Who Can Apply?
• Any natural or legal persons e.g. any company, big or small, research
organisations, universities, non-governmental organisations, etc.
Which Countries can participate?
• Member States of the European Union, including their overseas departments
• Associated Countries - List of H2020 Associated Countries.
• Third Countries – see the 'Annex A - List of countries, and applicable rules for
funding
• If you want to participate in a project proposal, your organisation
needs to be registered in the Participant Portal Beneficiary
Register page
• Validation Service – PIC Number
• You will also need to know about:
– the checks carried out on the information you provide on
registering (validation)
– appointing a representative (LEAR)
– the checks that may be carried out on your organisation's financial
viability
• SME Self-Assessment – the Beneficiary Register includes a
questionnaire that allows determining whether your organisation is an
SME or not

ADMISSIBILITY CRITERIA • A proposal is submitted via the official online submission system before
the call deadline
• The proposal is complete – accompanied by the relevant administrative
forms, proposal description and any supporting documents specified in
the call.
ELIGIBILITY CRITERIA • Contents are in line with the topic description in the call
• Standard eligibility criteria (eg. RIA and IA at least three legal entities,
established in a different Member State or associated country)
• Any other eligibility conditions set out in the call or topic page

Evaluation Criteria for FLAGSHIPS
SCORES 0 Proposal does not meet the criterion at all or cannot be assessed due to missing or
incomplete information
1 Poor – serious weaknesses
2 Fair – goes some way to meeting criterion, but with significant weaknesses
3 Good – but with a number of shortcomings
4 Very good – but with a small number of shortcomings
5 Excellent – meets criterion in every relevant respect. Any shortcomings are minor
Four thresholds • Excellence score = min. 3/5
• Implementation score = min. 3/5
• Impact score = min. 4/5
• The sum of the three individual scores = min. 11/15
For Innovation actions, to determine the ranking, the score for the criterion ‘impact’ will be
given a weighting of 1.5.

Grant preparation - Key points
Online grant preparation: Please use the Participant Portal to provide
any legal and administrative details not included in the proposal.
Follow your proposal: The grant agreement and its annexes must not
differ from the proposal. This is without prejudice to corrections needed
• as a result of an ethical review or security scrutiny
• to ensure the project conforms to the applicable rules, e.g. legal and
financial rules
• to remove clerical errors or clear inconsistencies
• when, under exceptional circumstances, a participant is removed from
a consortium during grant preparation

Electronic signatures: You do not need to sign a hard copy of the
grant agreement, accession form, or 'Declaration of Honour'. All
signatures are electronic.
Timeframe: The Grant Agreement must be signed at the latest 8
months after the call deadline
