Curtis M. Scaparrotti Army Gen. Curtis M. Scaparrotti, a career infantry officer, assumed command of U.S. European Command and became NATO’s supreme allied commander last week. Scaparrotti most recently served as the commander in South Korea of United Na- tions Command, Combined Forces Command and U.S. Forces Korea. “It is a true honor and I am humbled to serve as the Eu- ropean Command com- mander,” he told those attending the May 3 cere- mony in Stuttgart, Germany, in which he assumed com- mand of Eucom from retiring Air Force Gen. Philip Breedlove. Eucom prepares ready forces, ensures strategic ac- cess, deters conflict, enables the NATO alliance, strength- ens partnerships, and coun- ters transnational threats to protect and defend the United States, according to the command. There are currently about 62,000 active U.S. military personnel authorized in Eu- rope, including 52,500 who directly support Eucom. Challenges for Europe An aggressive Russia, mass migration and extremism are among the threats to Europe, Scaparrotti told the cere- mony at Eucom headquarters in Stuttgart. For most DoD personnel, moving is a way of life; and for many, moving leads to heightened anxiety. However, it does not have to be this way. “Failing to plan, is a plan to fail.” Chances are, if you are emotionally and physically ready throughout the entire move process, from pack out to delivery, you will minimize anxiety levels and have a better managed move. Although, Murphy’s Law will certainly be at play, you’ll be better po- sitioned to face unlikely uncertainties should something unplanned occur. Ready What really matters is that you be- come and stay involved in your entire move. Far too often, customer satisfac- tion comments reflect their expecta- tions were not met. However, when investigated by household goods pro- fessionals, it’s quickly realized cus- tomers could’ve done more to affect the outcome of the move but failed to do so. Experience has shown that being ready for a move starts more than ninety days before the moving trucks show up at your residence. Don’t wait until you get your orders to educate yourself about the upcoming move. First, contact your assigned sponsor at your next assignment. You’ll be sur- prised about the wealth of information peers may have. More than likely, your sponsor can point out local unique quirks about the area or experiences they had during their move to the new duty station. Fleet and Family Support Centers (FFSC) are another excellent re- source. Normally, FFSC online websites provide excellent information about base resources, to include important contact information about on-base support. Second, start getting rid of “stuff” you no longer need. Not only will this house cleaning allow you to get rid of unnecessary items before your next tour, it helps you to only ship items needed and reduces the possibility of exceeding your household goods weight entitlement. Paying “excess cost” for being over the weight al- lowance on a government arranged move can be very cost prohibitive. Ex- perience has shown service members typically ship approximately over ten percent of weight entitlement that should’ve been placed in long term non-temporary storage at origin or dis- carded prior to the move. Third, provided you’ve done the re- search needed upfront to help in or- ganizing a smooth move, involving your spouse in the entire process is paramount. Spouses need to know as much about the move as the sponsor so that, in the event the sponsor is un- available prior to the move, the spouse can be better informed in coordinating the move, if required. Peak PCS Moving Season: Ready, Set, Move!

For most DoD personnel, moving is away of life; and for many, moving leadsto heightened anxiety. However, itdoes not have to be this way. “Failing to plan, is a plan to fail.”

Chances are, if you are emotionallyand physically ready throughout theentire move process, from pack out todelivery, you will minimize anxietylevels and have a better managedmove. May is Asian Pacific AmericanHeritage month, celebrating thetraditions, and history of thesediverse cultures that have con-tributed immensely to make theUnited States the great nationit is today. Our nation, ourarmed forces, and our Navy alsobenefit from this diversity. In1978, President Jimmy Carterproclaimed the first officialAsian and Pacific AmericanHeritage Week during the first10 days of May. The month of May was chosen to both commem-orate the immigration of the first Japanese people to the UnitedStates May 7, 1843, and mark the anniversary of the completionof the first transcontinental railroad May 10, 1869. The majorityof the individuals who laid the tracks on the first transcontinen-tal railroad were Chinese immigrants. Twelve years later, then-President George H.W. Bush extended the observancethroughout the entire month of May. In 1992, the month-longcelebration was officially signed into law and named Asian andPacific American Heritage Month.Last weekend a combined total of over 20 community mem-

