STUDY SESSION – 4:30 PM Board Study and Analysis of District Policies Ms. Sarah Thornton Policy 4330 Use of District Facilities CALL TO ORDER President Lehrman called the meeting to order at 6:30 p.m. followed by an opening statement on policy and procedure. FLAG SALUTE Mr. Lehrman introduced Franklin STEM Elementary Principal Deidre Holmberg who then introduced 5th grade Mission: STEM Possible students Kaylee Noel, Natallie Guthmiller, Mackenzie Grubenhoff, Zoe Ensign, Carley Nelson and Parker Beus. She also introduced Teacher/Leader Maria Lee. The students then led the flag salute. Student board representatives presented each student with a Pride of Pasco pin. Students introduced their family members who were in attendance. Kristi Docken Addre Noel Nicole and Tyler Guthmiller Emily Jordan Bernice Hanan SPECIAL RECOGNITION On behalf of the board, Mr. Edinger presented the Partners in Kindness (PinK) Award to GESA Credit Union for their generous contribution of more than $1,000 to the Pasco School District. Angie Brotherton, Community Relations Manager; Brian Griffith, AVP Marketing; Don Miller, GESA President and CEO and Brandon Allison, Education and Outreach Specialist attended. Mr. Edinger also recognized the Murdock Grant participants for their work with the Partners in Science program that provides professional development for high school science teachers. This experience is passed on to students as teachers share scientific discovery. Participants included Kentin Alford, Devin Olson, Emily Jordan, John Weisenfeld, Molly Tuinstra, Fred Burke and Ann Wright-Mockler. APPROVAL OF MINUTES Mr. Christensen moved to approve the minutes of the regular meeting of March 28, 2017 minutes as presented. Ms. Lancon seconded the motion; the motion carried. AGENDA REVIEW Mrs. Whitney stated that there was an addendum added to 11A Certificated Actions and 11A Classified Actions was modified. She also confirmed that there would be an executive session. AUDIENCE COMMENTS Mr. Lehrman explained that questions and comments are welcome after each report pertaining to the topic covered at that time. He then opened the floor for comments on any other topics. Marcia Stillwell asked that the board amend the transfer policy to allow for transfers between high schools. COMMUNICATIONS Dr. Richardson reminded everyone of the upcoming Pasco invite coming up Saturday, which is one of the largest in the nation. He is looking forward to attending the Stevens Middle School production of Willy Wonka Jr. being performed April 21-22 at the PHS auditorium. Ms. Lancon also urged people to attend the Pasco Invite. Mr. Christensen thanked GESA for their partnership and mentioned that GESA has a simulation program that allows you to see a variety of financial situations and the struggles that people go through with their finances. He confirmed that the House Capital budget includes $1M for our early learning center. Our efforts to request funds has resulted in money being included for early learning grants. $17-18M has been set aside for elementary grants. With so many schools having passed their bonds they will have to come up with 3 or 4 times the match money than they have ever had to. There will be a big demand for dollars because of that. All three student representatives attended the first Superintendent Student Advisory Council meeting last week and are excited about what lies ahead. They met with about 25 other students from PHS, CHS, NHHS and Delta.

