    2. Parliament shall not determine or be dis-solved by the demise of the Crown and,notwithstanding the demise, shall continue, andmay meet, convene and sit, proceed and act, inthe same manner as if that demise had not hap-

    4. The Senate and the House of Commons,respectively, and the members thereof hold, en-

    joy and exercise

    (a) such and the like privileges, immunitiesand powers as, at the time of the passing ofthe Constitution Act, 1867, were held, en-

    joyed and exercised by the Commons Houseof Parliament of the United Kingdom and by

    the members thereof, in so far as is consis-tent with that Act; and

    (b) such privileges, immunities and powersas are defined by Act of the Parliament ofCanada, not exceeding those, at the time ofthe passing of the Act, held, enjoyed and ex-ercised by the Commons House of Parlia-

    of Canada and it is not necessary to plead thembut they shall, in all courts in Canada, and byand before all judges, be taken notice of judi-cially.

    6. On any inquiry concerning the privileges,immunities and powers of the Senate and theHouse of Commons or of any member of eitherHouse, any copy of the journals of eitherHouse, printed or purported to be printed by or-der thereof, shall be admitted as evidence of the

    journals by all courts, justices and others, with-

    out proof that the copy was printed by order ofeither House.

    7. (1) Where any person is a defendant inany civil or criminal proceedings that are com-menced or prosecuted in a court in any mannerfor, on account of or in respect of the publica-tion of any report, paper, votes or proceedings,

    by that person or the servant of that person, byor under the authority of the Senate or the

    House of Commons, that person may bring be-fore the court or any judge thereof, after twen-ty-four hours notice of intention to do so givenin accordance with subsection (2), a certificate

    (a) given under the hand of the Speaker orthe Clerk of the Senate or the House of Com-mons, and

    (b) stating that the report, paper, votes orproceedings were published by that person orservant, by order or under the authority ofthe Senate or the House of Commons,

    together with an affidavit verifying the certifi-

    cate.

    13. (1) Any oath or solemn affirmation anddeclaration under this Part may be administered

    by

    (a) the Speaker of the Senate or the Houseof Commons;

    (b) the chairman of any committee of theSenate or the House of Commons; or

    (c) such person or persons as may be ap-pointed for that purpose either by the Speak-er of the Senate or by the Speaker of theHouse of Commons or by standing or otherorder of the Senate or the House.
