1 PART-A SAMADHAN WITH DISADVANTAGED PEOPLE 1. Background: Samadhan is a Non-government, Non-political, Non-religious multidimensional development service oriented local level voluntary organization. It is working in south-west region of Bangladesh from October 14, 1987 for poverty alleviation and sustainable socio-economic development for the poor and ultra poor inhabitants of the Kopotakkha, Betraboti, Shonai, Ichamoti, Harihar, Sreenadi and Mukteswari River basin areas under Jessore and Satkhira District. The said areas are the most poverty-stricken & disaster prone. Every year the Flood, waterlogged, Drought, Arsenic contamination in water and some other disaster are occurred here several times. The peoples are loosing wealth, disrupting their livelihood pattern becoming livelihood risk and vulnerable situation. At least 80% families are directly or indirectly depend on traditional agriculture systems. Agro based modern technologies are very difficulties to apply in this areas. The Agriculture activities dose not enhances to change their livelihoods of the 60% families. Locally they don’t have sufficient job opportunities i.e. they are remain un-employed for more than 09 months of the year. More than 50% people have to go to out for searching alternative jobs; especially in the district and city town for off firming job i.e. they are changing their profession for survivability. Some of the poor families undertake fishing, collection and selling of fire woods and cow dong, vending of vegetables and spices etc as alternative source to earn money for their survivability. The women headed day labor families can’t arrange suitable job. The numbers of extremely poor families are more than 25%, they are never considered to involve with any development activities. As a result the numbers of such people are increasing as a high rate. The conditions of the women are very pitiable. They are seriously disadvantaged and deprived as the victims of traditional male leading social management. Found unequal behavior & attitude among men and women at family & community. Basic service like Education, Health & nutrition, Agriculture, Banks and other support for the betterment of their livelihoods is not providing adequately. Ultimately they are depriving from holistic development. People of the areas are remaining un-aware, becoming ill healthy, illiteracy and losing assets, facing famine situation, becoming poorest of the poor and ultra poor, which creating another crisis i.e. they are beyond development mainstream. As a result our social & national liabilities are increasing as a high rate. Considering the said painful situation some enthusiastic social workers took the efforts to establish an NGO in the name of “Samadhan”. The English version of the Bengali words is organizations for solution of human being, emancipation of the people i.e. the people are free from poverty, disparity and exploitation. Samadhan is organizing the grassroots level women & men from poor and hard core poor families. Women are more priority areas of their poverty alleviation through implementing varieties of development activities. Gender are the another priority issues to incorporate in every program as cross cutting issues, but limitation of resources it is unable to serve them as per desire of the organization. Presently we are working with good relation and close connection with regional, national & International level various development organization and Donor agencies. 2. The Vision: Samadhan envision is a gender, caste and class equal environment friendly poverty free society. 3. The Mission: Promotion of socio-economic status of the underprivileged through institution building, conscientization, human resource development, education, environment friendly local resource management, establish peace, justice, dignity and fraternity in the society. 4. Goal: Sustainable Socio-economic development of the target groups of its working areas.

Samadhan is successfully working from October 14, 1987 with multidimensional development program activities for the peoples of Kopotakkha, Betraboti, Shonai, Ichamoti, Harihar, Sreenadi and Mukteswari river basin areas under Jessore and Satkhira district by the financial and technical support from local, national, and international agencies and some other enthusiastic people. Many of strength gained like owned land with 3 floor office building, well equipped emergency warehouse, general store office in different places of the remotest areas, competent and devoted team. On the other hand Samadhan having some other limitations, opportunities and threats, which are given below-

11. Different Stakeholder of the organization:

a) Primary stakeholder: First priority given to the women, men and children from the poor and extreme poor families, those are as follows.

Have no regular income and have food crisis in the year. Land holding up to 50 decimal only. Highest family income per year less than Tk-25,000.00 Women headed family, Disable, Elderly people, Regular sickness etc families. Peoples are unable to physical and hard work. Professionally vulnerable like beggar, day labor, landless/Marginal farmer and depends on support of

other agencies and minor group. Victims of violence especially for women and children. Natural and environmental Victims. Children from poor and extreme poor families, those are deprived from rights like survival, protection,

participation and development.

b) Secondary stakeholder: Second priority given to the women, men and children from the small farmer and traders families, those are as follows-

Family income per year more than Tk-25,000.00 Professionally, small farmer, Share cropper, Small trader Land holding up to 1.50 decimal only. The family involved with micro enterprises. Victims of violence especially for women and children. Natural and environmental disaster Victims. 16. Focused areas: The Samadhan has given priority to the Poor and Ultra poor vulnerable family for its program. At present women, child and helpless vulnerable people are more focused and priority areas, that is the program of Samadhan is women and child focused. Other than that as the working area of the organization is more hazards prone and that is why, the disaster victim of the areas is highly emphasized. Incase of any new planning the aforesaid people will be consider to incorporate in the program as much as possible.

17. Ownership: The organization wholeheartedly believes that the bottom-up planning system is the best way of participation of the community people for real & sustainable development. So that in every tier of the planning process participation from representative of grassroots level is ensured and even though the grassroots level representatives are exist in the organizational management committee both General body and Executive body.

PART-B REVIEW THE FISCAL YEAR 2007-2008

THE PROGRAM UNDER IMPLEMENTATION AND ITS PROGRESS:

1. Grassroots peoples organization and institutional building: This is the core activity of Samadhan. Most of the development efforts of the organization are offered through this activity. Majority people of the working areas are living under poverty line. Lacking of unity and unconsciousness are the prime obstacle towards socio-economic development of the poor people. They are deprived from their basic need and leading less humanitarian life. Identified vulnerable and helplessness inhabitants of river basin areas in Keshabpur and Monirampur upazila under Jessore district. Samadhan has been started organizing the groups from 1991 and taken initiatives to involving them in the process of establishing justice, legal rights through capital formulation by their own savings and taking up socio-economic development activities. Samadhan has been formed and continuing a total of 385 nos. groups comprising 7445 nos. member both male and female of remote area. Every group’s are seating in weekly basis, where the group members are discussing about their problems and limitation, trying to find out the immediate solution and coming in a common conscious to mitigate the problems. In weekly meeting they deposit weekly saving, repay weekly loan installment. The staff of Samadhan is attending every groups meeting and other than those activities they are conducting issue-based session to make people more aware on different development aspect. The group members are learning a lot from the meeting and sharing these learning with other member of their own family and neighbored also. Some activities under the component are given bellow-

a) Group management: The men and women of the poorest of the poor families are organized in group separately consist of 30 members on an average. They are attending in the meeting on a specific day, place and time for each week for savings, loan & issue based discussion meeting. Every group has one chairman; one Cashier, one Agriculture Advisor, one Health advisor and rest are the general member. Every after one year the executive member of the group changing by election or selection. Samadhan is providing organizational and Skill development training support to make them competent in relation to group management. Especially the advisors are ensuring communication among other member of the group from technical point of view to ensure adequate support for their on going issues.