Mr. Naef attended and participated in a concert for choir members. It was a good experience and preparation for one of our only competitions at CBC next week. Mr. Mendoza will be attending an ASB meeting and is excited to give his input. Ms. Lace participated in the Pasco High School Every 15 Minutes program and found it very impactful. She shared some of the details with the board and thanked those who make this program possible. Mrs. Phillips reported that she is feeling a positive vibe in the community and hoping that it continues as we become even more unified and our processes become stronger. The board will continue to seek input from the community. She thanked Robin Hay, Susan Sparks and Carla Lobos for their part in recruiting new teachers to our district. She also expressed her appreciation to Randy Nunamaker for the continued work in getting systems in place so work orders are completed faster and teachers are seeing work done more quickly as a result of the online system and their efforts. Mr. Lehrman reported that he had attended teacher led conferences with his children and thanked teachers for the time they spent preparing for this valuable interaction. He also reported that Wednesday, April 19 there would be another Community Builders meeting from 6 to 8 p.m. at Tierra Vida. He explained that an external consultant was hired to take a full look at our facilities to help inform us of what we need to do for a long-range facilities plan. We will be looking at all schools in depth to determine our facility challenges. Mrs. Whitney announced that the student board representative applications for the 2017-18 school year are available online and are due May 19, asking others to spread the word. REPORTS/DISCUSSION 1st Reading: Policy 2410 High School Graduation Requirements - Ms. Sarah Thornton reported that Policy 2410 contains the locally adopted high school graduation requirements. The policy is being adopted to reflect the change in state law requiring 24 credits to graduate, beginning with the class of 2021. It will be brought before the board for second reading at the next meeting. Discussion followed. Curriculum Recommendation for Physical Education Spanish World Language and Art - Mr. Erich Bolz provided an overview for the board regarding the curriculum recommendations for PE, Spanish World Language and Art. The committees have been working on the adoption of instructional materials for PE, Spanish World Language and Art. The committees have presented their recommendations to the Instructional Materials Committee (IMC) and the IMC has unanimously approved the recommendations for PE and Art at the elementary and secondary levels and for Spanish World Language at the secondary level. Discussion followed and Mrs. Phillips asked to hear from the committee members about how they feel about the new curriculum recommendations. Audience Comments Bernice Hanan worked on the Spanish curriculum and reported that they invited all teachers to come and be present when the publishers came to make their presentations. They are very happy with the recommendations. Kristi Baker, art teacher, worked on the arts curriculum and expressed full support of the art choice.

Erin Hall-Lewis asked when the board is planning to adopt a board policy that specifically identifies the full curriculum adoption piece. She would like to see it cemented so that the curriculum is renewed on a regular basis. Mrs. Whitney explained that part of that happened in advance of the processes last year. Mr. Bolz will present a cycle this spring and the board can act on that. ACTION ITEMS Declaration of Surplus District Property – Mr. Nunamaker reported that the parcels being considered for surplus are as follows: Parcel #116-170-032 @ +-20.76 acres Located generally immediately to the west of Franklin STEM Elementary Parcel #119-111-050 @ +-8.88 acres Parcel #119-111-069 @ +-6.64 acres Parcel #119-112-031 @ +-4.80 acres Generally located North of Court Street between Road 48 and 52 and bordered on the north by Pearl Street. All parcels have been appraised and are valued over $70,000 in total cost. This monetary threshold requires the district to hold a public hearing at a future board meeting. Discussion followed. Ms. Lancon move to approve declaring Parcel #119-111-050, Parcel #119-111-069, Parcel #119-112-031 and Parcel #116-170-032 as being surplus real property. Mrs. Phillips seconded the motion. We will hold a study session May 9 on the Superintendent’s annual work plan for 2017-18. EXECUTIVE SESSION The board went into executive session at 7:47 p.m. according to RCW 42.30.110(1)(b). The session is expected to take approximately 30 minutes and will include no action. Assistant Superintendent and Legal Counsel Sarah Thornton will be joining the board. OBJECTIVE:

To provide the school board with information from the Nutrition Services Department on schools participating in the Community Eligibility Provision (CEP) program and the need to increase school lunch prices to meet the stated federal standards.

BACKGROUND: (Pertinent past action/events)

Nutrition Services will make a recommendation on the 2017-2018 school lunch prices and provide an update on the Community Eligibility Provision (CEP). The CEP is an option available under the United States Department of Agriculture’s (USDA) Child Nutrition Programs that allows schools with high numbers of low-income students identified via direct certification processes to serve breakfast and lunch at no cost to all students in the school without collecting school meal applications. The district introduced a pilot program in the 2015-2016 school year for the Community Eligibility Provision at Emerson and Stevens. Since then the district has expanded the CEP to nine additional schools in the 2016-2017 school year.

One page summary sheets for each School Improvement Plan are provided in board packets to board members for review. The School Improvement Plan is a state requirement for each building in a district. The plans must be updated and approved by the Board on a yearly basis.

