In the time of economic boom, the government’s plan with

Train to Gain was to upskill the country’s workers, allowing

British industry to compete with other, more developed

European economies effectively and they allowed the adult

responsiveness funding that covered shorter courses to

wither away to almost nothing. Certainly now it would be

pertinent to switch some of the Train to Gain funding, which

applies only to those in employment, to the unemployed

who need retrained.

It was only a few years ago, when Corus Rail announced it

was closing its West Cumbrian depot in 2006, when the

college became integral in retraining and upskilling its

workforce to give employees of the company the best

chance possible to find another job, so the concept of

reacting quickly to redundancies and retraining the

unemployed is not new to us.

The government, through the Learning and Skill Councils,

have been changing the worklessness agenda by allocating

different funding streams to providers, to enable them to

provide courses aimed at unemployed people and those on

benefits. These include specialist courses such as Skills for

Jobs, Step into Construction and ITQ, a comprehensive IT

course. For the Skills for Jobs scheme, we worked with a

training company and the JobCentre to deliver 6 weeks

courses covering various aspects of construction, written

specifically after consultation with local construction

companies to find out what they need in employees. On

recommendation from the JobCentre, long term

unemployed candidates completed the course and were

then moved on to 3 months work placement at a local

construction company. For some of them this was their first

job in years. Providers are now developing these types of

programmes which will be aimed at reducing

unemployment figures and helping people back into work.

In these times I feel we all have a moral duty to equip

disadvantaged groups and individuals with the skills they

need to make them ready for work. Not just the practical

skills such as cutting hair, laying bricks or repairing cars,

but the softer skills such as communication and inter

personal skills that are covered in the key skills aspect of

each course and other bespoke courses. Such skills add

extra strings to the students’ bows, adding bonus

qualifications, and in doing so give them a competitive

edge in a difficult job market.

If you surf the various human resources and personnel

websites and look at the chat rooms you will find top

level staff discussing the varying attributes of a

water-tight redundancy ‘test’. A single request for a

template can result in 20 or 30 “me-toos” from other

anxious employers looking for the fairest way to

choose who stays and who goes when the time comes

to make redundancies.

Some of the key areas for scoring employees are

special skills, flexibility and attitude, so perhaps

picking up a string to your bow by studying a

management course or a new technical skill will make

you indispensable.

So if you are an employee of a small business then

perhaps doing one of our accounting courses will add

a string to your bow that could help save your

employer money.

Re-training could also indicate your flexibility to the

business’ needs, so that’s two big positives. If you

Earlier this year, Lakes College employed a Workforce

Development project co-ordinator, to work with those who

are unemployed, utilising a government funded scheme

called Skills for Jobs. The college initiative helps those who

are unemployed to access skills and training for four

industries; construction, catering, retail and sport. In order to

qualify, prospective participants need to be 19 or over and

fully unemployed which means no form of part-time work.

The first group has already taken part in a course in

construction over a 10 week period designed to give an

introduction to the industry. Included in this programme

individuals gained a CSCS card (a health and safety

qualification that allows you to work on building sites). After

this ‘skills refresher’ participants are then assisted in finding

a suitable paid work placement or a permanent position.

Some of the learners that are currently enrolled have only

been unemployed for a few weeks, others for up to four

years. The programme provides the support for the

experience and skills that they all need to get them back

into work. The only request that the college makes of

applicants is a commitment of up to 16 hours per week for

up to 10 weeks and a real desire to pursue a career in that

industry. The scheme does not affect any benefits they may

receive and the college will reimburse any reasonable travel

expenses incurred and will also supply any relevant

equipment that may be needed during the course.

This pilot scheme is planned to run as a rolling scheme, that

will hopefully see 10 to 12 new students per course leave

every 10 weeks with updated skills, and the real chance at

employment. Anyone interested in benefiting from this

Education is, as the whole world is, in a state of flux. The

introduction of the new diplomas for 14-19 year olds, the

development of academies, foundation degrees and

funding streams such as Train to Gain are just a few of the

initiatives facing the education and employment sector. All

have their critics and their champions and none have really

been given the opportunity to succeed or fail. This overhaul

of education, in particular the Diplomas, is to ready

students for the working world and, refreshingly, to marry

vocational and academic learning that have been mutually

exclusive far too long.

