The undersigned is directed to convey the Sanction of the President of India to release of an amount of Rs.22,47,860/- (Rupees Twenty Two Lakh Forty Seven Thousand Eight Hundred Sixty only) out of sanctioned amount of Rs.4,86,00,000I- (Rupees Four Crore Eighty Six Lakh only) towards 1 installment of Central Assistance for 29 BLC projects approved in 43rd CSMC meeting held on 25.02.2019 under PMAY (U) Mission to the State Government of Maharashtra for Creation of Capital Assets under allocation (Scheduled Caste component) for the Financial Year 2019-20.
2. The undersigned is also directed to convey the Sanction of the President of India to release by way of adjustment of an amount of Rs.4,63,52,1401- (Rupees Four Crore Sixty Three Lakh Fifty Two Thousand One Hundred Forty only) towards l installment of Central Assistance for these 29 BLC projects approved in 43'd CSMC meeting held on 25.02.2019 under PMAY (U) Mission to the State Government of Maharashtra for Creation of Capital Assets under allocation (Scheduled Caste component) for the Financial Year 2019-20 The statement showing details of the 29 BLC projects against which the above amount stands sanctioned is at Annexure-A Funds for adjustment for projects mentioned in Annexure-A, are being utilised from AHP projects as per details attached with Annexure-B. The effective release of 151 installment of Central Assistance for these projects under allocation (Scheduled Caste component) is Rs.22,47,860/- as per Annexure-B. Total sanctioned amount of Rs.4,86.00000/- will be released/ adjusted as per following details:

3. Based on decision and recommendations of CSMC under PMAY (U), Central Assistance is being released subject to following conditions:
State should ensure that data entry in PMAY(U)-MIS portal are completed at the earhest. The said amount is being released on the basis of valid beneficiaries entered in PMAY(U)-MIS. Remaining part of l instalment/Subsequent instalment will be released based on valid beneficiaries entered in PMAY(U)-MIS.

IL The agencies responsible for implementation of PMAY(U) should get themselves registered on PFMS portal.
iii. The funds shall be utilized for the purpose and for the selected categorized beneficiaries only, for which these are sanctioned. Otherwise, these funds will have to be refunded along with interest as per provisions for GFR-2017. No deviation from the framework for implementation of PMAY (U) is permissible.
iv. The expenditure on the implementation of the scheme/projects will be shared between the Central and the State/ULB/lmplementing Agency (IA) as committed. The committed State share should also be released within 15 days from the date of receipt of Central Share in the SLNA account. In case of shortfall of State/ULBIIA share, corresponding amount of Central share will be deducted from the subsequent instalment(s).
V. The funds including Central and State share will thereafter be released by the State/UT Government to the implementing agencies without any delay failing which the amount would be recovered from the State/UT Government with interest, as applicable, for the period of default.
vi. Necessary sanctions/approvals/compliances required under the statutory or other regulatory regime as applicable would be obtained by the authority (ies) concerned with the project(s).
vii. The State Government and implementing agencies shall put in place a monitoring system to ensure that the project (s) achieve scheduled milestone and envisaged outcomes including implementation of reforms and other conditions required under the scheme.
viii. The State Government/implementing agencies shall utilize the grant in accordance with the approved guidelines of PMAY (U) for the implementation of the Scheme.
ix. The State Government shall furnish Utilization Certificates of the Grant released in the prescribed format as per GFR-2017 to the Ministry of Housing and Urban Affairs as provided in the scheme guidelines.
X. Where there is an element of cash transfer to individual beneficiaries, the same may be made through PFMS/DBT mode as applicable and necessary transaction details may be updated in MIS immediately after the disbursement. The State Government shall submit an authenticated certificate from the bank showing complete details of disbursement of funds to each beneficiary before release of subsequent instalment.
xi. The State Government shall ensure the geo-tagging of all houses approved under BLC component of PMAY(U) and subsequent release by the State Government to the beneficiaries should be made in 34 instalments depending on the progress/stage of construction of the house.
xii. State Government shall ensure that the specifications of the houses conform to NBC/IS Standards and that requisite infrastructure will be provided by the State Government / ULB.
xiii. State Government shall submit the Action Taken Report (AIR) on the observations/recommendations of Third Party Quality Monitoring Agency (TPQMA) for quality monitoring purpose before release of subsequent instalment.
xiv. State Government shall comply with Model Code of Conduct while releasing funds to implementing agencies/beneficiaries.
4. Further, interest accrued on Central Assistance shall be refunded/ utilized for the Mission purpose under intimation to the Ministry.
5. As per rule 236(1) of GFR, 2017, the relevant accounts of the Grantee institution (s) I Organisation(s) shall be open to inspection by the sanctioning authority and audit, both by the Comptroller and Auditor General of India under the provision of CAG (DPC) Act 1971 and internal audit by the Principal Accounts Office of the Ministry or Department, whenever the Institution or Organisation is called upon to do so.

6. The amount of Rs.22,47,8601- is debitable from the account of the Central Government in the books under the following Head of Account under Demand No. 56 of Mb. Housing and Urban Affairs for the year 2019-2020:

The Ministry of Housing and Urban Affairs has released apprmctelyJ..
Cr. for PMAY (U) projects as 1st instalment of Central share. The Nodal Agency has so far released Rs. 469 Cr. to the implementing agencies. The balance money could not be transferred as the implementing agencies have not demanded the funds.
The Ministry vide its email cited in the reference has asked for details about the funds released by the Centre but are not released to implementing agencies. The issue was further discussed by The Mission Director, PMAY, Maharashtra, with the Joint Secretary and Mission Director, FWA, GOl on 8th November, 2019 at Mumbal.
As per the discussion in the meeting we have prepared two annexure wherein it is proposed to issue the directions by the Ministry
we yct to ete4 (Annexure I ) to the projects where
the work has started (Annexure 11). Additional list for the remaining amount will be
submitted shortly.
Kindly issues necessary orders so that further actions can be taken at our end. This will also help to submit Utilisation Certificate in accordance with the
guidelines issued by Govt. of India.
