Serving the NATO, Naples and Gaeta Military Community in Italy 60th year, No. 45 Friday, November 27, 2015 CYBER Page 7 Two specific emerging chal- lenges are among those that concern Navy Adm. Mike Rogers, commander of U.S. Cyber Command and director of the National Security Agency. The challenges are a poten- tial inability to trust financial and other data due to manip- ulation by adversaries, and the disregard of some non- state actors for connectivity and other staples of daily life in many parts of the world. Rogers joined Marcel Lettre, acting undersecretary of de- fense for intelligence, and others in a recent panel on cyberwar during the recent annual Reagan National De- fense Forum held in Simi Val- ley, California. From a military perspective, Rogers said to the audience of government and industry leaders, data manipulation through network intrusion is probably his No. 1 concern. Reflecting Reality “As a military commander, I’m used to the idea that I can walk into a darkened space with a lot of sensors coming together and look at a visual image that uses color, geography and symbology, and quickly assimilate what’s going on and make very quick tactical decisions,” Rogers said. In accor-dance with NavalSupport ActivityNaples Instruction4101.1C, the use ofportable electricheaters is prohibited without the consent of the EnergyProgram Manager or the Fire Department. What if my work space is extremely cold? Contact yourbuilding manager and request a trouble call be submittedto PWD to verify the temperature of your workspace andcheck the heating system for proper function. Keep inmind when using portable electric heaters, the excess heatprovides a false reading to the room’s thermostat. If thethermostat reads that the temperature in the room is highenough it will not trigger the central heating system toturn on. The use of electric heaters may seem like a solu-tion but could potentially affect the entire heating system, meaning you may be warm in your cubicle but, you may becausing your co-workers to suffer. The use of portable heating systems is also a safety haz-ard. In small spaces the heaters can cause a fire a poten-tially can over load electrical circuits. If you notice that portable electrical heaters are beingused in your workplace please advise your co-workers ofthe instruction or contact the Utilities and Energy Man-agement Office to report unauthorized use.

The two-day course also of-fers feedback and guidance from CREDOASIST facilitators and U.S. Navy Chap-lains trained in suicide prevention.“Oftentimes people don’t think about thefact that they could be a real helper tosomeone who is close to them; whether, that is a friend, a relative, a neighbor, or

a colleague and co-worker,’ ASIST facili-tator, Dr. Gary Carr,NSA CREDO, from Seneca, South Car-olina, said. “We’d like to train as manypeople as possible in the community tohave these kinds of skill sets to respondto people who are at risk, thinking aboutsuicide, or whose thoughts and events inlife are overwhelming them. I am glad to lead such a well-trained and professional team.Teamwork has been evident inall aspects of the work con-ducted over the past week.” In addition to familiarizingJFC Naples staff members withcontingency operations proce-dures, “Naples Journey 15” en-abled JFC Naples to assess anew concept, the Forward Com-mand Liaison Element (FCLE),in a mock contingency operation. The FCLE provides a fully ca-pable forward command liaisonplatform in the location of anycontingency operation. Its mainmission is to provide a stablepoint of contact for situationalawareness and forward engage-ment. This is the first time theFCLE was tested by a NATO entity. “With a continuous change in the security environmentit is important to remain flexible and exercise all aspectsof the headquarters,” said Lt. Gen. Parent. “The success-ful deployment of the Forward Command Liaison Ele-ment Concept offers an additional option for NATOcommand structures to react appropriately to any threatthe Alliance may face.”NATO’s two Joint Force Commands alternate opera-tional command of the NRF. JFC Naples will hand overlead of the NRF to JFC Brunssum in the Netherlands atthe start of 2016. The NRF is a highly ready and technologically advancedmultinational force made up of land, air, maritime andSpecial Operations Forces (SOF) components that the Al-liance can deploy quickly, wherever needed. In addition toits operational role, the NRF can be used for greater coop-eration in education and training, increased exercisesand better use of technology.

CYBER from page 1

“But what happens if what I’mlooking at does not reflect reality… [and] leads me to make deci-sions that exacerbate the prob-lem I’m trying to deal with [or]make it worse?” he added. The admiral said he’d just re-turned from New York, where hespent a day in related discus-sions with business leaders andwith students at Columbia Uni-versity.The digital environment, forthe private sector and the mili-tary, is founded on the idea offaith in the data, he said.“The fundamental premise formost of us is that whatever we’relooking at, we can believe --whether it’s the balance in yourpersonal account … or the trans-actions you make in the finan-cial sector,” Rogers said. What happens, he asked, ifthat trust is disrupted? What ifthe digital underpinning reliedupon by people everywhere canno longer be believed?

