Purpose and Objectives

Purpose

This presentation is designed to provide district staff and educators with an overview and understanding of the PARCC accommodations available for students with an IEP.

Objectives

Through this overview educators will be able to understand:

(a) How to complete an Individualized Educational Program (IEP) to best suit a student’s needs on the PARCC test

(b) How accommodations on the PARCC test differ from tests taken previously

(c) How to apply for approval of Unique Accommodations

Test Content • Louisiana will administer PARCC assessment for English language arts (ELA) and math to students in grades 3

through 8 in spring 2015.• This will be the same test forms as those taken by students in districts and states across the country and will

include the same questions field tested with nearly 50,000 Louisiana students during spring 2014.• The test details were originally communicated in the assessment guides released last March. Minor

improvements were made based on field test feedback.

Test Dates • Phase 1 (Performance-Based Assessment): March 16 to 20• Phase 2 (End-of-Year Assessment): May 4 to 8• Students will take only one session (called a “unit”) per day.

Updates • Paper administration only: Educators have urged the Department to take a patient approach to technology

implementation, allowing dedicated focus on the test’s content for 2015. In 2016, Louisiana will implement technology-based tests.

• One fewer EOY ELA passage with questions: Louisiana and other states have shortened the ELA test by removing one passage per grade level.

• These changes are included in the updated assessment guides.

• Students will take one unit/session per day as defined above• Maximum times allowed are included in the schedule• Make-up days are allowed on March 23rd and 24th

• Within the testing week, a student may take a maximum of 2 units a day, if taking a make-up.

IEP Form• The updated IEP form is available in SER.

• Additional edits have been made to the form based on PARCC updates and district feedback.

• The IEP form includes paper and online accommodations, as IEPs are valid for one year.• IEP teams should use the PARCC Accessibility and Accommodations Manual for guidance in making

selections.

IAP Form• The updated IAP form is available in the Assessment Library.• For IAPs completed on the previous form, districts and/or schools should review to ensure alignment

with available accessibility and accommodations on the PARCC assessments. If accommodations are already aligned, then no changes are required.

• The temporary IAP form for students requiring temporary accommodations (e.g. broken arm) will also be available in the Assessment Library.

• IAP teams should use the PARCC Accessibility and Accommodations Manual for guidance in making selections.

LEP Accommodations Checklist Form• The Limited English Proficient (LEP) Accommodations Checklist has been updated to include

the Spanish form in math.• For LEP Checklists completed on the previous form, districts and/or schools should review

to ensure alignment with available accessibility and accommodations on the PARCC assessments. If there are no changes needed, then it is not necessary to complete another form.

• School-level teams should use the PARCC Accessibility and Accommodations Manual for guidance in decisions concerning accessibility and accommodations. This manual includes guidance on using English proficiency levels in determining most appropriate supports.

Accessibility Features• Accessibility Features are available to all students and increase access without subverting

the purpose of the assessment.• Some of these features must be predetermined and documented on IEP, IAP, LEP, or PNP

forms.• All forms for accommodations and accessibility features should be completed at least 30

days prior to the assessment window.

Personal Needs Profile Form• The Personal Needs Profile is a record of predetermined accessibility features to be used by

a student on an assessment. • Because Louisiana will be utilizing paper-based tests only and because IEP, IAP, and LEP

forms were updated to include accessibility features, only students without IEP, IAP, or LEP forms require the completion of a PNP.

• The PNP form is available in the Assessment Library.

Individualized Education Program (IEP)

• The Individualized Educational Program (IEP) describes the instructional goals that a child with a disability will work toward during the school year, as well as any accommodations needed to help achieve them.

• The IEP Accommodation and Modification page lists accessibility features and accommodations to be used by a student on assessments.

• Selected accommodations and modifications on each IEP should reflect the practices used within the classroom and should closely align to accommodations selected for use on state assessments.

Steps in Completion

When completing the IEP Accommodation and Modification pages in SER:

• Step 1: Ensure that the accessibility feature is used in the classroom.

• Step 2: Gather evidence that the support increases access during instruction and assessments (observation and performance/assessment data).

• Step 3: Meet as an IEP Team (teacher, parent, student, and other relevant stakeholders) to discuss accessibility features and create the IEP using the PARCC Accessibility and Accommodations Manual for guidance.

• Step 4: Measure continued effectiveness of the accessibility features through classroom observation and performance data and adjust as needed.

Presentation Accommodations: alter the method or format used to administer an assessment to a student, by changing either the auditory, tactile, visual, and/or a combination of these characteristics.

• PARCC read aloud accommodations differ from those previously available and from those available for high school assessments (e.g., EOC, LAA 2).

Read Aloud on the Math Assessment:• Available to all students and should be indicated on the IEP, IAP, LEP, or PNP form

Read Aloud on the ELA Assessment:• Includes read aloud of the entire ELA assessment• Student performance reports will be noted as receiving the accommodation• Available to students with IEP and IAP accommodations that meet the following criteria:• Blindness or a visual impairment and has not learned (or is unable to use) braille; • A disability that severely limits or prevents him/her from accessing printed text, even after varied

and repeated attempts to teach the student to do so (e.g., student is unable to decode printed text);• Deafness or a hearing impairment and is severely limited or prevented from decoding text due to a

documented history of early and prolonged language deprivation

Communication Assistance: a classification within the Presentation Accommodations that offers alternate ways of obtaining or relaying information to and from the student during an assessment.

• Many of these were available on assessments previously but were noted in the Assistive Technology text box on the IEP.

Other Presentation Accommodations: alter the way a student is able to obtain the assessment material visually.

• Accommodated forms for PARCC include Braille and large print. As in previous years, initial shipments will be based on online enrollment verification.

• Non-carbon based yellow highlighters can be on the text in the consumable test booklet.• While students will not be able to use dictionaries on the PARCC assessment, embedded glossaries are

available within the text and scoring accounts for the lack of dictionary access and time restraints.

Response Accommodations: alternative method for providing responses to test items, such as dictating to a scribe or using an assistive device.

• PARCC has specific calculator policies which are slightly different from previous LEAP/iLEAP calculator policies.

• Manipulatives and math charts (e.g., multiplication charts, hundreds charts) may be used, but the specified type should be noted in the “Other” box.

IEP AccommodationsTiming and Scheduling

Timing and Scheduling: changes in the allowable length of time in which a student may complete the test.

• PARCC tests will be timed for students without IEPs, IAPs, or LEP plans that indicate extended time accommodations.

• Unit (session) testing times can be found in the charts on previous slides and in the PARCC Assessment Guides.

• The times allowed already include additional cushion for students who need to check their work or for students who need slightly more time (e.g., if the field test data shows that a unit will take students 60 minutes to complete, PARCC allows 90 minutes for completion of the unit).

• The PARCC test administrator manual includes directions on taking breaks during the timed assessment.

IEP AccommodationsSetting Considerations

Setting Considerations: changes in the testing group size or location in which a student may complete the test.

• As in the past, small group and individual testing is available as needed.• Small groups should be limited to 8 students and should be considered for students distracted by others

in a normal classroom environment or who would distract others.• Use of other accommodations (e.g., extended time) does not necessarily require the use of small group

administration.

Unique Accommodation Request Form • If a student with a disability or an English language learner requires an accommodation

that (a) is not listed in the PARCC Accessibility Features and Accommodations Manual, and (b) does not change the construct being measured by the test, the district/school may request approval for use of the accommodation using the Unique Accommodation Request Form.
