This Fourth of July marks the 234thann iversary o f one the mos tdangerous ideas ever unleashed onthe world. That people do not belongto governments, but governmentsbelong to people. This was not analtogether new idea. History wasfilled with all sorts of theorizing anddebating over the grounds on which aking might be overthrown. But theprocess tha t began wi th theDeclaration of Independence did notmerely set out to replace one set ofchains, with a nicer set, but tooverturn the top down rule ofgovernment, and replace it with asystem in which people choose andreplace their governments at will.That sort of liberty is of course a

dangerous idea. In most placesrevolutions mean that one gang isthrown out, and another gangmarches in, and the mobs in the streetare given a choice between goingalong or being on the wrong side ofthe guns. If the current Iranianrevolution ever happens, that isexactly what it will end up lookinglike. It is what revolutions across theworld and across time have lookedlike. The phenomenon best describedby George Orwell in the conclusionto Animal Farm, as the pigs who ledt h e r e v o l u t i o n b e c o m eindistinguishable from their formerhuman masters.America being the work of human

beings, rather than angels, it isimpossible to say that this sort ofthing did not occur at all. Thetreatment of many veterans of theContinental Army was a particularlyshameful chapter in Americanhistory. But in the bigger picture, theConstitution did what no form ofgovernment had ever done, shift thebalance of power toward the people.The Constitution equipped with theBill of Rights was not just anotherchain for the people, instead it wasmeant to be a leash on government.Today we do not need to refer to

other countries and other eras tounderstand how important that was,because we ourselves are living in atime in which government has begunto pile on the chains, and the leashdoesnt work too well anymore. Thelate 19th and 20th centuries embracedprogressive government and rejectedpopular rule. Both Republicans andDemocrats reintroduced the iron lawof elitism, that stands behind alltyranny, the idea that the welfare ofthe people is best served by theunquestioning rule of a small betterqualified class, and that the peoplecan serve their own interests bycooperating in the reforms beingimplemented for their benefit.We still pay lip service to the

Constitution. Just as every Supreme

Court Justice who steps all over theConstitution, makes sure to referencesome random line to pin their judicialactivism on, and every Congressmanand President wraps himself in thePreamble of the Declaration in orderto propose laws that utterly pervert itsintent. The Constitution and theDeclaration have become symbols,rather than realities. They haveceased to be walls, and becomebridges that can lead a politicianabsolutely anywhere.

Do you want to force everyAmerican to buy health insurance orpay a fine? Just mention that famouspreamble, All men are createdequal, in order to argue that thegovernment should be able to compelall men to buy a service of itschoosing, in order to make themproperly equal in their inability toobtain decent medical services. Thatis what happens when laws becomeideas of laws, and ideas becometrimmed into aborted phrases that arenothing more than words of poetry.With time any principle can be

turned into poetry, and then into ametaphor that turns out to mean theexact opposite of the originalprinciple. That is all the more true ofthe dangerous principle of liberty,which is dangerous because it inhibitsthe rulers, while liberating the ruled.Governments wield the tools of

power. Democracy turns access tothose tools into a competition, butdevalues the tools themselves. Whichmeans that the political elites whocompete for those tools wi l linevitably find a way to rewrite lawsin a way that empowers the tools ofgovernment. That is what happenedto us.The great fundamental issue now

before the Republican party andbefore our people can be statedbriefly. It is: Are the Americanpeople fit to govern themselves, tor u l e t h e ms e l v e s , t o c o n t r o lthemselves? I believe they are. My

opponents do not. I believe in theright of the people to rule. I believethe majority of the plain people of theUnited States will, day in and dayou t , make fewer mis takes ingoverning themselves than anysmaller class or body of men, nomatter what their training, will make

in trying to govern them. I believe,again, that the American people are,as a whole, capable of self controland of learning by their mistakes. Ouropponents pay lip loyalty to thisdoctrine; but they show their realbeliefs by the way in which theychampion every device to make thenominal rule of the people a sham.Theodore RooseveltSo spoke the man who had been the

26th President of the United States,98 years ago as he was trying torecapture an office against Taft, thecandidate of his own party. Rooseveltwould not succeed. What he proposedin his speech at Carnegie Hall was toreclaim popular rule through directprimaries, referendums, recalls andusing popular will to outweigh the

judiciary.But anyone tempted to cheer old TR

might also want to think twice,because the debate was no longerover individual freedom, but overwhether the government shouldprotect the people against businessinterests, or protect business interestsagainst the people. That ugly split inwhich government excels at playingdifferent elements of the countryagainst each other, for its own benefitwas already here. The currentObamaCare framing that supposedlypitted the people against thecorporations was the product of

that same political perversity whichpromises protection to different sides,while feeding off all of them at once.

