Report of the Jury of London 2015 EUROPHILEX
The International Jury at London 2015 EUROPHILEX presents its report.
The Jury extends its thanks to Her Majesty The Queen as Royal Patron to the exhibition.
Our extended thanks also goes to the management of “Stamp World Exhibitions” who on behalf of the
“Association of British Philatelic Societies” is the organiser. The Jury tender their congratulations to the
Executive Committee of the exhibition on the organisation of the exhibition and the arrangements made to
give every possible help in their task of judging.
The exhibition broke new ground as the first multi-class exhibition to be held in London with the patronage
of the European Federation (FEPA). It is also the first time an exhibition has been split between two
countries, as the thematic philately class was held in Essen, Germany as the “European Championship for
Thematic Philately” from 7 to 9 May.
The Jury has greatly admired the items assembled in the class sponsored by Club de Monte Carlo, “Philatelic
Events that Changed the World”.
Traditionally the level of the exhibits at London Internationals has been very high. The competition has been
very strong, particularly for the main awards. The standard of medals is exceptionally high, due to the fact
that exhibitors in today‟s context are very advanced in all facets of developing competitive exhibits.
The Expert Team conducted a wide review of exhibits in accordance with accepted procedures and reported
to the Jury any anomalies.
The Jury cannot close their report without recording the very valuable services of the Assistants, David
Alford, Greg and Sue Spring, supported by Andy Taylor.
A few amendments and transfers have been made to the original list of exhibits in the catalogue. These
modifications have been printed elsewhere in the Palmares.

Report of the Expert Group of London 2015 EUROPHILEX
The Expert Group of London 2015 Europhilex made a specific review of exhibits, which had been queried at
previous FIP (including FIAP/FEPA/FIAF) exhibitions where certificates were requested. Out of 6 items
identified, 3 items were not exhibited and 4 certificates were provided.
Members of the Group inspected all exhibits in each competitive class including the Youth Class. Dubious
items reported by judging teams were also checked. In addition, all the exhibits proposed for “Best in Class”
were re-examined.
A total of 29 new items were identified and the recommendations of the Expert Group were as follows:

Must be correctly described in the future 2 items
Total 29 items
One Exhibit (frame number 3646-3650) was considered unsuitable for international exhibition because of the
large proportion of manipulated material and is therefore recommended for disqualification.
To ensure the decision of the group, which were approved by the jury were properly communicated, the
reports of the items examined together with illustrations in duplicate were handed over personally to the
National Commissioners concerned for onward transmission to respective exhibitors and National
Federations. Copies of the same documents in colour were retained for FIP and FEPA records.
The Expert Group, consisting of Lars Peter Svendsen, Alan Huggins and Christopher G. Harman, would like
to thank the judging teams and the National Commissioners for their co-operation as well as the Organising
Committee for the excellent facilities for the smooth working of our group.

In 1881 the Luxembourg Post Office introduced these two ring cancels (Postes Relais) for very
small post offices. For ten years the cancels were in use, then the post office replaced the generic
