5.1 PLANNING CONTEXT
Plot 12
This section explains the consultation approach specifically in relation to the proposed Plot 12 and adjacent public realm (which form part of Phase 1B (South) of the s73 Permission).
The application includes a mixed use development for 292 residential units and ancillary housing office, retail, café, basement car parking, plant and energy centre and associated landscaping.
The aim of this second stage of work was to introduce and consult on Plot 12 and the adjacent public realm, and explain how this phase fits within the wider vision.

5.2 OVERVIEW
Resident Consultation
Two parallel streams of consultation were carried out for Plot 12 between April and October 2017.
The first stream involved the residents of the Whitefield Estate towers - Norden Point, Clare Point and Whychcote Point – who are to be relocated to the replacement housing due to be provided within Plot 12. Detailed discussions were held with the residents as a priority, as they are directly impacted by the proposals. To ensure that workshops were accessible to as many residents as possible, each workshop took place twice, one during a weekday evening and one on a weekend morning.
Information sessions and workshops involving residents and the project team were held to ensure that everyone was given access to information explaining the replacement homes and the surrounding spaces. The discussions were structured over three sessions looking at three different levels of the Plot 12 proposals; the first session discussed the wider BXS vision and how Plot 12 relates to the wider masterplan; the second session focused on the new building 12(N) and its features and functions, and presented details of the new homes and typical interior layouts; the third session showed the details of the proposals for Plot 12, including the architecture and the designs of public spaces.
The workshops provided an opportunity for residents to have direct and focused discussions with the project team, including members of the housing association registered provider envisaged to be the resident’s future landlord.
This process was particularly important for many of the residents who have previously had very little involvement in the project and were keen to learn more both about the design proposals and the housing offer relating to transition from council to housing association tenancy.
Public Consultation
The second consultation stream involved a wider public consultation that intended to coincide with and inform key stages of design development and present the design evolution in a clear and straightforward manner, allowing people to contribute and respond.
The process included a focused Community Liaison Group session and public exhibition describing Plot 12 and recording community feedback. A final information session was held to inform residents of the detailed proposals.

5.3 COMMUNICATIONS
Communications at this stage involved the provision of key project information such as plans and updates on the redevelopment project, and announcements regarding event dates, times and locations.
In accordance with the two streams of consultation, there were also two separate communication channels:
• One targeting the entire consultation area and announcing all public events.
• One dealing with a series of communications targeting to the residents of Norden, Clare and Whychcote Point tower blocks, inviting them to participate in the focused design discussions and workshops.
The project website also kept residents informed of upcoming events, and email invites were sent to those signed up to the Brent Cross database informing them of events. A separate email invite was sent to CLG members inviting them to the CLG meeting to discuss the proposals with the project team in July ahead of the exhibition.

Our previous two newsletters introduced you to the BXS Partnership - developer Argent Related and Barnet Council - and gave you a roundup of discussions held with local groups and local people so far. This newsletter shares important information as the Brent Cross South development gets closer to starting on site and it explains key planning submissions that will be made this year in order to enable the fi rst part of the project to get underway and how you can get involved at this formative stage.
This newsletter also includes a programme for upcoming consultation events for the rest of 2017, which we hope you will join to hear about our progress and contribute your opinions on issues that will infl uence the area for years to come.

Brent Cross South In April 2017 the BXS Partnership will submit an application to update what is to be included in the fi rst phase of development. In September, detailed planning applications (‘reserved matters’) for the fi rst sub-phase will be submitted.
Brent Cross LondonBrent Cross London held public exhibitions late last year and will soon submit detailed plans for the shopping centre redevelopment.
Brent Cross Thameslink In April 2017 Barnet Council will submit an application to bring forward the delivery of the new Thameslink station from 2031 to 2022.
Barnet Council are running public consultation events on the station project and its component parts. The fi rst of these, to be held in April, will cover the emerging designs for the replacement Waste Transfer Station and Rail Freight Facility. We also want to share feedback from discussions we have been having about wider community benefi ts and services in the area with locally based service providers, specifi cally about the current provision for older people and young people. ARTISTS IMPRESSION OF HOW THE NEW WHITEFIELD HOMES MIGHT LOOK LIKE
The BXS Partnership is pleased to invite you to our summer exhibition about the first Phase of Brent Cross South.
The exhibitions will present the proposed designs for Phase 1BS, including the first buildings to be delivered at Brent Cross South before they are submitted for detailed planning permission later this year. We will also introduce elements of the proposals for early parts of the emerging new town centre, such as the new street networks and public spaces. We are seeking feedback on the proposal for an exciting new temporary open space at the heart of the scheme for events and activities. The aspirations for Phase 1BS were set out in our previous newsletter in April this year.
The exhibition will be an opportunity for you to talk to members of the development and design teams, including the architects and landscape designers, and ask any questions you may have about the emerging plan.
As part of our ongoing discussions with local people, your feedback will help the BXS team understand the views and ideas of the local community before detailed planning applications for ‘Reserved Matters’ are submitted later this year. The exhibition will cover the specific architecture and landscape details of Phase 1BS, though not the overall principle and scale of the development or land uses, which were fixed previously in 2010 and confirmed in 2014 with the approval of the Outline Planning Permission.
The exhibitions will present emerging designs of Phase 1BS. The exhibition will present two buildings together with the immediate surroundings just to the north of Clitterhouse Playing Fields at the heart of the scheme. We will also provide relevant background information on the wider scheme. Additional elements of the first Phase to be covered in detail at the exhibitions include:
The first buildings to come forward within Brent Cross South. These buildings will provide replacement homes for Whitefield Estate residents from the three tower blocks (Norden Point, Claire Point and Whychcote Point) as well as additional homes for sale.
Elements of the new street network including the beginning of a new high-street with shops and amenities.
Proposals for the first neighbourhood streets around the first building linking through to existing routes to provide improved walking and cycling routes.
The exhibitions will also provide some early information about the location of the temporary open space which is due to open next year in advance of the first building work starting on site. The temporary open space will ensure that sufficient open space is available to local residents while improvements are being made to other green spaces in Brent Cross South.
We think that the temporary open space will be a good opportunity to try out ideas for future activities, events and improvements, and we would like to seek your ideas on how to make it an exciting focal point for the existing and new communities.
In addition to exhibitions for Brent Cross South (BXS) a number of events are being held by Barnet Council about the new Thameslink Station (BXT), which will connect the new town centre to King’s Cross in less than 15 minutes and provide 24 hour pedestrian and cycle access across the railway. These separate events are set out in the schedule on the back page.