Historically, the more academic students have been

encouraged to do well in their GCSEs, continue on to their

A Levels and then step straight in to university. Some

students then do not start their first job until they are 21 and

although academically, they may well be very highly

qualified, often the employer still has to take the university

graduate through an internal training or further education,

learning basic business sense such as dealing with peers,

senior management and customers, time-keeping and

organisational skills or specific industry-led qualifications to

make them truly “work ready”. Recent headlines in British

broadsheets said that the UK is ‘awash with unemployable

graduates’ and plans to introduce a graduate internship

programme which encourages businesses to take on

graduates at a reduced wage. Here at the college

vocational qualifications are at the core of what we do, as is

producing our own “graduates” that are qualified and ready

and able to step straight in to work and become an

immediate asset. Work experience, work/study schemes

such as apprenticeships, industry specialists teaching

subjects and close links with employers who inform and

often design our curriculum gives our students the edge

when stepping out in to the working world.

However, a vocational education is often regarded by some

as a poor second choice, particularly those who wish to

pursue a career that involves continuing on to higher

education. Lakes College has clear progression routes right

through to foundation degrees. Even if you want to pursue

what would be considered a usual academic route and

continue on to university, then our level 3 BTEC diplomas

are equivalent to 3 A Levels and provide enough points to

get in to Oxford or Cambridge if you so desired! This route

works particularly well in areas such as our sport

programme, which sees the majority of our students

progressing on to higher education pursuing careers such

as teaching, sports physiotherapists or strength and

conditioning coaches. Although some parents and students

may be concerned with the changes in education, they are

opening up opportunities to students that could result in a

highly educated and

eminently more

employable

graduates.

““ Yet Dawn is the first to admit that she couldn’t wait to leave

school. “I left Millom Comprehensive at 16 because it

wasn’t my thing. I just didn’t like it. Within two years I was

married and I had my son at 19,” she explains. “After my

marriage failed I brought him up with the help of my parents,

doing all kinds of part-time jobs in pubs and shops as well

as cleaning, to make ends meet.”

When Dawn turned 30 she had no qualifications and no

prospects but bags of determination. “I got a full-time job as

security officer at Sellafield and then got my City & Guilds

qualification in security,” she says. “Even though the hours

were extremely long I absolutely loved my job and it was a

real confidence-booster for me.”

It was also the start of a remarkable career progression in

which she used night classes and in-house training to make

up for lost time - gaining an armful of qualifications whilst

working for several companies on the Sellafield site. These

include a Level 7 Executive Diploma in Management, a Level

4 NVQ in Occupational Health and Safety Practice, a

Diploma in Information Technology and NVQs in Business

Administration and Customer Care. Dawn is a chartered

member of the Institution of Occupational Safety and Health

and also a member of the British Institute of Facilities

Management and Chartered Management Institute.

“Once I got the buzz for education and training there was no

looking back,” says Dawn. “I don’t know where it comes

from but I love learning and looking back I wish I had started

when I was younger. But in the 70s when I left school and

really up until about 10-15 years ago, there weren’t the

educational opportunities around here that there is now.”

“Now, if you are motivated to study something, there are

so many courses to choose from and I work for a fantastic

company that supports me in everything I want to do.”

Her new degree course is validated by the University of

Cumbria and delivered part-time at Lakes College,

Workington, where Dawn sends many of the staff from

Dalkia for various training and educational packages.

The company deliver technical facilities services at the

Sellafield site and it encourages employees to boost their

qualifications. “If I see colleagues eager to get on I suggest

all sorts of courses to them” she says. “If you are motivated

to study then go for it. I have tremendous support from my

boss and I like to pass on that support to other people as

well”. “It’s thanks to education that I am where I am today.

I have a great job and a great quality of life with lots to look

forward to.”

“My next goal is the degree but I am sure there will be

something coming along after that as well!”

According to the Department forChildren, Schools and Families, theaverage weekly earnings of someonewho has a degree is twice that ofsomeone with no qualifications.

The average weekly earnings of someone with no

qualifications is £350, a Level 2 qualification (GCSE or

Learner Support Fund (LSF)You may be entitled to extra financial help.This depends on your individualcircumstances and household income. Youwill also need to be:• Aged 16 or over • Attending a course at Lakes College

West Cumbria • Have been resident in the UK for the

last three years, or are a british citizen living in the European Union.

