuación, identificaciones que pueden presentar en sus centros de votación.

POR TELÉFONOPARA SOLICITAR SU PAPELETA PARA OTROS VOTANTES:
Un familiar cercano (cónyuges, padres, hijos, abuelos o hermanos - F.S. 101.62) pueden solicitar una papeleta por un votante. Se debe someter la siguiente información:1. El nombre del votante;2. Dirección del votante;3. Su fecha de nacimiento;4. Nombre del que solicitar la papeleta;5. Dirección del que solicita;6. Licencia de conducir del que solicita;7. El parentesco del solicitante con el votante, y
8. La firma del que solicita.
PARA RECOGER LA PAPELETA DE OTRO VOTANTEUn votante puede designar a otra persona, mediante una carta de autorización firmada, para que recoja su papeleta de votación ausente a más tardar cuatro días antes de las elecciones. Esa persona sólo podrá recibir dos papeletas, excepto cuando se trata de un pariente cercano. La persona debe mostrar una identificación con foto y firma y completar una affidávit.
PARA VOTAR EN AUSENCIAPara hacer su selección, complete con una línea la fecha que marca el nombre del candidato de su selección, tal como se muestra abajo:
PARA DEVOLVER LA PAPELETA DE VOTACIÓN EN AUSENCIAAsegúrese de seguir las instrucciones al completar la papeleta de votación en ausencia. El sobre para devolver la papeleta debe tener la firma del votante. De faltar la firma, la Comisión de Votación, por ley, no podrá abrir el sobre para contar el voto.
Una persona puede devolver por correo o en persona cualquier cantidad de papeletas de votación en ausencia. Estas papeletas no podrán ser aceptadas en los centros de votación del día de las elecciones.