Each building principal works with a building improvement team to develop the plan based on student needs. The plans are revised at least once a year with adjustments throughout the year based on new data. Each principal met with their supervisor to review the plans, make suggestions and coordinate district efforts.

The Board shall award a regular high school diploma to every student enrolled in the district who meets the requirements of graduation established by the district. Only one diploma shall be awarded with no distinctions being made between the various programs of instruction which may have been pursued.

*Arts—1 of the 2 credits may be a Personalized Pathway requirement that aligns with the High School and Beyond Plan. **World Languages— Up to 2 credits may be a Personalized Pathway requirement that aligns with the High School and Beyond Plan. ***Total Credits—Up to 2 credits may be waived based upon a student’s unusual circumstances. The board may approve additional graduation requirements as recommended by the superintendent. In addition to the minimum credit requirements for the applicable high school program, to earn a diploma each student must:

1. Complete a High School and Beyond Plan; 2. Pass content-based state assessments, depending on the graduation year, if required by state law.

 High school credit will be awarded for successful completion of a specified unit of study, which means:

1. Earning a passing grade according to the district’s grading policy; and/or 2. Demonstrating proficiency/mastery of content standards as determined by the district.

 A student will receive a certificate of academic achievement if they earn the appropriate number of credits required by the district, complete the high school and beyond plan and meet content-based state assessment requirements.  Students qualifying for special education services will earn a Certificate of Individual Achievement after passing assessments determined by the student’s Individualized Education Plan (IEP) team to be appropriate for the student based on their learner characteristics, post-secondary goals and previous testing history.  The superintendent shall develop procedures for implementing this policy which include:  A. Recommending course and credit requirements which satisfy the State Board of Education

requirements and recognize the desires of the citizens of the district;  B. Determining which courses satisfy particular subject area requirements and whether a

particular course may satisfy more than one subject area requirement, including a process for determining the credits the district will recognize for courses taken through another program recognized by the state (another public school district, or an approved private school) or those courses taken by students moving into the state from another state or country. Decisions regarding the recognition of credits earned before enrolling in the district will be based on the professional judgment of the high school principal or designee based on an evaluation of the student’s former program and demonstrated knowledge and skills in the discipline for which credit is sought. The decision of the principal may be appealed to the superintendent within fifteen (15) school days;

 C. Making graduation requirements available in writing to students, parent(s) or guardian(s)

and members of the public;

 D. Providing for a waiver of graduation requirements for an individual student when

permitted. All state graduation requirements must be satisfied unless a waiver is permitted by law;

 E. Granting credit for learning experiences conducted away from school, including National

Guard high school career training;  F. Granting credit for correspondence, vocational-technical institutes and/or college or

university coursework the district has agreed to accept for high school credit. State law requires that the district award one high school credit for every five quarter-hour credits or three semester-hour credits successfully earned through a college or university, except for community college high school completion programs where the district awards the diploma. Tenth and eleventh grade students and their parent(s) or guardian(s) shall be notified annually of the Running Start Program;

 G. Granting credit for work experience;  H. Granting credit based upon competence testing, in lieu of enrollment;  I. Granting credit for high school courses completed before a student attended high school, to

the extent that the coursework exceeded the requirements for seventh and eighth grade;

J. Counseling of students to know what is expected of them in order to graduate.

K. Preparing a list of all graduating students for the information of the Board and release to the public;

 L. Preparing suitable diplomas and final transcripts for graduating seniors;

M. Planning and executing graduation ceremonies; and

N. Developing student learning plans for students who are not successful on one or more components of the statewide assessments.

