PPA DOJ, R-IX Ends 2010 with Four-Fold Activity R9 Personnel Attend GST Training CPPO Maria Lourdes S. Guangco raises her question regarding the accomplish- ment of the Integrated Quarterly Performance Report. Twenty-six (26) personnel of PPA Region 9 attended the Gender Sensitivity Training for Probation and Parole Officers held at the Harmony Village, Sinunuc, Zamboanga City, from October 6- 7, 2010. Ms. Miriam M. Buergo, AIM Professor and a women Rights Advocate who had credited herself with several trainings conducted on GAD, Gender Mainstreaming, GAD Planning and Budgeting, Gender Analysis, etc., was the Resource Speaker for the two-day seminar-workshop. Basically, the training aimed to create gender awareness among the personnel and Field Officers of PPA Region 9. Management feels there is a need to sensitize its personnel to effectively work towards gender equality in the way they deal with themselves and their clients, eventually, they may be able to erase the concept of sexism that had permeated their individual’s character, attitudes, preferences and aspirations in life. continue to page 6... As in the past, the practice of handling vari- ous activities in one assembly was intended to maximize utilization of time and resources while addressing general concerns and productivity issues of the office. The year-end gathering also served as an avenue for learning as Chiefs and personnel were made to undergo a Training-workshop in accom- plishing the new IQPR forms to be implemented in CY 2011 that the burden of submitting a number of reports to Central Office may somehow be lightened and facilitated. The training likewise aimed to effect a uniform interpretation of the data to be supplied as required by Management. ARD Tarcisia A. Tampos, a CHARP member herself, took the cudgels to dis- cuss the IQPR preparation with the assistance of the three program coordinators of the region namely PPOII Marilou B. Floresca (TC); CPPO Edna Q. Godoy (RJ) and SPPO Josilyn S. Bael (VPA). The Christmas Fellowship was enlivened with a Ballroom Dance Competition among the three clus- ters and Regional Office personnel. RD Rosa H. La- canglacang gave her Christmas message. The pro- gram was intercepted with the ballroom competition, exchanging of gifts and distribution of door prizes. Twenty-six (26) personnel of PPA Region 9 attended the Gender Sensitivity Training for Probation and Parole Officers held at the Harmony Village, Sinunuc, Zamboanga City, from October 6-7, 2010. They say, Christmas message is a re-minder for the coming year—for the future. My message will focus on love to have more happiness in life. Love can be expressed in many ways—Love can be measured in many ways. True love can be seen by what we do to towards our neighbors and our fellowmen. Love to-wards all is shown and proved by your daily work because “Work is love made visible”. Daily work is your contribution to the well-being of mankind, and for us—the clients we serve. Whatever you do, work with all your heart, as working for the Lord, not for men. To increase the purity of love and quan-tity of love in your life—you can substan-tially contribute by improving the quality of your own work. Quality of work includes factors such as: your reliability, your de-pendability, your love invested in your work and your true and sincere Desire to cause real change in the life of the recipients of your work. Work is the direct proof and reflection of the purity of your love. By working with love from the bottom of your heart—by do-ing something truly useful or helpful, you prove love beyond doubt and beyond and above words.

Shunning Mediocrity

As the year 2010 has already ended and 2011 has just opened its doors, we look forward to a better “everything” that has to do with ourselves and the world in which we live in. A new year is as good as any time to shape up. Having the past year as reference, we chart our future level of performance in a way that the line in a given life graph ascends rather than descends. In our work places, are we merely content with being just an ordinary staff rather than a team member with a role that is recognized for its significance? Mediocrity is a virus that plagues employees who have just followed a pattern and adapted to the given mould prescribed by the basic functions of a given position. Being mediocre means that a person wastes opportunities to become better, choosing only to remain on being “safe”. The chosen theme of the 2010 PPOLPI Convention in Palawan, “Rekindling the Passion in Fulfilling Our Mission”, speaks of the need to shun any form of mediocrity in all levels within the agency so we could better realize the important mission of rehabilitating our clients and restoring to them their dignity as human beings. There is simply no room for complacency. The issue is no longer about having abilities or resources, it is more on how we use the abilities and resources that are already present. To rise up from whatever level we are in means that we have to initiate change ourselves. From plain spectators, we “level up” and become the actors who will realize the vision and goals we have set for ourselves, our families, and the community. - dayden

34th Anniversary Soiree City where 37 clients participated. The anniversary cele-bration ended with a Dinner at Alavar’s Seafood House among Staff and members of the VPA Association in Zamboanga City.

