'Whereas it was proposed under th~ Governm~nt Notlflcation No. 2-22-74-LSG (I) dated 31-1-1977 published in the Official Gazette, No. 53 Series ill dated 31-3-1977 to constitute the land specified below, as Reserved Forest under the Indian Forest Act 1927, (Central Act, XVI of 1927) (hereinafter referred to as the "said Ac;:t").
And whereas the periOd fixed under the said Act for the purpose of claiming any rights in and over these lands, forests and forest produce, has expired: .
. And whereas no claims with respect to any rights in and over these lands, forests and forest produce have been preferred within the period so fixed;
~ow, therefor, in exercise of the powers conferred by section 20 of the Indian Forest Act, 1927 (Central Act XVI 1!)27) the Lieutenant Governor of Goa, Daman and Diu hereby ~eclares that the said lands and forests as specified below Shall be Reserved Forest with effect from the date of issue of this Notification subject to the provision that the village named hereinafter shall have no rights and enjoy concessions to the extent appearing in the AbStract· list and under such rides as may from time to Ume be prescribed.

Amen'dment to the Mortnugao Port Employees' (Leave) Regulations. 1964
.In exercise of the powers conferred by Section 28 read with Seetion 124(1) & (2) of the"Major Port Trusts Act, 1963 (38' of 1963), the Board of TruStees of the Mormugao Port Trust hereby makes the following regulations further to amend the Mormugao Port Employees' (Leave) Regulations, 1964 namely:-
1. (I) These Regulations may be called the Mormugao Port Employees' (Leave) (First Amendment) Regulations, 1979.
(ii) They shall come into force with effect from 1st day of January, 1979. "
2. Insert the following Regulations "8B after the eXisting regulation 8A of the Mormugao Port Employees' (Leave) Regulations, 1964, n3..mely:-
"8B. Scheme of EnclJ8hment of Earned. Lea"e: - The authority competent to grant earned leave may allow en~ <::ashment Of Earned Leave to Class ·m and IV employees only subject to' the following conditions: -
(i) Only earned leave will be encashable~
(ii) Encashment will be allowed QIlly once'in a Cslendar year. It will be limited to 50% Of the leave standing at

the credit of an employee and will be subject to an employee simultaneously availing himself of 7 days leave. . The leave account will be debited. by the total of leave encashed and availed.
(iii) The amount admissible on such encaslunent shall be the pay and allowances for which he would have been eligible had, he actually gone oil leave and will be paid in advance.
(iv) The amount paid in lieu of ' lea VEl! shall not count as emoluments for any purposes. It shall not also be sub~ jeded to recoveries in respect of loans, advances, etc.
(v) The Scheme shall be applicable to all Class m and IV regular emPloyees of the BoaXd, both permanent and temporary including the 'A' and 'E' category' ·Shore Workers of the Traffic Department.
NOTE: - As regards the question whether tJ:le amount paid in lieu of leave shall be subjected·to deduction on account ,of Provident Fund,. the opinion of the central Provident Fund COnunissioner will be 'ascertained and will be fallowed:

