TRIAL, JUDICIAL & ARREST UPDATES
•An arrest has been made in the murder of Allison Feldman, daughter of Elayne and Harley Feldman. Allison
was killed in February of 2015, in Scottsdale.
•Trial for the killer of Matthew James Lord McClean, began March 3. Matthew is the son of Remi, and brother to
Brianna and Julieanne. He was found guilty of second-degree murder and sentencing is May 11.
•The parole hearing for the killer of Kathryn Ann Koger, and her boyfriend, James Burgoyne, was held on March
26. After a six-hour hearing, the Board voted unanimously to not release him. Thank you to everyone who
wrote letters and signed petitions to keep him in prison.
Our hearts, thoughts and prayers are with each and every family member as they endure this difficult process.

GOVERNOR’S 2018 “TRIUMPH OVER TRAGEDY” AWARD RECIPIENT
Your chapter-leader, Beckie Miller, is this year’s recipient of the Governor’s “Triumph
Over Tragedy” award which was presented to her at the Crime Victims’ Rights Event on
April 9, 2018. The award was given for her turning tragedy into something positive
through her leadership of the Valley of the Sun Chapter for 25 years. Beckie also serves
on other crime victim service agency boards to ensure crime victim issues and rights are
always forefront and changes are made for them that are needed to assist them through
the aftermath of murder. She accepted this award in memory of her son, Brian, who was
murdered in October of 1991, and in memory and honor of each and every murder victim
and their families and friends left behind.

COLD CASE REGISTRY FOR HOMICIDES MCSO (SHERIFF'S OFFICE
The Maricopa County Sheriff's Office has a cold case registry for any victim, victim's family member, or other
lawful representative of a victim of a cold case who requests to be included in the registry. This process provides
law enforcement with an avenue to contact family when there are new developments in the case.

SPEAKER INFORMATION MEETING- UNSOLVED CASES
Our speaker in April featured Shawnie Michie of the Maricopa County Attorney’s Office Victim
Compensation Program, which provides monies for funeral costs, hospital bills, counseling and more for
qualifying victims of crime. An article on Victim Compensation Funds is on page 7 of this newsletter.
FRY’S COMMUNITY REWARDS PROGRAM FUNDRAISER FOR OUR CHAPTER

FACEBOOK: We are having an issue with a Facebook account using the Parents Of Murdered
Children’s name as a group who chats with each other and puts posts on this account. First of all, they are
using National POMC’s name and we have asked them to change this Facebook account to another name.
They are using National’s forms for our various programs and are very disrespectful in the way they talk
to each other. Some of our members have become “admins” for this account, thinking they are helping
POMC, and it is not National POMC’s Facebook account. National POMC does have a Facebook
account, but we only post from the National Office and no one else can post to this Facebook account.
We have contacted Facebook and they said copyright does not protect our name under their guidelines.
We have reached out to the “admins” with no success on changing their name. We have contacted our
attorney and she has sent a Cease and Desist Letter, which they have not paid attention to, so our next step
is legal action. Unfortunately, this Facebook account, which is using National POMC’s name, has given
the official Parents Of Murdered Children account a reputation of not being respectful to other survivors,
which in turn, causes phone calls to the National Office complaining about the disrespect and how they
have been treated from some of the persons writing on this account. These “admins” are acting like
representatives of POMC and are not representatives of ours.
MINE PROGRAM: The National Office is going to begin sharing the MINE alerts like the Parole Block
petition. We thought it might be easier if we prepare the petitions for you.
1. First, we need you to email/mail the information and put in subject line, MINE alert, about a Murder-
Mystery dinner or any other murder related activity, to [email protected] or 635 W 7th
Street, Suite

2. The National Office will fill in the information, send out the form for signatures, and then the signed
MINE alert forms should be mailed directly to the address listed on the upper left hand corner.
*We have not had a Mine alert in a long time and we want to keep the public aware of this educational Program.

