PARCC Goals ✦ Provide member states with access to ELA and math assessments aligned with

Common Core Standards and on the readiness trajectory for College and Careers.!

✦ Leverage technology to include test items not practical with traditional assessments and offer a paper-pencil version as states expand their technology capacity.!

SED-Approved Field Testing ✦ Timeline: Spring 2014; See Chart for Testing Windows!

✦ School District Participation: 600 New York schools maximum; 8 from MORIC!

✦ Grade Levels: Grades 3-11, two grades maximum unless the school agrees to more!

✦ Test Options: Some schools are administering field tests in both!✦ Performance-Based Assessment - includes constructed response questions!

✦ End-of-Year Assessment - includes multiple choice questions!

✦ Assessment Formats: Computer-based testing format and/or paper-pencil format!

✦ New York State Field Testing:!✦ Schools participating in PARCC field testing will be exempt from NYS ELA and math

field testing but will be expected to participate, if selected, in NYS field testing in other subjects.!

✦ Schools that do not participate in PARCC field testing will be required to participate in all typical NYS field testing.

Data Integration Checklist!Overview: Pearson will email directions to the district test coordinator to outline the data integration steps, and MORIC is including the following steps to ensure accurate student demographic information is supplied.

Step 1: Upload student Course Data to Level 1 in the Data Warehouse.!

Step 2: MORIC will pull class lists for the state identified grade levels/courses to be tested for your district.!

Step 3: MORIC will create an Excel spreadsheet of the data using NYS defined data format. !

Step 4: The Superintendent will receive an e-mail that will allow you to securely receive that spreadsheet from MORIC and asks that you follow the random choice procedure outlined by Pearson in the document titled “Guidelines for Selecting Classrooms for PARCC Field Test, Nov. 8, 2013”. This includes: !

For any course with fewer than 10 students, allocating students randomly to other sections n the spreadsheet. These courses will be highlighted.!

If required, randomly selecting the correct number of classes utilizing the Random Number Generator. !

Step 5: Once you have followed the selection process, delete any classes on the spreadsheet that were not selected based on the randomization process. !

Step 6: Securely transmit the document to MORIC using the link we will provide.!

Step 7: MORIC will upload the final document through PearsonAccess for you and provide confirmation that the data has been uploaded. You have the option to upload the document directly to PearsonAccess, if you choose to do so.

Caching Overview!Purpose Proctor caching refers to downloading encrypted test content from the Pearson testing server to a secure local computer prior to starting a test session.

Why do caching instead of direct to Pearson? All the devices pull the test down to the individual machines and could cripple the local and regional network.

Recommendations✦ One dedicated machine for caching during testing!✦ Machine needs a minimum of 1.6 GhZ processor and 2 GB RAM!

Secondary Backups Purpose

The secondary backup pulls answers from the local machine that is sending answers to Pearson.

✦ Depending on device type, shared locations may need to be established.!

✦ Technical staff needs to communicate IP’s of caching servers and secondary share locations to test coordinator.

Policies and Profiles!Mobile Devices

✦ iPads: Single App Mode - Using an MDM Software!✦ Chromebooks: Kiosk Mode - Using Google Domain!

PCs and MacBooks✦ Prior to testing, machines must be “locked.”!✦ Lock down updates, popups, auto play, sleep/energy savings, etc.!

Active Directory Policies✦ Create one standard testing account with appropriate group policies that

will lock down the machines.!✦ Each student who is testing will log in with this same account.!✦ Note: If using an Apple OS version above 10.7, some of these policies

are system-based, not user based, so Profile Manager may be required.!

Wireless Access

✦ Determine the type of devices to be used for student testing. !✦ Determine the number of devices needed on testing day.!✦ Determine adequate access points to manage

wireless traffic.!✦ A maximum of 25 devices is recommended for each

individual enterprise access point.

Overall Readiness

Infrastructure Trial !Overview: An Infrastructure Trial is a “dress rehearsal” of a computer-based assessment. It does not use real student information.!

Purpose of Trial!✦ Ensure that TestNav is configured correctly!✦ Determine that devices can successfully run TestNav!✦ Verify that the district’s network will bear the full load!✦ Confirm that staff knows computer-based assessment procedures!

Additional Reasons for Trial!✦ Minimal activities are needed to conduct an Infrastructure Trial!✦ Provide practice for all participating users: teachers, students, etc.!✦ Provides practice of communication plans to be sure everyone knows

who to contact for assistance!✦ Students and test results are not affected!

District Participants !Everyone within the LEA and the school, who will have a role in the PARCC computer-based field test, should be included in the Infrastructure Trial: !

Step 1: Determine district staff and assign roles!

Step 4: Create “fake” students in PARCC Training Center for the Infrastructure Trial!

Step 5: Confirm technology setup and configuration (caching, system check tool, policies/profiles, etc.) using the Infrastructure Trial test!

Step 6: Confirm network and assessment environment configuration!

Step 7: Facilitate test setup - See Key Roles section for step-by-step!

Step 8: Complete training activities - Online Sample Items with Teachers and Students, etc.!

Step 9: Run full infrastructure trial!

Step 10: Check progress with each session participating!

Step 11: Correct configurations and environment settings as needed !

Considerations

1. Charged Devices: Confirm that all devices are fully charged prior to testing day, and ensure that access to power is available for all devices during testing.

2. Device Updates: Do not perform any updates, such as operating systems, browsers, Java, etc., after you have performed your final system check before testing.

3. Regional Bandwidth: The RIC has more than enough bandwidth to manage multiple districts and has access to additional resources only during operational field testing as needed.

4. Communication: Ensure that the district has a clear line of communication for the process of field testing from start to finish.

5. In-district Support: Verify that appropriate technical staff is onsite and available for ongoing support during field testing days.

6. MORIC Support: MORIC will have staff in-district for the field test as well as host a “call center” for your level one technical support staff to contact. Model Schools Coordinators will also be in-district during the field test to gather feedback, make observations, hold interviews, and support teachers and students throughout testing as needed.

Dear Parents and Guardians,

I am writing to let you know about a great opportunity that our schools are participating in this spring.

As you may have heard, New York is among a group of leading states that are in the Partnership for Assessment of Readiness for College and Careers (PARCC). As a member state, our educators are helping to develop next-generation, computer-based tests in math, reading, and writing that are of exceptional quality and will measure students’ content knowledge and key skills, such as their ability to think critically, solve problems and use information from what they read to write well-developed essays.

However, before states can administer these tests, PARCC is conducting field tests this spring. This is really a “test of the test” to see how well it works and whether PARCC needs to make any adjustments before kids take the actual PARCC exams. This is also a chance to make sure the tablets, laptops and desktop computers most students will use for the test work properly with the test. In some schools, students will take the field test on paper-and-pencil forms. Students won’t get scores back based on the results, but they will get a chance to engage in challenging math or English problems and writing exercises.

Teachers and principals across the PARCC consortia are looking forward to this opportunity to become more familiar with the new assessment. These assessments are aligned to New York’s educational standards which are designed to prepare students for success in college and careers.