 In the event minimum test requirements are adopted by the Board, a student who possesses a disability shall satisfy those competency requirements which are incorporated into the Individualized Education Program (IEP). Satisfactory completion of the objectives incorporated into the IEP shall serve as the basis for determining completion of a course.  A student shall be issued a diploma after completing the district’s requirements for graduation. A student shall also be advised that he or she may receive a final transcript if requested prior to July 1 following graduation.  However, a student’s diploma may be withheld until the student pays for any school property that has been lost or willfully damaged. Upon payment for damages, or the equivalency through voluntary work, the diploma will be released. When the damages or fines do not exceed $100, the student or his or her parent(s) or guardian(s) shall have the right to an informal conference with the principal. As is the case for grieving a short-term suspension (3320), the principal’s decision may be appealed to the superintendent and to the Board of Directors. When damages

are in excess of $100, the appeal process for long-term suspension (3320) shall apply.  Graduation requirements in effect when a student first enrolls in high school shall be in effect until that student graduates unless such period is in excess of ten (10) years.  In the event that other forms of corrective actions are imposed for violations of school rules, the student may be denied participation in graduation ceremonies. Such exclusion shall be regarded as a school suspension. In such instances, the diploma will be granted.

David Blacketer, Delta National History Day Team Advisor, is seeking permission for overnight travel for students involved with the National History Day State Competition at Green River Community College located in Auburn, WA occurring April 28 – 29, 2017. Students who place 1st or 2nd at the state level will advance to the national competition in Washington D.C. June 2017.

National History Day is an education program that engages students in grades 6-12 in the process of discovery and interpretation of historical topics. History comes alive for students by engaging them in the discovery of the historical, cultural and social experiences of the past. Students produce dramatic performances, imaginative exhibits, multimedia documentaries and research papers based on research related to an annual theme. These projects are then evaluated at local, state and national competitions.

There will be 13 Delta students traveling, 4 are PSD Delta students.

OBJECTIVE: To obtain board approval of a letter requesting that the Washington Legislature take action on graduation requirements in the Special Session.

BACKGROUND:

In the Regular Session, the Washington Legislature considered bills that would “de-link” state assessments from graduation requirements. Beginning with the class of 2017, the science standard (Biology) will be an added requirement to English Language Arts and Math assessments. The letter requests that the legislature act on this issue in the Special Session, with the Biology requirement being of highest concern.

This action is consistent with the Board’s guiding positions for the 2017 legislative session.

April 25, 2017    Hon. Senator Mark Schoesler      Hon. Senator Maureen Walsh 307 Legislative Building        205 Irv Newhouse Building Olympia WA, 98504        Olympia, WA 98504  Hon. Representative Mary Dye      Hon. Representative Bill Jenkin 432 John L. O’Brien Building      417 John L. O’Brien Building Olympia, WA  98504        Olympia, WA 98504  Hon. Representative Joe Schmick    Hon. Representative Terry Nealey 426B Legislative Building      404 John L. O’Brien Building Olympia, WA 98504        Olympia, WA 98504  Dear Legislators of the 9th and 16th Districts:  We, the Board of Directors of Pasco School District No. 1, urge you to take action in the upcoming Special Session to “de‐link” state assessments from graduation requirements for students. The matter is especially imperative for this year’s graduating class who, in a few weeks, will be impacted by the Biology requirement.  As the law currently stands, the class of 2017 is required to meet the state standard in Biology, in addition to Math and English Language Arts. In Biology, students must either pass the state end‐of‐course exam, or successfully complete a Collection of Evidence submission to the state or an alternative assessment. The content on which students are being tested does not align with the Next Generation Science Standards. Students are being held to an outdated standard, and their ability to graduate hangs in the balance.  In addition, students who tested or completed a submission this winter are only now receiving their results. If they have not met the requirement, they can provide a submission in the spring, but will not know whether they have met graduation requirements until August. Based on preliminary results, there are over 80 students in Pasco who do not know whether or not they will be able to meet this graduation requirement.    Our district currently invests more than $800,000 in local funds to coordinate assessments, track student progress, provide make‐up tests, administer testing, and teach Collection of Evidence courses. Those costs are in addition to the resources we already dedicate to providing skilled educators and instructional resources for students to meet the state designated learning standards. We trust our professional educators to assess whether students have met the required standards to pass their courses and earn credit for graduation. The addition of state assessments as a graduation requirement is an unnecessary expense and a barrier to our students.