Monnugao Port Employees' (Pension and Gratuity) (First Amendment) Regulations. 1979
In exercise of the powers conferred by Section 28 read with Section 124(!) and (2) of the Major Port Trusts Act, 196~ (38 of 1963), the Board of Trustees of the Port of Mormugao, hereby makes the following regulatiOns further to amend the Morinugao Port Employees' (P~ion and Gratuity) Regulations, 1966, namely:-
1. (1) These Regulations' m:ay be caJled the MOrInuga"o Port Employees' (Pension and Gratuity) (First Amendment) Regulations, 1979.
(2) They shall come into force with effect from the date on' which the Central Government's approval to these Regulations has ·"Deen published ,in 'the Official Gazette.
2. Substitute the following sub-regulation (iv) for the existing sub-regulation (iv)' of Regulation 3 of the Mormugao Port Employees' (Pension and Gratuity) Regulations, 1966 (he~einafter referred to as the said Regulations), namely:-
"(iv) Chairman, Deputy Chainnan and .Heads of Depart~ ment shall have the meanings assigned to them in the Major Port Trusts Act, 1963". 3. Substitute the words "the competent authority for sanc.,.
tion'''-for the existing words "the Chainnan" for "sanction'py the competent authority" in Regulation 83 of the said Reg11-lations.
4. Substitute the following for the existing Regulation 64 of the said Regulations" namely:-
"64. The authority competent to sanction pension/gratuity in the' case of Class n, ill and IV employees shall be the Deputy Chairman, Class I (Excluding Heads of Departments and those on maximum', of pay. scale of which (exclusive of allowances) exceeds two thousand rupees the Chairman and every other case 'the Board."
5" Substitute the word "Deputy Chairman" for the' existing word "Chairman" wherever it occur, in, Regulations, 71, 73, 74, 82 and 84 of the said Regulations.
6. Substitute the following for the 'existing Regulation 81 of the said Regulations, namely: - <.
"81. The authority competent to sanction COmnlutation of· pension in the case of Class n. ill and IV employees shall be the Deputy" Chairman, Class I (excluding Heads of Departments and those on maximum of pay scale of which (exclusive of allowances) exceeds two thousand rupees) the Chairman and, in every ~er case the Board.",

In exercise- of the powers conferred by Section 28 read with Section 124(1) and (2) of the Major Port Trusts Act, 1963 (38 of 1963), the Board of Trustees of the Port of Mormugao, hereby makes the following regulations further to amend the Mormugao Port Employees' .( Grant of Advances for Building of Houses) Regulations,' 1973, namely:-
1. (1) These Regulations may be called the Mormugao Port Employees' (Grant of Advances for Building of Houses) (First Amendment) Regulations, 1979.
.(2) They shall come -into force with effect -from the date on which the Central Government's approval to these Regula .. tions has been publIShed in the Official Gazette.
2. Substitute the following for the existing Regulation 1B of the Mormugao Port Employees' (Grant of Advances for Building Qf Houses) Regulations,_ 1913 {hereinafter referred to as the said Regula\ions) namely:-
"lB. In these regulations unless the context otherwise reqUires, the terms Board, Chairman, Dy ~ Chairman and Head of Department shall have the ll).eaning assigned to them in the Major Port Trusts Act, 1963".
3. Insert the words "Deputy Chairman"· betwe~n the words "Board/Chairman" and "in" in sub-regulation (b) of Regu .. lation 3 of the said Regulations.
4. Substitute the following for the existing Regulation 6 ?~ the said Regulations, namely:-
"6.. In exercise of the powers ,conferred by, Section 28 'read with Section 124(1) and (2) of the Major Port Trusts Act, 1963 (38 of 1963), the Board of Trustees of the Port of Mormugao, hereby makes the following regulations further W amend' the Mormugao Port Employees" (Classification, Oontrol and Appeal) Regulations, 1964, namely:-
1.' (I) These .Regulations may be called the Monnugao Port Eniployees' (Classification,· Contral . aild Appeal) (First Amendment) 'Regulations, 1979.
(2) They shall come into --force with effect from the date on Which t4e. Central Government's approval to these Regulations has been published in -the Official Gazette.
2. Insert the words "Deputy Chairman" between the wl)rds "Chairman" and; "and" in ,Regulation 2(c) of the. Mormugao Port Employees' (ClaSSification, Control and Appeal) negu~ Ij>tlons;1964 (hereinafter referred to as the said Regulations).
3. Delete the. words "or il" and insert the words "and Class II post by the Deputy Chairman" after the word "Chairman" in· sub~regulation 2(a) of Regulation 8 of the said Re«Ulati<ins.· ..,
4. Substitute the followlhg for the existing sub-regulation' (2) (b) of Regulation 18 of the said Regulations, namely:-
"(2) (b) to the Chairman, where the order is passed by the Deputy Chairman and to the Deputy Chairman where the order is passed by the Head of Departm~t or by the Officer disignated below the Head of Department and competent to pass such order."
4A. Substitute the following for the existing proviso to sub-regulation (2) of Regulation 18 of the said Regulations, namely:-
"Provided that where the person who has pass f(he order becomes by virtue of his subsequent appointment as the Chairman or the Dy. Chairman, the appellate authority in respect of the appeal against the order, such person shall forward the appeal to the Central Government or the Chairman as the case may be and the Central Govern~ ment or the Chairman shall be deemed to be the appellate authority for the purpose of this regulation.
5. Insert the words "Deputy Chairman" or" after the word "or" in Regulation 26(A) (1) (ti) of the said Regulations.
6. Amend the Schedule to the regulations as follows:
a) In serial No. II delete the words "and II"~
b) Introduce the following as serial No. m Class il
Dy. Chairman - Dy. Chairman - All- Chairman.
c) Renumber the existing' serial No. m and IV'as IV and V respectively.