b) The issue based meeting: This is group approaching system to make more people aware on different basic issues of development like Health, Agriculture, water and sanitation, human rights, marriage registration, dowry, early marriage, polygamy, social awareness, empowerment, divorce, violence against women and children, disaster preparedness and management etc. The issues were selected for one month and conducting session at group level once in a month. It is noted that during over flood and serious inundation of houses/roads in the financial year of 2007/2008 the group’s activities were suspended for three or more week only in the waterlogged area.

c) Savings fund generation and management: A certain day, time and venue have been selected for every week for meeting & savings collection for the individual groups as per their decision made in the group meeting by building consensus. The grassroots level staff called credit officer is attending each of the groups meeting timely as per schedule and collecting savings around Tk-10.00 per week, which deposited in Bank through Samadhan. The group members are getting interest against their deposited savings at the rate of Tk- 6%. The group member can get back certain amount from their deposited saving incase of their family need. d) The target and achievement of the activities are as follows:

f) Income Generating Activities through Micro Finance:

The peoples are always living in threatening and below subsistence level. Their income and sources of income are very limited. Samadhan has been taken different initiatives to create alternative employment opportunities to earn money and provided technical and financial support for their sustainable socio-economic development. The women headed day labor families of the working areas cannot arrange other job except hard working like earthwork. The people are not able to fulfill their family needs and they have to face crisis for less income over expenditure. They have to receive loan from local moneylenders on high rate of interest and paying back accordingly. Some of the poor families are loosing assets to payback the said loan money with interest and some are becoming as the victims of moneylenders for the loan.

On the other hand they don’t have access to receive loan from Bank or other govt. & Semi govt. sources. So that Samadhan is providing technical assistance and loan support to the poor people from 1991 through organizing family for raising their income by implementing different Income generating activities like cattle fattening, Goat rearing, poultry rearing, different small trades, fishing, agriculture and other off farming and on farming activities as yearly basis. The organization is implementing these program activities with aim of eliminating the moneylenders and improving the socio-economic condition of the poorest of the poor peoples. Presently the credit program is being implemented in 139 nos. villages in 28 unions under 02 upazila and Samadhan is created revolving Loan Fund (RLF) by the financial support from Polly Karma Shohyok Foundation (PKSF), organizational own fund and group’s savings also.

At present the organization is providing service for 3 folding need based micro finance support for the poor people of the Jessore and Satkhira district. The supports are-

i) Rural Micro Credit (RMC) ii) Micro Enterprise Development (ME) iii) Livelihood Restoration Project (LRP)

The details of aforesaid program support are follows-

i) Rural Micro Credit (RMC) Under this program Samadhan is providing technical assistance and loan support only to the poor people whose are group member against on different farming and small scale off-farming activities like- cattle fattening, Goat rearing, poultry rearing, different variety of vegetables cultivation, fishing, fish culture, agriculture, ferry business, mini shop as yearly basis and repaying the loan amount by 45 equal installments with 12.5% interest. Range of loan amount Tk-10000.00 to 29, 000.00 and actually the loan amount depends on the nature of project, as well as number of loan receiving by the borrower and his or her previous repayment records of the beneficiaries. Total outstanding taka 32,363,569.00 as on June 30, 2008 to the 5,328 nos. borrowers against 28 nos. projects

ii)Micro Enterprise Development (ME)

Under this program Samadhan is providing technical assistance and loan support only to the people both male and female member of the existing group, whose having highly experienced of proper and successful handled and utilized the loan money at least 02 – 04 years under rural micro credit. Samadhan is providing loan support

against production oriented small business, Power tiller, Moody shop, large scale Poultry farming, Meat

fattening, Milk fattening, Tailoring in market and or houses, Bi-cycle garage, Garments business, wooden business, Bhangri business, Food processing,, Furniture business, Electric goods business, Arothdary business, Jewelry business, Rod/Cement business, Medicine shop, Rice husking, Fishmeal, Cloths, Pisciculture, and Black smith etc. Two types of project loan are proving under ME like- (i) 18 month loan support with 12.5 % interest along with 5 months grace period (ii) 12 month loan support with 12.5% interest only . The loan installment depends on the nature of the project. Range of loan amount is Tk-30000.00 to 300000.00 against the ME loan supported project. Total outstanding taka 15,573,143.00 as of June 30, 2008 against total of 310 project among 22 beneficiaries

iii) Livelihood Restoration Project (LRP)

Under this program Samadhan is providing technical assistance and loan support only to the poor people whose are group member and victims of disaster and loan program i.e. the group member who lost assets for any natural hazard and or lost assets for maximum loan money used. The loan provided against the purpose of Medicine purchase or Treatment, Food purchase, House reconstruction, Latrine reconstruction and Tube-well repairing or re-sinking etc. The loan money repayment schedule is 52 equal installments with 04% interest. Range of loan amount is Tk-1000.00 to 3000.00 and actually the loan amount depends on the desire of the borrower.

g) Skill development training:

Samadhan is providing different technical support to borrower to establish their project in the local level like theoretical training, hands on training and mentoring on different trades to increase their skills for sustainable viability of the loan project. So that they can utilize the loan money properly and will be able to change their socio-economic condition by involving un-employed family member, ultimately the family income would be enhanced.

h) Credit supported for IGA:

Credit supports are being provided to the poor & ultra poor people on different feasible trades or projects exist in the locality and using hired technologies also to improve their sources of income with viability. The Credit officers and other respective staff of the Micro Finance program are providing technical assistance to the borrower and supervise the advancement of the project. Sometimes they are providing technical support in relation to market promotional information to the borrowers to make the project more profitable and make the borrower sensitized about market rate analysis.

l) Monthly Senior Staff Coordination Meeting: Senior Team containing all Branch Manager, Branch Accountants, Chief Accountant, Chief of the credit program are seating in a group in the name of monthly coordination meeting under the control of the Director every month. In the meeting critically analyzing the last month’s progress, problems, challenges and shortfall as per monthly program operational plan, then find out the causes of shortfall and how to overcome those in the next month as priority basis. External feedback from PKSF, external audit & others if happening in the month has been seriously discussed in the meeting and prepared one action plan to overcome those constraints as immediately .The respective program chief was also assigned to follow it accordingly with prior feedback. Then internal findings got as per filed visit by the director and the program chief were shared and advised accordingly. In addition to that the audience finalized next month’s target by branch mentioning individual program in most cases. Meetings were actually for daylong and peacefully learning for everyone.

