Partner Guide
The purpose of the Tulare County Employment Connection partner referral form and guide is
to assist Employment Connection partners, co-located and non-co-located staff, to be highly
familiar with the functions and basic eligibility requirements of each program, and to
appropriately assist customers and make knowledgeable referrals to partner programs.
The referral process is being implemented with a focus on quality
referrals that are likely to convert to services.

The Employment Connection is a one-stop shop for workforce services providing a comprehensive
range of employment and training services for employers and job seekers. Employment Connection
staff provide Career Services and Training. In addition, specialized workforce services are targeted to
youth 16-24, veterans, those age 55+, individuals who are homeless, CalWORKS participants, justice

Additional Youth Programs: In addition to WIOA Youth@Work services offered
through the Employment Connection, CSET provides three additional programs:
#LEAD, Youth Transitions, and Tech Connect.

Eligibility
#LEAD (Leading, Educating, Advocating and Dedication) is a junior leadership program
with an emphasis in fostering civic engagement. #LEAD is open to Juniors and Seniors in
high school, residing in Visalia, Tulare, Porterville and Dinuba/Cutler-Orosi. There are no
income guidelines or minimum GPA required.
Youth Transitions is a mentoring financially compensated career pathway with an
emphasis in preparing young adults for today’s economy. This referral based program is for
youth ages 16-21 who meet specific barriers, such as current of former foster youth, at risk
of dropping out of school, at risk of/or gang involved, receiving cash aid, etc.
Tech Connect provides students of Orosi High School and Lovell Continuation School,
ages 14-18, with leadership skills, technology career exploration, computer skills, and
community service opportunities.
Average Wait Time for Eligibility
#LEAD: Students who submit an application by deadline (typically October of each year)
will be invited to participate in a program interview. Approximately 35 students per
community will be selected by the #LEAD committee.
Youth Transitions: Enrollments occur year-round immediately upon referral.
Tech Conect: Students who submit an application by deadline (typically September of each
year) will be invited participate in a program interview. Approximately 15-20 students per
year will be selected by a selection committee.
Duration of Programs ● #LEAD: November through May. In July-August, each active participant will be eligible
for a paid work experience (if funding is available).
● Youth Transitions: Paid training opportunity with Tulare County Health and Human
Services Agency for up to 1,100 hours.
● Tech Connect: Program sessions coincide with the school calendar, September-May with a
graduation ceremony in June.

Have a physical or mental impairment that substantially impedes the ability to secure

PSW provides programs to assist people with intellectual, mental, or physical disabilities in
effectively dealing with habilitation challenges in the areas of vocational, basic educational,
social, independent living and/or recreational needs.
Services are designed to develop or improve basic work skills/behaviors and other individually
identified critical life skills, allowing the individual served the opportunity to progress to the

Sequoias Adult Education Consortium
The goal of the Consortium is to better provide adults with education in the following program

The mission of Sequoia Adult Education Consortium is to facilitate the alignment and
collaboration of Adult Education in the Region. Sequoias Adult Education Consortium is an
efficient, coordinated regional system that bridges gaps, provides seamless student transitions,
and utilizes all of the assets of our area to meet the needs of both our workforce and industry by
providing accessible, responsive training administered by a well-trained team of personnel
(including faculty, teachers, and support staff) while also providing supports to adult learners and