Section 1%4(1) and (2) of the Major Port Trusts Act, 1963 (38 of 1963), the Board of Trustees of the Port of Mormugao, hereby makes the following regulatiOns further to amend the Mormugao Port Employees' (Welfare Fund) Regulations, 1966 namely: -
1. (1) These Regulations may be called the Mormugao Port Employees' (Welfare Fund) (First Amendment) Regulations, 1979.
(2) They shall come into force with effect from the date on which the Central Government's approval to these Regula .. tions has been published in the Official Gazette. '
2. Insert the words "Deputy Chairman" between the words "Chairm.a.n" and "shalP' ln sub-regulation (i) of Regulation 2 of the Monnugao Port' Employees' (Welfare Fund) Regulations, 1966 (hereinafter referred to as the said Regulations).

Monnugao Port Employees' (Contributory Provident Fund Special Contr~bution) (First Amendment) Regulations, 1979
In exercise of the powers conferred by Section 28 read with Section 124(1) and '(2) of 'the Major Port Trusts Act, 1963 (38 of 1963), the Board of Trustees of the Port of Mormugao, hereby makes the following regulations further to ~mend the _ Mormugao Port Employees' (Contributory ProVident Fund Special Contribution) RegiJlations, 1966 namely:~
SERIES III No. 10
1. (1) These Regulations may be- called ilie Mormugao Port Employees' (Contributory Provident Fund Special Contribution) (-First Amendment) Regulations, 1979.
(2) They shall come into force with effect from the date on which the Central Government's 'approval to these R.egula~ tions has been publiShed in the Official Gazette.
2. Substitute the following for the' existing sub-regulation' (ii) of Regulation -3 of the Monnugao Port Employees'· (Contributory Provident Fund Special,Contribution) Regula..-tions 1966' (hereinafter referred to as the said Regulations), namely:-
"3(ii) 'Ch.a.ir:tnBn', 'Deputy Chainnan" and 'Head of, De-parbnent' shall have the meaning 3.ssigned to -them iri the Major Port Trusts Act, 1963."
3. Substitute the following for the existing sub-regulation (ix) of Regulation 3- of the said Regulations, namely:-
"3{ix) "Appropriate Sanctioning AuthOrity" means
(a) the Board in respect of Head of Department and those on maximum of pay scale 6f which (Exclusive -of allowances) exceeds two thousand rupees;
(b) the Chairman in respect of Class I einpioyees ex-clUding those at (a) above; .
(c) the Deputy Chairman in respect of Class II, III and IV employees.",
4. Substitute the following for the eXisting su~regula .. · tion (3) of RegUlation 4; of the said Regulations,' namely:-
"(3) If the Appropriate Sanctioning Authority is satisfied that the -service of the subscriber has, been good, effiCient and faithful, the Board; the Chairman or the Deputy Chair- ... man, as the case may be; may- order the subscriber's' Provident Fund Account shall be credited with a special contribution calculated in ,the manner prescribed in- Regulation 5 below.
PrOvided that the special contribution shall not be credited to a subscriber's account if he is dismissed from service and shall not be credited, save with the ~tio~ Of the Approprtate Sanctioning' Authority; if he has J>een re.: moved from service by reasons of misconduct.
Provided further that the retrenchment compensation, if any, payable under the IndUstrial Disputes Act, Will be offset agains~ the Special Contribution otherwise payable under these Regulations/'