2. Ensuring Risk Management Framework in Local Disaster Risk Reduction Action Plan: Kalaroa is one of the Upazila, which is highly vulnerable to Waterlogging, Flooding, Agricultural Droughts, Arsenic Contamination and also vulnerable to climate change impacts. The Upazila has 12 Union and 1 Pourasova with a total population of 224,834 (Female 109500 and Male 115334), consists of 119 villages and 37,467 households. The people of Kalaroa upazila are experiencing different types of natural hazards as well as a few human made hazards like human trafficking is a major along with risks of HIV/AIDS in the area. Though, there was no such assessment of risks associated with different hazards on the people, their livelihood and households, communities and nationals resource bases. The community people and the DMCs play a more reactive role after a hazard onset and try to manage the disasters through relief and rehabilitation support. As a whole, a broad base unwillingness has been emerged among the Union Parishad representatives and tries to project the disaster condition to the relief authority, which made the whole of the disaster management culture more and more dependent to the relief. The present nature of work has very limited practice to have a meeting of DMCs during normal time; they conceptualize that disaster management committee will only work after a disaster situation. Most of the Union has a work plan prepared by Disaster Management Bureau, which has merely used by the committee for preparedness business. There is no action plan done following a risk assessment, which should be the case to prepare a local action plan with active participation of the vulnerable people. Furthermore, there is gross lack of linking the hazard and vulnerability issues into the inter sector plan of different development wings of government and non-government sector at the grassroots level. Actually the project is implementing from April 24, 2006 by the support of UNDP, DFID & EC through CDMP under Ministry of food and disaster management. However, the main problem lies in the following areas:

The DMCs were not well functional in relation to disaster risk reduction.

The DMCs members do not have knowledge and awareness about the importance of risk assessment.

The DMC members and community people do not have understanding about their roles and responsibilities during not-hazard period and during and after a hazard onset period.

The Union Parishad has their annual development plan, but it is not prepared thoughtfully considering the risk factors associated with different natural and man made hazards of the particular locality.

There is no initiatives to involve the whole community in the process of planning and through that participatory process to identify their roles, which has created a culture of dependency

Moreover, the other departments are not responsive enough to the need of the people vulnerable to different hazards.

The project is achieving following outcomes, which definitely facilitate to create an environment to- I. Understand the importance of risk assessment for local level development planning. II. Identify their (DMCs and People) roles and responsibilities before, during and after any hazard III. Implement activities following LDRRAP (Local Disaster Risk Reduction Action Plan) IV. Mainstream the hazard and risks issues into the action plan of different department and agencies working in

Kalaroa Upazila and Satkhira District

Under the project two fold activities accomplished: (i) Developed LDRRAP

The major assignment of the project was to develop 14 nos. LDRRAP against 12, Unions, 01 Pourasova and 01 Upazila by involving different category of community people ( Farmer, Landless, Disable & women) and disaster management committee of union, Pourasova and upazila. Accordingly developed 14 nos LDRRAPs by following all formalities and distributed those LDRRAP to the UNO and other relevant officer of Kalaroa upazila, the Deputy Commissioner, District Relief & Rehabilitation Officer of Satkhira district to mainstreaming the local disaster risk reduction activities into development. In addition to that one set of LDRRAP have been distributed to the CDMP for further action.

(ii) Implement community need based activities by following LDRRAP: Under this category of activity some (i) Non-structural and (ii) structural both activities accomplished with the help of respective union disaster management committee of Kalaroa upazila especially in Diara, Joynagor, Jugikhali and Jalalabad union for local disaster risk reduction, those are as follows-

(i) Non-structural activity for local disaster risk reduction: (a) Organized and conducted daylong orientation for 04 nos. Union disaster management committee on climate

change issues and its affects, where 137 nos. participants were actively participated.

(b) Organized and conducted 03 daylong training for 324 nos. farmers, Women and disable on climate change impacts, its affects and package of alternative livelihood options, especially the livelihood options of floating garden, Cattle/goat fattening, Poultry rearing, Homestead gardening and fish cultivation. Ensured practice level and established 10 nos. floating garden, 28 nos. Cattle fattening, 25 nos. goat rearing 44n os. Poultry rearing 32 nos. homestead gardening, 02 nos.

(c) Year round tomato plot especially for the summer season, 11 nos. fish cultivation in back yard ditches and 01 tree.

(d) Organized and conducted 05 daylong hands on training on floating garden for 18 nos. waterlogging people.

(e) Set one demonstration on hydroponics cultivation by forming 03 nos. floating garden group consist of 6 members as alternative livelihood option as the area are continued waterlogging since 2000.

(f) Established 18 beds by the group members, where they are growing varieties of vegetables round the year and Samadhan provided 03 nos. boat supports to the individual groups to ensure inter-culture operation of the floating garden.

(g) Structural activity for local disaster risk reduction:

(a) 04 nos. Institutional ground have been raised by earth filling those are Saroskati High School in Joynagor union, Bamonali registered primary school in Jugikhali union, Narayanpur primary school in Jalalabad union and Saroskati satellite clinic in Joynagor union considering flood levels.

(b) Total of 227 nos. homestead ground have been raised in Jugikhali, Joynagor and Jalalabad union under Kalaroa upazila considering flood level.

(c) 8750 feet of new embankment constructed by earth filling in Diara union considering flood levels to protect field crops, houses, trees and other assets.

(d) 4000 feet old embankment re-constructed in Joynagor union by earth filling.

(e) 2.5 km of old embankment repaired by earth filling in Joynagor union.

(f) 360 ft of connecting road constructed by earth filling in Jugikhali union.

Every after three month the CDMP has been organized quarterly program progress review meeting with Satkhira district disaster management committee, where we have participated and presented the ERMF-LDRRAP project progress.

3. Social Afforestation: Samadhan is always wants to reduce environmental pollution in all aspect and as accordingly plantation at homestead areas and roadsides are one of the major priority areas, planted tree sapling at 70-km of roads by the assistance of the WFP in Sagordari, Trimohini, Panjia and Keshabpur union under Keshabpur upazila, Shyamkur & Durbadanga union under Monirampur upazila in Jessore district and Jugikhali & Jalalabad union under Kalaroa upazila, in addition to that road planted 10 km of extra roads with joint collaboration of Forest department, from where 140 nos. destitute woman have got employment opportunities under this project. After the 15 years of project duration the project beneficiaries will get 60%, respective union Parishad 20% and rest 20% benefit will get by Samadhan as per deed of agreement. At present we are supporting to ensure maintenance of the trees properly. The roadside plantation project will have a long-term benefit both economic & environmental. On the other hand the organization has taken initiatives for homestead plantation and this year a total of 7950 nos. tree sapling both fruit and timber planted at homestead areas by motivating of individuals household through training, motivation, group session and individual follow up of different project beneficiaries.

4. “Reducing Livelihood Risks of Poor and Marginal People in Bhabodaha Catchments Areas of Southwest

Bangladesh in the context of Waterlogging, Flooding and Long Term Climate Change Impacts” Different villages and unions under Keshabpur, Monirampur and Avoynagor upazila under Jessore district are seriously affected for long term waterlogging as the climate change impacts. These areas are highly vulnerable for continuing stagnant of water for heavy rainfall and flood since 2000 and round the year the areas are inundating by 3 ft to 5 ft of water. The marginal farmers lost crops and other family belongings and become unemployment. Their farming land and houses are drowned under water, damaging homestead belongings and crops. In this situation their sufferings for shelter, foods, clothing, treatment and other essential items become crying needs and dependent on relief support. They are living in hardy life for food crisis and completely in a vulnerable situation. It is mention-able that there are huge numbers of poor and marginal people are living in inhumanities situation. They have no any income generating activities and facing famine situation for poverty i.e. gradually their livelihood risk is increasing. Considering this painful situation Samadhan has been taken initiatives to implement the said project with some innovated program interventions as pilot basis from January 1, 2008 by the support of UNDP, DFID & EC through CDMP under Ministry of food and disaster management.