The fundamental Progressivemistake was to believe that rule of thep e o p l e m e a n t e m p o w e r i n gg o v e r n m e n t , r a t h e r t h a ndisempowering government. TRchampioned populism as a checkagainst monopolies and trustshijacking government. But all that didwas turn government into the centerof power, with the ultimate monopolyon power. And given a monopoly onpower, government can then rewritethe rules to benefit itself. Much like

the case of the squabbling heirs whotake their quarrel over the familyfortune to court, only to have thecourt claim it all for itself the battleto control government, allowspoliticians to rule through the ancientprinciple of divide and conquer.And that is where we are at now. We

have been thoroughly divided andconquered. We scramble back andforth searching for politicians whomight save us from themselves. Theproblem in that sort of thinking isreadily apparent. We invest power

into politicians, so that they mightstop oppressing us. Which is a lot likegiving money to a bully, so that hellstop demanding money from us. Itnever works. There are the occasionalprincipled politicians, but even theytend to view government as thesolution as Theodore Roosevelt did.Politicians naturally believe that the

solution to problems lies withingovernment, because that is theirpurview. Given power, they will tryto make government do the rightthing. Which just perpetuates thecycle. The Constitution was meant tobreak the cycle by shifting power

from governments to the people. Butlike a mudball rolling down a hill,governments pick up power as theygo along. And eventually the powershif ts . That is why Jeffersonsuggested a revolution every 20years, even an utterly misguided one,would be a heal thy thing formaintaining liberty. Because it checksthe tendencies of government tobecome safely established in itspowers.Two-Hundred and Thirty Four years

ago, the established rulers, thel o y a l i s t s a n d t h e c o l o n i a lgovernments, saw the Sons of Libertyand the other patriots, much as theDemocrats see the Tea Partymovement today, dangerous mobs ofignorant rabble who have to bebrought into line. That is howgovernments always see people whobegin insisting on their liberties.Because the ultimate privilege ofgovernment is power, and exercisingthat privilege requires the complianceof the people.

A government that insists onexercising power and a people thatinsist on exercising their liberties willalways be at odds with one another.The Declaration of Independencebegan a process not merely of thepol i t ical independence of onegeographical entity from another, theAmerican Colonies from England,but of the political independence ofthe people from governments, boththrough their ability to changegovernments, and their rights thatexist independent of the will ofgovernments. In the 20th century, weh a v e h a d g o v e r n m e n t a f t e rgovernment try to stuff the AmericanRevolution back in its sack. And inthe 21st century, that process hasbeen drastically accelerated.Today we are living in the twilight of

A m e r i c a n d e m o c r a c y . T h eD e m o c r a t i c p a r t y h a s u s e dimmigration and racial politics as atool to create its own constituencies.It maintains gerrymandered districtspurely designed to elect candidates of

failure Ive mentioned before that wewere fortunate that Mrs. Carlhappened to get gas masks for ourfamily at the place where she has togo for work from time to time, butthat my sense was that most peoplewere not geting their gas masks. Ialso mentioned that the IDF wantedto start charging for the gas masks.The latest news is that the gas mask

distribution has officially beendeclared a failure by the IDF HomeFront Command. At most, they willdistribute enough gas masks for 70%of the population, and they are tellingeveryone else to go fend for

themselves .Golan encouraged citizens with gasmasks to go out and by their own.Sometimes it falls upon the citizen[to protect themselves] and not thestate, he said.In the meantime, the IDF Home

Front Command has prioritizeddistribution of the masks to firstresponders and service providers whowill have to provide assistance toothers hurt during any future attack.The Jerusalem Post learned last

month that the IDF Home FrontCommand was working on a plan todevelop a special siren for non-conventional missiles that wouldsound in the event of a chemical or

biological attack.The possibility of using two different

sirens during a future conflict onefor conventional missiles and theother for missiles carrying non-conventional warheads came up

during the nationwide civil defenseexercise that was held in May calledTurning Point 4.In theory, I dont have a problem

with paying. There are two issues:First, are there going to be enoughgas masks available in a timelymanner at any price (Golan impliesthat the problem is budgetary but isthat the case?). Second, what happensto families like many of my neighborswho have eight, nine and ten kids(and more) and no money to pay?Maybe the government should behanding out gas masks for free on aneeds basis, and require payment

spent two years compiling a databaseof individuals convicted of Islamist-inspired terrorism offences over the

past decade.The report, released today, comes as

Britain prepares to mark the fifth

anniversary of the July 7, 2005bombings, the most deadly terroristattack on UK soil. Despite theongoing threat posed by terrorism,there is still no government databasel i s t ing bas ic in fo rmat ion onconvic t ions in the UK.Researchers at the Centre for Social

