Who We Are
The Nebraska Preparedness Partnership is a coalition of the state's business and government leaders, who share a commitment to strengthen the capacity of the state to prepare for, respond to, and recover from disasters through public-private collaboration. Created in 2014 by Nebraska businesses and representatives from key state agencies, the Partnership empowers businesses to integrate business resources, expertise, and plans with those of government during all stages of disaster management. The government cannot and should not be the only participants in a disaster situation, as the private sector has a wealth of knowledge and assets that may be needed during an emergency.
Public-private partnerships help to establish relationships prior to incidents, when familiarity with each other's capabilities and response procedures are paramount. These partnerships enable the public and private sector to develop all-hazards based plans to pool resources and information, coordinate response and recovery efforts and share training and exercise opportunities.

Nebraska Preparedness Partnership (NPP)
The Nebraska Preparedness Partnership (NPP) a 501 (c)(3) established in 2014 is a Public-Private Partnership created for the purpose of engaging Nebraska businesses, critical infrastructure, key resources and citizens. This collaborative value maximizes resources in times of a disaster. NPP bridges the gaps between private industry and public entities. Businesses are given a voice in emergency operations centers with NPP's Emergency Operations Center Private-sector Liaison(s) positions.
Mission Statement
Building the readiness of private stakeholders in Nebraska to prepare, mitigate, respond and recover from disasters through advocacy, training and public partnerships.
Governance
Nebraska Preparedness Partnership shall be governed by a Board of Directors; with the general management of staff, activities and operation by an Executive Director.
The initial Board of Directors shall be comprised of five (5) members from the Private Sector, four (4) members from the Public Sector and one (1) member from the Non-Profit Sector of the Leadership Committee.
Following the first year of operations, the NPP membership will elect the Board of Directors at the annual meeting.The elected Board of Directors shall be structured as follows: five (5) private sector representatives, four (4) public sector representatives, and one (1) nonprofit representative.

The non-voting member of the Board of Directors shall be the Immediate Past Chair of the NPP Board of Directors.
Exception: In the event of a tie the Past Chair will submit their vote to break the tie.

To foster a “whole community” approach to emergency management on a local and state scale, it must be recognized that it takes all aspects of a community, not just governmental organizations, to effectively prepare for, protect against, respond to, recover from, and mitigate against any disaster. As a broad spectrum of partners work together, the disaster resilience of all communities in the state will be strengthened. All disasters begin and end at the local level, which is why the Nebraska Preparedness Partnership is committed to leveraging the assets of all Nebraska communities, including the general public and the private sector.

Strengthening Community Resilience
When a business undertakes readiness activities to assure the continuity of its own operations, it is also bolstering the resilience of the community and state in which it operates. A well-prepared business can protect its employees, current and potential customers and suppliers. Effectively responding to a local disaster also helps protect jobs, tax revenues, supplier income streams, investor returns and the well-being of customers. Nebraska Preparedness Partnership works to make sure businesses participate in government disaster exercises and training, which not only improves public-private coordination but also helps participating companies identify gaps in their continuity plans. We network with other community groups to encourage consistency and best practices.

flow of information between the public and private sectors during disasters. At these EOCs, decisions are made on prioritizing safety missions, protecting key infrastructure and allocating resources. The private sector can inform the public sector of specific issues hindering their own recovery. Reporting these issues can assist the state in identifying bigger picture trends, possibly influencing priority of effort for the state recovery. By working and building trust with key government agency partners, participating businesses benefit from improved situational awareness and can facilitate key resource requests during an actual emergency. Accurate, relevant and validated timely information is often difficult to obtain during a disaster.
Nebraska Preparedness Partnership - with liaisons in the Emergency Operations Centers - serves as a consortium of information, especially government notices. The information may include situation reports and infrastructure status updates, information your company needs in order to make better decisions regarding employee safety, business continuity and customer relationships. Close collaboration and coordination through ongoing partnership efforts allows the partners to effectively communicate and share information in a timely manner to prepare for, respond to, recover from and mitigate disasters.
Business Early Reentry to Facilities
Because it is hard to know who is needed before an emergency occurs, credentialed individuals have the authority to vouch for others to provide essential functions following an event. One of the key aspects of the program is its written protocols, which help both the public and private sectors understand what is expected and allowed under the program during an emergency. The program includes a database where a few people from each members business can be pre-credentialed.

Increased involvement in local, state and regional emergency response drills and exercises
Nebraska Preparedness Partnership works to make sure businesses can participate in government disaster exercises and training, which not only improves public-private coordination but also helps participating companies identify gaps in their continuity plans.
NPP acts as a trusted clearinghouse of relevant information and training opportunities, including best practices aggregated from multiple sources and training and exercises opportunities for planning, preparedness, response, and recovery.

Market Overview
There are similar models of public and private partnership organizations across the United States that operate at the local, county, tribal and state levels. Just as these organizations are unique to their respective jurisdiction's needs for disaster preparedness, the Nebraska Preparedness Partnership will developed unique support services and benefits for its public and private partners in Nebraska.
The Nebraska private sector includes approximately 100,000 private enterprises including five Fortune 500 companies with corporate headquarters in Nebraska. Nebraska benefits from an integrated approach with local businesses during emergencies, increasing the safety of Nebraska's citizens and ensuring the viability of businesses..
The NPP will begin development in the Omaha area (Douglas, Sarpy and Washington Counties). The Tri-County UASI Critical Infrastructure and Key Resources committee contracted with the Nebraska Public Policy Center coordinated stakeholder meetings statewide and will identify a process for transitioning the program across Nebraska. We have reached out to the Nebraska Emergency Management Agency in support of the statewide effort.