Victim Compensation Program
Maricopa County
The victim compensation program provides financial assistance and relief to crime victims. It covers
expenses of physical harm, mental distress and economic loss from victimization. It does not require that the
perpetrator of the crime has been apprehended or convicted. The fund is also a payor of last resort, after any
insurance you might have. The monies from the Compensation Program come from Federal funds through the
Victims of Crime Act (VOCA) and the Arizona Criminal Justice Commission as well as State funds through the
Criminal Justice Enhancement Fund, inmate work fees and unclaimed victim restitution, along with recovered
restitution and subrogation money.
In order to be eligible to apply, you must be a victim of a crime as defined by Arizona or Federal Law, a
family member of a victim, a person who witnessed a crime, a person who assumes financial obligation for the
victim or a resident of Maricopa County victimized in another country without a compensation program.
Compensation is not based on financial status, but upon eligibility criteria, rules and collateral source
availability.
Eligibility requirements are that the crime occurred in Maricopa County or another country without the
compensation program, the crime is reported within 72-hours, cooperation with Law Enforcement/Prosecution,
and applied for within 2 years. There can be a good cause exception for applying after 2-years, if the Board
decides there was good reason for the delay. The victim/claimant cannot be serving a sentence of imprisonment
in a detention facility, on home arrest, work furlough or has escaped from any of these. The victim cannot be
either the offender or the accomplice of the offender and contributory conduct of the victim can be considered
for eligibility. Also, the victim cannot have a delinquency from a conviction of a state or federal crime and they
are delinquent in paying fines, fees or restitution; there are some exceptions to this.
Rules do not allow assistance funds for: property loss or damage, pain and suffering, attorney’s fees, interest
fees from collection agencies, cancelled and no-show appointments or clothing, travel, lodging, wage loss, food
or per diem for individuals to attend funerals.
An application form must be filled out to apply. You can download the application online at www.azcjc.gov
or www.maricopacountyattorney.org. You can call them for help and/or questions about filling out the form.
All applications are investigated to substantiate claims and then forwarded to the Board for consideration and
decision. Advocates verify attached medical bills/transportation requests, funeral costs, etc. If the claim is
denied, the claimant is notified by letter. An appeals process can begin with a written letter from claimant as to
why they feel the decision should have been to fund.
Victim Compensation is capped at a total of $25,000. It includes the following: Medical and prescriptions,
medical conditions as a result of the crime, durable medical equipment, dental, transportation costs up to
$2,000, wage loss for victim or secondary victim, loss of support for dependents of victim, counseling up to
$5,000, funeral expenses up to $10,000, and a crime scene clean up for homicides, sexual assault and
aggravated assaults of up to $2,000 for professional cleaning service or $500 for non-professional. Mileage
from and to crime related doctor appointments, counseling, court proceedings related to the case, transportation
costs (mileage, fare, rental fee) is reimbursed if due to a substantiated threat to the victim’s safety or well-being.
***Mentioned earlier was contributory conduct that could cause a claim to be denied. In order for a
Compensation Board to reduce or deny an award due to contributory conduct, the Board must determine that the
victim’s wrongful act (negligence, unlawful conduct, or conduct intended to provoke or aggravate) was a
substantial cause of the criminally injurious conduct and the resulting injuries, medical condition, mental
distress or death. The fact that a victim committed a wrongful act is not enough to deny or reduce a claim. Both
misconduct and substantial causation must be found before a Board can deny or reduce a claim.

A half page will hold a picture and short poem OR message,
depending on space. If a photo is included, please provide
identification of the person on the back. If you wish the photo to
be returned include a self-addressed, stamped envelope, big
enough for the picture to fit in. Unless otherwise specified,
location, size and structure of the text and picture will be at
editor’s discretion and space permitting.
**We also, if space is available, print "Survivor to Survivor"
stories if you would like to send in a one page, single spaced and
typed document. Also, if you have written poetry about your loss
or have a favorite poem to share with others. We do edit for
misspellings and or profanity. There is no charge for these
items, either poetry or shared stories.