(a) The project areas:

The working areas of the project are Kultia, Durbadanga and Monoharpur union under Monirampur Upazila, Panjia and Sufolakati union under Keshabpur Upazila and Calitia union under Avoynagor upazila in Jessore district as per the project design.

(b) Project implementation strategies: The said project implementing through partnership in the name of “Alliance for Livelihood Restoration in Disaster and Development (ALRDD)”, Hence Samadhan will play lead role to ensure quality, Quantity, time and cost as well implementing organization with other local level like minded three organizations, those are Ma ‘o’ Shishu Shangstha Foundation (MSSF), Progoti Samajkallyan Sangstha (PSS) and Area Development Organization (ADO).

(c) The activities achieve/implemented under the project: Through the aforesaid partner Samadhan has been successfully completed the following activities-

(i) MOU signing with local partner:

At the beginning of the project Samadhan arranged one MOU signing meeting with active participation of the chief of individual partner organization at Samadhan head office on December 17, 2008 and completed MOU with prior discussion about project activities, budget and its implementation procedures, where total of 10 nos. participants were actively participated.

(ii) Staff Orientation on Project & Policies:

After recruitment of required all staff of the project organized and conducted one daylong orientation session, through which the project team become aware on different programs, messages and as well as different policies and procedures of Samadhan at head office on 02.01.2008. In the orientation session total of 11 nos. staff including Director, coordinator & Accountant were activity participated. Then again organized and conducted another one daylong orientation on 04.01.2008 to make them aware about the project goal and objectives and activities to implement it accordingly.

(iii) Staff training: Organized and conducted 05 days training on project implementation procedures for 08 nos. staff of the project from at Samadhan training center, Keshabpur.

(iv) Project inception meeting:

Organized and conducted project inception meeting with the member of Sufolakati, Panjia, Kultia, Monoharpur and Durbadanga union disaster management committee along with other community leader, where total of 450 nos. participants were actively participated discussed and make them aware about nature of project with strategies of implementation along with role of DMCs in the project. Then motivated them to review and update the DMCs as per standard of the SOD. Then seated and shared/discussed with upazila DMCs of Keshabpur, Monirampur and Avoynagor upazila under Jessore district.

(v) Targeted village selection:

Organized and conducted 6 nos. separate FGD with union disaster management committee. Through FGD identified more vulnerable villages, make list chronologically and finalized targeted village accordingly.

(vi) Beneficiaries selection process: Selected targeted beneficiaries through 36 FGD by following FGD guideline and survey form as per set criteria, over 15 nos. villages in 06 unions, Total of 530 Participants both male and female were actively participated in community level FGD. Identified hazards affected more vulnerable Para, then risks, resources, migration of the affected people, disable, women headed families and other subsequent information by developing social map. Then identified number of maximum vulnerable family over there, causes of their vulnerability and make a priority list of the vulnerable families.

(vii) Finalize beneficiaries list:

Conducted door to step survey by following listed families of the FGD output, then analyzed and finalized the required number of beneficiaries by activity considering program nature. Finally we have produced final beneficiaries list by program interventions and taken counter sign from respective UDMC for more transparency of the project activities.

(viii) Developed Integrated model risk proof homestead:

Organized & conducted 02 days training for 16 nos. beneficiaries on integrated model risk proof homestead development covering year round vegetables cultivation, fish cultivation, plantation, health and hygienic, safe water & hygienic latrine etc. Finally model houses developed by using matching fund from project and beneficiaries comprising following activities-

Homestead ground rose considering flood level by earth fillings of the 16 nos. selected houses, those are now risk free from flood /waterlogging.

Established 15 nos. homestead mini pond by constructing dike, from where actually the house raising earth was cutting and 15 nos. ponds are now under fish cultivation, which are reducing livelihood risk for the people.

Established 16 nos. pacca hygienic latrines in 16 nos. raised houses and the people are now risk free. Established 16 nos. year round vegetables garden in the raised homestead, those which are now risk free

and reducing their livelihood risk. Established 01 no. cattle fattening projects instead of homestead mini pond due to un-availability of

homestead land for earth cutting. Planted different variety of fruit and timber tree sapling including some medicinal plant at homestead areas.

(ix) Established ring based vegetables garden: As the areas are seriously affected for waterlogging, flooding and long term climate change impacts and they were really in highly vulnerable situation for continuing stagnant of water, become unemployed and facing famine situation over the year. So, the main objectives of the activity is to create employment opportunities for male counter part of the affected family and use of their water stagnant fallow field round the year by setting Rings one after one and as accordingly established 100

nos. of ring or hanged garden in the community levels by using matching fund from project and beneficiaries by accomplishing following activities under the companionate. This is actually newly innovated activity, through is really highly accepted by the community people as it is reducing livelihood risk for the waterlogging people.

Organized and conducted daylong training for selected 100 nos. beneficiaries. Provided 2000 nos. concrete made rings among 100 nos. trained beneficiaries. Provided bamboo, rope and other materials to 100 nos. beneficiaries for hanged machnag to establish the

ring based vegetables garden. Provided other technical support.

(x) Establish bamboo crafts for vulnerable community:

The project has taken initiatives as pilot basis to establish bamboo crafts in the community considering the highly vulnerability of other minority professionals for continuing waterlogging and they become un-employed. Total of 50 nos. such of activities already been established in the community levels by using matching fund from project and beneficiaries and reducing livelihood risk for the waterlogging people. The trained women are producing huge number different variety of bamboo crafts and selling in the nearest market.

Accomplished sub-activity of the component is as follows-

Organized and conducted daylong training for selected 50 nos. beneficiaries.

Provided materials support among trained beneficiaries.

Provided other technical support. Establish duck rearing farm at waterlogging community level:

Reducing livelihood risk of the community people, established 200 nos. community level mini farms by providing following support.

Organized and conducted 3 days training for selected 200 nos. beneficiaries. Constructed 200 nos. ducks houses in the community level by ensuring 100% beneficiaries contribution. Formed 20 nos. groups with the duck rearing beneficiaries consist of 10 members, where they are seating as

fortnightly basis and discussing about duck rearing practice, through the meeting they have learned about ducks house construction, ducks feeding, management and treatment from each other. Total of 30 nos. meeting were held, where 98 % members were actively participated.

Provided 20 to 25 nos. high yielding variety of ducks to the each of beneficiaries, total of 4200 ducks distributed, finally 50 ducks will be given to each of them.

Provided vaccination support through upazila livestock office.

(xii) Open water fish cultivation: Most of the water bodies are useless round the year for permanent waterlogging and increasing sufferings for poor and marginal people considering the aforesaid sufferings the project initiated and using those water bodies as alternative assets with the active participation of the vulnerable people. Samadhan and PNGO mobilized the local people for their survivability and introduced open water fish cultivation to reduce livelihood risk for poor and marginal people of Water logging areas. A part of it a committee named “Village Development Committee” has been formed against each of water body people surrounding areas Beel.