Vision of the WorldHis second concern from a mili-tary perspective involves non-state actors.“Nation-states, while theywant to gain an advantage,” hesaid, “generally have come to theconclusion that if the price ofgaining that advantage is de-stroying or destabilizing thebasic status quo and underpin-nings that we’ve all come tocount on, that’s probably not intheir best interest.”With non-state actors like theIslamic State of Iraq and theLevant or al-Qaida, Rogersadded, that premise is gone. They are interested in destroy-ing the status quo to achievetheir vision of the world as itshould be, he said.“So what happens when theysuddenly start viewing cyber as aweapon system, as a capabilitythat helps them achieve that endstate -- and one they can use as avehicle to achieve destructionand disorder, just as we’re watch-ing them do in the kinetic world?”In his remarks, Lettre -- whooversees all DoD intelligence

and security organizations, in-cluding the National SecurityAgency -- said the cyber threatpicture is complex and a functionof a geostrategic landscape thatis as challenging as the nationhas seen in 50 years.

Commitment to InnovateOne of Carter’s three commit-ments as secretary, Lettreadded, is to innovate for theForce of the Future so the nationcan stay ahead of such threats itwill face five, 10 and 20 yearsdown the road.As part of the department’s de-liberate, strategic approach tocyber, in April officials updatedthe DoD Cyber Strategy, focus-ing on three missions, Lettresaid. These are defending DoD net-works, being prepared if thepresident calls on the depart-ment to help the nation dealwith consequential attacks onthe homeland, and making cyberoptions available to combatantcommanders, he said.Among other things the strat-egy prompts a focus on militaryapplication of power through theuse of partnerships, the under-secretary added.

Allies, Partners“Attacking the cyber-defensechallenge really does requirepartnerships with industry andpartnerships with internationalallies,” Lettre said. The second focus involvesbuilding out capability, forces, options, tools, strategies and doc-trine that underlie the ability todefend and where necessary re-spond to cyberattacks, he said.Establishing the now-five-year-old Cyber Command was a bigstep forward in building out theneeded forces and tools, Lettresaid, and by 2018 the sub-com-mand will be fully operational, with 6,200 cyber forces that willallow the department to defendits networks, defend the nationand support combatant com-manders.

Supporting CybercomTo support this buildup, in Oc-tober the General Services Ad-ministration put out a five-year,$460 million multiple-award re-

quest for proposals to outsourceCybercom mission support inareas that include the following:●Unify cyberspace resources, create synergy and synchronizewarfighting effects to defend theinformation-security environ-ment.● Centralize command of cyber-space operations to strengthenDoD cyberspace capabilities andintegrate and bolster DoD cyberexpertise.● Improve DoD capabilities toensure resilient, reliable infor-mation and communication net-works, counter cyberspacethreats and assure access to cy-berspace.● Support the armed services’ability to confidently conducthigh-tempo, effective operations, and protect command-and-con-trol systems and the cyberspaceinfrastructure supportingweapons system platforms fromdisruptions, intrusions and at-tacks. The goal, according toGSA, is to support Cyber Com-mand and support services tothe mission force, cyber compo-nents and Joint Force headquar-ters through 10 areas thatinclude cyberspace operations,all-source intelligence and en-gagement activities.

Private-Sector HelpTo those who wonder why Cy-bercom would look to the privatesector for this kind of help,Rogers said, “Who develops thekinetic munitions that we drop?Who builds those [Joint DirectAttack Munitions], those [Toma-hawk Land Attack Missiles]?”It’s not the Defense Depart-ment or the U.S. government, the Cybercom commander said.“We turn to the private sectorto harness the abilities and theircapabilities to generate the toolsDoD needs to execute its broadmission to defend the nation andprotect our interests,” Rogersadded.Cyber should have the sameopportunities, the admiral said.“Not that there aren’t aspectsthat are different,” he added,“but the fundamentals I thinktranslate well between the twoworlds.”

It’s no secret that the pilgrims faced hardtimes when they first landed at PlymouthRock. Without the help of theneighboring Native Americantribes they may not have sur-vived. At first there was acommunication barrier, butthanks to the help of a NativeAmerican named Tisquan-tum, or as you may knowhim, Squanto, the pil-grims were able tolearn and sur-vive. Little is knownof Squanto’s earlylife, but as ayoung man in1605 he was cap-tured by an English manand brought back to Eng-land so the man couldshow his friends. In Eng-land he lived with a mannamed Ferdinando Gorges who taught himto speak English, and hired him as an in-terpreter and guide.Squanto returned to New England in 1614

with Captain John Smith, but was cap-tured again and sold into slavery in Spain. After escaping his captors he stayed withsome monks before returning to NorthAmerica in 1619. Finding out his entiretribe had died he joined a neighboringWampanoag tribe. The tribe introducedSquanto to the pilgrims and he was ableto interpret between the two groups.

Squanto aided the pilgrims in manyways. He taught them how to sur-vive, and the lessons he taught quiteliterally saved the colony. He taught

them how to hunt and where tofish. It is believedhe also taughtthem the “ThreeSisters” methodof farmingwhere beans, corn andsquash areplanted next toone another toaid each other’s

growth. Thisform of plantinglater became known

as companion farming. With their first suc-cessful harvest the pilgrims were able tocelebrate Thanksgiving and survive theharsh winter of Plymouth.