What are LSF funds?The Learner Support Fund is money LakesCollege has available for students to helpthem access further education. The fundsare there to help students attend college sothe money can be used to help towards thecosts of:

Course fees for Full Time Courses:If you are over 19 and have a level 2qualification, a full-time course will cost inthe region of £300 unless you are on ameans tested benefit (working tax credit,housing benefit, income support or incomebased job seekers allowance) then the fullamount will be waived. Alternatively if yourcombined household income is lower than£19,630 (this threshold figure may alter soplease check for current information withstudent services) then you need to pay£100 of the course fee and the LSF fundwill pay the remaining £200. If you have notgot a level 2 qualification then you do notpay anything towards your course fees butneed to sign a declaration form (availablefrom student services) to confirm this. (*Alevel 2 qualification can be any one of thefollowing: 5 GCSE's at grade A-C, 5 OLevel passes, 5 CSE Grade 1's, an NVQ 2,an intermediate GNVQ or a first diploma.)

check for current information with studentservices) then you need to pay 25% of thetotal cost and the LSF fund will pay theremaining 75%. Alternatively if you are on ameans tested benefit (working tax credit,housing benefit, income support or incomebased job seekers allowance) then youneed to pay 25% of the exam andregistration fees and the LSF fund will paythe remaining 75% of the cost.

ChildcareIf your combined household income islower than £19,630 (this threshold figuremay alter so please check for currentinformation with student services) or youare in receipt of means tested benefits(working tax credit, housing benefit,income support or income based jobseekers allowance) you may be eligible forchildcare assistance from the LSF fund.We can pay up to £4 per hour dependingon the funds available to a registeredchildminder or nursery. We can only pay forthe days you attend college or are onplacement during college term times. Ifpossible we advise that you apply as soonas possible before starting your course. Ifyou are a young parent aged under 20there is also a 'Care to Learn' programmeavailable to assist with the cost ofchildcare. Please contact student servicesfor further information. If you are a highereducation student studying a full-timecourse with dependant children inregistered and approved childcare you maybe eligible for a 'Childcare Grant' but youmust contact your local LEA for moreinformation.

Travel to and from the courseIn student services our aim is to help asmany students as we can to attend college.This may be through concessionary travelor bus passes for our full-time under 19year old students. In addition to this, otherstudents may be able to apply for help withthe cost of public transport or a privatevehicle. Cumbria County Council offer abus pass to full-time students under 19who live outside a 3 mile 'as the crow flies'radius from college. Application forms for abus pass can be obtained from studentservices. Students who are not eligible for

a bus pass can apply to student servicesfor Concessionary Travel Assistance (youwill be assessed on your income/parentsincome and/or receipt of any income basedbenefits). Stagecoach offer a College Riderbus pass to all students for £10 per weekwhich gives you unlimited use of theStagecoach buses from Ravenglass toCockermouth School. Again, if you are on alow income or in receipt of income basedbenefit the College Rider will cost you only£5.

The LSF fund can also help you with thecosts of:• Uniform/Kit • Books • Day to day living expenses • Special equipment • Course Related Activities and Trips If you are experiencing particular financialdifficulties, you could also apply to thehardship fund for help. parking. Buses stop right outside the front door

and there are regular direct services from

Workington, Whitehaven, Egremont, Maryport

and Cockermouth. For cyclists you can use cycle

paths to get you close to Lakes and there are

plenty of bike racks when you get here.

The number one priority of Lakes College is our students and making the courses we offer as accessible to as many people aspossible. This is why we have initiated some schemes for September 2009 to help ease any financial worries that any potentialstudents may have in this current climate.

The Nuclear Decommissioning Agency is offering a bursary covering up to 50% of the course fees to any student wishing tostudy a part-time higher education course at the college. To be eligible for this scheme the course you want to study should belinked to the nuclear industry in some way and would currently cover any part-time level 4 (or over) in engineering, business,science or chemistry. However, if you could prove a link to the nuclear industry the request for a bursary would be considered. The college is also offering a bursary scheme to full-time higher education students, financed by thecollege and the University of Cumbria. Students can apply to the means-tested scheme for anannual payment of up to £1290.

To be eligible for this scheme, the course you want to study needs to be a part timequalification at Level 4 or higher in Engineering, Business, Science or Chemistry.
