National informatics Centre, mobile telephony dept.,electioncommission of India ,resident of welfare association and most importantly Indians will be major stake holders.
MODEL POLICE ACT-2006 under PADC should be elicited as we have to meet the challenges of policing to address democratic aspirations of modern society.
Functional autonomy must be granted to the Dept. as well as fixed tenure of 2 years to check abbeted transfers and their accountability.

Implying state funding will reduce the present money expenditure in general election as a separate election fund with an annual amount of 600 crore (Rs 10/voter).
Ministry of economic affairs and election commission should monitor the proceedings and provide optimum funds to the parties by thorough inspection.
State funding policies will reduce political merges as economic differences will be terminated thus maintaining equality.