Total of 04 nos. open water bodies are under fish cultivation by the Village Development Committee, which might be supplemented to reduce the livelihood risk of the community people. Under the component accomplished following activities-

Selected 04 nos. water bodies with the help of UDMCs. Formation of 04 VDCs consists of open water body neighbored community people consists of 25 members

each and total of 100 members. Organized and conducted an orientation session for the VDC members on management of open water body

and fish cultivation. Inaugurated fish-ling liberation with kind presence of the Deputy Commissioner, Additional Deputy

Commissioner, District Fisheries officer and District Magistrate of the Jessore district; Upazila Nirbahi Officer, Assistant Commissioner (Land) of Monirampur upazila under Jessore district and Senior Programme Specialist, United Nations Development Programme (UNDP). Genius of the fish-lings are Rui, Katla, Mrigel from major carp and grass carp, nilotika etc from minor carp and total of 390 family are the target group of the intervention.

(xiii) Quarterly UDMC meeting: Organized and conducted quarterly meeting with 06 nos. union disaster management committee of Keshabpur, Monirampur and Avoynagor upazila under Jessore district and during 06 months of the project period 02 nos. meeting with 06 nos. UDMC have been conducted, where 392 nos. members of UDMC were actively participated. In the meeting the project progress, target beneficiaries selection process, counter signature of the beneficiaries list by the Union Disaster Management Committee , project related problems, limitations and future plan of the project have been discussed accordingly.

5. Preparedness for Effective Emergency Response: The southwest region of Bangladesh is very much vulnerable for occurring hazards one after one. Waterlogging is the prominent hazard considering longevity, harmfulness and peoples sufferings in these areas out of other common hazards like tornado, flood, drought, Arsenic contamination, cold wave etc. The main victims of the disasters are women, children, disable and elderly people of poor and extreme poor families. The livelihood system is seriously disrupting every year. People losing assets, becoming unemployed and facing famine situation as the impact of climate changed issues. Disaster preparedness and management is one of the major strategic issues of the organization as well as one of the major components. Training on disaster preparedness and management is continuing in weekly session conducting at grassroots people organization. Ensure followed-up at different stage of disaster management like, Flood shelter management, review and made local disaster management committee more sensitized, Emergency store management, Financial and technical support for family and community level in pre, during and post disaster. The following activities accomplished under the component for local disaster risk reduction.

(i) Launching meeting: Organized and conducted launching meeting with Keshabpur upazila disaster management committee, where 40 nos. members were actively participated.

(ii) Conducted baseline survey: Organized and conducted baseline survey through FGD with UDMCs of 25 unions, 02 Pourasova and 03 upazila disaster management committee to knowing the capacity of those disaster management committee and prepared survey report by compiling the surveyed form.

(iv) Developed organizational contingency plan: Samadhan already bean reviewed and updated and developed organizational contingency plan for 2008 covering what to be done in pre, during and post disaster situation if needed in the working areas by following UDMC survey report and contingency plan 2007.

(v) Developed model contingency plan for UDMC: Primarily selected Panjia UDMC for model contingency plan development by them then reviewed and updated the DMC size as per standard of GoB SOD. Organized and conducted daylong training for the member of the disaster management committee. After receiving the training they have been developed village profile by collecting village information following guideline. Finally prepared a draft union contingency plan by compiling village profile then again validated the draft contingency plan with union disaster management committee formally and updated/finalized the CP with feedback from different members of the UDMC.

(vi) Contingency plan develop for upazila DMC:

Organized and conducted UP CP sharing meeting with Keshabpur upazila disaster management committee. The model CP of Panjia union has been presented in upazila DMC meeting. After sharing, feedback and finalization of the CP of Panjia Union the Upazila DMC is motivated to develop such CP and as accordingly the upazila DMC suggested to other union DMC to formulate CP for disaster risk reduction.

(vii) Fund creation for disaster preparedness and management: Samadhan has been saved 01% fund from earning service charge of its Micro-credit program for creation of fund for emergency response for the disaster victims, which Samadhan might be used this fund as loan without any interest among the affected vulnerable people for their livelihood restoration.

(viii) Staff training: The concern worldwide Bangladesh has been given training for staff through lead training partner and 10 nos. staff received training on emergency relief and rehabilitation. Other than that Concern Worldwide Bangladesh directly conducted training of Contingency plan development process, where 02 nos. staff was actively participated. Another one senior staff received training on community participated disaster risk reduction training, which was organized by Dhaka Ahsania Mission (DAM) and Concern Universal jointly.

(ix) Exposure visit:

02 nos. senior staff of Samadhan has been participated in an exposure visit in Hatibandha upazila in Lalmonirhat district, especially to knowing the progress and strategies of Child participated disaster risk reduction project implementing by POPI and Plan International.

6. Advocacy for access to local service and resources mobilization:

The service from different GO/NGO’s offices and officials available at upazila level are not accessible to poor and ultra poor people due to many of constraints. Samadhan is working to overcome those constraints and linking with them for easy access of mention-able service and support like public health engineering department, Department of Agriculture Extension, livestock, fisheries, women & youth development office and Health complex etc. On the other hand, land is crucial issue of Kopotakkha Nod dwellers to-words sustainable development. So that Samadhan has been taken initiatives to linking the formulated grassroots level groups with different service providing agencies to get the adequate service as and when needed Samadhan is organizing meeting, workshop and dialogue with the representation of different agencies for easy access of service including common water bodies provided by the agencies like Department of Agriculture Extension, Upazila livestock office, Bangladesh Water Development Board, Women & Youth development office, Department of Forest, Upazila health complex, upazila land office etc.

7. Water and Sanitation:

Use of safe water, safe latrine & awareness are the pre-requisites for the healthy life. In this context Samadhan is facilitating, motivating of villagers to collect and installed water sealed latrine & tube-well and giving advice to them for use it properly. Besides that Samadhan is distributing tube-well and latrine. Testing tube-well water to knowing the presence of arsenic to reduce water borne and moveable disease as well as increase the awareness level of the community people. After finding out the arsenic contaminated tube-well given red color to discourage the people to do not drink the water of said contaminated tube-well. Actually Samadhan is implementing two fold activities in its field (a) Non-structural activity like- meeting, mass awareness through motivation (b) Structural activities, like school latrine installation, Bil board writing & setting with financial and technical support of NGO-FORUM. The details are follows-

(i) Place selection for deep tube-well installation: Selected 125 nos. places for deep tube-well installation in Chaluahati union under Monirampur upazila by using PRA tools/techniques with community people, where 113 nos. deep tube-well by the support of NGO Forum under Hygiene, Sanitation and Water Supply Project (HYSAWA)

(ii) Ward watsan committee meeting: Organized and conducted 36 nos. quarterly meeting with ward watsan committee over 09 wards of Chaluahati union, where total of 475 members were actively participated. Through the meeting reviewed each quarterly progress very critically and planned for next quarter.