Cohesion had to dig up court andpress reports to compile the database,which reveals that between 1999 and2009, 119 individuals British andforeign nationals were convicted of Is l amism insp i red t e r ro r i smoffences. The Governments lack ofdata on such offences was heavily

criticised last year by the Intelligenceand Security Committee inquiry intothe 7/7 London bombings. This isbasic information that should havebeen being analysed to assess howwell aspects of the [anti-terror]strategy were working and whatchanges needed to be made particularly in terms of legislation,the committee said.The Centre for Social Cohesion, a

Westminster-based think tank withjust six staff members, began workingon the list two years ago and went onto compile the most comprehensive

database of such convictions in thepublic domain. Houriya Ahmed, oneof the repor t s au thors , sa id

yesterday: The information in thisreport has not been made publiclyavailable by the Government, if itexists at all. We hope that the trendswe discovered help focus theGovernments counter-terrorismefforts and this should be acted uponby the relevant authorities.The Centres researchers discovered

127 individual convictions for terroroffences, which includes three of the119 who were convicted twice of anoffence, the four July 7 suicidebombers and Kafeel Ahmed, whokilled himself during the unsuccessfulbombing of Glasgow airport.

The average age of perpetrators was27, with the youngest 16 and theoldest 48. Only five women havebeen convicted of terror-relatedoffences for assisting offenders orfor possessing illegal documents. Athird (32 per cent) of those convictedhad direct links to a proscribedorganisation, with the two mostprevalent being the recently banned al-Muhajiroun (15 per cent) and alQaida (14.5 per cent). Almost half(48 per cent) of those convicted livedin the London area. Birmingham andWest Yorkshire have the second- and

third-highest numbers of convictions.More than two thirds (69 per cent) of

those convicted were born in the UK

Tayaseer Clothing Co., a Jordaniancompany manufacturing Jordanianproducts, was contracted by theuniversity to manufacture the robeson February 19th of this year and theproducts were delivered on March25th.Arabiyat added that the university

administration is checking thegraduation gowns inventory to verifywhether a Made in Israel label isactually attached to the robes.The university president noted that

he called El Hassan Industrial City tolook into the issue.

On his part, Ismail Duweikat,Director General of Irbid IndustrialChamber, said that Tayaseer ClothingCo. is a Jordanian company and thatthe graduation caps and gownscan n o t b e I s r ae l i p ro d u c t sconsidering the price, explainingthat the price of each gown costs JD5.39, whereas they would cost anaverage of $50 if they were Israeli-made.Duweikat added that a mistake could

By All Means Possible, whichanalyzes the methods by which Israelcontrols the land in the West Bank forthe sake of the settlements. Thereport relies on official governmentdocuments, among them maps by themilitary and civil administration, andreports of the State Controller

From this official documentationarises the fact that although thebuildings in the settlements occupyonly 1% of the West Bank, theclaimed boundaries of the settlementsincorporate 42% of the total landmass. The settlement enterprise ischaracterized fundamentally by ac y n i c a l a n d e v e n c r i m i n a lexploitation of the principles ofinternational law, local tradition,military and civilian orders, all thisin order to maximize control over thegreatest amount of land to the greatestextent possible.Israel has insisted for years that it

builds settlements solely on statelands and not on private Palestinianland. However, an overlay thatcompares these government mapswith 2009 aerial photographs of thesettlements shows that 21% of themare built on land which is recognizedby the State as being in privatePalestinian hands.What this report makes crystal clear

is that it would be exceedingly easyfor Israel to return much of theterr itory of the West Bank toPalestinian control. Only 1% of ita c tua l ly c on ta ins hom e s a ndinfrastructure that form the basis of

the settlements. The rest is unbuilt,but of course annexed to settlementsfor possible future expansion. So thenext time you hear a settler supporterbellyache about the trauma anddissension that would wrack Israelisociety if it withdrew from thesettlements, just remember thatstatistic: 1%.When Pres.