While other field offices held and integrated their respective TC Sessions with other activities, Isabela/ Basilan PPO conducted a separate Live-in TC Training (4 days) from July 14-17, 2010 at the social hall of Isabela City Infirmary. Participants to the seminar were 8 proba-tioners, 2 parolees from Isabela and 4 Probationers and Parolees from Basilan.

One of the many highlights of the celebration was the 12th National Convention and 10th Training Institute held at Asturias Hotel, Puerto Princesa City, Palawan on July 21-24, 2010. Nineteen personnel from this region joined the convention. During the convention proper, everyone actively participated during the 12-hour train-ings on: Fitness and Wellness, Environmental Conscious-ness and seminar on “Take it from the TOP”. The Ha-waiian attires and dinner with Mayor Edward S. Hage-dorn who brought native entertainers enlivened the so-cials.

The celebration was not yet over after the memo-rable and heartwarming Palawan experience. The Re-gional Office together with the Central Cluster offices: Pagadian City PPO, Zamboanga del Sur PPOs No. 1 and 2, and Zamboanga Sibugay PPO held a series of lec-turettes on July 30, 2010 at the Regional Office, Pagadian City. The Lecture / Forum on Nutrition Policies and Guidelines was facilitated by Ms. Linaflor S. Casio, Fo-rum on the Code of Ethics for Probation Officers by ARD Tarcisia A. Tampos. A Thanksgiving Service was also held with Rev. Hipolito Paner of the Christ the Lord of Glory Alliance Fellowship. In closing, the celebration was capped with a radio and TV interview as another me-dia exposure. CPPO Maria Lourdes S. Guangco who talked about Zamboanga Sibugay PPO, CPPO Carlita C. Ebarle on Zamboanga del Sur PPO No. 1 and ARD Tarci-sia A. Tampos for the Region, while RPIO Alyssa May Zuasola graced the radio Kapihan of DXPR on August 1, 2010. - amczuasola

Agency anniversaries are a time for breathtaking celebrations. The committed staff and visionary leaders have led Parole and Probation Administration to grow every year. Now on its 34th year, the Agency themed the commemoration as “34 years of Redeeming Valuable Human Material: An Affirmation for Non-Custodial Measures”.

Several activities have been lined up for the fes-tivity. Anniversary streamers, which were provided by the Regional Office, were hanged in a conspicuous space in each field offices around the region. The Regional Of-fice, led by RD Rosa H. Lacanglacang, in collaboration with the Philippine Information Agency (PIA), sponsored a Media Forum at Hotel Camila, Pagadian City, on July 13, 2010. Respected journalists of the city participated and interacted during the forum. The event was pub-lished in newspapers; aired over the radio, television across Region 9 and neighboring provinces; and through the web.

The field office celebrations included ALS classes and the planting of 375 mangrove propagules and nurturing of 5,000 mangrove trees by 41 probationers and parolees of Dapitan City PPO. Zamboanga Del Norte PPO conducted Blood Typing/Letting for 33 clients and also planted 300 mahogany trees at Liloy, Zamboanga Del Norte. Zamboanga Del Sur PPO 1 built their image thru a Courtesy Call to the new Municipal Mayor of Gui-pos Zamboanga Del Sur together with 2 VPAs. They planted 100 Mahogany seedlings at Guipos Mountain Resort together with 20 clients and held a Lecture on Ba-sic Food Groups. Sulu PPO conducted cleanliness drive at the roadside of the Provincial Capitol and tree planting at Kasalamatan Village together with 4 clients. Tawi-Tawi PPO conducted tree planting of 100 Mangrove propagules at Brgy. Silisal, Bongao, Tawi-Tawi.

Meanwhile, Dipolog City PPO conducted Infor-mation Dissemination on the importance of Nutrition to 88 clients. Likewise, Pagadian City PPO conducted the same to 18 clients and 3 VPAs while Zamboanga Sibugay PPO conducted lecture on Proper Nu-trition and Management of Diabetes to 38 cli-ents, 7 Family members and 2 VPAs. Distribu-tion of Oral Care Packs, vegetable seeds, mul-tivitamins and nutri-feeding also followed as part of their advocacy to promote good and general well-being. On the other hand, Zam-boanga Del Sur PPO2 conducted a lecture on Spirituality to 23 clients.