bers led by NSA Naples First Class Petty-Officer’s Associationtook part in a beach clean-up in Lago patria. I would like to givea public Bravo Zulu to all who participated in this event whichimproves our surroundings, and establishes stronger culturalties by giving back to the community that supports us. Volun-teering is also a great way to meet new people, learn somethingabout the area, and create a closer bond between with yourcommunity. Look in the PAO notes for upcoming volunteer op-portunities, or have your group contact the PAO or Chapel withideas or availability to create your own opportunities.Finally, we live in a close knit community where many of us

work and live in close proximity, some call it a “fish bowl,” andsometimes this makes reporting problems or nuisances diffi-cult. However, maintaining an environment where we all feelcomfortable and safe is quintessential to mission success andquality of life. If you ever feel threatened or uncomfortablewith anything that is happening either on or off of the installa-tion – immediately inform dispatch, a supervisor, or your chainof command. Security is my number one job, and it is a com-mand priority to investigate all reports and follow through. Inthe enhanced ATFP environment we’ve experienced over thelast year, reporting is central to an effective S5I campaign, “SeeSomething Suspicious, Say Something Immediately.” If you’reever in doubt, please go ahead and make the report.Stay safe and have a great weekend! probability of rain when you’re thinking about the weekendroad trip.

Pompeii Expanding Hours, Introducing Electronic Entrance‘Bracelet’Pompeii is the first archaeological sitein Italy to activate an ‘entrance/exitbracelet’ to enter the site up to threetimes on the same day. The bracelet isan electronic device made of magnet-ized cardstock using radio-frequencyidentification (RFID) technology, whichprevents counterfeiting or tradingbracelets with other visitors. Thebracelet can be requested at the en-trance ticket office of the amphitheater.This bracelet gives visitors a chance toenjoy the site with walks around theexternal areas of the site, dine or sight-see at places like the Shrine of the Vir-gin of the Rosary. The braceletdeactivates once the visitor has used itup at three entrances and it is nolonger active the following day. Thehope is that the new bracelet will helpthe local tourist economy in the city ofPompeii, which has always sufferedfrom a type of quick-visit tourism fromwhich it can’t seem to break free.Therefore, the ruins of Pompeii andHerculaneum are open at night everySaturday at a special price of two eurothrough October 1. The tour in Pompeiiincludes the Antiquarium and specialmultimedia projections showing thehistory and a day in the life of the an-cient site. In Herculaneum visitors canadmire some maritime evidence andthe ancient boat found on the beach.The Saturdays night opening initiativeis part of the development project ofthe Ministry of Culture and Tourismwith the aim of adapting the main Ital-ian museums and sites to internationalstandards and for the needs of the gen-eral public interested in enjoying theculture during their free time fromwork and family commitments. Numerous Italian Beaches, CoastalCommunities Receive Blue FlagCertification

Sixty-six tourist ports and 152 coastaltowns received the Blue Flag award2016 for the excellent quality of seaand beaches. The Blue Flag is an inter-

national certification by the Founda-tion for Environmental Education thata beach or a marina meets its strictstandards. The number of excellentbeaches rose from 280 to 293 in the30th edition of the initiative. Liguriaregion had 25 locations ahead of Tus-cany with 19 resorts and Marche re-gion with 17. Campania region had 14locations with a new entry at SanMauro Cilento.

Italian Professor, Founder of Erasmus Exchange Program, Receives Prestigious Charles V PrizeAlmost 30 years ago an Italian Profes-sor founded an exchange programamong European university studentscalled “Erasmus.” Sofia Corradi, 82,was awarded the prestigious ‘CharlesV,’ prize which has been awarded overthe years to personalities who havecontributed to the European construc-tion. She was a former professor of Per-manent Education at the UniversityRoma Tree where she taught until2004. Thanks to Erasmus, which be-came the foremost international ex-change program for young students inEurope, the lives of four million univer-sity students from 4,000 universitieswere changed for the better becausethey had the opportunity to travel andstudy abroad. The ceremony was at-tended by Italian Education MinisterStefania Giannini, who thanked Cor-radi for her “extraordinary work.”