(iii) Half yearly meeting of the union watsan committee: Organized and conducted 02 nos. half yearly meeting with union watsan committee in Chaluahati union, where total of 42 members were actively participated. Through the meeting reviewed each 6th monthly progress very critically and planned for next 6th month.

(iv) Popular Theater: 01 popular theater on watsan demonstrated in Gopikantapur high school filed by Samadhan cultural team have, where more or less 4000 nos. male female were participated and learned a lot on water and sanitation.

(v) Court yard session: Organized and conducted 36 nos. court yard sessions with male and female counterpart of the community people separately. More or less 800 people become aware through the session and practicing the learning in their family levels.

(vi) Child to Child programming on watsan: The program activity aims to learn and make aware children on watsan through demonstration and then the children teaching this leaning to their other family members.

(vii) School watsan orientation: Organized and conducted 02 nos. school students’ awareness sessions at 02 separate schools with 155 nos. students, through which they become aware and working in the community to make aware on hygiene practice.

(b) Structural activities: Some structural activities accomplished during this reporting period, those are as follows -

(i) School latrine installation: One sanitary latrine has been installed in Tripurapur Junior high school in Chaluahati union under Monirampur upazila by ensuring 10% cost sharing from the school management committee.

(ii) Bil board writing & setting: Total of 12 nos. Bil board have been prepared, written and setting in different important & populous places in Chaluahati union with health awareness messages at least three of each board. Through bil board the mass people are getting different health messages and becoming aware on the issues of hygienic practice containing use of sandle always inside of latrine, use of soap after toileting for washing hand, wash hand before take any food, thrown out the dust and other materials including rest part of vegetables in a fixed place like compost, encourage to the children to use latrine and babies stool to be thrown in the latrine etc

8. End Domestic Violence against Women and Children: Gender inequality is the crucial issues such of disaster prone working areas of Samadhan. Over all condition of the women are very pitiable. The women are seriously deprived and victimized in traditional male leading social management. Unequal behavior & attitude of men and women are very common practice in families especially for the disaster prone Kopotakkha river basin areas regarding food habit, women used to take food after the men. The children especially the daughters are seriously deprived from education, food, treatment, amusement etc. The pregnant mothers have to work hard in the family. If any mother gives birth to a girl child, she has to suffer for different blames against her instead of any postnatal care taking. This is why the mother has to suffer mental and physical tortures always without any reasons. A family dose not takes it easy if women go out of the house without veil.

They don’t have any participation in decision making process in family and community, even they can’t give any opinion for treatment of her own health, child bearing, family planning, sending girls child to school, marriage ceremony of their adult son or daughter, selling/buying of any family assets, use of earn money and to go their parents house. Women are in wrong perception about their rights and dignity, which minimize as all those things are God gifted. The women and children are always in threatening as victim of violence. In the society polygamy, dowry, divorce, early marriage, abuse of women and children are the common practice. They are powerless to protect them from unfair thing and established their rights; they don’t have any access to participate in social level development oriented activities, social institutions and opinion about casting their votes. The women are not getting opportunities to study, productive activities and proper care on health services. They are not involved with decision making process in family and community, controlling system over income, expenditure and assets of the family. On the other hand women are always in house; they don’t have any access to mobility with security. So Samadhan has been given top priority to gender issues as a cross cutting issue as well as interested to develop of Samadhan as gender focused, gender sensitive, gender friendly and violence free organization as well as community. Samadhan has been taken initiative to reduce and combat violence against women and children forever and established their rights by the support of Bangladesh NGO Foundation. Following interventions accomplished under the component during the reporting period.

(i) Staff orientation:

Organized and conducted daylong orientation for 23 nos. staff and make them aware about protect of women and children from violence. After orientation the 23 nos. staff has been organized and conducted monthly group discussion session among 70 nos. groups.

(ii) Formation of Wards based Women and Child violence protection Committee:

Total of 12 nos. wards committee have been formed consist of 12 member over 04 unions under Keshabpur upazila. The ultimate objective of the activity is to protect and combat violence from family and community from 12 nos. wards under 04 nos. unions forever by taking different action oriented programming.

(iii) Formation of Union based Women and Child violence protection Committee:

Accordingly formed 04 nos. union based Women and Child violence protection Committee consist of 12 members over 04 nos. unions under Keshabpur upazila. The main objective of the activity is to extend possible support and cooperation to strengthen the wards committee and ensure necessary coordination with Upazila Ayein Shalishi Board to reduce and combat violence forever from the community.

(iv) Upazila Ayein Shalishi Board: The upazila Ayein Shalishi Board has been formed consist of 05 members containing Advicate-01, Journalist-01, Union Chairman-01, Women headed NGO representative and rest-01 from Samadhan in upazila level by following set criteria. The ultimate objective of the activity is to provide necessary treatment and lawyer support to the victims by the committee unless establishing rights of the women and children in the community.

(v) Training: Organized and conducted training for different levels of committee members especially for the ward and union committee members, through the training members of the committee’s become aware about their role, responsibilities in relation to violence against women and children. Total of 130 members from ward committee and 44 nos. members from union committee were actively participated.

(vi) Quarterly meeting with different committees:

Total of 36 nos. quarterly progress review meeting have been organized and conducted by the ward committee, where total of 130 nos. members were actively participated. 12 nos. quarterly progress review meeting have been organized and conducted by the union committee with active participation of 105 members, where the Ayein Shalishi board members and representative from Samadhan were actively participated and encouraged them for their nice initiatives to combat domestic violence against women and children. Actually in the meeting the committee members reviewed the progress, problems, challenges and limitation of the last quarter and as well as finalized plan for the next quarter.

(vii) Group discussion meeting:

Different issue based session on women and child issues like prevent women oppression, social convention that is dowry, early marriage, polygamy, divorce, violence and rights of the women and children etc were conducted in the group meeting as monthly basis. The community people becoming aware on different issues of violence, women & child development through issue based group session. Other than that their neighbored are also getting opportunities to lean about violence and development by the group members. As of to date 1050 group members were actively participated in such of session from 70 nos. women group in Keshabpur upazila.

(viii) Court yard session: Samadhan organized and conducted 25 nos. community level court yard sessions in remotest areas of Keshabpur upazila, where 459 nos. women were spontaneously participated. In the session priority has been given to the women’s role to reduce and combat the women & child violence in the family and community. Through the court yard session the people becoming aware about violence against women and children and taking different initiative in the community level against violence.

(ix) Popular theater and folk song: Samadhan independently written one script for mass awareness related theater named “LASHER KASOM” to make community aware for refrain them from such of violence. Accordingly we have displayed the theater in different places of Keshabpur upazila by the role play of Samadhan’s own cultural team. Other than that we have presented folk song in the community to make them aware for protection of violence against women and children. Actually these two interventions were highly motivated of the community people.