Zamboanga City PPO1 conducted group games for its 44 clients at Paseo Del Mar which was followed with a Bowling Tournament attended by 18 VPAs. Zamboanga City PPO 2 conducted family day and commu-nity work service at Pasonanca, Zamboanga Media Exposure last July 30, 2010 at the Regional Office. 3

A total of twenty (20) probationers and parol-ees from Dapitan City, Rizal and Sibutad, Zambo-anga Del Norte, under the supervision of the Dapi-tan City PPO, successfully completed Phase 1 of the Therapeutic Community (TC) Modality Training at the Lady of Mercy Parish, Barcelona, Dapitan City on September 6-9, 2010. The TC is the modality used by the Parole and Probation Administration (PPA-DOJ) and is a self-help, social learning treatment model where the primary teacher is the community itself, continue to page 6—TC

The Philippine National Red Cross (PNRC) was tapped to conduct free blood typing for clients on July 22, 2010. Thirty-three (33) clients were subjected to blood type examination while parolee Jimmy Ronquillo willingly donated blood. The activity was in coordination with PNRC Zamboanga Del Norte Chapter President Joshua Bicoy, in celebration of July as Blood Do-nor’s Month. Also present was Ms. Macheri Gako, a Medical Technologist, who gave a short talk on the importance of donating blood. This project is an initiative of the Zambo-anga Del Norte PPO. - Jfrequina

At least forty (40) non-TC clients of the Di-polog City PPO listened to Mrs. Elsa E. Oyanib and Mrs. Mary Jane C. Abbas of the Provincial Social Welfare Office (PSWDO), talk on Disaster Prepar-edness on July 13, 2010. Because one can never tell when a calam-ity will strike, orienting clients on how to respond in times of calamities such as fire, earthquake, ty-phoons, and floods, will prepare and equip them to act appropriately when the situation calls for an immediate response. - Mtbusico

VPA Discusses RA 9165 In celebration of the Drug Abuse Preven-tion and Control Week, a lecture on the Com-prehensive Dangerous Drugs Act of 2002 was given to clients of Pagadian City PPO by VPA-JO3 Rico Guirnaldo on November 17, 2010. VPA Guirnaldo thoroughly explained Arti-cle II on the “Unlawful Acts and Penalties” wherein he cited Section 12, which gives an offender a chance to apply for probation. SVPAA Officers Take Oath

The newly-elected officers of the Sibugay VPA Association (SVPAA) took their oath of of-fice during the General Assembly and Recogni-tion Program of clients on December 21, 2010 at the Municipal Conference hall, Ipil. Those who took their oath were VPAs Sher-lito I. Banawa (President), Erlinda Burgos (V. Pres.), Herdielina V. Alcanta (Secretary), Nelson P. Guerrero (Treasurer), Gamonic M. Jamilon (Auditor), and Rodolfo Solatario (PIO). Included also was VPA Rolando R. Liberto, member of the Board of Directors. Administering the oath of office was District Public Attorney Marcelo R. Rabosa, Jr. who is very familiar to the work that VPAs do.— cecinco

Zamboanga Del Sur PPO #1 dessiminated information to fifty-eight (58) detainees and seventeen (17) visitors at the Provincial Jail on October 29, 2010 in observance of the NA-COCO Week. CPPO Carlita Ebarle and PPO II Marilou Floresca ably explained the Agency’s Harmo-nized Rehabilitation Program, while VPA Nino Ryan Plata elaborated on the functions, duties and responsibilities of VPAs as partners of the Agency in rehabilitating clients. Likewise, Parole and probation methods and procedures were properly discussed, giv-ing light to issues that were once vague to in-mates. VPA Norberto M. The Salug Valley VPA Ass’n. of the Zamboanga Del Sur PPO #2, in coordination with the Philippine National Police, conducted lectures relative to Crime Prevention in Brgy. Blancia, Molave, on September 20 and 21, 2010, during a “Pulong-Pulong”. P/Supt. Ranulfo P. Sinajon and SPO1 Reynaldo D. Hilot shared crime prevention tips and asked for the community’s full cooperation with the law en-forcement for a more efficient crime monitoring. VPAs Genodino K. Abong and Marilou T. Canas, DILG Officer and Municipal Nutritionist, respec-tively, lectured on the role of the family in crime pre-vention. In attendance were 52 residents of Purok Makiangayon and 39 residents of Purok Makugihon. Also present were Barangay Chair Helen P. Icat with 3 Barangay kagawad, 4 members of the PNP, 6 VPAs, and the personnel of ZDSPPO #2. - elbaldado