Custom-Made Pasta Now PossibleWith 3-D Printer Italian pasta maker, Barilla presentedits pasta-making 3-D printer at theCibus International Food Exhibition inParma. Users can load dough cartridgesinto the printer, and from their com-puter they can choose the desired form,including cubes, moons, roses and othershapes that cannot be obtained throughtraditional pasta-making technology.Other possible applications for theprinter would be at restaurants whereone could order customized plates ofpasta from an iPad or fresh-pasta shopswhere one could pick up orders madeonline. Currently, the prototype printercan produce four pieces at a time withintwo minutes, but the goal is to producean average meal portion within thesame time. Barilla has been working onthe project in collaboration with theNetherlands Organization for AppliedScientific Research.

On May 20, 1943, the Navy established theTenth Fleet in Washington D.C., under the com-mand of Adm. Ernest J. King, to coordinate U.S.anti-submarine operations in the Atlantic.

From the beginning of World War II, the Ger-mans waged an incessant U-Boat war in theAtlantic against Allied merchant vessels.

Upon its establishment, Tenth Fleet became aclearing house for everything involving Anti-sub-marine Warfare (ASW). All of the Allies workedtogether with Tenth Fleet for a unity of effort.Tenth Fleet had unrestricted access to the Admi-ralty’s U-Boat tracking room and its variousASW research and intelligence agencies.

On March 1, 1943, the Allies met in Washin-gton to discuss convoy operations in the Atlantic.At this conference, they agreed to divide up re-sponsibility for the Atlantic between Canada,Britain, and the United States.

In April of 1943, Fleet Admiral Ernest Kingbegan the consolidation of his staff that wouldresult in the establishment of Tenth Fleet.

Shortly after King sent a memo to the JointChiefs of Staff, which defined the operationalcharacteristics of a central organization with ac-cess to all intelligence about German U-Boatsand the authority to direct Navy ships to prose-cute them. A month later the U.S. Tenth Fleetwas formally established.

Rapidly proving its worth, Tenth Fleet demon-strated immediate success. On May 22, 1943,

just days after its establishment, Tenth Fleetprovided intelligence to a hunter-killer group ledby USS Bogue (CVE 9), resulting in the sinking of U-569, thefirst of many for the Bogue, and the first associa-ted with the intelligence provided by TenthFleet.

While not the only organization in the war com-bating the U-Boat, the efforts of Tenth Fleet cer-tainly helped bring about the end of the U-Boatthreat. Prior to the establishment of Tenth Fleet,the Allies averaged barely more than four U-Boats sunk per month. During the month TenthFleet was established, the Allies sank 41, andaveraged more than 23 per month thereafter.

Oberleutnant zur See Herbert A. Werner, a for-mer U-Boat commander and one of the few tosurvive the war, described it succinctly when hesaid, “The Allied counter-offensive permanentlyreversed the tide of battle. Almost overnight, thehunters had become the hunted, and throughthe rest of the war our boats were slaughtered ata fearful rate.”

Of all the victories the Allies won during WorldWar II, the U-Boat war was arguably one of themost complete. Of 1,150 commissioned or in com-mission during the war, Germany had a total of842 U-Boats that saw battle. Of these, the Alliessank 781 and captured two, accounting for ne-arly 93 percent of Germany’s operational U-Boatfleet. The remainder were either scuttled by theGermans or surrendered at the end of the war

Hospital Corpsman Hailee Carlson was born in Winnebago,Illinois. She enlisted in the United States Navy on March 3,2014, the day after her 18th birthday. Upon completion of Hospi-tal Corpsman “A” School at the Medical Education and TrainingCampus, located at the Joint Base, Fort Sam Houston, Texas,she reported to her first duty station at U.S. Naval Hospital(USNH) Naples, Italy, where she began working in primarycare.

After five months of excelling, she was relocated to the EarNose and Throat and General Surgery Clinics. Her duties in-clude providing support for two surgeons and one nurse in thediagnostic and treatment processes of patients, to include assist-ing with minor surgical procedures. As the safety representativefor five surgical clinics, she also upholds policies that promotesafety for patients and staff alike. Carlson maintains an upbeat,positive attitude when interacting with patients and she is agreat addition to any team.

