INTRODUCTION The services of Pacheco Koch (PK) were retained by the Vickery Meadow Youth Development Foundation to conduct a Parking Demand Analysis (PDA) for the proposed community service facility known as Holly Hill Success Center (the “Project”). The Project is located at 7110 Holly Hill Drive in Dallas, Texas. A development plan of the project prepared by Urban Structure and a site location map (Exhibit 1) are provided at the end of this report.
Vickery Meadow Youth Development Foundation is seeking to facilitate development of the Project by enabling a more optimal parking requirement. Specifically, a request has been made to amend existing PD zoning conditions. This analysis was performed at the request of the city for review of that request.
This PDA was prepared by registered professionals from Pacheco Koch who are skilled in analytical studies of parking, traffic, and related fields. Pacheco Koch is a licensed engineering firm based in Dallas, Texas, that provides such professional services.
Purpose A PDA is an investigation of parking demand characteristics for a specific land use(s) that may also incorporate site-specific factors.
Parking needs are customarily represented by local zoning ordinances. However, in many cases, local ordinances are overly-simplified, over-generalized, or simply out-of-date and, therefore, do not provide an accurate indication of actual parking need. The purpose of this PDA is to present alternative information that does provide a representative indication of actual parking need for a given project.
The analysis of parking demand data may come from various sources, such as technical publications, empirical data, or theoretical models. While technical support is essential to an analysis, the quality of data (in terms of relevance and applicability to the Project) is more important than quantity of data. Circumstances, resources, and/or other constraints, which often limit the type and amount of data, must also be taken into consideration. Based upon all these factors, a parking demand study for a given project should be designed on the best-, readily-available information.
Due to the unique nature of each site, results obtained in this analysis are specific to the referenced Project.
Project Description The facility will be contained in a building of approximately 24,000 square feet plus outdoor play areas and a future greenhouse (1,500 SF). The site will provide 46 surface parking spaces.

Based upon information provided by representatives of the facility, the Project will provide the following services:
daycare and early-childhood education, after-school programs, adult education classes, family resources, community events, and related functions.
The Appendix contains a summary of the anticipated schedule of activities, including the number of persons anticipated at each event.
The primary target area being served by the Holly Hill Success Center is the surrounding neighborhood. Many of the intended Clients are expected to walk to/from the site to take advantage of the services due in part to proximity and transportation necessity. The site is also located within approximately 0.4 miles of the Park Lane DART Light Rail Station; although walking is expected to be the primary travel mode to/from the site.
The subject property is currently zoned Planned Development District No. 65 (PD 65), Tract 1, Subarea 1. The Owners is seeking to amend the existing PD conditions.
PARKING CODE REVIEW The study site is currently zoned Planned Development District No. 65 (PD 65), Tract 1, Subarea 1. Except as specified in Section 51P-65.110 of the City of Dallas Code of Ordinances, the parking requirement for the property are outlined in Chapter 51 of the Dallas Development Code. A summary of the resulting base parking requirement (i.e., no reductions applied) is provided in Table 1.

PARKING DEMAND ANALYSIS The Holly Hill Success Center consists of one or more land uses with unique parking demand characteristics for which published or empirical data cannot sufficiently replicate. To project the parking demand for this development, PK developed a theoretical parking model based upon detailed operational data provided by the Owner/Operator supplemented by relevant technical assumptions. The customized model is considered the best available methodology to determine peak parking demand for the project that accounts site-specific factors.
The following is a summary of relevant characteristics for each proposed land use within the Project:
The Holly Hill Success Center will provide a variety of services that serve the immediately surrounding neighborhood throughout the day. It is expected that the majority of clients will walk to/from the site.
The number of participants (both adults and children), staff members and start/end times were provided by the Owner/Operator.
A summary of the parking demand model is provided in the Appendix of this report.
SUMMARY OF FINDINGS The following is a summary of findings from the parking demand model for the proposed development described in the Project Description section of this report.
FINDING: The subject site is zoned Planned Development District No. 65, Tract 1, Subarea 1. The Owner is seeking to amend the current zoning conditions to facilitate the proposed development of the Holly Hill Success Center.
FINDING: The Holly Hill Success Center will provide several social and educational services for the benefit of the surrounding community. Based upon the geographic and demographic characteristics of the area, it is anticipated that a majority of participants in the activities will walk to/from the facility, which will result in a lower parking need than would otherwise occur. The Owner/Operator propose to provide 46 parking spaces.
FINDING: Under current development criteria, the proposed uses would require 87 parking spaces.
FINDING: Based upon the parking demand model performed for this study, which is derived from operational data and information provided by the Owner/Operator, Pacheco Koch projects the peak parking demand of 43 parked vehicles to occur for brief periods during the morning on Tuesdays and Thursdays.

Based upon the findings of this parking analysis, a reduced parking requirement of 46 spaces is considered to be sufficient to serve the needs of the proposed Holly Hill Success Center.
