Problem StatementIn any country, crime creates lots of nuisance and endangers public security and peace. It also caused large resources to fund investigations, conduct trials and maintain prisons. Like in many parts of the world, Malaysia too is experiencing similar challenges on crime. The crime rate has registered rapid increment that has driven multiple efforts to contain the trend. Studies have shown that rapid economic expansion has contributed to the rate. Growing population, influx of immigrants, inflation, poverty index, high unemployment, parental neglect and many other factors contributed to the problem. Why is this happening and how do we slow down the increasing trend of crime?

b) Influx of immigrants
To save cost on workers, factories tend to employ workers from poorer countries whom are willing to work for a much lower pay. Bringing a large number of immigrants and concentrated in a place invites unwanted problems to the society. Moral issues also come into question with influx of immigrants as sexual workers and slaves.
c) Inflation This occurs when demand grows faster than long run productive potential. As a consequence, it puts pressure on the interest rates to rise. This would lead to loss of competitiveness for domestic businesses in the international markets and creates room for corruptions.
d) Poverty index
Economic growth may not benefit all stages of society. While the rich get richer, the poor would remain.
e) High unemployment
Economy instability forces industries to cut cost on employment. This induces loss of energy. Hundreds of people are left unemployed, forcing them to indulge in any form earning to support their basic needs.
f) Parental neglect
Working parents nowadays often fail to provide attention and care to their children, which easily creates room for their teenagers to indulge in misleading activities, for an instance.

Potential solutions for the increasing crime rate in Malaysia due to economic expansion;

i) Taking out / Extraction
Currently, the populations in Malaysia are concentrated in selected main cities, whereas rural areas remain redundant. Therefore, distributing the development evenly or ‘taking out’ the development to rural areas not only provide opportunities to the less fortunate, but also reduces living cost in cities. Crimes in major cities can be avoided and reduced by this way.
ii) Merging / Combination
Busy and congested cities increases living cost and forces many whom could not afford the cost, to flee out or gets involved in crimes (i.e.: theft). To reduce the crime rates due to population, TRIZ technique suggests a combined or shared mode of transportation or providing safe n cheap public transportations.

iii) Composite material / Composite structures
Instead of having a homogeneous workforce, the employers/government could hire renaissance workers to encourage harmony and reduce gang violence.
iv) Flexible shells and thin films / Thin & flexible
Having the government authorities to communicate directly with the society on country’s state in inflation, rather than increasing household item and gas prices directly, would reduce the tense among the citizens that may lead to street protests. Giving a proper figure statistic and explanation in the public view would also reduce changes for corruptions in the management.
v) Parameter changes
Parameter changes need to be done to distribute the nation’s wealth equally. The difference between poor and rich need to be reduced by providing aids in all forms to assist the poor to lead better life quality. For instance, the number of low and middle cost property development can be increased to support the lower income group as well.

iii) Mechanics substitution / Another sense
Replacing an office with a virtual office with everyone working from home can reduce cost of management and increase employment opportunities.
iv) Another dimension
To move an event or organization and manage with tolerance and love; such as UN and Sime Darby cooperation. Educating the working parents on the dangers they invite by neglecting their children is important to reduce juvenile crimes. Enabling virtual meetings with holograms or video-conferencing for after-office-hour would allow employees to spend time at home with their family.
ConclusionTRIZ method provides a rather ‘out-of-box’ thinking
towards problem-solving.As an example, to control influx of immigrants, a general
brain storming would suggest tightening the current law on human trafficking and increase police inspections. However, TRIZ technique suggests a much time and cost saving method by taking out the problem at its root; avoid homogeneous work force (i.e.: factories could employ workers from various background/religion/country to encourage harmony).
Hence, using TRIZ technique, we can slow down the increasing trend of crime on Malaysia.