Family Day Out at Eribertha’s Spring Resort

As humans, we are faced with pressures, concerns and problems. Others describe it as stressed out. Some say burned out or at wit’s end. However, the Central Cluster/RO personnel and VPA’s often find positive ways of cop-ing. One unforgettable event happened on September 24, 2010 at Eribertha’s Spring Resort, Mahayag, Zamboanga del Sur. The group enjoyably spent Family Day to feel and build a strong bond, as workers of this agency. The get to-gether was also the culmination of the 110th Civil Service Anniversary Celebration and a Gender and Development Program. A Calisthenics and Sports Activity right at the resort became part of that remarkable day. Executing Hataw and playing the Larong Pinoy were therapeutic in nature as muscles were stretched and relaxed. Giving ourselves time to empty our minds from pressure, hear the rippling sound of the wonderful water-falls, feel the coolness of the water were experiences that brought feeling of calmness and relaxation. Indeed, the Family Day Out induced sense of peace that every man and woman needs to keep going as an indi-vidual, an employee and God’s steward. Thus, each partici-pant went home with the free gift of positive energy to face another day of WORK in PPA and another Challenge in life. - mbfloresca

The live-in training was a joint undertaking of the PPA-DOJ, R-IX, under the able leadership of RD Rosa Lacanglacang, through the Dapitan City PPO, composed of CPPO Jose Alan B. Santillana, SPPO Josilyn S. Bael, and AAIV Judito G. Abitona; and the Dapitan Shrine VPA Assoc., with VPA Margarito T. Pacilan as its President. The VPAs offered their pre-cious time, personal; funds and talents, as they did the legwork in the solicitation of additional funds, in the coordination with Our Lady of Mercy Parish, with the Local Government Unit of Dapitan City, and in serving as facilitators/Resource Persons. CPPO Santillana disclosed that the client-participants reciprocated the sincere effort made by the Agency, the community, and the LGU officials, as they showed interest and wholehearted coopera-tion during the training, and as they made manifest to live by the Philosophies and tenets of the TC Mo-dality in their respective family and community. - Jsbael

On the other hand, CPPO Carlita Ebarle talked on the “Role of Parents in Drug Prevention” by giving tips on the danger signs and the interventions available when parents discover that a son/daughter is on drugs. Indeed, the best defense against drug abuse is a cohe-sive family living in harmony and solidarity. ccebarle

Beach Party for Clients of ZCPPO No. 1 The ZCPPO No. 1 held its Christmas Party at Zamboanga city Golf Course and Beach Resort on December 11, 2010. The celebration was attended by more or less 65 clients, 32 relatives and 8 Social Work (SW) interns and VPAs. Fifty (50%) discount on en-trance fee was extended by Philippine Tourism Author-ity. The affair kicked off with a short program and fol-lowed by group game. All these were facilitated by SW interns. Mr. Henson Wee, President of the Eagles’ Club, Zamboanga City Chapter and proprietor of Park ‘88 Restaurant sponsored two viands good for 80 per-sons such as buttered chicken and sotanghon pancit. Hon City councilor Jaime Cabato and other members of the Eagles Club attended said party and donoted umbrellas and T-shirts while VPA Romana Perez do-nated 2 dozens medium size soup bowls and 2 dozens plates which served as prizes for group games. VPA Ma. Luz Gerondio sponsored the payment for the big cottage. Permex and Columbus Canning Factories likewise donated 400 cans of sardines which were equally distributed to clients. SPPO Rojas also spon-sored one viand while National bakery donated 20 loaves of bread. Leftovers were shared by client and no one went home empty handed.

Meanwhile, Barangay Patalon Chairman Gaudencio Rojas and PPOII Bedua provided ve-hicles in ferrying the clients from and to the venue. This event was made possible and suc-cessful with the efforts of the Staff, VPAs and the untiring support from other group of individuals who in one way or another shared their blessings this season. - egrojas
