• Provide greater flexibility to pupils with

Why introduce Subject-based

Banding (SBB)?

End of P4 (School-based Examinations)

• School recommends subject combination

based on results. Parents select preferred

combination.

A student who has considerable difficulties

coping with subjects at the standard level can

switch 1 or more subject(s) to the foundation

level at P6.

Switching to a Less Demanding

Subject Combination

• School will decide to emplace a student from a more

to a less demanding subject combination at the end

of Primary 5, if a student faces difficulties in coping

with the Standard Subjects at P5.

• The school makes the decision after a year of

monitoring the student’s performance and makes the

professional judgement to ascertain the suitability of

the child to continue with the same subject

combination or to switch to a different subject

combination.

• The student’s well-being is central in our decision-

making.

the end-of-year at P4

overall P4 MT results

• Passes EMS reasonably well

• Dropout from HMT class during the year is

not allowed.

Eligibility to continue HMT in P6

• P5 MT overall results – at least 75 marks

(‘A’ Grade)

• P5 HMT overall results – at least 50 marks

(pass)

Students must be prepared to cope with vast

increase in the content for all subjects in

Primary 5, including MTL.

HMT focuses more on:

• writing component (Situational/Continuous)

• Higher order questioning (Comprehension),

in-depth learning beyond text.

2020 P5 CLASS ALLOCATION

Rationale:

To enhance student well-being, reduce over-emphasis

on academic results and stress resulting from fine-

sorting of students based on test scores

Implementation:

• Students will be allocated to mixed ability classes

with broad banding based on their performance in

English, Mathematics and Science overall results.

• Students who do well in Mother Tongue and meet the

criteria will be offered Higher Mother Tongue

Language (HMTL).

It gauges the level of students’ learning (in the key subjects) at the end of six years of primary school and guides their future choices.

• Reduce fine differentiation of students at a young age based on exam scores.

• Recognise a student’s level of achievement in each subject, regardless of how his peers have done.

WHAT THE NEW PSLESCORING SYSTEM AIMS TO DO

• There will be 8 Achievement Levels (ALs) with AL1 being the best.

• A student’s AL for each subject will reflect his level of achievement, rather than how he has performed relative to his peers.

• Foundation-level subjects are designed to support a small number of students who may not be able to cope with Standard-level subjects.

• This enables them to focus on building up strong fundamentals so that they are better prepared for secondary school.

• A student’s achievement in Foundation-level subjects will be mapped to the ALs, based on the learning objectives of the curriculum.

FOUNDATION-LEVEL SUBJECTS WILL BE SCORED ON ACHIEVEMENT LEVELS

• The PSLE Score replaces the T-score Aggregate.

• The PSLE Score ranges from 4 to 32, with 4 being the best.

• Compared to the T-score Aggregate, students are less finely differentiated.

Academic merit remains the first criterion for secondary school posting. Choice order will be a new tie-breaker.

Choice order is introduced as a new tie-breaker to recognise the different considerations that families have in making school choices.

To guide families, MOE will provide information on each school's unique programmes and indicative cut-off points.