The design of the new Whitefield homes is progressing. This invitation is to the next round of resident design workshops to be held in June. The event will cover the interior design of the new homes with the project team, review the comments received at the first design sessions held last month and answer questions raised to the development team.
Many of you attended one of the two identical introductory workshops that were held over two days in early May in the Whitefield area for residents of Norden Point, Clare Point and Whychcote Point towers.
The aim was for the project team and appointed architects Maccreanor Lavington to update you on the plans for your new Whitefield Homes and to hear your initial aspirations for the wider neighbourhood and community. It was also to understand in broad terms your priorities for your own home and local area, including the layout of the interiors, the look and feel of the new buildings and the design of surrounding outdoor spaces ahead of further specific workshops.
The event was also the first opportunity for you to meet and engage with the wider project team including Maccreanor Lavington, and landlords L&Q, with whom many of you have requested separate 1-1 meetings to discuss specific concerns that you may have.

Please join us for the final information event before the submission of proposals for the first buildings within Plot 12, part of Phase 1BS of the Southern part of the Brent Cross Cricklewood regeneration.
The event will present information of the submission proposals following the public exhibitions held in July. Information will be available about the two new buildings including replacement homes for the Whitefield Estate residents, as well as the surrounding public realm.
The event will also include some further detail on a temporary open space to be delivered in advance of the first new buildings.
The detailed plans for Plot 12 shown at this event will then be submitted to Barnet Planning Department in October for Reserved Matters Approval.
Members of the BXS team will be at the event to answer any questions you may have about these proposals as well as the wider project.

The workshop was structured as follows:

The resident’s independent advisor attended each event, to provide advice relating to issues outside of the project teams responsibility.
Information and group feedback sheets were used to record discussions between the residents and the design team. This focused on what type of place they would like to live in, beyond just their new building, highlighting elements they saw as a priority for the project team to consider.
Attendance
There were around 3-5 residents per group on both days, and each group shared their thoughts with a member of the design team. These were then shared between groups in a discussion at the end of the workshop.

New Home Priorities
A key priority for residents is a well managed and maintained building - this includes postal system, plumbing, lift etc.
Residents would like no less space than they currently have, particularly as many have large families who visit

Event Format
The workshop was structured as follows:
• Presentation from the project team followed by a group Q&A
• Group discussions around information and feedback sheets
• A group discussion summarising feedback and information shared
The resident’s independent advisor attended each event, to provide advice relating to issues outside of the project teams responsibility.
A representative from Maccreanor Lavington, the project architects, presented an overview of Plot 12 and new building ‘12N’ introducing residents to the new and improved features of the building, including:
• Secure entrance off high street
• Shops at the bottom of the block
• On-site housing office
• Secure entrance off street
• Secure postal lobby
• Lift access
• Basement car park and
• Courtyard
Using typical layouts of a two and three bedroom home, Maccreanor Lavington then explained layouts of the new flats, including typologies and options for kitchens, bedrooms, bathrooms, living spaces, corridors and balconies using exhibition boards.
Questions about specific elements of the designs were raised and answered throughout the presentation.
Following the presentation, the room was split into two groups to talk in more detail about proposals with project team members around large scale plans. A feedback form was circulated to residents to record their comments and thoughts.