9. Disable and ultra poor people mainstreaming activity:

The government of Bangladesh is trying to mainstreaming the disable and ultra poor families with the development efforts, but the support is not reaching to them for many of constraints. Finally they becoming poorest of the poor and vulnerable situation, then isolated from the society, as a result they are treating as social and national liabilities, which are really great barer for the real development. So that Samadhan has prepared list of disable and ultra poor families of working areas as priority basis with the help of local govt. and administration and other relevant agencies. At present we are trying to involve them in different development program activities for mainstreaming and including with existing groups as priority basis, providing credit support for alternative employment opportunities. So that said disable and ultra poor people are more priority area to incorporate them in new program of Samadhan.

Support for mainstreaming:

For un-reaching of government support for the development of those vulnerable family First we have listed them with the help of local government. Based on the list we have selected some beneficiaries as priority basis. Then organize and conducted skill training by our resource person and some times hiring expertise from out side. Then provided fund support for creation of employment generation activity to ensure additional income. We are giving priority to incorporate them in group for mainstreaming them. Other than that the Samadhan has given more priority to rescue, relief and rehabilitation support for pre, during and post disaster support.

10. Human Resources Development:

This is one of the major components to development of staff and beneficiaries on different development aspect. Enhancing staff and beneficiaries capacity and capability on different development issues by providing organizational development training, skills & capacity building training to make them more competent for sustainability point of view. The trained persons are providing technical, financial and management support, especially to the beneficiaries at field level directly with close connection. Continuing motivation, counseling, exposure visit, hands on training and weekly issue based session to staff and beneficiaries & doorstep follow-up visit also to change their behavior and practice on different development aspect. Samadhan’s having two separate training center (i) One is in Keshabpur upazila as residential training center with 40 persons accommodation capacity both facilitation room, lodging and dining support (ii) one is in Kalaroa upazila as non-residential training center with 35 persons capacity only for facilitation and dining support.

Selecting course of training through need assessment, development of training module, schedule and select the participants as per need both staff and beneficiaries, then organizing and conducting different need based training at our own venue both in Keshabpur and Kalaroa training center by own resources person. Some times we are offering some training at outside to other organization for higher training like ToT. Most of the training have been conducted by our own resources persons and incase of any higher training Samadhan is sending staff outside only. b) Coordination and Communication:

The Samadhan believe that coordination, communication and collaboration is the most essential part for a development organization. So that Samadhan is maintaining its linkage, coordination, communication and collaboration with different GO/NGO offices/officials as per need. The GO/NGO offices are Local Government, Local Administration, Department of Agriculture Extension, Upazila Livestock Department, Health Complex, Public Health Engineering office, Education office, Social well-fare office, Department of Forest, other like minded local level, semi national and national level NGOs etc to established working relationship.

12. Training Center:

Samadhan is implementing different types of development program in the areas and conducting a huge no of training, meeting, Workshop to develop the skills and competencies for staff, beneficiaries and other stakeholder to ensure quality program & support for sustainable service of the poor people for their socio-economic development since 1997.

The training aims to change the knowledge level, skill and outlooks of the neglected & disadvantaged people of the areas. So that Samadhan has been established two nos. separate training center on its own and rented building at adjacent head office with residential facilities and one in Kalaroa upazila as non-residential center, which are now functioning well as organizational income source. The training venue is using by organizational internal training and some other external agencies training round the year. The training center is electrified and having well furnished guestroom with air cooler, training hall room, dining room, Multi media, OHP, Photo copier, spiral machine, color television, recreation facilities, Telephone, mobile fax, E-mail, digital camera, still camera, video camera & other necessary instruments. During this reporting period Samadhan earned money from the training center with amounting Tk- 30, 8917.00 as rent of hall room, bed room, other equipments and service from the food only from external and internal training, meeting, workshop etc at Samadhan training venue.

13. Computer Training:

Samadhan Computer Training Center (SCTC) is approved & registered under Bangladesh Technical Education Board (BTEB). The Computer training center has been established in 1998 with a specific objective to extension of Computer education for rural youth to create self-employment opportunities & make them skill & competent as human resources on “ICT” to established it as straggle for survival. Through this training center Samadhan is ensuring quality program support especially for disadvantaged women of its working areas by hiring skilled trainer in the name of “Samadhan Computer Training Center” (SCTC). 14) Others: a) Emergency Rescue and Relief and Rehabilitation support:

Keshabpur, Monirampur upazila under Jessore district and Tala, Kalaroa upazila under Satkhira district were seriously affected for flood and waterlogging. The livelihoods systems of the victims of waterlogging people were in danger level. The rainwater raised at least 02.5 feet to 03.5 feet higher than highest range/level of floodwater of last Waterlogging situation. Most of the houses of the affected area were inundated, 100% mud and straw made

thatched houses with other necessary items like latrine, tube-well also were inundated, beyond use and finally damaged. The people were taken shelter on wooden Cot, bamboo made Cot in house level and most of the affected people were sheltered in school, college, Madrasha, high roads and other common places of the . The showering and storm were continuing and the people were in heavy sufferings for shelter and Food, especially for the women, children, disable and elderly people. The low income, women headed, disable and other joint poor families were sufferings for severe food crisis and

secured shelter. They don’t have any toilet facilities and sources of safe drinking water, which created health related another crisis i.e. the people were sick and questioned to treatment but sorrow that they were unable for the acquit poverty. Some people migrated out to other areas. The child, lactating mother, disable families, family with ill member were in more crisis. Most of the people were compelled to selling their cattle, goat and chicken and other resources by token of prices for their survivability and mitigate their basic needs.

Actually last six to seven years there were no any crops produced for permanent Waterlogging and cropping land were under water, so the vulnerability was in extreme situation as a whole. The assistance/support provided different variety of food and Non-food items to the victims of flood/waterlogging to reduce their immediate sufferings of more vulnerable family Monoharpur and Keshabpur upazila under Jessore district and Kalaroa and Tala upazila under Satkhira district by the support of DFID, UNDP, WFP and Concern Worldwide Bangladesh and for which heartiest thanks & grateful to everybody of the donor agencies.

Actually Samadhan is successfully working in the areas of disaster for emergency rescue, relief, rehabilitation and emergency treatment from 1987 by using organizational own resources and financial support from other donors like Proshika MUK, NGO Forum for DWSS, Concern Worldwide Bangladesh, WFP, UNICEF, EC, GSK, Uttaran, DFID, UNDP and CDMP etc. Samadhan is a resourceful organization for disaster management Activity. The team is really more competent and confident enough to handle any kind of disaster very efficiently. It is mention-able that during disaster 2007 Samadhan was directly involved for Rescue, sheltering, supply of different essential commodities of food and non-food items by ensuring participation of local government, community leader, opinion leader, upazila and district level GoB/NGO officials.

b) Day Celebration:

Samadhan has been taken different initiatives to celebrate different important National and international days very effectively with joint collaboration of local level respective GO/NGO offices & officials like World Environment Day, Women’s Day, Literacy Day, Disaster Day, Fisheries week. Bengali new years day, Sanitation week, World Water day by organizing Rally, Discussion session, Different competition, posturing, painting and distributing leaflet, booklet, handouts, hanging banner, festoon, placard, drama and folk song etc.