A spirited individual, she demonstrates strong interests in car-ing for her fellow Sailors and bettering herself as a corpsman.On her off duty time, she enjoys traveling and keeping in touchwith her family. Thanks to social media, she is able to talk to herfamily, but said she misses her eight younger siblings.

“I am excited for the many opportunities that are open to meand I plan not take any of it for granted,” Carlson said. Her fu-ture goals include staying in the medical field with a desire tobecome a Physicians’ Assistant.

What is solar fuel?Solar fuel is the idea of converting

sunlight into a liquid fuel. My re-search focuses on taking the sun’senergy and the carbon dioxide foundin our air, and converting itinto a liquid fuel feedstock,such as methanol.

What is our biggest en-ergy chal-lenge?Carbon dioxide is a

big problemfor our envi-ronment. So we arelooking for away to not onlymitigate its impacts,but find a use fulpurpose for it. Thechallenge we face is effi-ciently turning carbondioxide into some thing useful.Plants do this relatively well – atone to two percent efficiency, sincethat’s all they need to live. But thefact is that they are able to trans-form carbon dioxide from the airinto sugar. As a result, we knowthat there has to be a way for us tomimic and improve upon thatprocess. We have to be able tochange and improve the processplants have developed over time.Ideally, our goal is to develop aprocess that’s 10 to 20 percent moreefficient.According to the U.S. Energy Infor-

mation Administration, powerplants emitted more than two bil-lion metric tons of carbon dioxide in2013. If we could convert this intodiesel fuel with an efficiency of justfive percent, we could produce tens

of billions of gallons of diesel fuelannually just from this single source

What role could solar fuel play in se-curing our nation’s energy future?Solar fuel is immensely important to

helping our country achieve energy in-dependence. Everyone has access to

the sun and carbon dioxide –the two main ingredients for

the technology I amresearching. Develop-

ing solar fuelscould reduce

some of the conflictsover limitedenergy re-

sources. And if we’reable to developa device that

is reasonably sized, ourwarfighters willbe able to easily

transport the technologyto remote areas

around the world. Theywon’t need to have the fuel

processed in a huge power plant.Theoretically, they could be mak-

ing their own fuel on location,rather than having to haul it withthem or refuel at sea. That’s our ul-timate goal – to develop a productthat supports our warfightersaround the world. If successfully de-veloped, solar fuels could help ourcountry reduce its dependency onfossil fuels and change the world.That’s why I do this. Naples Community Health AwarenessThe Naples Public Health Evalu-

ation (PHE) was an extensive ef-fort to learn more about thepotential environmental healthrisks present in the Campania re-gion of Italy. The Navy establishedhealth protective policies based onthe study’s findings to protect thehealth of U.S. personnel and theirfamilies, which includes bottledwater advisories and health pro-tective lease clauses. The PHEfound the potential health risks forliving off-base can be mitigated byfollowing established risk-manage-ment actions.

The enduring health protectionpolicies are as follows:• Maintain the July 2008 bottled

water advisory for U.S. personnelliving off base.• Maintain the New Lease Sus-

pension Zone (NLSZ) areas, basedon U.S. Navy and Italian environ-mental sampling data. In thesezones, U.S. Navy personnel are notpermitted to sign new rental homeleases.• Maintain the U.S. Naval Sup-

port Activity Naples PHE websiteand the U.S. Navy Regional WaterQuality Board.• Maintain the health-protective

U.S. Navy lease clauses for privateoff-base rental homes:– Landlords must provide con-

tainerized water service from a

Navy-approved vendor.– Leased homes must be supplied

by city water or permitted wells.Landlords must disconnect allnon-permitted wells and provideproof of connection to the citywater system or that the well ispermitted.– Landlords must clean and dis-

infect domestic water holdingtanks every six months.• The U.S. Navy will continue to

share data with designated Italianpublic health officials. Throughout the Public Health

Evaluation, the U.S. Navy estab-lished health protective policiesand took immediate action, whennecessary, to protect the health ofU.S. personnel and their families.The risk management analysis de-termined that many of the healthprotective policies established dur-ing Phase I and Phase II will con-tinue, as well as new policiesimplemented to ensure continuedhealth protection. Sailors Join Local School in Beach Cleanup

“The beach cleanup went verywell,” Staff Chaplain, Lt. TungTran said, who was out clean-ing alongside everyone else.“Military and civilians cameout and volunteered to improvethe community for everyone’sbenefit. We had Navy Captains,junior Petty Officers, their fam-ily members and children alongwith local school children allworking together with no com-plaints.”