Summary of Feedback
The feedback on the improved features of the new building was overwhelmingly positive, particularly regarding improved security, the improved courtyard and basement car parking.
The feedback on the room layouts presented by Maccreanor Lavington was also positive in general, but residents had some reservations, for example about sizing comparisons with their current homes, kitchen layouts and appliances and ability to make changes. These were as follows:

Event Format
The first event was a discussion session, beginning with a presentation from the design team with input from fire engineers to discuss the health and safety of the new building.
At the meetings, residents raised questions regarding the difference between secure tenancy from Barnet Homes and the new tenancy agreement with L&Q, the moving process, the choice of flats within the new building and the inclusion of specific disability measures. All of these were picked up by L&Q team members to discuss at separate 1-1 meetings or a resident meeting.
Residents also asked for further consultation on ground floor uses below their building as they are concerned about noise pollution and antisocial behaviour. They were also concerned about losing views of the park.
Despite this, the majority of residents said they are looking forward to the process beginning, and that all workshops have been informative and engaging, particularly by having the wider team available to respond to specific questions.
Most residents were impressed with the architecture and surrounding public realm (which they said would go a long way in reducing antisocial behaviour and improving their pride in their local area).

A third Community Liaison Group (CLG) meeting was held at Whitefield School introducing the initial designs within the Plot 12 planning application.
Aims
The aim of this CLG meeting was to give key stakeholders the opportunity to have an open dialogue with key members of the project team focused on delivering Plot 12 and share feedback on the proposals for the architecture of the new buildings as well as the public realm.

The presentation given by the design team provided a recap on the wider context of the project, emphasising the vision for Brent Cross South and introducing Plot 12. The presentation also included planning requirements surrounding the reserved matters application, explaining parameters which designs were required to observe – including the delivery of a temporary open space to mitigate against closure of other green spaces during improvement works.
The design team, architects Maccreanor Lavington and landscape designers Townshend, ran through the second part of the presentation, which explained in detail (heights, architectural style, etc.) the proposals for the Plot 12 buildings and the adjacent streets and public realm.
5.7 CLG MEETING - PLOT 12
This also covered emerging proposals for the new town centre, including elements of the new street network and public spaces, explaining the role of Plot 12 in forming the beginning of a new neighbourhood, providing a combination of residential with active ground floor uses such as shops, restaurants and cafés.
Early concepts and aspirations for how the temporary open space could look and function were also introduced.
Following the presentation CLG members were invited to discuss information about Plot 12 or the wider BXS redevelopment through an open Q&A session with the project team (full details of these discussions can be found in the appendices).
CLG members were invited to review full information regarding the proposals for Plot 12, presented through exhibition boards, and encouraged to provide comments and feedback.
Feedback collected from the CLG was combined with feedback from the public exhibition, a summary of which can be found on page 121.

This feedback summary includes responses from the attendees of the CLG private exhibition, and attendees of the public exhibition.
It should be noted that although there was a separate Whitefield workshop, some residents did attend the public exhibition, and therefore some Whitefield resident’s feedback is included in this summary.
There were a number of overarching comments made by attendees of both the CLG and the exhibitions about the regeneration of the wider area. Many residents stated that the area is in desperate need of regeneration, and that Plot 12 is a positive start. Other positive comments included:
• The architecture is pleasant and bricks are a good material to use
• The sustainable green focus of the public realm will create a pleasant space to live and spend time in
• The consultation to date has been very clear and informative
A prominent area of concern relates to the lack of information on the wider project. Some attendees stated that they did not want to comment on elements of Plot 12 if they did not receive further information on elements of BXS such as overall massing and new routes.
Of the comments that were made, key areas for concern included:
• Increase in traffic during building works that will effect local residents including children journeying to school
• The current transport routes for example buses on Claremont Road will be impacted by building works
• The proposed architecture is too tall and the overall area will become too dense

Summary of Comments
Most of the comments show support for the proposed public realm designs, however again some residents felt there was not enough information available to form opinions, and would prefer to do so with more complete designs. Most of the other concerns related to density of the buildings and roads being too narrow.

The final exhibition took place over two separate dates to ensure that more local residents were able to attend. The event was a combination of the CLG group, Whitefield Estate residents and the wider public to show the final, updated plans ahead of the planning submission.
The event was intended as an informative event to show the proposed content of the planning submission. The exhibition boards displayed the proposed designs for the buildings, including massing, height and architectural design, as well as the proposed plans for the public realm (roads, paths and a new public garden between the two buildings).
The team, including Argent, Maccreanor Lavington (architects), Townshend (Landscape Architects), DP9 (planners) and East and the Decorators (temporary open space designers) were at the event to explain the plans to attendees and answer any questions about these proposals as well as the wider project.
As it was an informative event, there was no feedback form, however comment forms were used to capture attendees questions that were followed up after the events.
The overall feedback was highly positive, regarding both the plans and the consultation process as a whole.

6.1 SUMMARY OF 1BS PLOT 12 ENGAGEMENT
The overall feedback for the first phase of the BXS development has been largely positive. As shown in the feedback from the first set of exhibitions for Plot 12, most local residents like the designs for the architecture and public realm, and many commented that they are looking forward to the works beginning to happen.
Comments raised at both the July exhibitions and the September exhibition informed the design team of a number of concerns that residents do have regarding the first phase, for example building works impacting on local traffic and residential streets being used by contractors. The project team were on hand to listen to these concerns and advise residents on how these impacts would be mitigated. Residents were also encouraged throughout the process to join the database if they had not done so already, and email any queries to Soundings.