Conclusion: Samadhan has been ended 20 years of its service in the areas. The organization has taken initiatives from a remotest village of “Mujgunni” from October 14, 1987. Day by day it grown and successfully working with full of satisfaction and never Samadhan felt proud for the success. There are many of visual success in comparison with other areas, like Different IGA’s project, Floating garden (Hydroponics),, road side plantation, water & Sanitation (Arsenic mitigation), earthwork, ICT training, Awareness raising, women mobility and behavioral changes of the community people etc. Samadhan is working with close connection of its different stakeholder by ensuring active participation of them and it is to be rendered. The representation from grassroots level of peoples is in executive and general bodies are exists. Financial management capacity is better up position than other like-minded NGO’s of these areas. The memorable success is having organizational own properties like land, office building, training center and other essential items of equipments. The organizational systems are more transparent to each other and having team feelings & devotion of the team, which is pride of the organization. So, Samadhan is little bit different in comparison with like minded other NGO’s in this region. ANNEX-02 2. Revolution & Growth of Samadhan:

The organizations has come passed of different challenging, unfavorable and obstacle situations during this period of its working time, like disaster, pressure from fundamentalist, GoB policy change, political unrest, some other social taboo and also fund constraints etc. So that progress of Samadhan is slow in comparison with its working duration, but still the organization is working with heartiest commitment and devotion of the team by facing different challenges & overcoming obstacle situation, really those which are the development barrier to obtain of certain goal. Now Samadhan is a successful organization in Southwest region of Bangladesh. Day by day it grows perfectly and increasing the name, fame and acceptance to the locally, nationally and internationally. The following are the progress and gradual growth of Samadhan.

1987 to 1990:

Emergency rescue, relief and post flood rehabilitation support provided by mobilizing local resources. Increase acceptance, trust and believe being Samadhan as an organization. Developed linkage with Local govt. and administration and other like minded organization/ agency. Mobilized fund for vulnerable people of the areas. Realized the need of legality of the organization.

1991 to 1995:

Got registration from social well-fare Department. Developed linkage with UN bodies like World Food Program (WFP). Received fund from World Food program (WFP) against social Afforestation Purchased land and Constructed organizational own office building in Mujgunnii village, from where the

organization established. Started rural micro credit by mobilizing group fund and organizational own fund. Established organizational tree Nursery program. Formulated men and women groups at grassroots level. Fund generation and mobilize the group savings.

1996 to 2000:

Affiliated with different apex bodies like ADAB, FoRAM, CDF, GANET-SA, Micro credit summit etc. Received foreign fund from Caritas-Japan. Developed linkage and partnership project with fund from BRAC, PROSHIKHA-MUK, Dhaka Ahsania

Mission, PKSF, NGO Forum for DWSS. Re-name the title of the organization as “Samadhan” instead of Jana Kallyan Sangstha (JAKOS) to

avoid overlapping in NGO Affairs Bureaus. Linkage and networking with other like minded NGOs. Formulated new policies manual better management. Emergency response supported by NGO Forum, Proshika, and Uttaran. Extended new working areas in Satkhira district. Purchased land adjacent upazila Parishad for head office. Constructed new office building at own purchased land near upazila Parishad. Started computer-training center with prior approval from respective authority.

2001 to 2005:

Reviewed and developed different policy guides line for smooth running of the organization. Received fund from CIDA through CARE Bangladesh against Reducing Vulnerability to Climate

Change (RVVC). Formulated large solidarity with UP, School & college teacher, Journalist, Ex. Parliamentarian

Advocates and some other civil society for addressing local issues mainly related to Climate Change and mobilize them to raise that issue to the respective department of GOB.

Developed linkage and got technical and financial support from CARE– BANGLADESH against cages culture.

Emergency response program assisted by NGO Forum, Concern Bangladesh and GSK.

Extended one new branch office at Hasanpur. Social movement to established healthy living environment i.e. free from any water logged condition

caused by the sealtration of riverbed, re-excavation of cannel, construction of embankment and introduce the TRM systems applicable where. Submission of memorandum and round table meeting with honorable Minister of water.

Received fund from PKSF on Micro Enterprise Development. 2006 till to date:

Received fund from PKSF on livelihood Restoration Project. Received fund from European Commission through UTTARAN on Civic awareness project. Received fund from Sight severs International through UTTARAN on Bangladesh Childhood

Cataract Campaign program. Received fund from Comprehensive Disaster Management Programme (CDMP) through Ministry of

Food and Disaster Management (MoF&DM) on “Ensuring Risks Management Framework in Local Disaster Risks Reduction Action Plan (ERMF-LDRRAP).

Received fund from NGO-Foundation to End Domestic Violence against Women and Children (EDVAWC).

Received certificate on Membership of the Micro Credit Summit from Washington D.C Received License as Micro Finance Institution from Bangladesh Bank bearing certificate number-

03073-00100-00006 & MRA-0000006, dated-September 05, 2007. Relief operation in different Waterlogging union under Monirampur upazila in Jessore district with the

financial and technical assistance from Concern worldwide Bangladesh, World Food Program, UNICEF, NGO- Forum, Islamic relief, European Commission Humanitarian Aid Office.

Relief operation in different flood affected union under Kalaroa and Tala upazila under Satkhira district with the financial and technical support of UNDP/DFID through Comprehensive Disaster Management Programme (CDMP).

Developed Integrated Local Disaster Risk Reduction Action Plan (LDRRAP) by the support of Comprehensive Disaster Management Programme (CDMP).

Implemented Social disaster risk reduction action plans by the assistance of United Nations Project services Office (UNOPS) and financed by UNDP/DFID.

Extended and opened three nos. branch offices at Kalaroa, Monirampur and Rajganj under Jessore and Satkhira district.

Received fund from UNDP, DFID and EC through CDMP against the project of “Reducing Livelihood Risks of Poor and Marginal People in Bhabadaha Catchment Areas of Southwest Bangladesh in the context of Waterlogging, Flooding and Long Term Climate Change Impacts”

Received fund from Bangladesh NGO Foundation against the project of “End Domestic Violence against women and children”.

Received fund from Concern Worldwide Bangladesh against “Preparedness for Effective Emergency Response (PEER)”.

Increased linkage/relationship with World Food Program (WFP) and received resources support for the disaster victims.

Received fund from UNDP and DFID through CDMP for the flood/waterlogging people. Developed formal partnership with Area Development Organization (ADO), Ma o Shishu Shastha

Foundation (MSSF) and Progoti Samaj Kallyan Sangstha (PSS). Received fund from UNDP, DFID and EC through CDMP against the project of Ensuring Risks

Management Framework in Local Disaster Risks Reduction Action Plan project (ERMF-LDRRAP). Got approval for area extension from Social Welfare department, especially for Jhinaidaha, Khulna,

Satkhira, Magura and Norail district over Bangladesh. Constructed 2nd floor and established residential training center at Keshabpur adjacent Samadhan

head office with 40 people’s accommodation like lodging, food and Hall room support along with necessary equipments like air cooler, multi media etc.