The volunteers were able tocollect between 40-50 bags ofvarious trash and debris fromthe shoreline near Lago Patria.

“We just have to take care ofthe earth, the common good,”Tran said. “We gave some of thebeach goers there something tothink about. People that gothere regularly must have no-ticed the difference. Of coursewe can’t go there every day butif everyone does their part andcleans up it will create a betterenvironment for everyone. Ipersonally picked up pieces ofglass and nails. Cleaninghelped make it a safer place forthe beachgoers and children.”

The coastal cleanup is one ofthe largest events that servicemembers and the local commu-

nity work together with thecommon goals to preserve thebeaches and make them asafer, cleaner environment.

“It was a huge task but every-one was excited, motivated andmore than willing to take iton,” Religious Program Special-ist 1st Class Latoya Shine said.“It benefits the Sailors by offer-ing options. It cost nothing tooffer your assistance and give acouple of hours to clean a beachthat you can enjoy on your timeoff. It benefits the communityby showing that we are notonly here as tenants but wehave completely emerged our-selves in the culture. “

Military members can volun-teer throughout the year toparticipate in community rela-tions events. Look for moreevents in the Panorama news-paper, PAO Notes, or contactyour local Chaplain’s office.

“Future COMRELs includeSoup Kitchens and other volun-teer opportunities,” Tran said.“For example, the next eventincludes local schoolchildrenvisiting the base and samplingan American cookout during abarbecue, having an interna-tional experience.”

“We face a resurgent Russia and its aggres-sive behavior that challenges internationalnorms in Crimea, the Donbas andSouth Ossetia,” he said.

Europe faces the “immediate threatthat terrorism poses, as the world wit-nessed with the recent tragedies in Brus-sels, Paris and Ankara,” he said.

In addition, the significant influx of migrantsand refugees is “challenging the social fabric ofEurope,” he said.

He pledged that EUCOM will continue to build on its legacy todeter aggression, deploy forces for contingency operations,strengthen bonds with allies and partners, and be “ready to fight”should deterrence fail.

Dual-Hatted as NATO CommanderAs Eucom commander, Scaparrotti is

dual-hatted as NATO’s supreme alliedcommander for Europe. In Mons, Belgium, at the Supreme Headquar-ters Allied Powers Europe, Scaparrottiassumed that duty from BreedloveMay 4.

In that capacity, Scaparrotti leads Al-lied Command Operations, the com-mand responsible for the planning and

execution of combined, joint, effects-based military operations inorder to meet alliance objectives.

He is responsible for the overall direction and conduct of globalmilitary operations for NATO, according to the alliance.

The 28-nation NATO alliance is more important than ever,Scaparrotti said during the ceremony in Mons. The alliance andits core collective strength remain vital today, he said.

“As we continue our critical mission in Afghanistan, we also facea resurgent Russia striving to project itself as a world power,” hesaid. “We face terrorism and a refugee crisis being driven by in-stability in North Africa and the Middle East.”

Distinguished Military ServiceScaparrotti served as the director of the Joint Staff; commander

International Security Assistance Force Joint Command; deputycommander, U.S. Forces Afghanistan; commanding general of ICorps and Joint Base Lewis-McChord; and commanding generalof the 82nd Airborne Division.

In addition, he served as director of operations, U.S. CentralCommand; and 69th commandant of cadets at the U.S. MilitaryAcademy. He commanded forces during operations in Iraq,Afghanistan, Zaire/Rwanda, Bosnia-Herzegovina, and Liberia.

Scaparrotti, an Ohio native, graduated from the U.S. MilitaryAcademy at West Point, New York, in 1978.
