In present scenario the problems are caused by:-

Major challenge lies in variation between 3166,414 km(sq.) consisting of 300 caste,25000 sub-caste ,29

recognized individual languages as having more than 1 million native speakers (0.2% of world population).

Power is respected in this country not your intellectual abilities or your unbiased vision.

Growing disconnect between the governed & several of those who are elected by means of financial clout

and covert muscle power to dangerously fill the vacuum that stands created.

Assuming the downfall of endurance among citizens 21st century calls for the immediate

changes, therefore digitization has to play major innings at the centre stage……

• We will propose the whole new radical concept of e-voting which should have a very efficient & high-tech server system particularly on an election day in order to boost voters apathy thereby conducting fairer & economic elections.

• Putting check on superfluous money in the form of donations by corporates, companies to political parties and filing of proper ITR’s by standing candidates before state funding approvals..

Why not voting online to curb criminalization & expenditure ???

“LAW SHOULD BE THE MASTER OF POLICE,NOT POLITICIANS”.KEY CONCEPTS:• FUCTIONAL AUTONOMY

• ENCOURAGING PROFESSIONAISM

• ACCOUNTABILITY

• JURISDICTIONPADC envisioned modern police force which should be responsive in conducting fairer elections while being accountable to the rule of law.

ONLINEPRIVILEGES

• Banking. • Income tax Return. • Shopping. • Ticketing.

and muchmore.

The National Curriculum Must Be a Guide Not a Straitjacket..

Encourage the police personnels towards better society rather than making themselves more security grands of politicians

Major step to curb criminalization in the form of booth capturing ,deliberate voting errors.

Expenses on polling booths,EVMS electoral personnels, security personnel's etc. can be curbed very easily and efficiently.

Criminalization will definitely be addressed very efficiently.

It will definitely move weaker sections of society and physically disabled and senior citizens voters.

Intervention of CAG at the very early levels will ensure verified funding of the parties it will enhance the integrity ,transparency and reliability of whole process.

Proper fitting of ITRS is essential for making every investment and goes to prove that u have a valid source of income to make such investment thus acting as a check post for contestants.

Illegal assets and bank accounts will be addressed.

POSITIVES

E-VOTINGMONETARY DEPARTMENT

MODEL POLICE ACT

Page 6: PARIVARTANA

User ID and password should be created on basis of present electoral rolls with the verification supported by UID’s/ration cards/Pan cards &whole procedure should have secured &authorized access monitored by TLS or SSL.

National informatics Centre, mobile telephony dept.,electioncommission of India ,resident of welfare association and most importantly Indians will be major stake holders.

MODEL POLICE ACT-2006 under PADC should be elicited as we have to meet the challenges of policing to address democratic aspirations of modern society.

Functional autonomy must be granted to the Dept. as well as fixed tenure of 2 years to check abbeted transfers and their accountability.

• Police Act Drafting Comittee

• Ministry of home Affairs• Police Department

will be major stake holders

State funding policies need an immediate overhaul in order to curb spated election expenses and black money involved in it.

Political parties have to submit its report to CAG about the expenses and must provide all genuine Documents.

CAG,Central Government and respective treasuries, ministry of economic affairs will be major stake holders

Reforms are necessary to refuel the democracy and we suggest the major reforms at a very minimal cost.

KEY STEPS:IMPLEMENTATION

STAKEHOLDERS INVOLVED

DIGITISATIONPOLICE DEPARTMENT EXPENDITURE

Page 7: PARIVARTANA

• ECI and its sub-bodies (statewise) and central govt. will be a major source of funding to network & communication firms.

• Estimated cost will be around 30-35 crore.

Major focused areas • Website development involving Technocrats.• Software firms taking whole soul

responsibility• Monitoring and guidance team involving

volunteers in form of NGO’s and interested persons

It will definitely attract IT firms (both foreign and Indian) to collaborate with the govt. on the massive project time to time with better solutions thus generating huge revenues which will boost govt structure.(both financially and politically)

• Ministry of home affairs constitute PADC stands major human resource.

• Special monitoring committee coming direct under the registered NGO”s consisting of retired Army man ,Journalist, youths informed locals.

• Control room for the assigned regional NGO’s should be made so that situations can be easily inspected .

• It will lessen the psychological burden on the govt.

• Decrease the chances of re-election in sceptical constituencies thereby reducing financial burden also.

• Police will be master of law not politics.

Financial support of central and state government is required for setting up local offices comprising NGO’S who will monitor the on-goings.

Implying state funding will reduce the present money expenditure in general election as a separate election fund with an annual amount of 600 crore (Rs 10/voter).

Ministry of economic affairs and election commission should monitor the proceedings and provide optimum funds to the parties by thorough inspection.

State funding policies will reduce political merges as economic differences will be terminated thus maintaining equality.

BOOSTING GOVERNMENT

FUNDING.

• Current total voting stats revolve around 55% and we have 150+ million netizens, thus after the implementation,we can refer to the aggrieved figures out by Election Commission of India.

• Having more than 100 million urban internet users & 50 million rural users ,it can be in reach of the modest sections of society deliberately improving the voters apathy.

• As far as providing better networks and server facilities ,the solution is far more sustainable both for the government and public by providing very much user friendly

platform. It will also ensure the pending technology revolution in rural india.

• Counting will be automatic and will be under strict vigilance by ECI & core group of an IT FIRM involved.TRAI will monitor the on going proceedings at the time of election.

“The actions you take today not only impact you; they influence generations. EVERY MATTER MATTERS FOR ETERNITY…”
