Parque Bicentenario Av. Amazonas & Av. de la Prensa, Quito, Ecuador The plot and program area is approximately 75,000 sq.m. It is the second phase and complementary programme for the flagship project of Centro de Convenciones Metropolitano de Quito (Quito Metropolitan Convention Centre) located in the Parque Bicentenario. The objective of these important facilities is to host both local and international conventions and trade exhibitions. Quito is located in a strategic area that is ideal for events of this type, which contribute to the development of tourism in Quito and Ecuador. The variety of uses that bidders should develop include culture, accommodation, business centre, arena, businesses and restaurants. As part of Visión Quito 2040 project, Parque Bicentenario (Bicentennial Park) will become a magnet and driver of development, and a new urban centrality in the north of the city. The plot is easily accessible: the city’s first metro line will be inaugurated in 2019, and the north terminal will be located approximately 1km away. The plot is served by various rapid transit bus (BRT) lines and bike paths. Considering the specific environmental issues, as well as the city’s location and topography, it is expected that bidders integrate sustainable management strategies in the development of their projects so that the site becomes an urban and architectural benchmark for the city. Presentation of the site and expectations for its redevelopment The plot and program area is 75,000 sq.m., and comprises the second phase of the flagship Centro de Convenciones Metropolitano de Quito project located in Parque Bicentenario (one of the major development projects in Quito), consisting in a complementary programme for the Centro de Convenciones Metropolitano . The site, which is the former airport site, is intended as becoming an urban scale park. One of the park’s facilities, the large Convention Centre, is under construction. On the same site, phase two has been approved, including a large range of uses that the facilities will have to offer: culture, accommodation, business centre, arena, commercial areas and restaurants. This project is part of Visión Quito 2040 which is currently being developed by the Metropolitan Institute of Urban Planning (IMPU). As part of this vision, a compact city model was proposed with centralidades distritales (district urban centralities), which allow their inhabitants to find all the resources they need for life without making long journeys. This model contains various elements, including facility and service hubs known as microcentralidades, which gives the local population equitable and uniform access to facilities and services.

As part of Visión Quito 2040, Parque Bicentenario will become a magnet and driver of development. Together with the convention centre, it will form Centralidad Bicentenario, one of the 12 urban centralities (centralidades distritales) planned for the Metropolitan District of Quito. This important facility is intended to host both local and international conventions and trade exhibitions. Quito is located in a strategic area that is ideal for events of this type, which will contribute to the development of tourism in the city and the country. The plot can be accessed from Avenida Amazonas and Avenida de la Prensa. The Master Plan for Parque Bicentenario also proposes a road running from east to west along Avenida Florida. The site is located approximately 1 km from El Labrador station, the north terminal of Quito’s metro system, which will be inaugurated in 2019. The main central line of the Trolebús rapid transit bus goes along Avenida 10 de Agosto and the main western line goes along Avenida de la Prensa. It is situated 400 m from the Trolebús stop and 200 m from the main western line. There are plans to improve pedestrian and cycle networks, in order to create connections between the convention centre and the rest of the city.

Specific climate or environmental issues regarding the development of the site The city of Quito is located in a seismic zone that is prone to volcanic eruptions. The high plateau of Quito is also prone to flooding during rainy season. The city and the country have devolved a Risk Management Decree and Quito has a Resiliency Strategy as a method of risk mitigation. Quito air pollution index, mainly caused by emissions from light and heavy vehicles, has

been reduced to acceptable levels through strategies and the monitoring of emissions. Quito signed a series of international agreements to reduce CO2 emissions. The project must consider these aspects and become a model for innovation, in terms of architecture, construction and environment.
